Son Dakika | MHP lideri Devlet Bahçeli’den önemli açıklamalar: Asır Türkiye asrıdır, ne Kerkük’ü ne Musul’u unuturuz
Gökte güneş kararmadıkça, ay yere düşmedikçe, sular toprakları kaplamadıkça MHP’nin Türk milletine adanmış çizgisinin değişmeyeceğini vurgulayan Bahçeli, 3 Mayıs Milliyetçiler Günü’nü kutladı.
MHP Genel Başkanı Devlet Bahçeli, Avrupa Birliği (AB) Komisyonu Başkanı Ursula von der Leyen’in Türkiye’ye yönelik sözlerine ilişkin, “Avrupa Komisyonu Başkanı’nın ağzından dökülen bu söz, dilin kazası olarak görülemez, zihnin derinliğinde duran tasnifin, kibrin ve çifte standardın dışavurumudur.” dedi.
Bahçeli, MHP TBMM Grup Toplantısı’nda, nerede bir Türk yaşıyorsa, nerede bir Türk çocuğu doğuyorsa, nerede Türkçe konuşuluyorsa oranın da kendi hafıza coğrafyalarının, gönül haritalarının ve tarih şuurlarının bir parçası olduğunu dile getirdi.
Kerkük’ün, ecdadın hüzünle yoğrulmuş emaneti, onur mücadelesinin bayraktarı, Türkmen varlığının “kadim bir parçası” olduğunu söyleyen Bahçeli, “Türkmenlerin yıllardır süren yalnızlığını biliyoruz. Çektikleri ıstırabı kalbimizde hissediyor, feryatlarına kulak veriyoruz. Kerkük’teki yangının ateşini Ankara’dan görüyoruz. Türkmen’in ağıtını Ankara’dan duyuyoruz. Bunu da Türk olmanın, Müslüman olmanın, Selçuklu olmanın, Osmanlı olmanın, insan olmanın bir gereği olarak idrak ediyoruz.” diye konuştu.
Irak Türkmen Cephesi Başkanı Mehmet Seman Ağa’nın Kerkük Valisi olarak seçilmesinin önemine değinen Bahçeli, “Bu gelişme, Kerkük’te Türkmen varlığının ötelenemeyeceğini, görmezden gelinemeyeceğini ve silinemeyeceğini yeniden ilan etmiştir.” değerlendirmesinde bulundu.
Bahçeli, Kerkük’te yükselen kardeşlik vurgusunun Türkmen’i yok saymayan, Arap’ı dışlamayan, Kürt’ü ötekileştirmeyen, Süryani’yi silmeyen, herkesin hukukunu tanıyan, fakat Türkmen varlığını da asli ve kurucu bir hakikat olarak teslim eden bir dengenin müjdesi olduğunu söyledi.
“Nasıl ki Türkiye Yüzyılı’nın kutlu hedefi terörden arınmış, huzurun hüküm sürdüğü ‘Terörsüz Türkiye’ ise, gönül coğrafyamızdaki arzumuz da aynı istikamettedir” diyen Bahçeli, Türkiye “terör belasından kurtuldukça Kerkük’te kurulan yeni düzenin bölgeye nefes aldıracağının” altını çizdi. Bahçeli, “Bizim muradımız, tefrikadan, tahakkümden ve terörden arınmış bir Türkiye ile huzurun ve kardeşliğin kök saldığı bir bölge iklimidir.” ifadesini kullandı.
