Burhanettin Duran: Disinformation is a threat that can harm the capabilities and capacity of states
Presidential Communications Director Burhanettin Duran stated that although disinformation is a problem of global crises, it can also be seen as an apparatus that deepens crises, and underlined that disinformation is not just misinformation but an existential threat that can harm the capabilities and capacity of states.
Media and communication professionals from the Turkish world came together at the “Turkish States Anti-Disinformation Forum” organized by the Presidency’s Directorate of Communications. Presidential Communications Director Burhanettin Duran, who delivered the opening speech of the forum, gave the message that new doors of cooperation should be opened and the ranks should be closed on the communication front in the fight against disinformation, one of the most critical issues of the current century.
Duran, who started his speech by expressing his pleasure in hosting the guests from the Turkish world, with whom history, victories, achievements, struggle and future are common, in Ankara, celebrated the “15 December World Turkish Language Family Day”.
Wishing the “Turkish World Vision Document” published in the common alphabet to be beneficial, Duran said, “Today, in our Family Council, we will talk about one of the most critical issues of our century, the fight against disinformation; we will open new doors of cooperation and close the ranks on the communication front, hopefully.”
“‘DISCOURSE MONOPOLY’ IS NOT ACTUALLY AN ISSUE ONLY FOR US COMMUNICATORS”
Burhanettin Duran stated that the Organization of Turkish States came together as countries gaining strength from the bond of brotherhood at a time when the world was shaken by uncertainties, conflicts and fractures, and a major system crisis occurred, and was carrying out institutionalization.
Reminding that the Organization has been carrying out joint studies in many areas from economic integration to transportation corridors, from defense cooperation to education and cultural policies with the motto of “unity in language, ideas and work” for 16 years, Director of Communications Duran said that President Recep Tayyip Erdoğan’s statement at the 12th Summit of the Organization of Turkish States said, “We can respond with a common stance from terrorism to illegal immigration, from cyber threats to climate change, under our own sky.” “I think we can strengthen our security,” he said, emphasizing the importance of the messages given.
Noting that President Erdoğan’s statement “strengthening our own security under our own sky” means a lot, Duran said, “We have come together here as media and communication professionals. However, there are issues that we all know and agree on. The dominance that some international circles have in the field of communication and the “monopoly of discourse” that they strengthen from time to time are not actually just a matter for us communicators.”
Stating that threats encountered in the field of communication, such as disinformation, manipulation, cyber attack, increasing hate language on social platforms and information distrust, pose a direct threat to public order, Duran stated that the threat within the framework of disinformation is actually a threat against the truth and is gradually turning into an international instrument.
“IT HAS BEEN UNDERSTOOD HOW MAJOR RISK AND THREAT DISINFORMATION IS”
Burhanettin Duran underlined that these have also become a strategic area that directly concerns national security, social stability and international reputation and said, “In this context, it has been understood how great a risk and threat disinformation, which we can express as a mental disaster, a perceptual decay or the murder of the truth, is.”
Duran stated that it is not a coincidence that the fight against disinformation is included in both the “Turkish World 2040 Vision” document and the “2025 Action Plan in the Information Field” and that it shows that the joint fight against disinformation is indispensable.
Underlining that the forum also serves this purpose, Duran said, “The forum once again demonstrates our determination and will to jointly fight against disinformation. There is also the notion of disinformation underlying the international system crisis we are observing and the problem of truth that is deepening as time goes by.”
“DISINFORMATION IS A DEVICE THAT DEEPENS THE CRISIS”
Noting that disinformation is a problem of global crises, it can also be seen as an apparatus that deepens crises, Duran underlined that disinformation is not just misinformation but an existential threat that can harm the capabilities and capacity of states.
