Başkan Erdoğan’dan Gazze açıklaması: Hamas İsrail’den önde gidiyor

Başkan Recep Tayyip Erdoğan, Azerbaycan ziyareti dönüşü uçakta gazetecilerin sorularını yanıtladı.

Başkan Erdoğan’ın açıklamaları şu şekilde;

Sayın Cumhurbaşkanım dünyada büyük gerilimler yaşanıyor. Bu gerilimlerin bir küresel çatışmaya dönüşme riski var. Bu kapsamda bazı ülkeler arasında savunma anlaşmaları yapılıyor. Türk Devletleri Teşkilatında savunma ve güvenlik konusunda daha ileri adımlar mümkün mü? Bu konuda bir değerlendirmeniz olur mu?

Değerli arkadaşlar öncelikle Türk Devletleri Teşkilatı artık sadece kültürel bir birliktelik değil. Stratejik bir dayanışma platformudur. Dünyadaki gerilimler herkesi etkilediği gibi, Türk Devletleri Teşkilatı üyesi ülkeleri de yakından ilgilendiriyor. Çatışma bölgelerine yakınlıkları da hesaba katılırsa aile meclisimizin bu gerilimlerden dünyanın diğer ülkelerine nazaran daha fazla etkilendiğini söylemek mümkündür. Dolayısıyla riskin olduğu yerde tedbir de muhakkak beraberinde gelecektir. Ancak her türlü duruma karşı da hazırlıklıyız. İstihbarattan, sınır güvenliğinden siber alana kadar çok boyutlu iş birliğini konuşuyoruz. Dünyada savunma harcamalarını artırma ve güvenlik konusunda ileri adımlar atma hususunda bir eğilim söz konusu. Türk Devletleri Teşkilatı üyeleri olarak bizler de bu yönde adımlar atıyoruz. İleri adımlar da her açıdan değerlendirilir ve gerektiğinde atılır.

Birleşmiş Milletler ziyareti dönüşünüzde ABD Başkanı Sayın Donald Trump’la görüşmenize ilişkin “hem Gazze ile hem de Filistin ile ilgili önce ateşkes, sonra kalıcı barışa ilişkin atılacak adımların yollarını anlattık” dediniz. Sonrasında arka arkaya adımlar geldi. Donald Trump Hamas’a geçtiğimiz cuma günü bir süre vermişti. Sonra sizinle telefon görüşmesi yaptılar. Bu süreçte Türkiye’nin hem Amerika Birleşik Devletleri’ni hem de Hamas’ı ikna yolları ne oldu?

Filistinlilerin tamamı bilir ki Türkiye, Filistin’in menfaatini korur ve gözetir. Gazzeli mazlumların hakkını da, Filistin’in diğer bölgelerindeki kardeşlerimizin hukukunu da kendimizi savunur gibi müdafaa ederiz. Gazze’de akan kanın durması, mazlumların güvenliğinin sağlanması için yıllardır çaba sarf ediyoruz. Hamas ile bu süreçte de hep temas halinde olduk. Şu anda yine temas halindeyiz. En makul yolun ne olduğunu, Filistin’in geleceğe emin adımlarla yürüyebilmesi için ne yapılması gerektiğini anlatıyoruz. İşte şu anda arkadaşlarımız Şarm El-Şeyh’teler. Tüm gün oradaydılar. Yarın sabahtan itibaren de görüşmelere başlayacaklar. Hem Amerika ziyaretimizde hem de en son telefon görüşmemizde Filistin’de çözümün nasıl gerçekleşebileceğini Sayın Trump’a izah ettik. Onun da bizden özellikle Hamas’la görüşme, Hamas’ın ikna edilmesi ricası oldu. Bu konuda muhataplarımızla süratle irtibata geçtik. Sayın Trump’ın barış çabalarını desteklediğimizi ben kendisine söyledim. Bunu ayrıca kamuoyuna da ilan ettik. Hamas verdiği cevapla barışa ve müzakerelere hazır olduğunu bize ifade etti. Yani ters bir söylem içerisine girmedi. Bu bana göre çok çok değerli bir adımdır. Hamas, İsrail’den önde gidiyor. Niye bunu söylüyorum? Çünkü bu kadar kayıp verdi. 100 binin üzerinde yaralısı var. Bütün kaldıkları yerler yer ile yeksan oldu. Artık başlarını sokacakları herhangi bir yerleri dahi yok. İsrail’in benzer ve yapıcı tavırlar sergilediğini biz şu ana kadar görmedik, görmüyoruz. Zaten onlardan böyle bir tutum da beklemiyoruz. İki devletli çözüm temelinde İsrail-Filistin sorununu ortadan kaldırmaya çalışacağız, gayret edeceğiz. Temennimiz odur ki; inşallah bunu sizlerin de verdiğiniz desteklerle başarırız.

