According to the articles accepted in the General Assembly of the Turkish Grand National Assembly, changes are being made to the Civil Servants Law in line with the annulment decision of the Constitutional Court. Accordingly, those who fail in any of the basic and preparatory training and internship periods during the candidacy period, those who have received more than one warning and/or reprimand, those who have received a penalty of deduction from salary or suspension of grade advancement will be dismissed upon the proposal of their disciplinary superior and the approval of the chief authorized to appoint. Those whose relations have been terminated will be immediately notified by the relevant institutions to the institution where the Public Personnel Information System is located. According to these provisions, those whose relations are terminated, except for health reasons, will not be employed in the civil service for 3 years.

Within the framework of the annulment decision of the Constitutional Court, a regulation is being made regarding the limitation period to be applied in case the disciplinary penalties of civil servants are annulled by a judicial decision. Accordingly, if disciplinary punishment is not given within 2 years from the date of committing the acts and situations that require disciplinary punishment, the authority to impose punishment will expire. If the disciplinary penalty is annulled by a judicial decision, the remaining disciplinary penalty from the date the decision is received by the administration can be reinstated within the statute of limitations period, or within 6 months at the latest if the statute of limitations expires or less than 6 months remain, taking into account the reason for the decision.

Regulations regarding the duties of the Ministry of Transport and Infrastructure are made in the Highway Traffic Law. Accordingly, the Ministry will be authorized to inspect those who operate shared electric scooters and to prepare a report regarding administrative fines for those responsible for violations.

The implementation period of the regulation, which allows the domestic supply of inputs to be used in the production of goods to be exported within the scope of the processing and temporary acceptance regime within the scope of the Value Added Tax Law, within the scope of the postponement and cancellation application, will be extended until December 31, 2030. The regulation will be valid from January 1, 2026.

Within the scope of tender contracts signed between September 11, 2014 and October 15, 2019, the severance pay payments made by public institutions and organizations to workers employed by subcontractors will be waived from the collection of the portion of the amounts subject to recourse to subcontractors within the scope of the tender contracts in question.

As of the effective date of this regulation, in cases carried out by public institutions or organizations for recourse against the subcontractor, it will be ruled that there is no need to decide on the merits of the dispute for the part whose collection has been waived, and the litigation costs and attorney fees will be left to the parties. In enforcement proceedings, a decision will be made to dismiss the part whose collection is abandoned, without charging any fees. Follow-up expenses and attorney fees will be left to the parties. In this context, the amounts that have been pursued and collected by recourse to the subcontractor will not create a claim in favor of the subcontractor and the collected amounts will not be refunded.

With the regulation made in the Social Insurance and General Health Insurance Law, the monthly minimum payment amount, which is predicted to be 16 thousand 881 liras on a file basis, for those who are paid old-age, disability and survivors’ pensions and their beneficiaries, is being increased to 20 thousand liras as of the January 2026 payment period.

With the regulation, minimum wage employer support is being increased from 1000 lira to 1270 lira as of January 1, 2026, in order to increase employment by reducing employers’ labor costs and to protect registered employment.

SOMTÜRK village, the fruit of Türkiye-Somalia cooperation

The new settlement built in Somalia to replace the houses destroyed by the terrorist organization Al-Shabaab was named “SOMTÜRK Village” to honor Türkiye’s contributions to the country’s security and stability efforts. Cooperation between Türkiye and Somalia has been developing multidimensionally since 2011 in areas such as security, military training, economy, health, education and infrastructure construction.
