Bakan Fidan: ABD-İran savaşı felaket olur
“NÜKLEER ADALETSİZLİK”
Anlaşmaya göre, anlaşmanın imzalandığı tarih itibarıyla nükleer silah sahibi olan ülkelerin nükleer silah sahibi olmaya devam edeceği maddesine dikkati çeken Fidan, “Bunlar BM’nin 5 daimi üyesi. Diğer hiç kimse olamayacak. Bunun karşılığında da bu ülkelere barışçıl nükleer enerji için teknoloji aktarımında bulunacak ve nükleer silah sahibi olan ülkeler de bu silahlardan kurtulmak için ellerinden geleni yapacaklar. Ama son iki maddenin hiçbiri olmadı. Dolayısıyla bir nükleer adaletsizlik var.” değerlendirmesinde bulundu. Fidan, ABD’nin geleneksel müttefiklerine sağladığı koruma kalkanının kalkma ihtimaline yönelik birtakım senaryolardan hareketle, belli ülkelerin de hızla nükleerleşebileceğine ilişkin bazı senaryolar olduğunu belirterek, “İleride daha fazla sayıda ülkeyi nükleer silah ararken görebiliriz ve bu İran veya Orta Doğu’dan herhangi bir ülke olmayacak. Asya Pasifik’ten ve Avrupa’dan olacak.” dedi. Türkiye’nin İran’ın nükleer silah sahibi olmasına nasıl yaklaştığına ilişkin soruyu yanıtlayan Fidan, “Bölgede dengeyi değiştirecek dramatik değişimleri görmek istemiyoruz açıkçası. Yani bir güç dengesi var. Bunun bozulması bölgedeki işbirliği ruhunu ciddi oranda zedeler. İkincisi bunu farklı okuyan, İran’la birtakım daha farklı sorunları olan ülkeleri nükleer silah sahibi yapma çabası içine sokar ve aynı yarışa bizim de ister istemez katılmamız gerekebilir. Dolayısıyla bunun bölge için çok faydalı olacağını düşünmüyorum.” ifadelerini kullandı. Fidan, Türkiye’nin nükleer silaha sahip olması gerekip gerekmediğine ilişkin soruya ise “Bunlar tabii birtakım stratejik yüksek konular. Bunlar geniş, büyük resim içerisinde düşünülmesi gereken hususlar.” yanıtını verdi.
SURİYE’DEKİ GELİŞMELER
Suriye’nin esas itibarıyla önemli bir yol katettiğini dile getiren Fidan, “Suriye’nin birliği, bütünlüğü, istikrarı adına ve bunun kan dökülmeden, diyalog yoluyla gelişiyor olması bizim için önemli bir husus. Biraz daha gidilmesi gereken mesafe var ama.” diye konuştu. Fidan, “Büyük ölçüde YPG’nin işgal ettiği topraklardan çekilmesi ve şu anda Kürt nüfusun yaşadığı yerde esas itibarıyla pozisyon alması, bir önceki haritaya göre çok daha sağlıklı olması gereken bir durum. Ama bu durumdan daha iyi duruma da gidilebilir.” dedi. Suriye’de terör örgütü YPG ile varılan mutabakat gereği tamamlanması gereken adımlar bulunduğuna dikkati çeken Fidan, sözlerini şöyle sürdürdü: “Bu adımlar her gün öyle veya böyle atılarak bir noktaya gidilmeye çalışılıyor. Burada iki tarafta da belli miktarda güvensizlik var ama belli adımlar atıp hayata geçtikçe güvenin artacağını düşünüyorum. Diğer taraftan YPG’nin de kendi içerisinde tarihi bir dönüşüm yaşaması gerekiyor ki o tartışmalar da şu anda orada oluyor. YPG’de bu tartışmaların olması önemli. Yani daha gerçekçi, daha Suriyeli, Türkiye’nin güvenlik tehdidiyle veya Irak’ın güvenliğiyle tehdit edecek bir durumda olmayan, yani PKK’nın kendi orijinal dört ülkedeki Kürt varlığına yönelik emellerinin artık bir parçası olmayan, bir durumda olurlarsa, bu hiç kimseye tehdit etmeden kendi ülkelerindeki Kürtlerin duruşuyla ilgili bir mücadele zemini olur. Burada siyasal mücadele esastır. Biz zaten Kürtlerin hakkını baştan beri destekliyoruz. (Suriye Cumhurbaşkanı) Ahmed Şara’ya hep nasihatimiz de bu oldu. Onun getirdiği başkanlık kararnameleri var, ama dediğim gibi yani bunu büyük bir dikkatle takip etmeye devam edeceğiz.” Fidan, terör