Address delivery tender scandal in CHP’s Etimesgut Municipality: 760 million irregularities from Erdal Beşikçioğlu!
During the reign of actor Erdal Beşikçioğlu, CHP’s Etimesgut Municipality remains on the agenda not with services but with allegations of corruption. In the municipality, which was shaken by former AK Party Deputy Şamil Tayyar’s “corruption wheel” statements, it has now been revealed that a food tender worth 760 million lira was made “as if it were a waste of money.”
TENDER FOR DELIVERY TO THE ADDRESS WITH THE EXCUSE OF “NATURAL DISASTER”
The details of the tender, which attracted great public reaction, once again proved that promises of “transparency” remained on paper. In the tender for the 2025 soup kitchen food purchase and distribution, article 21/B of the public procurement law, which can only be applied in extraordinary situations such as natural disasters and epidemics, was used.
However, Article 21/B in the Public Procurement Law is known as an exceptional method used for natural disasters, epidemics, sudden and unexpected situations or urgent needs concerning the safety of life and property. Etimesgut Municipality’s realization of the multi-million lira soup kitchen tender with this method caused the question “What emergency was there?” brought the question to the agenda.
The “Soup Kitchen Food Purchasing and Distribution Work” tender held by CHP’s Etimesgut Municipality for 2025 created a great controversy. The fact that the tender worth approximately 760 million 591 thousand liras was awarded through the 21/B bargaining method, which can only be used in exceptional and emergency cases, instead of a competitive tender, brought criticism in the public opinion as a “delivery to address tender”.
While under normal circumstances the participation of many companies should be allowed through the open tender method, the municipality’s preference for the bargaining method led to criticism that the tender was carried out in a non-competitive manner.
CORRUPTION ALLEGATIONS ARE ON THE AGENDA
On the other hand, Etimesgut Municipality has frequently come to the fore with corruption allegations lately. Former AK Party Deputy and journalist Şamil Tayyar made remarkable statements, stating that there were some irregularities in the CHP Etimesgut Municipality.
In his evaluations, Tayyar stated that allegations of corruption in the municipality should be investigated, and that some connections point to a network of relationships extending through the “Fado Bar” in Ankara. Tayyar also claimed that the name of a CHP deputy chairman was also mentioned in these allegations.
HE RESPONDED WITH A CRIMINAL COMPLAINT
Following the investigation in question, Etimesgut Mayor Erdal Beşikçioğlu filed a criminal complaint against Tayyar.
However, the criminal complaint was not enough to calm the discussions. In particular, the fact that the soup kitchen tender worth 760 million liras was awarded through negotiation has further increased the question marks regarding the municipality’s tender processes.
While many people in the public state that Etimesgut Municipality should explain the urgent reason for carrying out this huge tender within the scope of 21/B, it is stated that Beşikçioğlu administration is facing serious criticism regarding transparency.

DMM denies the images shared with the allegation of illegal entry into Türkiye from the Iranian border
It was reported by the Center for Combating Disinformation (DMM) that the images shared with the allegation of illegal entry into Türkiye from the Iranian border contained disinformation.
In the statement made on DMM’s NSosyal account, the following statements were made:
“The images shared on some social media accounts with the allegation of illegal entry into Türkiye from the Iranian border contain disinformation. It has been determined that the images are old footage of unknown time and place, and have been deliberately put into circulation again after the recent regional developments. There is no concrete data regarding its connection with the Turkish border line. Such posts aim to create a negative perception in the public by targeting border security. Türkiye’s border security is provided uninterruptedly with multi-layered systems on a 24/7 basis.
“We kindly request that you do not rely on unfounded allegations and only take into account the statements of official authorities.”

BREAKING NEWS | Investigation into ANKA’s ‘Incirlik Base’ images
Breaking news: Following the escalation of tension in the Middle East following the United States’ military steps against Iran, images of Incirlik Air Base were broadcast live by ANKA News Agency. Following the live broadcast of the military base, which was prohibited to be viewed, Adana Chief Public Prosecutor’s Office launched an investigation ex officio.
The prosecutor’s office examined the content of the broadcast within the scope of the risks that the broadcast may pose to the security of the base and public order.
Tension escalated in the Middle East after the USA declared war on Iran and targeted military bases in Iran. ANKA news agency started broadcasting the images moment by moment by opening a broadcast titled “Airborne operation mobility in Incirlik / Adana #Live”.

AN EXACT INVESTIGATION HAS BEEN STARTED AGAINST ANKA
The prosecutor’s office took action after the live broadcast from Incirlik Air Base, which is prohibited to be viewed. Adana Chief Public Prosecutor’s Office launched an ex officio investigation into the live broadcast of images of Incirlik Air Base by ANKA News Agency. The content of the broadcast was examined within the scope of sensitivities regarding the security of the base.
IT WAS EXPRESSED THAT IT MAY HAVE SERIOUS CONSEQUENCES IN TERMS OF STATE SECURITY
In the statement made by the Adana Chief Public Prosecutor’s Office, it was stated that it was determined that images of Incirlik Air Base in Adana were broadcast live in some media outlets and social media platforms.
In the statement, it was emphasized that sharing publicly images of the location, security equipment and physical structure of military facilities and bases poses a risk for national security.
In this context, it was reported that an ex officio investigation was launched within the scope of Articles 7 and 25/A of the Military Restricted Zones and Security Zones Law No. 2565.
It was noted that within the scope of the investigation, efforts to identify and procure the individuals who are considered to have made the relevant publication continue.
In the statement, it was also stated that unauthorized sharing of images and information regarding military facilities and security areas that concern national security cannot be considered within the scope of freedom of press and expression, and may have serious consequences in terms of public order and state security.
It was reported that the investigation was carried out meticulously and the developments will be shared with the public.
2 DETAINED WITHIN THE SCOPE OF INVESTIGATION
In the studies carried out regarding the news titled “Operation Preparation at Incirlik Air Base” published by Anka News Agency on the social media platform named X at around 13.10 on 28.02.2026, it was determined that the live broadcast was carried out through the Incirlik Air Base Kabaktepe channel.
In the investigation, it was determined that the person who made the live broadcast was Koza TV reporter Sergen Ölçer. The person was caught on Koza TV and taken into custody. At the same time, Koza TV General Manager was also detained within the scope of the investigation.
