Dear farmer brothers, valuable members of our Ziraat Bank, esteemed guests, ladies, gentlemen, I greet you with my most heartfelt feelings, longing and conversation.
I am very pleased to be with you in the fourth of the agricultural ecosystem meetings. I see that there are also female farmers from different provinces of our country in the hall. I greet them heartily, and welcome each of them.
We will share our good news
Today, we will both longing and share our gospels. After a year, I would like to thank our Ziraat Bank, the valuable executives of the bank, and the ministries of Agriculture and Finance for supporting the program. I wish that the meeting, which was organized for the fourth time this year with the theme of “Our business is agriculture, our power is agriculture”, I wish that it will be instrumental in good for our agricultural sector. I would like to congratulate our Ziraat Bank, which has been the biggest supporter of Turkish agriculture for 161 years since 1863.
In the most difficult periods of our history, the place of our bank, which is next to the farmer, tradesmen, traders and entrepreneurs, is very different. Agricultural loans used by Ziraat has exceeded 700 billion pounds. Our Bank alone meets 71 percent of the sector’s loan needs. More than 90 percent of agricultural loans, ie 653 billion pounds, consists of subsidized loans that our state supports interest. As the public we undertake 70 percent of the interest rates of our farmers who use subsidized agricultural loans from the bank.
As you know, we have commissioned the new agricultural credit system to be implemented between 2024-2026 last year. In this context, we provide interest rates of 25 to 100 percent of interest or profit -shared support for 28 different issues within this scope. Our manufacturers can use 100 percent interest rates and profit -share discounted loans up to 300 thousand pounds in basic herbal production and basic animal production issues. Our agricultural R & D companies can benefit from 50 percent to 100 percent interest rates and profit-shade discounted loans in biotic and agricultural renewable energy investments.
We will provide a grant of 10.2 billion pounds
We also provide various support to our farmers in the field of rural development. This year, we will provide 10.2 billion pounds grant to 7 thousand 160 projects consisting of agricultural products processing, packaging and storage and individual irrigation. IPARD, another rural development program, has so far reached six calls with a total budget of 301 million euros. We will provide a total of 9.8 billion pounds grant support to the 1408 projects completed. This year we will only go to five new calls with a budget of 138 million euros. Göksu Taşeli, rural disadvantaged areas and jumpsuit projects are carried out successfully by our Ministry of Agriculture.
Last year, 71 thousand people in 15 provinces in a total of 755 million pounds gave a grant. This year, we have allocated a budget of 1.3 billion TL to our projects. In other words, as a state, we are with all the opportunities of employee, producer, export and investor and employment. I believe that every time the Ziraat Bank needs, I believe that farmers will continue to be with the industrialists, merchants and exporters.
First of all, I would like to express a matter before moving on to the level of Türkiye in agriculture. As you know, I often draw attention to the understanding of toxic opposition in our country, I am talking about the damages caused by it to Türkiye. While our country is jumping in every field, we are obviously uncomfortable with the chronic quality problem of the opposition and especially the main opposition. Over the years, the actors are changing, but nothing changes in the opposition’s mentality. Unfortunately, they do not give up their habits to distort the numbers, storm in a glass of water. We are also witnessing this in the case of loans. With the figures they constantly update, they are supposedly trying to denigrate our country’s economy and economic program by saying, “Farmer has so much debt.” However, there is a serious difference between the pessimistic painting they draw and the facts.
The return rate of loans is 97 percent
Yes, our farmer brothers use loans in very favorable conditions. It is not because they sank as the opposition claimed; They buy to improve their production, increase their capacity, open up to abroad and new markets, and expand their businesses. And they make their payments. The return rate of loans is 97 percent. In the loans given by our Ziraat Bank, this rate increases to 99 percent. In other words, a situation such as sinking, bankruptcy, stabbing to the swamp of debt and inability to pay, praise Allah. We have never left our farmer, our producer and we do not leave it. We have once again exhibited this stance, which we have not compromised for 23 years, in the Agricultural Don incident in April.
If you remember, in April, the lowest temperatures of the last 30 years were recorded. In some places, we encountered temperature decreases seeing -17. 65 provinces were affected by 34 provinces of agricultural frost. We started to pay damage compensation within the scope of TARSİM. We also compensate for the damages of our non -insured producers. Hopefully, we will meet the damages of all our farmers without both insured and insured.
I would also like to make this important reminder here. We offer up to 70 percent premium support with TARSİM. In line with the demands of our farmers, we are also working on new insurance products that will guarantee yields and costs. I once again invite our farmers to have agricultural insurance. It will be useful to know this. Our agricultural sector, praise, is standing upright. Türkiye continues to march despite the difficulties. As long as we are in these authorities, no power will prevent our happy march.
If there is a sinking and bankruptcy, we see that it is the policy of abuse, favor, distortion and disaster of the main opposition. You follow the discussions on the screens and newspapers. We set out to serve Türkiye as the voice, hope and spirit of these blessed lands about a century ago. We have tried to pay our gratitude to these lands that we belong to since the day we took the responsibility to rule the country. As our farmer produced, we support them with all our opportunities. In order to increase production, we gave 2.1 trillion pounds of agricultural support. We paid a total of 84 billion pounds to our farmers in 2025. At the end of the year, this amount will reach 135 billion pounds. 206 kinds of agricultural crops are produced in our country and praise, we are sufficient for ourselves in many of them. We are fourth in the world in the production of vegetables and fruits. We are 11th in herbal production. We are the first three in the world in 21 products. We are the first in Europe in beef, chicken meat and egg production. We are 16 in the world and second in Europe in aquaculture.
I would like to express this with great pride today: With these historical achievements in production, our agricultural and forest sector has grown above the average of Türkiye last year. In 2002, we increased our agricultural product, which was 24.5 billion dollars, to 3 times in 22 years and increased it to 74 billion dollars in 2024.
In the same period, we received our agricultural exports from $ 3.8 billion and reached 32.6 billion dollars last year. In other words, as a country in 2002, we realize the total exports we made in almost a year today. Another striking figure is that we have given $ 110 billion foreign trade surplus in agriculture in the last 22 years. We export 2 thousand 218 kinds of agricultural products to 186 countries. We export seeds to 104 countries. We have invested a total of 3 trillion 350 billion pounds in today’s figures with today’s figures. We opened 10 thousand 663 facilities. We built three times the dams in the history of the Republic. This year, 132 billion pounds investment size of the 321 facilities, I hope, we will offer to the service of our nation.
Agricultural loan
We support our greenhouse with a new credit package. We offer up to 10 million loans for the greenhouse investment below 10 decares. We give an investment loan of 5 million pounds with a maturity of 1 year without payment of the enterprises that fall into bovine dairymanship. We do not neglect in our ovine manufacturers.
The new name list, determined as a result of the work carried out under the coordination of Deputy Ministers Can Tuncay, Burak Ceyhan, Sedat Ayyıldız and Abdullah Aydoğdu at the Ministry of Justice, was finalized with the approval of Minister Gürlek.