“KERKÜK BİR DAHA PAZARLIK MASALARINA KONU OLMAYACAKTIR”
MHP Genel Başkanı Bahçeli, Kerkük’ün “kendilerine bir miras”, Türkmen soydaşlarının “sahipsiz bırakılmayacak bir emanet”, Türk milletinin de “ne denli el-emin bir millet” olduğunu bir kez daha cümle aleme gösterdiklerini belirterek, sözlerini şöyle sürdürdü:
“Kerkük bir daha pazarlık masalarına konu olmayacaktır. Soydaşlarımız canıyla, malıyla, diliyle ve duasıyla yurdundan koparılamayacaktır. Huzurumuz hiçbir karanlık denklemin, hiçbir kalleş müzakerenin malzemesi haline getirilemeyecektir. Türkçenin sesi kısılamayacak, hiçbir Türkmen ocağının ışığı söndürülemeyecektir. Devran dönmüştür. Asır Türk asrıdır, Türkiye asrıdır. Kerkük yaşayacak, Türkmeneli doğrulacak, Allah’ın izniyle de ebediyen yaşayacaktır. Biz ne Kerkük’ü unuturuz ne Musul’u zihnimizden çıkarırız ne de soydaşlarımızı sahipsiz bırakırız. Kerkük’ten Doğu Türkistan’a, Karabağ’dan Kıbrıs’a kadar ahde vefanın adı olan bütün kardeşlerimizin yanındayız. Çizgimizden sapmayız, yolumuzdan şaşmayız, hedefi şaşırmayız. Çünkü milliyetçi hareket zamana göre renk değiştirmez, konuma göre biçim değiştirmez, rüzgara göre yön değiştirmez, menfaate göre söz değiştirmez. Milliyetçi ülkücü hareket, tehdit karşısında eğilmeyenlerin, tasallut karşısında çözülmeyenlerin, taarruz karşısında kaçmayanların, tahakküm karşısında korkmayanların, nerede bir Türk varsa kardeşi bilip kucaklayanların, soydaşının hukukunu sonuna kadar savunanların kutlu ve köklü duruşudur. Kerkük işte bu duruşun turnusolü olmuştur.”
Irak’ın sıradan bir komşu ülke olmadığını ifade eden Bahçeli, Kerkük’ten Musul’a, Bağdat’tan Basra’ya, Erbil’den Necef’e uzanan coğrafyanın, ortak tarihin, ticaret yollarının, kültürel bağların ve güvenlik hassasiyetlerinin canlı zemini olduğunu hatırlattı.
Devlet Bahçeli, şöyle devam etti:
“Irak’ta huzur güçlendikçe Türkiye’nin güney hattı rahatlar, Irak’ın birliği korundukça bölgesel denge sağlamlaşır. Bu nedenle Türkiye’nin Irak siyaseti yalnız kriz ve güvenlik başlıklarına sıkıştırılamaz. Terörle mücadele hayati ve öncelikli olmakla birlikte, ilişkilerin ufku, enerji, ulaştırma, su yönetimi, sınır ticareti, altyapı, eğitim, kültür ve karşılıklı yatırımlarla genişletilmelidir. Kerkük ise bu büyük resmin en hassas başlığıdır. Türkiye için Kerkük, etnik veya mezhebi gerilim alanı olmaktan önce ortak hafızanın ve birlikte yaşama iradesinin sembolüdür. Arzumuz, Kerkük’ün Türkmeniyle, Arabıyla, Kürdüyle, Süryanisiyle Irak’ın egemenliği altında güvenli, adil ve müreffeh bir şehir olarak güçlenmesidir. Irak’la dostluğumuz iyi niyet beyanlarında kalmamalı, Kerkük’ün eski günlerine yeniden dönmesini sağlayacak adımlar atılmalı ve ticaret yolları, enerji hatları, güvenlik istişareleri, yatırımlar ve somut kalkınma projeleriyle kökleşmelidir. Türkiye ile Irak birlikte hareket ettikçe sınır bir ayrışma çizgisi olmaktan çıkar, refah ve emniyet kapısına dönüşür.”
“MESELE ANKARA’NIN İSTİKAMETİ DEĞİL, BRÜKSEL’İN İKİYÜZLÜ SİYASETİDİR”
MHP Genel Başkanı Bahçeli, önlerinde şimdi bir başka cephe daha bulunduğunu dile getirerek, “Bu cephe, kimi zaman görünürdür, kimi zaman örtülüdür. Kimi zaman diplomatik nezaketin arkasına saklanır, kimi zaman kibirli sözlerin arkasından kendini açık eder. Avrupa’nın Türkiye’ye bakarken içine düştüğü zihni ve siyasi yanlışlık, yapılan açıklamalarda gün yüzüne çıkmaktadır.” dedi.
