Minister Kurum: We will not leave a single earthquake victim who does not enter their home
Murat Kurum, Minister of Environment, Urbanization and Climate Change, said, “Hopefully, next week, we will hand over the keys of our 350,000th earthquake residence to our citizens with great enthusiasm in Adıyaman, with the honor of our President. We will not leave a single earthquake victim who does not enter his home at the end of the year.” he said.
Speaking at the “Karabük Disaster Housing Groundbreaking Ceremony” held in Kamış village, Minister of Environment, Urbanization and Climate Change Kurum conveyed Recep Tayyip Erdoğan’s greetings, love, affection and wishes to get well soon.
The institution wished God’s mercy to those who lost their lives in the fire that broke out in the cosmetics factory in Dilovası district of Kocaeli in the morning and wished healing to the injured.
Stating that they are together to erase the traces of the forest fires that occurred in Karabük in July and to reunite the citizens with their new homes, Kurum stated that they wished that the new homes would be auspicious.
The institution stated that last summer, as a nation, we were severely tested by the fire disaster from Izmir to Hatay, from Bursa to Balıkesir, from Bilecik to Karabük, and that the state stood by the citizens with all its institutions from the first moment of the fire.
Stating that under the leadership of President Erdoğan, all ministries, hero firefighters, foresters, AFAD, UMKE, Turkish Red Crescent, gendarmerie and the police fought the fire, Kurum noted that in all fire zones declared as disaster areas, especially Karabük, citizens went to the field to quickly heal their wounds, and the teams immediately carried out damage assessment studies.
The institution reminded that they promised the disaster victims who suffered the pain of the fire to complete the new houses as soon as possible, and noted that they immediately set to work, without stopping for a moment, and started the construction work of the village houses with the help of TOKİ.
Stating that they kept their promise to the people of Izmir, less than a month after the fire in August, and laid the foundations of 281 houses in Ödemiş and Seferihisar, Kurum reminded that they then laid the foundations of 555 residences and workplaces in Sındırgı and Bigadiç to heal the wounds of the citizens whose houses were destroyed due to the earthquake in Balıkesir.
Pointing out that all the houses in the disaster area are rising rapidly, the institution said, “Now we are in Karabük, we all say ‘Bismillah’ for the construction of a total of 35 village houses and 2 barns in the Central, Safranbolu and Ovacık districts.” he said.
“WE ARE LAYING THE FOUNDATIONS OF A NEW FUTURE”
Stating that they wish to receive the blessings of the citizens, the Authority continued as follows:
“Here, we are laying the foundations of not only new housing and new living spaces for our brothers and sisters affected by the disaster, but also a new future. We are reviving living spaces for our farmers, with their barns, warehouses and outbuildings, where they can produce in a much better environment and compatible with the beautiful life here. We will hurry to do a good job. Hopefully, we will complete these new homes, the foundations of which we will lay today, as of next summer, and we will hand over the keys to you.”
Emphasizing that they provide these services while the construction work of the century continues in 11 cities, the institution said, “We are carrying out an unprecedented work in the world in the earthquake zone. We are establishing a new country, larger than many European countries, producing 23 houses per hour and 550 houses per day. We act with a comprehensive understanding of urbanism for the rebirth of cities with their residences, workplaces, squares, schools, mosques and green areas.” he said.
Minister Kurum stated that they handed over the keys to 300 thousand houses, completely renewed the infrastructure of the cities, built squares, handed over workplaces to citizens, and revived historical bazaars and cultural venues, and said, “Hopefully, next week in Adıyaman, with the presence of our President, we will hand over the keys of our 350 thousandth earthquake house to our citizens with great enthusiasm. We will not leave a single earthquake victim brother who does not enter his house at the end of the year.” he said.
Stating that the 500 thousand social housing campaign they announced is the most important step in making citizens homeowners and establishing solid structures, Kurum explained that this campaign is not only a housing project, but also the peak of the social state.
In this context, the Institution stated that they will build 500 thousand new social houses in 81 cities, and that young people, civil servants, retirees and families with at least 3 children will be advantageous groups, and noted that it is possible to own a house with installments starting from 6 thousand 750 liras.
The institution stated that they will build 1600 houses in Karabük, 1000 of which will be in the center of Karabük, and will develop houses in Safranbolu, Yenice, Ovacık, Eskipazar and Eflani, and said, “Our only goal here is to make our citizens who have not owned a house before, become homeowners. To support our low-income citizens. We have determined all our criteria with this understanding. We will start receiving applications on Monday, November 10. Hopefully, we will open new houses in our city as soon as possible.” “We will win.” he said.
“WE MAKE OUR CITIES RESISTANT AGAINST ALL DISASTER”
Kurum emphasized that, on the one hand, they built 453 thousand houses in the earthquake zone, and on the other hand, they determinedly implemented 500 thousand social housing projects in all 81 cities, which will make the dream of citizens owning a house come true, and said:
“On the one hand, we presented our Iskenderun Coastal Road landscaping project to our nation on October 29, and on the other hand, on November 1, we brought Türkiye’s largest national garden, Atatürk Airport, to our brothers and sisters in Istanbul, where we decorated it with green areas, trees and flowers. On the one hand, we are laying the foundations of the homes of our citizens damaged by disaster, just like here today, and on the other hand, we are making our cities, especially Istanbul, resistant to all disasters with our urban transformation mobilization.”
Stating that they are proud of the institution, country, state and nation, and that this is Türkiye’s success, he continued his speech as follows:
“Today, under the leadership of our President, there is a Turkey that has achieved what no other country could achieve, and has made investments that it could not even imagine, let alone achieve, without sacrificing speed, quality and aesthetics. There is a Turkey that has the power to initiate all these works at the same time, the experience to continue them without interruption, and the power to complete them properly. In fact, the common message of the works we have produced for a quarter of a century is this; the only compass of our politics is the 86 million Turkish nation, the sweat and effort shed for the future of our people, It is effort because while some people are on the side of those who only talk nonsense, we are on the side of those whose words are respected and who are never satisfied with what they do. While others are only on the side of the darkness of slander, we are on the side of those who fit a lot of work into little time and always produce service.
We are on the same level as those who built millions of homes all over our heavenly homeland, those who extend their hands of compassion wherever there is a disaster, those who struggle to make one more child smile and one more mother to be happy. We stand by our leaders, our President, whose heart beats wherever there is an oppressed person on earth, who is the hope of not only our nation but also all humanity. “With God’s permission, we will continue to work hard to serve the nation, as we have done so far.”
The institution thanked those who worked in the construction of the houses and said, “As the son-in-law of Karabük, I end my words with this prayer of our brothers from Karabük: ‘May your future be happy, your end and end be good.’ “I say.” he said.
After his speech, Minister Kurum examined the groundbreaking works, then visited Yakup Özdemir, whose house burned down in the fire, in his container, and then drank tea with the villagers.

