YÖK President Prof. Dr. Erol Özvar announced on live broadcast: Will university education be reduced from 4 years to 3 years?
President of the Council of Higher Education (YÖK) Prof. Dr. Erol Özvar answered questions about his agenda in the live broadcast he attended. President of the Council of Higher Education (YÖK) Prof. Dr. Erol Özvar participated in the live broadcast and answered questions and made evaluations about the higher education agenda. Stating that according to the employment data of the third quarter of this year, the general employment participation rate in Türkiye is 54.4 percent and the employment participation rate of higher education graduates is 77 percent, Özvar said, “As education levels increase, labor force participation rates increase, and as education levels increase, the employment rate increases.” he said.
QUOTA OF 443 PROGRAMS HAS BEEN REDUCED
Özvar stated that the lower general unemployment rates compared to university graduates is due to the lower employment participation rates of less educated groups. Stating that, as YÖK, they have designed new programs that will provide the competencies and professions of the future in universities, Özvar stated that they have excluded from the system programs that have become obsolete or have decreased connection with employment in higher education in the last 3 years.
Özvar said that in this regard, 175 programs were excluded from the higher education system as a type and the quota of 443 programs was reduced.

Emphasizing that they have created new programs to keep pace with digital transformation in informatics and artificial intelligence, as well as in health and agriculture, Özvar said:
“As YÖK, we closely monitor the programs in which students are not interested. We are going to seriously reduce the quotas of the programs whose 3-year quotas are in a decreasing trend. We will make the same regulation in foundation universities this year, as we decided to reduce the quotas in the programs in state universities last year. Especially in dentistry, pharmacy, faculty of education programs, law, psychology and architecture, we are going to reduce the quotas of our students or the programs we have collected from the public and private sectors. “We will make new arrangements in the quotas of the programs where we have reached a sufficient number of graduates within the data.”
“8 SEMESTER EDUCATION CAN BE COMPLETED IN 3 YEARS”
Prof. Dr. Regarding the regulation that will allow the university to be completed in 3 years, Özvar noted that they want to pave the way for students to graduate in a shorter time without compromising their program qualifications and learning outcomes.
Stating that they are intensifying their work on this issue, Özvar said:
“We are rearranging the programs with the logic of 11-12 weeks, starting in September and ending in July, with the logic of 3 semesters in a year, by shortening the 14 weeks a little more, but without shortening the credits the student will receive, the projects he will do, the studies he will do. We want to make it ready for next year, and if not, we want to make it time for the next semester. In the 4-year undergraduate education, our students will graduate with the same number of credits, that is, 240 ECTS. We have one student in 4 years. It takes 240 ECTS and 120 credits in 2-year associate degree programs. We do not want to shorten them. The child will still study for 8 semesters, but he will be able to complete 8 semesters in 3 years. This will be implemented for the first time in 1-2 universities and a foundation university.
Özvar emphasized that the current internship periods do not meet the expectations of students and workplaces, and that long-term internships that will last at least one semester will be implemented in this direction, and said, “We believe that the more our students are involved in the practice, the easier it will be to participate in the workforce after graduation.” he said.
Stating that the issue of student amnesty is also being evaluated in the Turkish Grand National Assembly, Özvar said, “There is no doubt that YÖK will also be asked questions about this issue, we are making an evaluation on this issue. In other words, how many students are out of the system, how many are in, when the issue is brought to our attention, we will share our views on the amnesty with the public and our parliament.” he said.
