A constitutional citizenship relationship within democratic borders and based on the integrity of the state includes the right to freely express and organize religious, ideological, identity and national existence.

Today, no system of thought can survive without democracy as a basis. Ups and downs, tensions and crises are temporary, democracy is what will be permanent sooner or later. Our call aims to find a solution to the problem of living together and the crisis it creates, not only in Türkiye but also in the Middle East. We defend the right of all oppressed people to exist and express themselves freely.

Women are among the leading social forces that no society or state can sustain itself without taking into account. Today, domestic violence, femicides, patriarchal oppression are all current reflections of the historical attack that started with the enslavement of women. For this reason, women are the most liberal part and driving force of democratic integration.

The language of the period cannot be commanding and authoritarian. We should take as a basis to give the other person the opportunity to express himself correctly, to listen correctly, and to express his own truths.

The realization of all these issues requires a developed common mind based on mutual respect.

Citizens who were aggrieved by the İsmetpaşa Neighborhood Urban Transformation Project, which could not be implemented for years in Mersin’s Tarsus district, protested the CHP municipality. The contract between the municipality subsidiary TESKİ and the residents of the neighborhood was signed in March 2021. In the region covering approximately 600 houses, nearly 3 thousand citizens were informed that the houses would be built and delivered within 36 months, but the CHP municipality did not hit a single nail. It was noted that the CHP municipality, under the management of Mayor Ali Boltaç, prepared a new contract to cover the project expenses and tried to indebt citizens with higher amounts based on the new unit square meter price.

Rights holders gathered in front of the planned construction site and protested against CHP officials. The rights holders went to the notary, issued a counter-warning in response to the municipality’s warning, and demanded their rights as soon as possible. In the statement made by the victim group regarding the endless crisis, it was stated, “With this step, we have conveyed that we do not accept the new contracts that they want to force them to sign. We also explained that we cannot pay the increased square meter prices. We even reminded them once again in our notary letter that the contracts we have for 2021 are valid. İsmetpaşa District will remain the property of İsmetpaşa residents.”

The building, which has a closed prayer area for approximately 1,500 people, has a capacity to host 3,200 people at the same time, including the courtyard and open areas.

Within the scope of his visit; Necmeddin Bilal Erdoğan, who met with young people at the International Balkan University (IBU), founded under the leadership of President Recep Tayyip Erdoğan in 2006, also touched upon the relations between the Balkans and Türkiye. Constitutional Court President Kadir Özkaya made an evaluation of 2025 with Ankara representatives of media organizations. Making evaluations to journalists at the iftar program, Özkaya said, “We do not serve as a super appeal authority in individual application reviews.”

Stating that there is no “systemic problem” in the binding nature of the Constitutional Court’s decisions, Özkaya said that “differences in interpretation can come into play”.

Stating that they do not have the authority to enforce the violation decisions of the European Court of Human Rights (ECHR), Özkaya emphasized that 99.7 percent of the violation decisions of the Constitutional Court have been fulfilled.

Özkaya stated that the closure case file filed against the Peoples’ Democratic Party (HDP), whose indictment was accepted in mid-2021, has come to an end.

In 2025, 64 thousand 321 individual applications were made to our Court. In contrast, 71 thousand 175 applications were finalized. In other words, the response rate for the applications was 111 percent.

Of the applications decided in 2025, violation decisions were made in 5 thousand 268 cases. There is no reasonable time violation among these. As of December 31, 2025, the number of violation decisions whose enforcement process has not yet been completed is 83. As of December 31, 2025, 99.7 percent of the violation decisions given by our Court have been fulfilled.

In 2025, a total of 277 applications were made, 51 of which were annulment cases and 226 were objection applications. On the other hand, 278 annulment cases and objection applications were decided.

Noting that they will conduct addiction screening in schools and prisons between the ages of 12 and 18, Memişoğlu stated that a total of 4,879 children under the age of 18, 2,657 of whom were girls, were diagnosed with addiction. Memişoğlu stated that the Sancaktepe Living Village Project, supported by President Recep Tayyip Erdoğan’s wife Emine Erdoğan, will spread throughout Türkiye. Memişoğlu, answering the questions of the MPs at the Grand National Assembly of Turkey Investigation Commission on Children Driven to Crime, briefly stated the following:

HEALTH CAPACITY IS AN EXAMPLE TO THE WORLD: Today, Türkiye’s health capacity has become an example to the world in terms of accessibility. European countries are taking our health model, we are not taking it from them anymore.

ADDICTION SCREENING: We will conduct a screening in our schools, especially in adolescents, in the 12-18 age group, whether it is related to tobacco addiction, substance addiction or behavioral addiction. We will try to program it with the National Education. We are trying to plan to provide screening and counseling services.

TREATMENT IN PRISON: We are currently conducting a pilot study in two places in prisons. We start treatment for people who have been convicted of addiction while they are in prison, in prison, or while they are being sentenced, about the last year of their sentence. We are doing one of these as a pilot study in Bakırköy and one in Elazığ. In other words, after the addict was convicted in prison, we created an addiction center inside the last year of his execution and started treating them while they were in prison.

TREATMENT WITH THE FAMILY: Our aim is to treat children on an outpatient basis, together with their families. The most occupied ÇEMATEMs are the ÇEMATEMs of Erenköy Mental and Neurological Diseases Hospital, with an occupancy rate of 56 percent. In other words, we are trying to create a structure in this regard according to our familial and social sociology. Because we do not only treat the child, the family also needs to be treated. If the child is an addict, it is not only caused by the child, it is clear that the addiction is a problem in the family as well as in the environment.

4 THOUSAND 879 PEOPLE UNDER THE AGE OF 18: 4 thousand 879 people under the age of 18 were diagnosed as “addict”. 2 thousand 657 of them are girls. The most common diagnosis was “polysubstance use”.

SANCAKTEPE MODEL WILL SPREAD: In order to strengthen the holistic rehabilitation approach in the fight against addiction, we are implementing the Sancaktepe Healthy Life Village Project with the support of President Recep Tayyip Erdoğan’s wife, Emine Erdoğan. In this center, which consists of 50 living villas and has a capacity of 200 beds, services for drug, alcohol, tobacco, gambling and digital addictions are offered under one roof. It will truly be Türkiye’s pride and a center that sets an example for the world. With its normal living spaces, social area, sports area… Think of it like a home, you live in your home and you adapt it to life. There is such a place in very few centers of the world. We haven’t officially opened it yet, but it has started accepting patients and functioning. We will expand this according to our success rate.