AB Komisyonu Başkanı Ursula von der Leyen’in “Avrupa kıtasını tamamlamayı başarmalıyız ki Rus, Türk veya Çin etkisine girmesin” sözlerine işaret eden Bahçeli, şu değerlendirmelerde bulundu:
“Bu söz, sıradan bir cümle gibi geçiştirilemez. Avrupa Birliği yürütme organının en üst siyasi makamından çıkan bu ifade, bir yorumcunun, bir köşe yazarının ya da tarihi bir aktörün beyanı sayılamaz. Avrupa Komisyonu Başkanı’nın ağzından dökülen bu söz, dilin kazası olarak görülemez, zihnin derinliğinde duran tasnifin, kibrin ve çifte standardın dışavurumudur. Nitekim bu küstah dilin ‘jeopolitik bakımdan sorunlu’, ‘gerçeklikten kopuk’ ve ‘çifte standartlı bulunduğu’ bizzat kendi çevrelerinde dile getirilmiştir. Hatta aynı çevreler, ‘Türkiye’nin Avrupa güvenliği bakımından temel bir müttefik, enerji hatları ve kaynakları bakımından hayati bir damar, göç yönetimi bakımından kilit bir ortak ve bölgesel denge bakımından vazgeçilmez bir güç olduğunu’ hatırlatmak zorunda kalmıştır.
Bahsettiğimiz husus, gündelik bir basın polemiği seviyesinde görülemez. Burada karşımızda duran şey, Avrupa’nın Türkiye’yi anlamakta yaşadığı derin zihni arızadır. Avrupa Birliği, Türkiye’yi yıllardır üyelik bahsinde dışarıda, güvenlikte içeride, değerler söyleminde ötede, yük paylaşımında beride tutmaya çalışmıştır. Bir yandan ölçüt, ilke, norm ve uyum diyerek parmak sallamış, öbür yandan kendi jeopolitik ihtiyacı belirir belirmez Türkiye’yi enerji koridoru, ulaştırma kapısı, dijital bağlantı zemini ve güvenlik paydaşı ve yeri geldiğinde adeta bir tampon işleviyle yeniden devreye çağırmıştır. Fakat eşitlik bahsi açıldığı anda eski kibir cümlelerine rücu etmekten geri durmamıştır. Bu tutum, siyasal ahlak bakımından sakattır, stratejik akıl bakımından ise tutarsızdır. Bu tavır, ortaklık dili üretemez, samimiyet doğuramaz, güven iklimi inşa edemez.”
Bahçeli, Türkiye’nin jeopolitik düğümlerin tam ortasında bulunduğunu, kilit noktası ve cümle kapısı olduğunu vurgulayarak, “‘Neydim’ demeyen mahfillerin ‘ne oldumcu’ tavrıyla mücadele etmek zorunda kaldığımız bu basiretsiz uluslararası sahada mesele, Türkiye’nin nerede durduğu değil, Avrupa Birliği’nin nereye savrulduğudur. Mesele Ankara’nın istikameti değil, Brüksel’in ikiyüzlü siyasetidir. Mesele Türkiye’nin duruşu değil, Türkiye’yi gerektiğinde dışlayıp gerektiğinde kullanmak isteyen çarpık, çıkarcı, ikiyüzlü Avrupa zihniyetidir.” diye konuştu.
Bu tablonun yeni olmadığını, Avrupa’nın bugün kendi siyasi körlüğüyle yüz yüze olduğunu belirten Bahçeli, “Şayet Avrupa, Türkiye’ye karşı kullandığı dili adalet, hakkaniyet ve rasyonalite zeminine çekmezse, şayet kendisini hala eski hiyerarşi duygusunun konforu içinde zannederse, şayet Türkiye’yi ‘ihtiyaç anında çağrılacak, rahatladığı anda ötede tutulacak bir unsur’ gibi görmeyi sürdürürse, kendi tarlasını nadasa mahkum eden siyasi bir kuraklıkla karşı karşıya kalacaktır. Tarih, kibrini aklının önüne geçiren merkezlerin nasıl çözüldüğüne defalarca şahittir.” görüşünü paylaştı.