örgütü YPG elebaşı Mazlum Abdi kod adlı Ferhat Abdi Şahin’in PKK’yla olan bağlantısının güçlü şekilde sürüp sürmediğine ilişkin soruya şu yanıtı verdi: “An itibarıyla sürüyor. Ama dediğim gibi alandaki değişimin önüne geçecek bir durumda da değil. Çünkü alandaki değişim kendini güçle veya güç kullanıp tekniğiyle dayatan bir konu. Bir de yani Amerikalıların durduğu yer, DEAŞ’lıların artık oradan istifade edilme sürelerinin dolmuş olması, birçok parametre var burada. Belli bir realiteye uyanmaları gerekiyor yoksa kayıpları daha büyük olurdu.”Suriye’de aşiretlerin ayaklandığına işaret eden Fidan, “Biz bu realitenin zaten hayata geçeceğini biliyorduk. Bakın böyle bir realite var. Bu realite, buralara gelmeden tatlılıkla hallolsun. Bir balon içerisinde yaşıyorsunuz, bir hayal içerisindesiniz. Bu realite kendisini dayatacak. Sadece zaman meselesi, an meselesi. Uyanın, daha büyük kayıp olmadan. Bunu hep söyledik.” dedi.
SURİYE’DEKİ KÜRTLERE İLİŞKİN DURUM
Fidan, Şam’daki hükümetin bütün vatandaşlara sağladığı hak, eşitlik ve özgürlük ortamının önemli olduğuna dikkati çekerek, “Ülke olarak, devlet olarak, başta Cumhurbaşkanı’mız olmak üzere, Suriye’deki Kürtlerle ilgili inanılmaz büyük hassasiyetimiz oldu.” ifadesini kullandı. MİT Müsteşarı iken Cumhurbaşkanı Recep Tayyip Erdoğan’ın adına ülkede iç savaşın çıkmasını engellemek için Suriye’ye gittiğini anımsatan Fidan, “Kürtlerle ilgili durumu çok anlattık. Bakın bunların büyük bir kısmının vatandaşlıkları yok. Bunlar kendilerine ait hissetmiyorlar. Bu ait olmama hissinin getireceği çok fazla sıkıntı var. Bu kabul edilebilir bir durum değil. Bunun için çok fazla çalışmamız oldu. Bir de biz kendimiz için ne istiyorsak bölgemiz için de aynısını istiyoruz.” diye konuştu. Fidan, Suriye’deki Kürtlerin hala bir güvensizliği olduğuna işaret ederek, “Her Sünni Arap’ı, DEAŞ’lı ilan eden bir PKK propagandası oldu. Bugün bile bazı milletvekilleri veya PKK sözcüleri, Suriye hükümetine şey yaparken hep böyle DEAŞ’lı dediler. Her Sünni Arap’ı DEAŞ’lı ilan ettiler veya mukabilinde de her Kürt’ü PKK’lı, YPG’li gören bir anlayış iki taraflı pompalandı. Şimdi bu toksik anlayışların bir izale edilmesi gerekiyor ki yani güvende bir sıkıntı olmasın. Ben şuna seviniyorum açıkçası yani Ahmed Şara ve arkadaşlarının bu konudaki çizgisi, perspektifi düzgün. Şu ana kadar geldikleri yerlerde herhangi bir katliam veya halka gerçekten zulmeden bir durum da yok. Bu önemli. İnşallah bu sayfa da Kürtlerin ve Arapların lehine güzel bir şekilde kapanır. Türkiye de kendi milli güvenlik endişelerini artık giderilmiş varsayar ve Suriye daha iyi geleceğe yol alır.” görüşünü paylaştı. Bölgenin yeryüzü cenneti olmaması için hiçbir neden olmadığını vurgulayan Fidan, şöyle devam etti: “Suni kavgalar, tarihten devraldığımız anlaşmazlıklar, üstesinden gelemediğimiz kavram kargaşaları, çözemediğimiz siyasal problemler, etnik problemler, mezhebi kavgalar. Bunlardan dolayı öyle bir zaman kaybı, kan kaybı, enerji kaybı oluyor ki bölgede. Dünyanın birçok yerinde muazzam mesafeler katedilirken burada kan, gözyaşı oluyor. Aslında dünyanın insanlığın ürettiği diğer çözümlere de bakıp dersler alıp yolumuza devam etmemiz gerekiyor. Bence bu konuda epey bir mesafe katettik ve bölgenin en büyük şansı esas itibarıyla gerçekten uzun yıllardır Türkiye’de istikrarlı bir yönetimin olması ve Cumhurbaşkanı’mızın irade makamında bulunması. Bu gerçekten sadece Türkiye için değil, bölgenin de büyük bir şansı.”