Within the framework of the comprehensive investigation carried out by the Istanbul Anatolian Chief Public Prosecutor’s Office against Ataşehir Municipality, on April 18, Financial Crimes Department teams carried out simultaneous operations at 45 different addresses and 20 people were detained. While the detainees were being referred to the courthouse, the contractor Hümeyra Ökcun, who was determined to have paid the bribe, stated that she wanted to be a confessor and shared the payments she made between 2024-2026 with the prosecutor’s office.
IF YOU DON’T GIVE, YOU CAN’T WORK
In his statement, Ökcün stated that the turning point of the process was the critical meeting he had with Onursal Adıgüzel. He claimed that he reacted when he was not given a settlement by saying “I gave all the money you wanted, but you do not give me my settlement”. In response, Adıgüzel first presented a justification for expropriation and then put pressure on him by saying “If this issue is not resolved, how will you work in other places?” He stated that after this meeting, the process became more harsh and systematic.

He said that when he wanted to get a building renovation license in 2024 for the project, which started in 2021 and covers an area of 130 thousand square meters, he was asked for 2 million dollars through the architect directed by the municipality. He stated that this request was conveyed through architect Erhan Çelebi, that he was pressured by saying “If you do not give it, you cannot get a license for 2 years” and that he had to pay after resisting for about 6 months.
Ökcün claimed that these payments were delivered to people connected to Adıgüzel and Deputy Mayor Birkan Birol Yıldız. The contractor stated that he made a total payment of 3 million 926 thousand dollars, 180 thousand euros and 150 thousand pounds between November 8, 2024 and January 8, 2026, which corresponds to approximately 190 million liras, and all payments were delivered by hand and recorded. He also added that the financial burden, including fees and other items, reached approximately $10 million.
Ökcün explained that the municipal police tried to shut down the concrete plant and that this pressure intensified during periods when payment was not made. He stated that Deputy Mayor Yıldız came to the construction site and took a step back at one stage, and that the demands continued systematically.

He also said that he hosted Birkan Birol Yıldız and his wife on his boat in Bodrum, where derogatory statements were made towards him.
Stating that he was informed that a fee of 265 million TL was charged during the settlement process and that this amount was legalized by the decision of the parliament, Ökcün stated that he demanded the money back when he could not receive a settlement despite the 70 million TL he paid. He claimed that some of the payments were requested in British pounds, saying “the President loves the pound”, and that hundreds of thousands of liras worth of grocery gift cards and products such as iPhones and iPads were requested and delivered with notepads.
I WAS THREATENED FOR STATEMENT
Making a remarkable statement at the end of his statement, Ökcün stated that he was threatened after the process, that he was pressured to change his statement, and that he was worried about the safety of both himself and his family. The suspect’s lawyers argued that their client submitted all information and documents to clarify the investigation and that the real victim was the contractor.