Duran stated that in our age, wars are no longer carried out only by military methods, and that the destabilization of the target country, region or people actually begins in the field of communication, first with the extent of eroding their mental, social and institutional resistance, and stated that when viewed from this perspective, it is clear that we are faced with hybrid threats.
Underlining that the most important thing to do against the threat of destabilization is a joint struggle, Duran noted that encountering a deliberate, targeted and coordinated disinformation campaign has now become an ordinary event.
Duran said, “In this context, when we examine the sister Turkish States, we observe that disinformation initiatives are sometimes carried out simultaneously with common goals, and sometimes with strategies that differ on a country-specific basis. Unfortunately, we see propaganda and disinformation campaigns against many of our strategic projects, especially in the areas of energy, defence, transportation and trade corridors.”
“THE INTERNATIONAL REPUTATION AND COMMON IDENTITY AWARENESS OF THE TURKISH STATES WERE TARGETED”
Director of Communications Duran stated that the international reputation of the Turkish states, common identity awareness, cooperation mechanisms and regional solidarity are also targeted and said, “In these malicious attempts, which aim to erode trust, shake legitimacy and create political and strategic fragility, the issue is not about information, but about producing discourses that will trigger emotional reactions. It is about putting into action narratives that will create uncertainty and distrust in national and international public opinion. I believe that it is essential to carry out our work against these systematic perception operations in three basic dimensions. First, Our people, of course, get to know and understand each other more closely. Here, our TRT Avaz channel, which is the common voice of the Turkish States, undertakes a very important task with the mission of “telling us about us”. Secondly, we, as Turkey, carry out an important activity both as TRT and Anadolu Agency. Thirdly, this forum serves this purpose. did.
“WE ARE CONDUCTING COMPREHENSIVE LONG-TERM STUDIES”
Explaining Türkiye’s work in this direction, Duran said, “We expose fake news, false information, and fictional content at our Center for Combating Disinformation, which was established in 2022 within our Presidency, and we fight against perception operations. In addition, we carry out long-term comprehensive studies such as inter-institutional coordination, early warning mechanisms, rapid information in times of crisis, and strengthening media literacy in society. In the fight against disinformation, both the coordination mechanism we have established with our institutions and the communication network we have established with our nation through the e-government Disinformation Notification Service are great.” “With this system we have created, we have exposed nearly 2,500 pieces of disinformation; I would like to express that this effort has been welcomed with great satisfaction by our nation, we have drawn attention and told the truth,” he said.
Stating that social media is an area where a lot of information and claims circulate, and that accepting the information there as true without verification would mislead the society, Duran stated that a lot of false content aimed at the Turkish States has been disclosed.
Stating that a lot of disinformation was produced during and after the war to overshadow Azerbaijan’s Karabakh Victory, Duran stated that Azerbaijan was supported in this regard. Sharing an example about this, Duran said, “There was a fake news article with the title of Azerbaijani soldiers entering Karabakh mocking an old Armenian woman. Here, a soldier is supposedly handing a glass of water to the old woman, and while she is about to drink the water, another soldier pours it out. However, in the full video, it was clearly seen that the Azerbaijani soldier was making the Armenian woman drink water with his own hand. Now, unfortunately, it is now possible to cut the images into a completely different form. Even more. “It is possible,” he said.
Pointing out the danger dimension of content prepared with artificial intelligence, Duran said, “Fictions can be revealed in a completely different way with artificial intelligence, as if they were real. In such an environment, serious risks arise with the new dynamics of communication and the opportunities it provides. It is clear that we need to implement common strategies to combat this. We can only overcome the story and narrative that is being written against us by working together and creating our common narrative.”