Dışişleri Bakanı Hakan Fidan, “Irak hükümeti kendi topraklarının başka bir silahlı unsur tarafından işgal edilmesine izin verir bir durumda. Bunu kendisinin bir milli güvenlik tehdidi olarak algılamıyor.” dedi. Bakan Fidan kendisinin Suriye hakkındaki politika ve söylemlerine ilişkin eleştirilere cevaben “Biz ne zaman YPG’yi eleştirsek, YPG’nin işgal ettiği yerlerden bahsetsek, bunlar şöyle diyorlar, ‘Kürtlerin kazanımlarına karşı bir hamle’ diyorlar.” dedi. “YPG’nin örgütsel aklının Kürtlerin bulundukları bölgede komşularıyla husumet ilişkisi geliştirmelerine, refahlarının gittikçe daha düşük olmalarına ve onları bulundukları bölgede çoğunluğun bir parçası değil, azınlık haline getirmeye yönelik bir ideoloji” olduğunu vurgulayan Fidan, örgütün küçük bir alan da olsa yönetme isteğinde olduğuna işaret etti.
Fidan, Kürt halkına imkan ve alternatif tanınırsa, duruma Türkiye’de olduğu gibi başka bir yerden bakacağını dile getirerek, “Bunu söylediğiniz zaman, bu fikrin sahibi olanlar, YPG’yle, örgütle Kürt’ü eşitleyen kafa buradan Kürtlerin kazanımını şey yapıyor diyor. Halbuki biz görüyoruz. Sen adamın olduğu yeri işgal etmişsin, Deyrizor’u, Rakka’yı. Burada yıllardır aşiretlerle ilişkilerimiz var. Hangi aktörün ne yaptığını, ne zaman olacağını da görüyoruz.” diye konuştu. Kürtleri örgüt adına birtakım politikaları uygulamak için daha fazla bölgede nefret objesi haline getirilmesine gerek olmadığının altını çizen Fidan, bölge halklarının başka ülkelere şikayet edilmesi ve bölgeye İsrail ile Fransa gibi ülkelerin çağrılmasına tepki gösterdi.
Fidan, “Bölgenin halkısınız. Herkes nasıl konuşuyor, siz de gelin konuşun aktörlerle. Gelin Türkiye’yle konuşun, gelin onunla konuşun, gelin bununla konuşun ama siz bir ön şartla geliyorsunuz.” diyerek, bu metodolojinin neyle sonuçlanacağını önceden gördüklerini belirtti.
IRAK’TAKİ TERÖR ÖRGÜTÜ PKK VARLIĞI
“Bu işin bir de Irak ayağı var. Suriye ayağı bittikten sonra Irak ayağı var. İnşallah Irak’ta buradakinden ders çıkartırlar da daha akıllı bir karar alırlar ve oradaki geçiş daha kolay olur.” ifadelerini kullanan Fidan, Irak’taki terör örgütü PKK varlığının da büyük bir mesele haline geleceğini kaydetti. Fidan, Irak hükümetinin PKK konusunda bir irade ortaya koymak zorunda kalacağını vurgulayarak, Sincar’daki yapılanmanın orada duramayacağı ve durmaması gerektiğini söyledi. “Irak, ben bir egemen devletim, benim topraklarımın içinde silahlı bir örgüt olamaz noktasına mı gelecek?” sorusuna “Evet.” yanıtını veren Fidan, “Irak hükümetinin özellikle PKK ile ilgili sorunu sahiplenmesi son 5 yılın bir meselesi, söylem bazında.” dedi. Fidan, eski Irak Başbakanı Mustafa Kazımi’nin göreve gelmesiyle Irak hükümetinin ilk defa bu konuyu dillendirmeye başladığına değinerek, şöyle devam etti:
“Sayın Sudani döneminde ve o günkü yapılan MGK toplantılarıyla PKK giderek daha fazla Bağdat merkezine oturmaya başladı. Bizim de hep argümanımız şu oldu: PKK Türkiye’ye karşı kurulmuş bir organizasyon ama Türkiye’de işgal ettiği, edebildiği hiçbir alan yok. Ama Irak’ta, buna mukabil, çok geniş toprak parçalarını işgal ediyor. Suriye’de işgal ediyor. Sorun benim sorunum olmaktan ziyade senin sorunun olmuş. Sen nasıl bir egemen devletsin ki bunu varlığına bu şekilde izin veriyorsun?” Irak’ın