Minister Tunç made the point: Covid regulation is not an amnesty
Minister of Justice Yılmaz Tunç said, “Today, our Parliamentary Group Chairman, Mr. Abdullah Güler, will make a detailed statement regarding the 11th Judicial Package. A bill consisting of 38 articles has been prepared by our MPs.” he said.
Minister Tunç answered the questions of the press members and made statements regarding the agenda after the Panel on Strengthening Women’s Access to Justice held at Dikmen Judge House.
Reminding that important regulations were made in the 10th Judicial Package to eliminate the perception of impunity, Tunç said, “Today, our Parliamentary Group Chairman, Mr. Abdullah Güler, will make a detailed statement about the 11th Judicial Package. A bill consisting of 38 articles was prepared by our MPs.” gave the information.
Stating that the General Directorate of Legislation of the Ministry of Justice also provided technical support to the package, Tunç continued as follows:
“It will include important regulations aimed at further strengthening social peace and trust. There will also be regulations aimed at combating cybercrimes, the development of technology and crimes committed via the internet, resolving grievances arising from fraud crimes committed via informatics, and preventing fraud crimes occurring through mobile lines. When our Group President shares the details of these with the public, we will all learn about which action, which punishment, and what kind of measures are envisaged after that statement.”
Minister of Justice Tunç stated that important regulations that will eliminate criticisms about encouraging and using children to commit crimes within the scope of organizational activities and further provide deterrence will be included in the 11th Judicial Package and continued his words as follows:
“It is necessary to make comprehensive preparations in terms of both preventing children dragged into crime from committing crimes and protecting children who are victims of crime. Our Parliament has established an investigation commission on this issue. Hopefully, important regulations for children will be implemented in the next judicial packages regarding the measures to be taken within the framework of this investigation commission. Here, only the measures regarding the use of children within the scope of the organization and the use of children in crimes due to organizational activities will be shared with the public by our esteemed Group President.”
Minister Tunç stated that in the 11th Judicial Package, Güler will share with the public the regulations aimed at increasing deterrence regarding the issues that require regulation in the Turkish Penal Code, such as shooting guns in residential areas and crimes committed in traffic.
Stating that there is a need for regulation regarding the prevention of fraud through informatics, Tunç stated that the details of the regulations that give certain powers to the judiciary and impose responsibilities on banks in this regard will be shared with the public.
“WE CARE ABOUT THE TERRORIST-FREE Türkiye PROCESS”
Minister of Justice Tunç, on the question of whether a regulation within the scope of the “Terrorism-Free Turkey” process will be included in the 11th Judicial Package, said, “We attach importance to the Terrorism-Free Turkey process. It is an issue of vital importance for Turkey.” he said.
Reminding that the National Solidarity, Fraternity and Democracy Commission was established in the Turkish Grand National Assembly and continues its work on this issue, Tunç said, “The Commission is in the process of preparing a report. The legal steps that need to be taken, which steps can be taken, are issues that will come to the agenda in the future after these are set out in the report. Therefore, the 11th Judicial Package includes regulations aimed at increasing the effectiveness of criminal justice and accelerating the judiciary. After the report, these are the necessary steps in the road map process that our MPs will draw. “It will also be taken into consideration regarding the process.” he said.
“THE WAYS TO SEEK RIGHTS AND THE APPEAL PROCESS ARE OPEN”
Minister of Justice Tunç, on the question about the judicial process regarding the martyrdom of 10 people, 5 of whom were forest workers and 5 of whom were AKUT employees, who intervened in the forest fire in Eskişehir Seyitgazi, said, “The investigation on this issue has not been concluded. The judicial process on this issue continues. We will follow the judicial process together.” he replied.
On the question regarding the 4 years and 2 months prison sentence given to Fatih Altaylı on the grounds that he made threatening statements targeting President Recep Tayyip Erdoğan on his YouTube channel, and the decision to continue his detention, Minister Tunç said, “These issues are matters of the judiciary.” he said.
Reminding that there is an ongoing process in the judiciary and that the court of first instance has made a decision, Tunç said, “There is an appeal process regarding this decision. These evaluations are entirely up to the courts. In other words, the court’s discretion on whether the detention should continue or not is in this direction. The ways to seek justice and the appeal process in this direction are open. These ways will be followed.” he said.
“COVID REGULATION IS NOT AN AMNESTY”
On the question of whether the Covid-19 regulation will be included in the 11th Judicial Package, Minister of Justice Tunç reminded that those who were in prison under epidemic conditions on July 23, 2023, benefited from 3 years of probation and 5 years thereafter.
Reminding that there are those who cannot benefit from the regulation in question, Tunç reminded that requests regarding the issue have been forwarded to the Turkish Grand National Assembly and said, “The discretion of our Parliament on this issue.” he said.
Stating that Güler will make the statement on whether the Covid-19 regulation will be included in the 11th Judicial Package, Tunç said, “There is no amnesty here, however, the Covid regulation is not an amnesty.” he said.
Minister Tunç stated that there were those who could not benefit from the previous regulation because the trial took a long time, even though the date of the crime was the same, and said, “One of the issues here is the evaluation of the demands to eliminate inequality. It is our MPs who will evaluate these demands and decide whether they will be included in the judicial package.” he said.

Minister of Justice Tunç, when asked about the Böcek family, who lost their lives after being hospitalized with suspicion of poisoning in the hotel where they stayed in Fatih, Istanbul, stated that the incident saddened everyone.
Stating that the judicial investigation on the issue was quickly initiated by the Istanbul Chief Public Prosecutor’s Office and the necessary investigations were carried out, Tunç continued as follows:
“The Forensic Medicine Institute carried out investigations and the cause of the poisoning was announced by the Forensic Medicine 1st Specialization Board last night. The issue is gaining weight that it was caused by the spraying in the hotel. There is a report of the Forensic Medicine 1st Specialization Board stating that he was poisoned by the spraying there. In this context, arrest decisions were made by the Istanbul Chief Public Prosecutor’s Office for both hotel owners, hotel employees and officials of the company that did the spraying. AK Party Eskişehir Provincial Minister Gürhan Albayrak: We will not let Eskişehir residents lose their rights! Public receivables of 550 thousand liras must be accounted for

Emphasizing the size of the economic volume that will be created with the Development Road Project, Acun pointed to Iraq’s internal balance. He stated that there are discussions between different political groups in the country on many issues, from how the process will work to the routes to be used, whether Hashd al-Shaabi elements will play a role in security or not, to the sharing of the financial share and revenue that will arise.
Can Acun said, “This signature issue in Türkiye should be evaluated in this context. We should not read it as a party against the project, but on the contrary, we can read it as a manifestation of Iraq’s internal balances in the context of sharing the new wealth that may occur here.” He included his statements.
HOW DOES IRAN APPROACH THE PROJECT?
While many evaluations were made on social media about its closeness to Iran after Iraqi Minister of Transport Veheb Salman Muhammed resisted signing, Can Acun touched on Tehran’s approach. Acun noted that Iran has an ambivalent position. Can Acun said, “Although Iran seems to support the project from the outside, it may have an impact in terms of breaking the blockade it has currently created in the context of the Strait of Hormuz. It can also be seen as a project that can reduce Iran’s strategic importance in the connectivity corridors. In this context, it may try to use various influence forces within Iraq.