“AVRUPA TÜRKİYE’SİZ YAPAMAZ”
“Ursula Hanım’ın şahsında tüm Avrupa efkarına buradan sesleniyorum” ifadesini kullanan Bahçeli, şunları kaydetti:
“Biz, kökleri Asya’nın derinliklerine inen, dalları Avrupa ufkuna uzanan, gölgesi Afrika’ya düşen büyük bir medeniyetin tecessüm etmiş devleti olan Türkiye Cumhuriyeti’yiz. Bize dar bir yer göstermeye çalışanlar, büyük milletlerin harita cetvelleriyle anlaşılamayacağını hala idrak edememiş olanlardır. Türkiye, ‘gel’ denildiğinde gelen, ‘git’ denildiğinde giden bir unsur gibi görülemez. Türkiye dosttur, fakat dostluğu tahkire açık bir mahiyette değildir. Türkiye ile ilişki kurmak isteyen herkes, önce bu milletin onurunu, bu devletin vakarını ve bu tarihin ağırlığını hesaba katmak zorundadır ve herkes şunu çok iyi bilmelidir: Türkiye yalnız rahat günlerin devleti değildir. Bu milletin acı eşiği yüksektir. Bu devletin kriz hafızası derindir. Türkiye, sarsıntı anlarında savrulmayan, yüksek basınç anlarında paniğe kapılmayan, tahrik karşısında öfkesini akla, gerilimi stratejiye, tehdidi iradeye tahvil eden köklü bir devlet geleneğinin bugünkü adıdır. Tansiyon yükseldiğinde yönünü şaşıran nice devletler görülmüştür. Türkiye ise en çetin zamanlarda dahi istikamet duygusunu muhafaza eden, soğukkanlılığı kuvvetle mezceden, sabrı kudretle tamamlayan bir devlettir.”
MHP Genel Başkanı Bahçeli, sükunetlerinin “zaaf” olarak okunamayacağını, sabırlarının ise “geri çekilme işareti” olarak yorumlanamayacağını vurgulayarak, şunları dile getirdi:
“Bizim serinkanlılığımız tereddüt perdesi sanılamaz. Bunların her biri, asırların süzdüğü devlet aklının, acıyı taşıma kudretinin ve tansiyonu yönetme kabiliyetinin tezahürüdür. Türkiye’yi hafife alanlar, çoğu zaman onun sessizliğini yanlış okumuş, vakarını edilgenlik sanmış, sabrını sınamaya kalkışmış, ardından da tarih karşısında mahcup olmuştur. Çünkü Türkiye’nin sessizliği boşluk sessizliği değildir, bu sessizlik birikmiş hafızanın, hesaplanmış zamanlamanın, kontrollü gücün sessizliğidir. Türkiye’nin sükuneti tereddüt sükuneti değildir. Buna ancak milli menfaatin hükmünde işleyen devlet aklı karar verir. Buradan açıkça ifade ediyorum: Avrupa Türkiye’siz yapamaz. Güvenlikte, enerjide, göç yönetiminde, ulaştırmada yapamaz, bölgesel dengeyi kurarken yapamaz.”
“AVRUPA, ZİHİN ALTINA SİNMİŞ BU HADSİZLİKLERLE YÜZLEŞSİN”
Bahçeli, Türkiye’nin, “Avrupa’nın tasniflerine mahkum bir ülke” hüviyetinde görülemeyeceğini belirterek, şu ifadeleri kullandı:
“Türkiye, Avrupasız da tarihtir, devlettir, hafızadır, coğrafyadır, merkezdir, hakikattir. Temennimiz şudur: Avrupa, zihin altına sinmiş bu hadsizliklerle yüzleşsin. Muhasebesini sloganla değil gerçeklikle yapsın. Türkiye’ye karşı kurduğu dili, çıkar hesabıyla değil, rasyonaliteyle yenilesin. Çünkü bu çağ, birbirini küçük gören merkezlerin çağı değildir, bu çağ, hakikati okuyabilen devletlerin çağıdır. Çünkü bu çağ, alışkanlıkların değil, aklın çağıdır. Çünkü bu çağ, ezberlerin değil, yeni denge arayışlarının çağıdır. Bir kez daha haykırarak ifade ediyorum ki Türkiye Cumhuriyeti, başkalarının yazdığı senaryoda figüran olmayacaktır. Öte yandan MHP Genel Başkanı Bahçeli’nin, etrafına Hoca Ahmet Yesevi’nin “Türklük kaderdir” sözünün yerleştirildiği, yanlarında Selçuklu kartalı ve Türk tamgalarının gravür tekniğiyle işlendiği yüzük ve onunla aynı konseptte hazırlanan rozet taktığı görüldü.