Bilal Erdoğan: “Investing in world peace is an investment in your own peace”
In order to reach more foreign students with the Turkey Scholarships given by the Presidency for Turks Abroad and Related Communities (YTB), the YTB Cultural Ambassadors Meeting program was held at Ibn Haldun University Başakşehir Campus between 8-11 February. Within the scope of the program attended by 40 international students and 10 graduates from universities in Türkiye, Deputy Chairman of the Board of Trustees of Ibn Haldun University Necmeddin Bilal Erdoğan and Rector of Ibn Haldun University Prof. Dr. Atilla Arkan and YTB President Abdulhadi Turus met with international students in the panel titled “Türkiye’s international education vision”.

Speaking at the panel, Necmeddin Bilal Erdoğan, Deputy Chairman of the Board of Trustees of Ibn Haldun University, said, “While these turbulent processes are going on in the world, we see that Western civilization, which we see as the dominant power of the system with issues such as wars, genocides, conflicts, injustices, rising right-wing fascism and radicalism, is no longer interested in these problems. Let alone producing these problems, it does not even take up the agenda of these problems.”

“PROVIDE SUPPORT TO YOUR COUNTRIES’ RELATIONS WITH OUR COUNTRY”
Referring to the importance of international students studying in Türkiye with Turkey Scholarships, Necmeddin Bilal Erdoğan said, “Turkey does not give scholarships because it is a source of commercial income. Therefore, it is very critical for us that our guest students, our international students, are individuals who know and promote Türkiye correctly in the countries they go to. This is a gain for our country. While I was working at the World Bank, I also had the opportunity to get to know the aid organizations of Western countries. These development agencies, which are aid organizations within the state, influence the politics of the aided country and shape its destiny in their own way. I have seen that they focus on the concept of education. Türkiye does not have such a problem. We provide aid in many countries without any expectations. We can think that the educational opportunities we offer to the students of those countries are actually to support the future of those countries. Unfortunately, the understanding of helping these countries is not to develop them with their own means, but to maintain their loyalty to them. We want a neighbor, a partner, that can stand on its own. On the contrary, we want our international students in Türkiye to go to their own countries. “These students will naturally support Türkiye’s relations with those countries. A Turkish company doing business in that country will naturally want to work with these friends. I believe that, as Türkiye’s volunteer ambassador, you will also support the strengthening of relations between Turkey and your own countries. We talked about Türkiye’s relationship with the countries they visit and the contribution they make to the proper recognition of Türkiye in the countries they visit,” he said. spoke.

“INVESTING IN WORLD PEACE IS AN INVESTMENT IN YOUR OWN PEACE”
Pointing out that Türkiye’s investment in world peace is actually investing in its own peace, Erdoğan said, “Who can say that Turkey should not invest in the stability of its neighbors? This is primarily beneficial to Türkiye. When Turkey establishes a certain stability in the region, it is of course beneficial to world peace. Because what is happening in Palestine today destabilizes the whole world. It hurts the hearts of all two billion Muslims. It causes two billion Muslims to accumulate hatred against the Western system and order, right? Therefore, you are actually talking about the Palestine issue.” “When you solve this problem, when you gain the freedom of Jerusalem, it is a great investment in world peace. I think that Türkiye being a beloved country in the world and the increase of its fans in the world is also a great gain for Turkey. I think that as much as Turkey invests in the peace and prosperity of the rest of the world, it actually invests in its own peace,” he said.

BREAKING NEWS | Devlet Bahçeli: Türkiye’s hope for the future is the People’s Alliance
MHP leader Devlet Bahçeli made important statements at the “57th Year with Glory” themed program held at Ankara ATO Congresium.
Here are the highlights from Devlet Bahçeli’s speech:
Dear Gray Wolves, who are the epitome of nobility, courage and wisdom, I salute you all with utmost respect, in the mirror of the 57-year-old principle of the Asenalar Nationalist Movement Party and the state of being united as one with its country. I welcome all of you and welcome you.
I would like to express my thanks and gratitude to Mr. Recep Tayyip Erdoğan for the flowers he prepared and sent on the occasion of the 57th anniversary of the Nationalist Movement Party.
We have left behind 57 years of history with our independent conscience, peace-loving mentality and tremendous commitment to Turkish History and Culture.
We swallowed the dust of decades, but we did not swallow the treacherous games. We did not expect anything in return for serving our nation. We became friends in our love. We loved this country unconditionally. We loved every person of our nation for God’s sake and held them tightly to our hearts. Because we believe that God is closer to us than we are.
We took a bullet. We suffered from frost in difficult and difficult years. We were heartbroken as we shouldered the coffins of the martyrs in the mosque courtyards. But we did not succumb to oppression. We were not defeated by humiliation. We did not give up on ambushes, games and traps, we did not say okay. Even if one of us left, the other took his place.