Gazze için bir barış umudu doğdu. ABD Başkanı Trump’ın barış planını kabul ettiler. Gerçi bazı maddeler üzerinde müzakereler de sürüyor. Şimdi o barış planına baktığımızda dikkat çeken iki uluslararası oluşum var. Biri Filistin’deki geçici yönetiminin üzerine konumlanan bir Barış Konseyi. Diğeri de güvenlik için bir Uluslararası İstikrar Gücü… Siz her konuşmanızda “Gazze için, her türlü çaba için biz varız” diyorsunuz. Merak ettiğim bu iki uluslararası oluşumda Barış Konseyi ve Uluslararası İstikrar Gücü’nde Türkiye yer alabilecek mi? Ya da şöyle sorayım, Türk askeri Gazze’de olacak mı?

Önceliğimiz acil ve kapsamlı ateşkesin bir an önce sağlanması. Önce bunu başarmamız lazım. İnsani yardımların Gazze’ye bir an evvel kesintisiz biçimde ulaştırılması şart. Gazze’nin İsrail saldırıları neticesinde yok edilen alt yapısının bir an önce ayağa kaldırılması, bu da önceliklerimiz arasında. Bunun için yoğun bir diplomasi trafiği sürdürüyoruz. Gazze’nin Filistin halkının toprağı olarak kalması ise çok çok önemli. Gazze’yi nihayetinde Filistinlilerin yönetmesi de çok mühim. Güvenliğin hangi yolla sağlanacağı konusu, istikrar gücünün nasıl kurulup işletileceği konusu ayrıntılı olarak değerlendirilebilir. Bunun için ben doğrusu Şarm El-Şeyh’teki müzakereleri çok çok önemsiyorum. Bugün de görüşmeler başladı ama yarınki görüşmeler mühim. Bizim Milli İstihbarat Teşkilatı Başkanımız da orada olacak. Oradan çıkacak netice büyük önem arz ediyor. “Her türlü çabaya destek veririz” derken tüm ihtimalleri göz önünde bulundurarak bu açıklamayı yaptım. Umarız İsrail verdiği sözleri tutar ve bu barışı sabote edecek adımlar atmaz. Biz kalıcı ateşkes ve barış için umutlu olduğumuz kadar aynı zamanda da ihtiyatlıyız.

Sayın Cumhurbaşkanım, Sumud Filosu’ndan 36’sı Türk, 137 aktivisti ülkemize getirdiniz. Yabancı aktivistler uçaktan Türkiye’ye teşekkür ederek indiler. Burada Türkiye’nin küresel gücü daha da belirginleşti. Ülkemizin bölgemizdeki tüm konularda etkin ve yetkin olduğu, ikili pozisyonda olduğunu görüyoruz. Bundan sonraki süreci nasıl okumalıyız?

Söylediğiniz ilk etaptı. İkinci etapta 14’ü Türkiye Cumhuriyeti vatandaşı toplam 16 kişi İsrail’den alındı. Ürdün’e geçtiler oradan da İstanbul’a geldiler. Yani iki ayrı parti halinde İsrail’deki Sumud gruplarını almış olduk. Bu filo İsrail’in Gazze’ye uyguladığı hukuksuz ablukanın görünür olmasını sağlamıştır. Bu bakımdan önem arz ediyor. Sadece insani yardım taşıyan gemilerini, Gazze karasularına kadar ulaştırmış ve ablukayı kırmışlardır. Başarının bana göre en önemli yanı bu. Türkiye olarak Sumud Filosu harekete geçtiği ilk andan itibaren insansız hava araçlarımız ve gemilerimizle süreci yakından takip ettik. Örneğin pazar günü Akıncılarımızın elde ettiği görüntülerden, ben de neredeyse sabahtan akşama kadar Sumud Filosunun nerede ne yaptığını, ne durumda olduğunu izledim. Ekiplerimiz zaten sürekli izliyorlardı. Dışişleri Bakanlığımız ve istihbaratımız bu süreçte gerçekten çok çalıştı. Maalesef İsrail, uluslararası hukuku çiğneyerek uluslararası sularda filoya müdahale etti. Hem kendi vatandaşlarımızı hem de filodaki diğer ülke vatandaşlarını İsrail’in elinden almak için yoğun çalıştık. Kısa sürede de vatandaşlarımızın tahliyesine başladık. Zaten ilk heyet geldiğinde arkadaşlarımız, kendi kızım da dahil olmak üzere, vatandaşlarımız ve diğer ülkelerden gelenler onları karşıladı. Türk Hava Yolları hepsi için gayet güzel bir şekilde hazırlıklarını yaptı. Onlar için giysiler hazırladı. Vejetaryen menüye varıncaya kadar yemekler sunuldu. “Hiçbir yerde görmediğimiz ilgi ve alakayı Türk Hava Yolları’ndan gördük” dediler. Orada uluslararası diplomasinin ötesinde farklı bir güzellik ortaya çıktı. Bütün arkadaşlardan Allah razı olsun. Türk Hava Yolları yöneticilerinden Allah razı olsun. İkinci etaptakiler de Ürdün üzerinden geldiler. Onlar da yine sahil-i selamete en güzel şekilde çıktılar. Türkiye’ye ulaşan aktivistlerin yaşadıklarını hem doktor raporları hem hukuki metinlerle kayıt altına aldık. Hem diplomasi hem hukuk cephesinde mücadelemizi sürdürüyoruz. Bundan bir milim geri adım atmayacağız.