“THE SCREEN USED FOR SYSTEM SETTINGS WILL NOT BE PENALIZED”
Regarding multimedia and smart screens, Çiftçi said, “No penalty will be applied to factory-made screens and screens used for navigation, parking support, interior and exterior cameras, recording devices and system settings.” he stated.
Regarding in-car audio systems, Minister Çiftçi said:
“It will be possible to use sound systems, subwoofers and amplifiers that comply with the specified technical standards. As long as the sound does not disturb the public peace by spilling out of the vehicle, no criminal action will be taken just because there is a sound system in the vehicle. In order to take action regarding the sound systems, it will be necessary to concretely detect and record that the sound is disturbing the peace of the environment by spilling outside the vehicle.”
Çiftçi stated that the use of individual audio and video devices placed on the seats or in suitable areas within the vehicle, which are available to passengers in buses and minibuses, will continue and said, “We will continue to work with an understanding that clarifies the rules, ensures unity in practice, protects the rights of our drivers and never compromises traffic safety.” he said.

NATO Summit statement from Minister Çiftçi: “Measures have been taken for our common security”
“THE PLANNINGS WERE MADE TO MINIMUM AFFECT THE DAILY LIFE OF OUR CITIZENS”
Underlining that the measures taken are not arbitrary and that the highest level of coordination has been achieved in order not to negatively affect the daily lives of the citizens, Minister Çiftçi said, “Each application has been determined within the framework of international security standards, risk analyzes and the coordination of our relevant institutions. The meetings held under the chairmanship of our Ankara Governorship, our Ministry of Internal Affairs and our Vice President, Mr. Cevdet Yılmaz, have been various meetings. Sharing information about the coordination centers established within the scope of the summit, Minister Çiftçi said, “A coordination center was established within the Ankara Governorship and our Ministry of Internal Affairs in order to hold the summit safely. Both our Ankara Governorship and our Ministry of Internal Affairs are following the issue closely and sensitively.” He made a statement.
“IN TOTAL, 56 THOUSAND 288 PERSONNEL WILL WORK”
Announcing the number of personnel who will work within the scope of the summit and the details of the geographical security circle, Minister of Internal Affairs Mustafa Çiftçi said, “A total of 56 thousand 288 personnel will work. 48 thousand 841 of them are our police personnel and 7 thousand 447 are the personnel of our Gendarmerie General Command. Sharing the personnel distribution on the Presidential Complex and transfer routes with figures, Minister Çiftçi said, “A total of 3 thousand 926 personnel will work on the route between Esenboğa and the Presidential Complex. 1,742 personnel will take part in the measures taken between the abandoned Ankara, the newly opened Ankara Airport and the Presidential Complex.” Minister Çiftçi stated that they will work on a 24-hour basis within the scope of the summit. “Our personnel, vehicles, equipment and canine elements have been assigned on a 24-hour basis to ensure that the necessary searches, screening, traffic and security checkpoints can be completed efficiently and in the minimum amount of time against possible incidents that may occur at three airports, the Presidential Complex, routes and hotels,” he said.

Concluding his speech by stating that the security of the summit is not limited to the physical area only, the highest level measures have been put into effect in the digital dimension, Minister Çiftçi said, “Cyber measures are also important for us. We carry out similar practices in the cyber world as we do on the streets. Our 7-24 virtual patrol activities continue in the cyber environment in order to fight against crime and criminals. A total of 639 extra personnel have been assigned for this. They also continue their virtual patrols.”
EVERY COUNTRY KEPT SECURITY MEASURES AT THE HIGHEST LEVEL
Minister Çiftçi noted that the extensive security measures taken for the summit hosted by Türkiye completely coincide with the practices in previous NATO meetings held in European countries. Emphasizing that the measures taken are at international standards, Çiftçi said, “The same security measures were taken in the Netherlands, where the previous meeting was held. In NATO strategic security meetings held in Europe, the measures have always been kept at the highest level. Therefore, we are not the only ones applying these high security procedures; all allied countries that hosted previous summits have similarly implemented security measures at the highest level.” he said.

