MSÜ Rector Erhan Afyoncu: “Our institutions were revived with the support of our President”
Speaking at the MSÜ War Institutes 16th Term Joint Command and Staff Training and 8th Term Command and Staff Training Graduation Ceremony held at Yenilevent Campus with the participation of President Recep Tayyip Erdoğan, National Defense University (MSÜ) Rector Prof. Dr. Erhan Afyoncu reminded that the university was founded on July 31, 2016, after the treacherous coup attempt of July 15, 2016.
“OUR UNIVERSITIES WERE RESTORED IN A SHORT TIME”
Stating that the university started training with 126 guest military personnel from 17 countries on October 31, 27 days after the appointment of the rector, Afyoncu said, “Our military education institutions, which were seriously injured in the treacherous coup attempt of July 15, were quickly restored to their feet with the support of our President, our Ministry of National Defense, our General Staff, our Force Commands and civilian universities. As a matter of fact, since its establishment, the National Defense University has received 3 thousand 52 friendly and brother officers and non-commissioned officers from 44 countries, 64 thousand “It has graduated 67 thousand 396 student and trainee officers, 344 of whom are Turkish. This number, Mr. President, is more than the officers and non-commissioned officers of many of our neighbors around us. I thank you for all your support.” he said.
Afyoncu stated that the educational institution that suffered the most on July 15 was staff training, the staff system was reconsidered, the curriculum and system were changed and training started in 2017.
Stating that the staff position has become widespread and no longer a privilege, Afyoncu said, “With the newly established gradual staff system, the need for staff officers of the Turkish Armed Forces (TAF) has been significantly met. Our war institutes have provided training to approximately 5 thousand trainee officers, including Turkish and guest military personnel.” he said.
“WE MUST ADAPT TO THE CHANGING COMMUNICATION SYSTEM”
Afyoncu stated that Pleven and Gazi Osman Pasha were one of the rare fronts that were successful in the War of ’93, one of the biggest defeats in Ottoman history, and said:
“One of the important reasons for our defeat was that we had fewer soldiers due to our population being less than the Russians. Another reason was the inflexible management style of the Ottoman commanders, except for Gazi Osman Pasha, who were far from initiative, reacted late to enemy moves, and were inflexible. Instead of adhering to fixed and unchangeable plans, Gazi Osman Pasha achieved results by constantly changing the order of the army in line with the course of the battle and the available means and capabilities.”
Explaining that it is not who is stronger in the changing battlefield, but whoever adapts faster wins, Afyoncu stated that the operational environment is no longer limited to the struggle in land, sea and air spaces, but that space, cyberspace, information environment have become integral fronts of war with the influence of artificial intelligence, unmanned systems, big data and electromagnetic spectrum.
Afyoncu stated that wars have moved beyond the front lines and have turned into a multi-layered and constant field of competition with economic pressures, cognitive operations, disinformation activities and the use of proxy elements.
Noting that the duty of a staff officer in such a security environment is not only to direct and manage the battle, Afyoncu emphasized that the staff officer must be a leader who can read the direction of change, manage uncertainties, plan joint and multi-area operations, combine technology with strategic intelligence and take initiative under all circumstances.

“I commemorate our beloved martyrs and our heroic veterans who passed away with mercy and gratitude, and I express my respect and gratitude to our veterans and the precious families of our martyrs and veterans. Once again, I wholeheartedly congratulate my graduates and wish them great success. “MSÜ HAS BECOME ONE OF OUR SHINING INSTITUTIONS”
On July 31, we will celebrate the 10th anniversary of our National Defense University. I would especially like to express this: In a short period of 10 years, our National Defense University has become one of our most distinguished institutions. This quarry, where officers and petty officers who are devoted to their country and nation are trained, is the source of pride of our nation.
WARS ARE NOT FIGHTED JUST ON THE FRONT
Wars are no longer fought only on the fronts. It is carried out together with cyber attacks and disinformation campaigns. Trade routes are being targeted. We are faced with a new equation centered on artificial intelligence, where unmanned air and sea vehicles directly intervene in the outcome.
“WE ARE PROGRESSING WITH CONFIDENT STEPS AS THE POLE HEAD OF THE NEW SYSTEM”
As a state, we are taking firm steps forward as the pole head of the new system in these periods when the international security paradigm has undergone a radical transformation. We made defense exports worth 11 billion dollars. Our nationality in defense is 82 percent.
WE TALKED ABOUT THE FUTURE OF NATO IN Türkiye

