Last Minute | Message from the Speaker of the Grand National Assembly of Turkey, Numan Kurtulmuş, for a Terror-Free Türkiye: The Commission undertakes a historic task
Breaking news… Speaker of the Grand National Assembly of Turkey, Numan Kurtulmuş, said, “The Commission will present to the General Assembly of the Grand National Assembly of Turkey a framework that determines the steps to be taken after it is detected and registered by the security units of our country that the organization has liquidated itself.” he said.
The National Solidarity, Fraternity and Democracy Commission, which was established in the Turkish Grand National Assembly in line with the goal of “Terrorism-Free Türkiye”, convened under the chairmanship of the Speaker of the Turkish Grand National Assembly, Kurtulmuş.
In his speech at the opening of the 16th meeting held at the Grand National Assembly of Turkey Ceremony Hall, Kurtulmuş said that today the commission has reached a certain point and that the commission is now slowly moving towards the stage of preparing the final report in its work.
Stating that the commission’s work started on August 5 and that the commission’s work has progressed successfully, Kurtulmuş expressed his belief that this process will continue until the last day of the commission’s meeting.
Stating that the commission has undertaken a historical task on behalf of the nation, Kurtulmuş noted that a comprehensive negotiation process with broad participation has been carried out in the commission meetings so far, and that opinion leaders and representatives of nearly 130 non-governmental organizations have shared their ideas and proposals.
Reminding that everyone listened to each other with great maturity during the negotiations, Kurtulmuş continued his words as follows:
“Our commission has essentially carried out a working period with extremely high democratic standards, which will set an example for Turkish democracy. In addition, we have carried out this process by fully complying with all the principles that we decided together at the beginning. Thus, a successful framework has been put forward. In this sense, the commission has performed and will continue to perform an important task in terms of following the requirements of the disarmament and self-liquidation process of the organization on behalf of the nation and forming opinions with the common ideas of political parties.”
Stating that the commission cannot produce a study in line with the views, wishes and expectations of only one group, one party or one political wing, Kurtulmuş emphasized that one of the priorities of the commission is “to be able to meet on common points, provided that everyone’s opinions are reserved to themselves, and thus to be able to carry out this historical task at the point of common goals”.
Kurtulmuş stated that the fact that decisions were taken by alliance so far is an important indicator that this principle is adhered to.
TBMM Speaker Kurtulmuş continued as follows:
“In this process, it is unthinkable that one side should fulfill its responsibilities while the other side lags behind or someone else acts in a different way. Here, the will is obvious. With the statements made in İmralı, the statements that the organization has liquidated itself and will no longer continue its organizational activities with all its components have been taken to a further stage, especially with the statements made on October 26, and in my opinion, an important threshold has been crossed. In the following process, it has been determined and registered by our country’s security units that the organization has liquidated its assets in the field.” “The Turkish Grand National Assembly will fulfill the legal regulations required by this process. The important task of our commission at this point is not to prepare individual legislative texts, but to propose the general framework and send it to the Turkish Grand National Assembly.”
Underlining that the commission is not a constitutional amendment commission, Kurtulmuş said, “The issue of changing the constitution has not been on the agenda or discussed at any stage of our negotiations. Therefore, the commission will present to the General Assembly of the Grand National Assembly of Turkey a framework that determines the steps to be taken after the organization has liquidated itself and is detected and registered by our country’s security units. In this framework, an extraordinary progress has been made so far. I hope this model, which we can call the ‘Turkey model’, will be successfully implemented in the coming period.” “As it is concluded and it becomes clear that Türkiye has truly achieved its goal of a terror-free Turkey, it will be taken as an example in many countries and will shed light on conflict resolution in many countries.” he said.
Kurtulmuş reminded that Minister of Foreign Affairs Hakan Fidan and Minister of Justice Yılmaz Tunç will inform the commission and answer questions today.
Following Numan Kurtulmuş’s speech, the meeting continued closed to the press as a result of the voting.

Minister Kacır: “We are leaving the stage of history much more assertively”
“NUMBER OF OIZS IS RISING”
Sharing the figures on industrial investments in the last 23 years, Minister Kacır said, “During our government, we increased the number of organized industrial zones from 191 to 373 throughout Turkey. We increased the number of factories in production in OIZs from 11 thousand to 61 thousand. We increased the number of employees from 415 thousand to 2 million 700 thousand. Thus, we implemented the development with an understanding that will cover all four corners of Anatolia.”
“THE CENTER OF HALAL PROFIT AND PRODUCTION”
Gaziantep Metropolitan Municipality Mayor Fatma Şahin stated that they laid the foundations of important investments and inaugurated the completed projects together with Minister Kacır and said, “This was the top of the mountain before the AK Party, but now it has become the main center of halal earnings, sweat and wisdom. This is a team work. Under the coordination of our governor, we have a very important unity with all our mayors. We say ‘There is mercy in unity, strength comes from unity’.”
“A GIANT PRODUCTION CENTER WAS BORN FROM A MOUNTAIN”
President Şahin continued his speech by drawing attention to the importance of the Gaziantep Model and said, “We did a study together with the university. There was a mountain in this region. A production center emerged from a mountain. Shoemakers are stuck. Transporters are stuck, they cannot breathe. There are fourteen business branches here, especially truck trailer manufacturers. Each of them is stuck within itself. The most problematic situation is the high rental prices. Both shop rents and house prices. That’s why we have to build too many houses, too many shops.” “We had to cluster together and reduce the number of people coming from the city. Be the city of those who have a stone in their hearts, be the city of Gulistan for those who have love in their hearts. We will achieve this together,” he said.
Mustafa Yağmurlu, President of the Truck Buying and Selling Collective Workplace Cooperative, thanked President Fatma Şahin and stated that the fact that the businesses will operate in a modern and planned industrial area is an important gain for the sector.
After the speeches, protocol members handed over the keys and pressed the button for the groundbreaking ceremony.