“WE ARE TODAY WHAT WE WERE YESTERDAY”
We are today what we were yesterday. We are a nationalist Idealist Movement that carries the honor of belonging to the Turkish Nation with the noble blood in our veins. To be a nationalist idealist, it will not be enough to appear to love the nation.
Nationalism is a test against death when needed.
We are Turkists, Turanists, Turkish Nationalists as on the first day. Those political recruits who question us here and there, who are you? At best, one of you would be a complete political helmsman, and indeed he has become one.
Get well soon to those who are left under the sieve. The fight against those who are above it will continue and the existence of this cause will not be tarnished. Today’s watch is on us. Today’s guards are the Nationalist Idealist movement. It is the People’s Alliance.
Türkiye is not just the name of a geographical region. The owner of the Republic of Türkiye is the Turkish Nation. The future hope of Türkiye and the Turkish Nation is the Nationalist Movement Party and the People’s Alliance.
There is a need to awaken the National Conscience. That’s what we aim to do today. The conscience of our nation, of which we are proud, is one. It is not possible to blacken one by two and divide one by two. The Turkish Nation, including Turks and Kurds, will carry their victorious past into the future. This transportation will definitely be carried out.
Achieving the goal of a terror-free Türkiye will be achieved with the dynamism of National Solidarity.

“NATIONALIST MOVEMENT PARTY IS READY TO PAY THE PRICE”
Turkish nationalism is a unifying, gathering and integrative idea that sees everyone who is bound to the Turkish state as one, equal and brother, and rejects all kinds of discrimination and exclusion. Turkish nationalists are determined, as always, to protect the peace, brotherhood and unity of their beloved homeland and the Turkish nation, and to prevent Türkiye from being dragged into a fratricide. The Nationalist Movement Party is party to protecting these in an environment where Türkiye’s national unity is in danger, and is ready to pay any price for this with peace of mind.
“OPENING THE FOUNDATION’S VALUES TO DISCUSSION IS BETRAYAL”
I warn everyone: Opening the founding principles of the Republic to discussion and trying to destroy them based on ethnic differences is equivalent to threatening the existence of the state. This is also treason.
With the goal of a terror-free Türkiye going from strength to strength, the Nationalist Movement Party has proven to be the center of social politics.
Just as nationalism as a central value was decisive during the Atatürk period, the nationalist mentality of the Nationalist Movement Party will again be the center of Türkiye.
Nationalism is in the hearts of the nation as a rising value. The political address of the new century is clear. The address is the Nationalist Movement Party.
Our only source of power is the pure conscience and heart of the Turkish nation. The Nationalist Movement Party will reject the hybridized, guided so-called nationalist parties and condemn them to extinction.
For us, our 57-year history is intertwined with glory and honor. The future that we call ideal and pursue is our existing passion. Time affects every being according to the existence it carries. We have to get rid of the illusion of not being able to see the forest while looking at the trees. We have to look at the issues without breaking the connection between the past and the future.
If the security of the country is in danger, “Who will stand in my way?” We know the answer to the question best.
Ideal ideals and traits are like stars. Even if we cannot reach them, we can find our way by looking at them.
The Republic of Türkiye will exist with the spirit of its founding in 1923. The agenda is the Nationalist Movement Party and the People’s Alliance. The superpower will reach its goal in 2053, the 600th anniversary of the conquest of Istanbul. Assurance is the Nationalist Movement Party and the People’s Alliance.