At the meeting, Minister of Internal Affairs Mustafa Çiftçi listed the roads that will be closed during the NATO Leaders Summit as follows. Around the Presidential Complex – ATO Congresium, Presidential Boulevard, Alparslan Türkeş Street, Muhsin Yazıcıoğlu Street, Bestepe Street, Söğütözü Street, Martyr Teacher Şenay Aybüke Yalçın Street and 2169 and 2170 streets will be closed to traffic. 286th Street and 350th Street will be closed around the Alegria Business Hotel. 173rd Street, 171st Street and 172nd Street will be closed around the Crowne Plaza Hotel. Chisinau Street, Jose Marti Street, 720th Street and 721st Street around Divan Hotel will be closed to traffic. Life Street, Adalet Street, 5th Street, Nergiz Street, 4th Street, 3rd Street and 1st Street will be closed around Wyndham Grand – Mercure – Mövenpick hotels. Tehran Street, Argentina Street, Iran Street, Poland Street, Şehit Ömer Haluk Sipahioğlu Street, Boğaz Street, Billur Street, Bülten Street and Güniz Street will be closed to traffic around HiltonSA – Sheraton – Lugal hotels. Around the InterContinental Hotel, the section of Atatürk Boulevard between John F. Kennedy Street and Esat Street and Gülözü Street will be closed. Ufuk University Avenue, 1443rd Street and 1452nd Street will be closed to traffic around the JW Marriott Hotel. Around the Metropolitan Hotel, 1377th Street, 1380th Street and 1381st Street and all roads connecting to them will be closed to traffic. There will be no restrictions on pedestrian crossings.

Minister Göktaş: “An investment in children is an investment in the future of the country”
Minister Göktaş attended the Arnavutköy Anadolu Neighborhood Mass Opening and Groundbreaking Ceremony, where the Family Counseling Center, Family Health Center, kindergarten, parking lot and car wash facility, which were completed by Arnavutköy Municipality, were opened and the foundation of the Arnavutköy Art and Vocational Training Course (ASMEK) building was laid.
Stating that investments ranging from education to consultancy, from health to infrastructure, from vocational training to production will offer new opportunities to the social life of the district, Göktaş thanked Arnavutköy Mayor Mustafa Candaroğlu and his team who contributed to the implementation of the projects.
Stating that what makes a city valuable is not only its streets and buildings, but also how people are touched is important, Göktaş said, “The city where the child grows up safely, where the family finds a hand next to them, and where the elderly are remembered, becomes truly beautiful. Life becomes more peaceful and fruitful where the path for the young is paved and the labor of the woman is rewarded.” he said.

Mahinur Özdemir Göktaş said, “We know that investing in a child is the most valuable investment in the future of a country. I believe that our kindergarten will be a good start to the lives of many of our children.” he said.
Stating that the Family Counseling Center will be an important source of support for families, Göktaş said, “In this center, family, child and adolescent counseling, individual counseling, group therapies, training seminars and dietician services will be provided. It will enable our families to easily access the support they need, and will provide a safe environment where our children and young people can express themselves better and become stronger with the right guidance. The Family Health Center will connect our citizens with health services faster and easier with its modern infrastructure.” he said.
Stating that ASMEK, the foundation of which was laid, has a special importance for the district, Minister Göktaş explained that citizens will be offered the opportunity to acquire a profession through the trainings to be given at the center. Göktaş said, “Here, our brothers and sisters will gain new skills, turn their own labor into production, and contribute to the family economy. In this respect, ASMEK will offer important opportunities, especially for women and our youth.” he said.
Noting that the inaugurated parking lot and car wash facilities will make the daily life of citizens easier, Göktaş said that the steps taken today will contribute to the joy of children, the peace of families, the labor of young people and the future of Arnavutköy.
Emphasizing that, as the Ministry, they will continue to support every service that focuses on the family, Mahinur Özdemir Göktaş noted that they will strengthen cooperation with local governments and expand services that meet the needs of citizens of all ages.

We will lay the foundations of our day children’s centers and child care centers for the 0-6 age group, which also appeal to 0-3 years old, in Arnavutköy soon.” he said.