gücünün terör örgütüne yeteceğini belirten Fidan, bu yapılanmanın ülkede barındırılmasının sebebini bildiklerini ifade etti. Fidan, Sincar’ın etrafının Haşdi Şabi unsurlarıyla çevrelendiği ve Haşdi Şabi Komisyonu Başkanı Falih el-Feyyad ile yirmiye yakın toplantı yaptığı bilgisini paylaşarak, “Haşdi Şabi karadan ilerleyip biz havadan harekat yaptığımız zaman, olay 2 veya 3 gün. Fazla bir süresi yok. Bu kadar basit bir askeri operasyon.” diye konuştu. “Irak hükümeti kendi topraklarının başka bir silahlı unsur tarafından işgal edilmesine izin verir bir durumda. Bunu kendisinin bir milli güvenlik tehdidi olarak algılamıyor. Kimin milli güvenlik tehdidi olarak görüyor? Bilmiyorum. 6-7 sene önce Türkiye’ye yönelikti. Şimdi öyle bir husus da pratikte yok.” ifadelerini kullanan Fidan, ülke içerisinde başka dengeler bulunduğuna işaret etti. Fidan, Irak’ta Nuri el-Maliki’nin başbakan olması ihtimalinin ortaya çıkmasıyla ilgili soruyu yanıtlarken, “Bizim resmi politikamız hiçbir zaman için, özellikle Irak’ta seçimle gelen, parlamento yoluyla gelen bir hükümeti, bir başbakanı herhangi bir şekilde tercih etmeme gibi bir durumumuz yok. Kim gelirse gelsin, biz orada çalışırız.” dedi.
Eskiden Maliki’nin başbakanlığı döneminde ortaya çıkan problemlerin insanları aynı sorunların yeniden ortaya çıkacağı endişesine sevk ettiğini anlatan Fidan, ABD Başkanı Donald Trump’ın Maliki’nin adaylığına karşı çıkmasının Irak’ta dikkate alınacağı değerlendirmesinde bulundu. Fidan, Irak’la ilgili alınmış Birleşmiş Milletler Güvenlik Konseyi (BMGK) kararlarının bulunduğunu ve Irak petrollerinin parasının hala ABD’ye gittiğini belirterek, “New York’tan her ay belli miktar dolar Irak bankalarına gelmezse Irak ekonomisinin yürüme şansı yok. Böyle bir mekanizma hala var. Amerika’nın elinde çok fazla şey var.” ifadelerini kullandı. Bakan Fidan, ABD’nin elinde Irak’a yönelik yaptırım aracı bulunduğunu ve bunu belli noktalarda hatırlattığını dile getirdi. Mahmur’da genellikle terör örgütünün sivil organlarının, Sincar’da askeri unsurların, Kandil’de komuta kontrol unsurlarının bulunduğunu belirten Fidan, Pençe-Kilit Harekatı’nın kapsadığı alanın öbür tarafındaki Gare blokunda örgütün yüklenmelerinin bulunduğunu söyledi. Fidan, bu bölgelerde çok uzak olmayan bir zamanda da birtakım değişiklikler olabileceğini kaydetti.
TÜRKİYE, SURİYE’DE OLUMLU YAKLAŞIMLARIN ARKASINDA
Kendisinin SDG hakkındaki söylemlerine getirilen eleştiriler ve şikayetlere ilişkin konuşan Fidan, “Ben bu hükümetin Cumhurbaşkanımız (Recep Tayyip Erdoğan) tarafından atanmış bir dışişleri bakanıyım. Belli bir hiyerarşi içerisinde çalışıyorum. Bu kadar hayati konularda Cumhurbaşkanımızın iradesi dışında bir çerçeve çizmemiz, bir görüş oluşturmamız mümkün değil.” dedi. Fidan, MHP Genel Başkanı Devlet Bahçeli’nin Suriye konusunda isabetli ve dengeli yorumlarının bulunduğuna değindi. Suriye’deki gelişmelerin Kürtlerin ve bölge halkının lehine sonuçlandığından bahseden Fidan, kan dökülmeden bu aşamaya gelinmesinin iyi bir gelişme olduğunu söyledi ve diyalogla devam edilmesini temenni etti. Fidan, Türkiye’nin olumlu bütün yaklaşımların arkasında olduğunu vurgulayarak, 50-60 yıl önceki “kır gerillacılığının” oluşturduğu zihniyetle menfaat elde etme çabasının beyhude olduğunu anlattı.
