Media and communication professionals from the Turkish world came together at the “Turkish States Anti-Disinformation Forum” organized by the Presidency’s Directorate of Communications. Presidential Communications Director Burhanettin Duran, who delivered the opening speech of the forum, gave the message that new doors of cooperation should be opened and the ranks should be closed on the communication front in the fight against disinformation, one of the most critical issues of the current century.

Duran, who started his speech by expressing his pleasure in hosting the guests from the Turkish world, with whom history, victories, achievements, struggle and future are common, in Ankara, celebrated the “15 December World Turkish Language Family Day”.

Wishing the “Turkish World Vision Document” published in the common alphabet to be beneficial, Duran said, “Today, in our Family Council, we will talk about one of the most critical issues of our century, the fight against disinformation; we will open new doors of cooperation and close the ranks on the communication front, hopefully.”

Burhanettin Duran stated that the Organization of Turkish States came together as countries gaining strength from the bond of brotherhood at a time when the world was shaken by uncertainties, conflicts and fractures, and a major system crisis occurred, and was carrying out institutionalization.

Reminding that the Organization has been carrying out joint studies in many areas from economic integration to transportation corridors, from defense cooperation to education and cultural policies with the motto of “unity in language, ideas and work” for 16 years, Director of Communications Duran said that President Recep Tayyip Erdoğan’s statement at the 12th Summit of the Organization of Turkish States said, “We can respond with a common stance from terrorism to illegal immigration, from cyber threats to climate change, under our own sky.” “I think we can strengthen our security,” he said, emphasizing the importance of the messages given.

Noting that President Erdoğan’s statement “strengthening our own security under our own sky” means a lot, Duran said, “We have come together here as media and communication professionals. However, there are issues that we all know and agree on. The dominance that some international circles have in the field of communication and the “monopoly of discourse” that they strengthen from time to time are not actually just a matter for us communicators.”

Stating that threats encountered in the field of communication, such as disinformation, manipulation, cyber attack, increasing hate language on social platforms and information distrust, pose a direct threat to public order, Duran stated that the threat within the framework of disinformation is actually a threat against the truth and is gradually turning into an international instrument.

Burhanettin Duran underlined that these have also become a strategic area that directly concerns national security, social stability and international reputation and said, “In this context, it has been understood how great a risk and threat disinformation, which we can express as a mental disaster, a perceptual decay or the murder of the truth, is.”

Duran stated that it is not a coincidence that the fight against disinformation is included in both the “Turkish World 2040 Vision” document and the “2025 Action Plan in the Information Field” and that it shows that the joint fight against disinformation is indispensable.

Underlining that the forum also serves this purpose, Duran said, “The forum once again demonstrates our determination and will to jointly fight against disinformation. There is also the notion of disinformation underlying the international system crisis we are observing and the problem of truth that is deepening as time goes by.”

“DISINFORMATION IS A DEVICE THAT DEEPENS THE CRISIS”

Noting that disinformation is a problem of global crises, it can also be seen as an apparatus that deepens crises, Duran underlined that disinformation is not just misinformation but an existential threat that can harm the capabilities and capacity of states.

Duran stated that in our age, wars are no longer carried out only by military methods, and that the destabilization of the target country, region or people actually begins in the field of communication, first with the extent of eroding their mental, social and institutional resistance, and stated that when viewed from this perspective, it is clear that we are faced with hybrid threats.

Underlining that the most important thing to do against the threat of destabilization is a joint struggle, Duran noted that encountering a deliberate, targeted and coordinated disinformation campaign has now become an ordinary event.

Duran said, “In this context, when we examine the sister Turkish States, we observe that disinformation initiatives are sometimes carried out simultaneously with common goals, and sometimes with strategies that differ on a country-specific basis. Unfortunately, we see propaganda and disinformation campaigns against many of our strategic projects, especially in the areas of energy, defence, transportation and trade corridors.”

“THE INTERNATIONAL REPUTATION AND COMMON IDENTITY AWARENESS OF THE TURKISH STATES WERE TARGETED”

Director of Communications Duran stated that the international reputation of the Turkish states, common identity awareness, cooperation mechanisms and regional solidarity are also targeted and said, “In these malicious attempts, which aim to erode trust, shake legitimacy and create political and strategic fragility, the issue is not about information, but about producing discourses that will trigger emotional reactions. It is about putting into action narratives that will create uncertainty and distrust in national and international public opinion. I believe that it is essential to carry out our work against these systematic perception operations in three basic dimensions. First, Our people, of course, get to know and understand each other more closely. Here, our TRT Avaz channel, which is the common voice of the Turkish States, undertakes a very important task with the mission of “telling us about us”. Secondly, we, as Turkey, carry out an important activity both as TRT and Anadolu Agency. Thirdly, this forum serves this purpose. did.

Explaining Türkiye’s work in this direction, Duran said, “We expose fake news, false information, and fictional content at our Center for Combating Disinformation, which was established in 2022 within our Presidency, and we fight against perception operations. In addition, we carry out long-term comprehensive studies such as inter-institutional coordination, early warning mechanisms, rapid information in times of crisis, and strengthening media literacy in society. In the fight against disinformation, both the coordination mechanism we have established with our institutions and the communication network we have established with our nation through the e-government Disinformation Notification Service are great.” “With this system we have created, we have exposed nearly 2,500 pieces of disinformation; I would like to express that this effort has been welcomed with great satisfaction by our nation, we have drawn attention and told the truth,” he said.

Stating that social media is an area where a lot of information and claims circulate, and that accepting the information there as true without verification would mislead the society, Duran stated that a lot of false content aimed at the Turkish States has been disclosed.

Stating that a lot of disinformation was produced during and after the war to overshadow Azerbaijan’s Karabakh Victory, Duran stated that Azerbaijan was supported in this regard. Sharing an example about this, Duran said, “There was a fake news article with the title of Azerbaijani soldiers entering Karabakh mocking an old Armenian woman. We can only overcome the story and narrative that is being written against us by working together and creating our common narrative.”