Fatih’s trust has been free for 6 years
The most magnificent structure of Istanbul, which served as the capital of many empires… The greatest token of the conquest… Hagia Sophia, which was entrusted by Mehmed the Conqueror to live as a mosque until the end of time with his foundation charter, has not been a structure consisting only of stones and domes for centuries. Hagia Sophia, where civilizations intersect, a silent witness of victories, sorrows and history; It has become the largest temple of Byzantium, the most powerful symbol of the Ottoman conquest, and one of the most important works at the center of Türkiye’s sovereignty debates. The 86-year process, which started with its transformation into a museum in 1934, turned into an unending longing for millions of citizens.

That longing ended on July 10, 2020, with the historic decision of the Council of State and the signature of President Recep Tayyip Erdoğan. Four days later, on July 24, Hagia Sophia met again with prostration, takbir and adhan for the first Friday prayer, where hundreds of thousands of people stood in line. Hagia Sophia, which was registered as a mosque in the foundation deed of Mehmed the Conqueror after he conquered Istanbul in 1453, echoed with the sounds of adhan for centuries. This unique temple, the symbol of conquest, was considered one of the most important works not only of Istanbul but also of Islamic civilization. However, with the decision of the Council of Ministers dated November 24, 1934, Hagia Sophia was removed from its status as a mosque and converted into a museum. It was at the center of political, legal and social debates in Türkiye for many years. The expectation of millions of citizens to reopen for worship remained on the agenda for decades. When the dates showed July 10, 2020, Türkiye witnessed a historic day. The 10th Chamber of the Council of State annulled the decision of the Council of Ministers dated 1934, finding it unlawful.
ERDOĞAN SIGNED THE DECISION
Immediately after the decision, President Recep Tayyip Erdoğan signed the Presidential Decree stipulating that Hagia Sophia would be transferred to the Presidency of Religious Affairs and reopened for worship. The decision, which Erdoğan announced with the message “Good luck”, had a great impact in Türkiye and the Islamic world. Thus, the historic step that has been awaited for years has become official. The first Friday prayer performed on July 24, 2020 is engraved in Türkiye’s memory. After the decision, citizens filled Hagia Sophia Square with joy.

We expect concrete results in KAAN and F-35
Stating that the 36th NATO Summit was completed successfully and delivered to the whole world, President Erdoğan thanked the people of Ankara. Erdoğan noted the following in his post on his social media account: I would like to express my heartfelt gratitude to my fellow citizens of Ankara for their tolerance and unique hospitality throughout the Summit, which also contributed greatly to the promotion of Ankara. I would like to thank Secretary General Mr. Mark Rutte for the preparation and execution of the NATO Ankara Summit. The summit once again demonstrated our country’s central role in the global security architecture, its diplomacy capacity and alliance responsibility.

The NATO 3.0 vision aims to strengthen Europe’s defense capacity and make the alliance more prepared to adapt to the new era. Türkiye is one of the strongest actors in NATO with its military capability, strategic location, diplomatic know-how and defense industry capacity. Türkiye is not only a host country, but a key ally that directly contributes to the alliance’s defense, diplomacy and crisis resolution capacity. While Turkey keeps communication channels open for peace in the Russia-Ukraine war, it advocates diplomacy and permanent peace in the Iran-USA process. Türkiye continues to advocate a ceasefire, stability and multilateral cooperation approach on the Gaza, Lebanon and Libya issues. The Ankara Summit showed that Türkiye is an actor shaping NATO’s security agenda. A Security and Defense Partnership Agreement was signed with the United Kingdom, and Free Trade Agreement negotiations with Canada were initiated. I believe that the constructive and productive meetings we had with my dear friend, US President Mr. Trump, will lead to concrete results in line with our country’s expectations in the field of defense industry, especially KAAN and the F-35 program.