TÜRKİYE VE ABD’NİN LİDERLER DÜZEYİNDEKİ İLİŞKİSİ
Cumhurbaşkanı Erdoğan’ın uzun süreli mücadeleyle başarı elde etmesine ve oluşturduğu istikrarlı havzaya liderlik etmesinin ABD Başkanı Trump tarafından saygıyla karşılandığına işaret eden Fidan, muhalefetin “Cumhurbaşkanı Erdoğan’ın Trump sayesinde ayakta durduğu” yönündeki eleştirilerine tepki gösterdi. Fidan, Trump’ın Gazze’deki ateşkes, Suriye’deki gelişmeler ve Ukrayna’da ortaya konan duruş konusunda Türkiye ile temas halinde olduğunu ve Türkiye’nin politikalarının Trump’ın bazı politikalarıyla örtüştüğünü dile getirerek, “Bu, Sayın Erdoğan’ın kişisel olarak lehine olan bir şey mi? Bu, bu milleti, bu devleti, bizim ali çıkarlarımızı ilgilendiren stratejik konular.” diye konuştu. Muhalefetin, ülkenin aleyhine de olsa iktidarın başarısızlığını dilemesinin sorunlu olduğunu vurgulayan Fidan, “Cumhurbaşkanımıza bu dış politikadaki genel uyum konuları, beraber hareket etme, bundan dolayı bölgesel liderliğine olan gösterilen saygı ve oradan bir uyum çıkmasının ülkemize kazandırdığı menfaat veya gelmesini önlediği diğer sıkıntılar dışında ne katkısı var şahsi olarak Cumhurbaşkanımıza? Cumhurbaşkanımızın bu türden şeylere ihtiyacı mı var?” dedi. Fidan, Cumhurbaşkanı Erdoğan’ın ortaya koyduğu çabaların Gazze, Suriye, Ukrayna gibi bölgesel meseleleri çözmeye yönelik olduğundan bahsetti. Dışişleri Bakanı, Kafkaslar’daki barışa verilen destek ve Azerbaycan-Ermenistan ilişkilerinin normalleşmesi gibi gelişmelerin Türkiye ile ABD politikalarının örtüştüğü alanlar olduğuna değindi. Fidan, Cumhurbaşkanı Recep Tayyip Erdoğan’ın 19 Şubat’ta ABD’de düzenlenecek Gazze zirvesine davet aldığını ancak kimin katılacağının henüz belirlenmediğini söyledi. 19 Şubat’ın ramazan ayının başlangıcı olduğuna işaret eden Fidan, İslam dünyasından zirveye davet edilen diğer liderler de bulunduğunu ve bazı ülkelerden zirveye katılım olmama ihtimalinin olduğunu belirtti.
AVRUPA BİRLİĞİ’YLE İLİŞKİLER
Son birkaç yıldır ortaya konan çalışmalarla Avrupa Birliği (AB)-Türkiye ilişkilerinin daha kötüye gitmediğini ve daha iyiye götürmenin yollarının arandığını ifade eden Fidan, Gümrük Birliği’nin güncellenmesi ve vize serbestisi gibi konulara önem atfettiklerini aktardı. Fidan, Avrupa’nın kıta dışına çıkması ve bağlantısallık konuları gündeme geldiğinde önemli aktörlerden birisinin de Türkiye olduğunun altını çizerek, Rusya-Ukrayna Savaşı ile kuzeydeki doğu-batı aksının ortadan kalktığını ve Türkiye’nin bağlantısallık açısından coğrafi öneminin arttığını söyledi. AB ile 230 milyar dolar civarında ticaret hacmine sahip olduklarını hatırlatan Fidan, sağlıklı bir güncelleme olması durumunda bunun 2 katına çıkarak her iki tarafın lehine olabileceğini vurguladı. Fidan, Gümrük Birliği gibi konuların ilerletilebilmesi için AB’deki Güney Kıbrıs Rum Kesimi gibi tarafların rezervini kaldırması gerektiğine dikkati çekerek, Cumhurbaşkanı Erdoğan’ın 11 Şubat’ta Türkiye’yi ziyaret etmesi beklenen Yunanistan Başbakanı Kiryakos Miçotakis’e bu konuyu gündeme getirebileceğinden bahsetti.
