Stating that they are carrying out 15 new dormitory projects with a capacity of 14 thousand 400 beds to meet the housing needs of young people in earthquake-prone provinces, Erdoğan continued as follows:
“I draw your attention specifically to this: we made an investment of 123 billion liras to compensate for the damage to the health infrastructure. We completed 36 state hospitals with a total capacity of 5 thousand 864 beds. We revived our places of worship. We restored our libraries. We repaired our cultural assets, historical buildings and museums. We took all the necessary steps to continue justice and security services without any disruption. 203 thousand people in our earthquake zone “We have built and put into service 3 justice buildings and 1 penal institution with a square meter area. We will soon complete the construction of 9 justice buildings and 1 penal institution with a total area of 224 thousand square meters.”
President Erdoğan said that they have completed the construction and repair of 60 police buildings, the construction of 29 service buildings belonging to the Gendarmerie and the strengthening of 143 buildings, and the construction of 10 service buildings is continuing.

Stating that they also rejuvenated service buildings such as nursing homes, children’s homes and social service centers in 11 provinces affected by the earthquake, Erdoğan said, “We have always supported our tradesmen, industrialists, farmers and producers. We extended the force majeure until the end of 2025. We postponed the premium debts and paved the way for the restructuring of these debts until March 31, 2026.” he said.
Stating that they provided a significant amount of cash aid to local governments to ensure that the services are carried out without interruption, Erdoğan said, “Thus, we created living spaces where basic needs such as roads, water and electricity are met, as well as basic services such as education and health.” he said.
Stating that they have built an 8 thousand kilometer long pipeline in 11 earthquake provinces in order to quickly establish drinking water and wastewater infrastructures, Erdoğan said, “When our ongoing investments in the field of water and irrigation are completed, we will have used a figure of 110 billion lira for our region.” he said.

FILE LOAD IN COURTS HAS DECREASED; JUDICIAL PERIOD HAS BEEN SHORTENED
Justice statistics for 2025 published by the Ministry of Justice pointed out the decrease in the average hearing time of cases and the decrease in the number of files.
While the annual number of files per judge in the courts of first instance was 506 in 2016, it decreased by 10.3 percent to 454 in 2025.

AVERAGE TIME OF APPEARANCE IN NOTIFICATION FILES HAS DECREASED TO 51 DAYS
The average appearance time in notification files decreased from 58 days in 2023 to 51 days in 2025. The average time for a file to be heard in the Chief Public Prosecutor’s Office decreased from 431 days in 2016 to 393 days in 2025. When we look at the last 5 years of the files cleared of permanent search warrants in the Chief Public Prosecutor’s Office, it was seen that the decisions were taken in an average of 156 days.

Speaking after the reading of the National Anthem and the opening speeches, Vice President Cevdet Yılmaz said, “In line with our goal of a terrorism-free Turkey, the strengthening environment of trust and stability in our Eastern and Southeastern Anatolia regions has opened the doors to a much stronger progress in every field from agriculture to industry, from investment to employment. The environment we have lived in over the past 40 years, terrorism and security issues have unfortunately produced great costs in terms of economic development as well as human losses. Our 81 provinces and 86 million people will win, but Eastern and Southeastern Anatolia will win the most, and its development will gain momentum. The positive picture we see in the field today clearly shows that where the shadow of terrorism has receded, production is revitalized, cities are breathing, hopes are growing. What we have implemented is “I wholeheartedly believe that this process will be moved to a much further point in the coming period with the projects, the determined steps we have taken and the great opportunities our provinces have. The recent events going down from Türkiye to the Middle East are how meaningful this project is.” It is not only a highway but also a route that should be discussed in terms of new energy routes. This is a work that will directly connect Türkiye with the Turkish Republics. We have reached a certain point in this regard. I see this as the third strategic transportation network. I think it would be beneficial to re-look at it in a modern framework. “It has opened a new logistics perspective for us in Syria with some of its projects. We definitely have to take a closer look at this,” he said.
‘WE WILL SEE MORE REFLECTIONS OF THE SECURITY ENVIRONMENT IN THE COMING PERIOD’
Referring to the tourism potential of Diyarbakır, Yılmaz stated that the potential will increase with the creation of a security environment and said, “Last year, more than 1 million tourists and visitors came to Diyarbakır. We all remember what the environment was like in the past. Today, thankfully, there is a very different atmosphere. This will be even better. I hope we will see more reflections of the security environment in the coming periods. It may not appear suddenly, but after passing a certain threshold, such as the boiling of water, these effects will emerge much more clearly. It is one of the areas where this emerges most rapidly. One of them is the tourism sector. Beyond this physical construction, we also need a mental transformation. I think tourism contributes significantly to this. These perceptions need to be transformed both in the minds of the people living in the region and throughout Türkiye. Therefore, this will take some time, but tourism contributes significantly to this.
‘THE STRENGTHENING THE PEACE AND TRUST ENVIRONMENT MEANS THE IMPROVEMENT OF THE INVESTMENT ENVIRONMENT’
Stating that all of Türkiye will win in an environment where terrorism is off the agenda, Yılmaz said:

Syrians under temporary protection decreased
The number of Syrians under temporary protection in Türkiye, which was 3 million 737 thousand 369 in 2021, decreased by 38.5 percent to 2 million 296 thousand 568.