Keçiören Mayor Mesut Özarslan, who resigned from CHP, reacted to Özel: I will hold him accountable for the bastard phrase.
Keçiören Mayor Mesut Özarslan broke away from his party, claiming that CHP leader Özgür Özel made “unspeakable curses” towards him and his family. After his resignation, Özarslan filed a criminal complaint regarding Özgür Özel’s messages.
Keçiören Mayor Mesut Özarslan made new statements regarding the process after the criminal complaint.
Özarslan’s statements are as follows:
As you can see, we are on our mission. We will continue to serve the public. While we were aiming to raise our services to higher levels, some people started putting incredible pressure and mobbing on us. The text messages I had with the Chairman two days ago are blasphemous and insulting to my family. In such an environment, we announced that we would no longer be in the CHP and that we were resigning. We will continue to serve our people with the motto of public service. We will continue our journey by protecting the rights of all voters who voted for us on March 31.
Why did Özgür Özel swear at Keçiören Mayor Mesut Özarslan? | Video
I filed a criminal complaint with the prosecutor’s office against CHP Chairman Mr. Özgür Özel. Other members of my family also wanted to be present. We are the people of the great Turkish nation, we do not speak disrespectfully to anyone. It saddens us all that a party founded by Ataturk has fallen into such a situation.
OUR CASE IS ONE CASE
Let the country be in unity and solidarity from now on. Both our esteemed president, Mr. Erdoğan, and our wise leader, Dr. Devlet Bahçeli has started this work. This study should not be viewed as partisan. They welcome everyone with open arms. We will continue our services in this call for unity and solidarity. We will continue to support our CHP brothers without any discrimination. Our cause is only one and that is the cause of humanity.

Confusion in CHP – Last Minute News
The bill, prepared by CHP Deputy Tuncay Özkan and submitted to the Turkish Grand National Assembly with the seal of approval by the CHP Group Presidency, caused great surprise. It was seen that the bill, which was stated to be prepared for the protection of children and young people in digital media, was diametrically opposed to the policies that the party has defended to date. The fact that the CHP group presented the issues that it had described as ‘censorship’ and criticized the government for years as legislative proposals was another manifestation of the inconsistency within the party. In the bill in the Digital Mediums Commission; It was requested that all digital content be categorized as +6, +12, +16, +18, and age appropriateness and time limit mechanisms be put into effect. In this regard, it is recommended that children under the age of 16 should not spend more than 55 minutes on digital media.
REACTIONS ARE GROWING
The presentation of the bill prepared by Tuncay Özkan to the Parliament created confusion in the CHP. It is claimed that after the details of the content of the proposal emerged, reactions among the party staff increased and there were even those who wanted administrative action to be taken against Özkan. It was stated that CHP Chairman Özgür Özel was also disturbed and that he could hold a meeting with the party group regarding this crisis in a short time.

Keçiören earthquake in CHP: ‘Özel insulted me’
The Keçiören crisis in CHP reached its peak last night with Mayor Mesut Özarslan’s resignation statement that shook the agenda. Stating that he has been subjected to systematic smear campaigns by some cliques within the party due to his various visits recently, Özarslan emphasized that the rumors in question intensified even more after his meeting with the Minister of Environment, Urbanization and Climate Change Murat Kurum on January 6. Underlining that they met with the Institution on the problems of Keçiören, Özarslan also criticized CHP Chairman Özgür Özel with harsh words. Noting that Özel sent a message to him at 23.59 on the night of February 7, Özarslan said, “Would a chairman swear at the mayor? Would a chairman target and insult family values? Would a chairman threaten with unspeakable words? It is out of the question for me to serve in the ranks of the CHP anymore, especially in the face of messages that include my family values and my sacred existence, my mother and my late father.” Noting that it is not possible to work healthily in an environment dominated by the tone in the messages, Özarslan said, “In this context, I am resigning from my CHP membership. At this point, unfortunately, Özgür Özel and his close colleagues have nothing left, neither the path of God, the homeland, the family, nor the values we consider sacred, and all sanctities have been destroyed.” Özarslan continued his statement with the statement, “I am also calling out to my friends with whom I walked the road,” and said: “The cause is a cause of humanity. I invite them to save themselves from this structure, which has moved away from its founding codes and is managed in an immoral manner, not to take part in the immorality committed against me, and to show their reactions. What was done to me and my family today should not be forgotten; if there is no reaction, one day it will be done to them too.”
