In line with the decision adopted by the Istanbul Metropolitan Municipality (IMM) Assembly, it was decided that the ‘Road route document’ fee given to tourism transportation vehicles will increase from 614 lira to 10 thousand lira, and the ‘Driver card’ fee will increase from 1600 lira to 15 thousand lira. In the regulation to be implemented as of January 1, 2026, the fee for the same document for school and personnel transportation vehicles was increased by 30 percent to 800 TL, while the 1528 percent increase for tourism transportation vehicles drew reaction. Tourism sector employees working under the Association of Tourism Transportation and Travel Agencies (TURSED) stated that the implementation would render the sector incapable of doing business.

Tourism Transportation and Travel Agencies Association (TURSED) Vice President Ahmet Malkadı said, “As tourism transporters, we are completely legal, registered and auditable businesses that have Group A ‘Travel Agency Operating Certificate’ and D2 ‘Unscheduled Passenger Transportation Certificate’. In addition to these documents, the ‘Tourism Transportation Route Certificate’, which is issued regularly every year by the Istanbul Metropolitan Municipality and must be renewed, is also allocated to us. Istanbul In line with the decision taken by the Metropolitan Municipality Council, the annual tourism transportation ‘Route Certificate’ fee, which was 614 lira for 2025, has been increased to 10 thousand lira as of January 1, 2026. This increase is not a simple fee update, but an immeasurable, disproportionate practice that directly penalizes the sector. Minibuses that transport personnel and vehicles providing tourism transportation are the same vehicles, they use the same fuel, the same maintenance, insurance, taxes, personnel and operational costs. “Despite this, while the license fee for personnel transportation vehicles has been increased from 614 lira to 800 lira, the price for vehicles of the same quality for tourism transportation has been increased by 1528 percent and set at 10 thousand lira. There is no legal, administrative or conscientious justification for this difference,” he said.

‘IT WILL MAKE THE SECTOR UNSUSTAINABLE’

Malkadı said, “The driver card fee, which was 1600 liras in 2025 by the Istanbul Metropolitan Municipality, has been determined as 15 thousand liras for 2026. This increase is disproportionate. It is far from the social and economic reality. It directly threatens the livelihood of thousands of drivers who earn their living behind the wheel. This practice will reduce employment, increase informality and make the sector unsustainable. Article 173 of the Constitution of the Republic of Turkey is very clear. The state takes protective and supportive measures for tradesmen and craftsmen. This provision is a binding Constitutional obligation for all public institutions. Public administrations are the direct addressees of this obligation. Tradesmen must avoid practices that will make tradesmen unable to continue their activities, such as excessive fees, exorbitant documents, and arbitrary administrative decisions. If these exorbitant and unlawful practices are not withdrawn immediately, requests for suspension of execution will be filed, and annulment cases will be filed in the administrative judiciary. We will be on the field with our vehicles without disrupting public order and traffic, and the issue will be brought to the agenda on national platforms. Our last word is clear: It is one thing to raise a 30 percent increase for the same vehicles, the same costs, it is another to ask for 15 thousand liras for the driver’s card. We want justice, not privilege, equality, not oppression, this is exorbitant. “We will not bow down with price hikes. We want justice, we will not step back,” he said.

Cüneyt Olcay, who works as a driver in the tourism sector, said, “IMM’s current increase hits us very painfully. It is very painful that the cost of the ‘Chauffeur Card’, which we currently pay 1,600 liras, has been increased to 15 thousand liras. We are people working for minimum wage. When we start with this minimum wage and pay 15 thousand liras out of 22 thousand liras, how can we pay the rent of our house, support our house and children? “We, as drivers, want this decision to be withdrawn. There is no equality or justice in this increase,” he said.

‘WE CANNOT BUY 4 TIRES FOR CASH MONEY’

Agency owner and driver Önder Yücedağ said, “When I heard about this increase, I thought it was a joke at first and I couldn’t believe it. Later, we learned that it was a fact. They think how much money we earn, so a 1,500 percent increase is made without asking us or consulting the tradesmen. A friend of ours brought a passenger here from Fatih at 06:00 in the morning and dropped him off. His next customer was at 06:00 in the morning. “At 15.00. This driver friend of ours arrived at 06.00 in the morning and will wait here until 15.00 in the afternoon to pick up and drop off his other passenger. At most, he will be able to do one more job today. We are in a situation where we cannot buy 4 tires with cash. In this situation, we are shocked by such a price increase.”
