Likewise, we know that Qatar, Bahrain and Kuwait have also issued NOTAMs to close their airspace. We have closely followed and managed the sector in terms of civilian flights. Currently, Turkish Airlines and Pegasus each have an aircraft on the ground in Iran. We will work on bringing them to the country depending on the outcome of this attack process. We also carried out similar processes during the 12-day conflict. Of course, our main goal is to prevent such attacks in our region and I would like to say that our President is following very closely due to the ongoing risks in the region. Likewise, we canceled all flights to Iran, Iraq, Syria, Lebanon and Jordan until March 2. “We have also canceled the flights to Oman on a daily basis. We will follow these developments according to the developments. It is our effort to end this war or attack situation as soon as possible,” he said.

‘CITY HOSPITAL CONSTRUCTION IS AT THE LEVEL OF 90 PERCENT’

We received a briefing with our entire delegation. We are now almost at the stage of installing internal equipment and medical devices. We are talking about a construction area of 272 thousand square meters. I would especially like to say that it is a very large area. In the first stage, we are talking about a very important regional hospital that will be put into service with a bed capacity of over a thousand and will go up to 1,500 bed capacity. This is valuable for all of us. In the municipality, which was shaken by former AK Party Deputy Şamil Tayyar’s “corruption wheel” statements, it has now been revealed that a food tender worth 760 million lira was made “as if it were a waste of money.”

TENDER FOR DELIVERY TO THE ADDRESS WITH THE EXCUSE OF “NATURAL DISASTER”

The details of the tender, which attracted great public reaction, once again proved that promises of “transparency” remained on paper. In the tender for the 2025 soup kitchen food purchase and distribution, article 21/B of the public procurement law, which can only be applied in extraordinary situations such as natural disasters and epidemics, was used.

However, Article 21/B in the Public Procurement Law is known as an exceptional method used for natural disasters, epidemics, sudden and unexpected situations or urgent needs concerning the safety of life and property. Etimesgut Municipality’s realization of the multi-million lira soup kitchen tender with this method caused the question “What emergency was there?” brought the question to the agenda.

The “Soup Kitchen Food Purchasing and Distribution Work” tender held by CHP’s Etimesgut Municipality for 2025 created a great controversy. The fact that the tender worth approximately 760 million 591 thousand liras was awarded through the 21/B bargaining method, which can only be used in exceptional and emergency cases, instead of a competitive tender, brought criticism in the public opinion as a “delivery to address tender”.

While under normal circumstances the participation of many companies should be allowed through the open tender method, the municipality’s preference for the bargaining method led to criticism that the tender was carried out in a non-competitive manner.

CORRUPTION ALLEGATIONS ARE ON THE AGENDA

On the other hand, Etimesgut Municipality has frequently come to the fore with corruption allegations lately. Former AK Party Deputy and journalist Şamil Tayyar made remarkable statements, stating that there were some irregularities in the CHP Etimesgut Municipality.

In his evaluations, Tayyar stated that allegations of corruption in the municipality should be investigated, and that some connections point to a network of relationships extending through the “Fado Bar” in Ankara. Tayyar also claimed that the name of a CHP deputy chairman was also mentioned in these allegations.

HE RESPONDED WITH A CRIMINAL COMPLAINT

Following the investigation in question, Etimesgut Mayor Erdal Beşikçioğlu filed a criminal complaint against Tayyar.

However, the criminal complaint was not enough to calm the discussions. In particular, the fact that the soup kitchen tender worth 760 million liras was awarded through negotiation has further increased the question marks regarding the municipality’s tender processes.

While many people in the public state that Etimesgut Municipality should explain the urgent reason for carrying out this huge tender within the scope of 21/B, it is stated that Beşikçioğlu administration is facing serious criticism regarding transparency.