Minister Göktaş also touched upon the “10 Years of Family and Population” vision and concluded his words as follows:
“We see all these services as permanent investments that strengthen people and society, and we greatly appreciate the efforts of our local governments in this direction. Because we know that family-friendly cities start with child-friendly places. They are strengthened with consultancy and guidance services. 1 TL INCENTIVE FEE CAN BE EARNED FOR EACH PACKAGING
Öztürk stated that the DOA system is a holistic system that enables the separate collection of plastic, glass and aluminum beverage packaging at the source, their digital monitoring and their re-introduction to the economy.
“Our citizens will be able to earn an incentive fee of 1 lira for each suitable packaging by delivering plastic, glass and aluminum beverage packaging with the DOA logo to deposit return machines or manual return points.” Öztürk said, “In order to support the fair and sustainable functioning of the system for individual returns, we have determined 200 packages as a daily upper limit. The incentive fee will be transferred to the DOA wallet. Our citizens will be able to transfer their accumulated balances to their bank accounts, withdraw them from ATMs or use them for shopping.” he said.
Öztürk stated that the system consists of 3 phases and that they tested the 1st phase with a pilot application in Sakarya last year and said, “We are moving to the 2nd phase, that is, the national integration process. The DOA system has now reached the level to be implemented in 81 provinces and 973 districts. The 3rd and last phase will be the full dissemination period.” he said.
Pointing out that their goal is to transform the system into a permanent structure that can be easily accessed by citizens working at the same standards in every corner of Türkiye, Öztürk said:
“Every year, approximately 25 billion beverage packages become waste. When these packages are brought together, they create a volume that would cover approximately 100 thousand football fields. In other words, enough plastic, glass and aluminum packaging to fill approximately 100 thousand football fields are released into nature every year. We are implementing one of the world’s largest warehouse management systems to change this situation.”
Öztürk stated that within a year, they will put into service at least one deposit return point that citizens can easily reach in every neighborhood of Türkiye and said, “We will also continue to support our businesses in this process. While the number of deposit return machines increases, we will also provide the necessary field equipment to manual return points and ensure their strong participation in the system.” He made a statement.
“APPROXIMATELY 65 PERCENT OF 25 BILLION PACKAGING IS IN OUR HOTELS, RESTAURANTS AND CAFES”
Öztürk stated that they carry out the DOA system with a comprehensive infrastructure in which the entire process from producer to consumer, from return points to recycling facilities is managed digitally.
Stating that while markets, supermarkets, grocery stores and kiosks serve as return points for citizens, hotels, restaurants and cafes make a significant contribution to the recycling chain by bringing their own packaging into the system, Öztürk said, “I would like to underline the role of our hotel, restaurant and cafe businesses. Approximately 65 percent of the 25 billion packages we mentioned are in our hotels, restaurants and cafes. Therefore, every packaging collected in these businesses will directly contribute to our recycling and recovery targets. Moreover, our businesses deliver them in bulk.” “They will also receive an incentive fee of 20 kuruş for each package with the DOA logo.” he said.
Öztürk explained that businesses will complete their registration through the warehouse information management system and work with authorized operators, adding, “Collection, transportation and verification processes will be carried out in a safe, orderly and traceable manner thanks to this structure.” he said.
Pointing out that natural resources will be used more efficiently with the DOA system, Öztürk continued his words as follows:
“We will ensure that the quality recycled raw materials needed by our industry are met at a higher rate domestically and accelerate and strengthen the circular economy. The economic impact of this transformation is also extremely important. We foresee an annual decrease of 35 to 40 percent in beverage packaging raw material imports. This development will positively affect production costs and make a significant contribution to reducing the trade deficit, which will reduce foreign dependency. We foresee that the DOA system will bring an annual economic value of approximately 30 billion lira to the Turkish economy. In the next 20-30 years.” “We expect the system to create employment for 20 thousand people.”
MACHINES WERE DEVELOPED BY LOCAL INDUSTRIALISTS
Öztürk stated that they ensure that strategic raw materials are brought back into the economy within Türkiye and that DOA is not only an environmental practice but also resource security.
Pointing out that the machines used in the field were developed by domestic industrialists, Öztürk said that the technology developed by Türkiye in this field and the operation model it established will constitute an important reference for many countries that will establish a deposit system in the future.