YUNANİSTAN’LA TEMASLAR
Başbakan Miçotakis ile Yunanistan Dışişleri Bakanı Yorgos Yerapetritis’in sorunları çözecek niyet ve kapasiteye sahip olduğuna inandığını dile getiren Fidan, ülke içerisindeki siyasal ortamın stratejik sorunları çözmeye elverişli bir ortama imkan vermediğine değindi. Fidan, “(Yunanistan’dan) Gelen liderler bu tarihi sorunu çözmek ile siyasi bedel ödemek arasında sürekli bir ikilem içerisindeler.” diyerek, bu konuda muhataplarına yaratıcı çözümler sundukları bilgisini paylaştı. Avrupalı muhataplarla en çok konuştukları konuların başında vize sorununun geldiğini aktaran Fidan, vize serbestisinin dondurulması konusunu tartışmanın gündemine aldıklarını söyledi. Fidan, Avrupalıların Kovid-19 salgınında vize hizmetleri konusunda düşen kapasitenin güncellenmesi için çalıştığını dile getirerek, daha önce çoklu vize almış olan Türk vatandaşlarına kolaylık getirdildiğini hatırlattı. Türkiye’den Avrupa’ya vize taleplerinin arttığına dikkati çeken Fidan, “Vize politikalarında Avrupa’da çok ciddi bir sıkıntı var. Çünkü merkez sağ ve sol hükümetleri göçmen sorunundan dolayı politik zemini aşırı sağa kaybetmiş durumdalar.” dedi.
SAVUNMA SANAYİSİNDEKİ GELİŞMELER
Fidan, Dışişleri Bakanlığının mili güvenlik sisteminin bir parçası olduğunu belirterek, savunma sanayisinde geliştirilen yeteneklerin kullanılmasının terörle mücadelede avantaj sağladığını kaydetti. Savunma sanayisi ürünlerinin savaş şartlarında kullanıldığını ve güncellendiğini dile getiren Fidan, bu ürünleri satın alanların en az 1000 kez denenmiş ürünleri envanterine kattığını söyledi. Fidan, Dışişleri Bakanlığında İkili Savunma İşbirliğinden Sorumlu Genel Müdür Yardımcılığı kurulduğunu ifade ederek, “Başka ülkelerle olan savunma sanayi işbirliğimiz, askeri işbirliğimiz artık dış politikamızın önemli bir alanı oldu.” dedi. Afrika’dan birçok ülkenin Türkiye’den savunma sanayi ürünü almak ve işbirliği yapmak istediğini ve terörle mücadelede yanında olunmasını beklediğini ifade eden Fidan, bu kümenin giderek büyüdüğünü söyledi. Fidan, Türkiye’nin savunma sanayisinin büyümesi sayesinde havadan müdahale imkanlarının geliştiğine işaret ederek, bu imkanlara daha erkenden sahip olunsaydı Türkiye’nin terörden daha erken kurtulabileceğine değindi ve “Çünkü bunu bilen ülkeler vermiyorlar, müttefikiniz de olsa. Amerika vermedi bunu bize.” dedi.

Its short-term debts were 28 billion 660 million TL, and its long-term debts were 24 billion 316 million TL.
IZSU’S DEBT INCREASED 3 TIMES IN 1 YEAR
The debt of IZSU General Directorate, whose internal and external debt was 5.1 billion TL in 2024, tripled and reached 8.4 billion TL in 2025. It was observed that ESHOT’s total debt reached approximately 9.1 billion TL as of December 31, 2025. The fact that the total debt of the Metropolitan Municipality and its subsidiaries is 80 billion lira caused comments like ‘İZBB is Bankrupt’. According to the report, the district municipalities that received the most investment support from İZBB were Çeşme with 144.4 million TL and Konak with 126.1 million TL. While 39.6 million TL investment support was given to Denizli Bozkurt Municipality, 10.1 million TL resources were transferred to Adıyaman Municipality. The least contribution was received by Karşıyaka, where Tugay was previously president, with 5 million TL.