2023 7 Ekim’inden bu yana Gazze’de olanlar nedeniyle hem uluslararası sistem hem insanlık ailesi hem de tek tek her birimiz çok sarsıcı ve yaralayıcı bir iki yıl geçirdik. Lakin kuşkusuz siz konumunuz, Filistin davasına sadakatiniz ve tecrübeniz gereği olup bitenleri farklı bir yüzünü, perdesiz bir şekilde gördünüz. Bizim gördüğümüzden farklı bir boyutunu arka bahçeyi de gördünüz. Tarihe kayıt düşmek bakımından sormak istiyorum. Gazze özelinde siz ne gördünüz? Değerlendirmeniz ne olur?

Gazze diyebilirim ki; adeta kıyametin dünyada görünen bir ön yüzü oldu. Düşünün, 67 bin Gazzeli şehit. Öbür tarafta 169 binden fazla yaralı. Fakat çok daha enteresanı var. Bugün yanımdaki arkadaşlardan bir tanesi “Bu rakamlar yanlış” dedi. “Neden?” dedim. “Rakamlar böyle değil. Enkaz altında kalanları da masaya yatırdığımız zaman rakamların 600 bin civarında olduğu söyleniyor.” dedi. Hadi biz şu anda sadece 169 bin yaralıyı konuşuyoruz. Şehitlerimizi konuşuyoruz. Ama insanlık bütün bu olanlar karşısında sessiz. Yapılan herhangi bir şey ne yazık ki yok. Acı dolu, kan ve gözyaşı dolu iki yılı artık geride bıraktık. Gazze’de büyük bir drama, soykırıma şahit olduk. İsrail’in uluslararası hukuku ayaklar altına alan saldırıları tarihe kara bir leke olarak geçmiştir. İsrail’in yaptıkları meşru müdafaa değil, planlı bir soykırımdır ve terördür. İsrail’in gözler önünde pervasızca gerçekleştirdiği katliamları ve onları görmezden gelenler, insanlık tarihinin utanç kayıtlarına geçmiştir. Bunların affedilir yanı yok. İsrail bebekleri öldürürken, hastaneleri, ambulansları, pazar yerlerini, mülteci çadırlarını, Birleşmiş Milletler misyonlarını, okulları, ibadethaneleri hedef alırken, “ama”lı “fakat”lı cümleler kuranlar, gelecek nesillere bu tutumlarını izah edemeyeceklerdir. Tarih doğru tarafta duranları da yanlışta ısrar edenleri de kayda alıyor. Nazilerin soykırımında kimin nerede durduğu ortadadır. Bosna’da ve diğer coğrafyalarda soykırımlar yaşanırken görmezden gelenler de ortadadır. Onları bizim jenerasyon gayet iyi biliyor. Bugün onlar nasıl bir utanç yaşıyor ise Gazze soykırımına sessiz kalanları da yarın benzer bir akıbet beklemektedir. Biz dün de bugün de tarihin doğru tarafında durmanın övüncünü yaşıyoruz. Bundan dolayı huzurluyuz.

Suriye’de SDG zaten 10 Mart mutabakatına ısrarla uymuyor. Hatta dün itibarıyla da Suriye ordusuna bir saldırı da gerçekleştirdiler. Ortam şimdilik durulmuş gibi görünüyor ama herhalde devamı da gelecek. En azından işaretler öyle. Siz defalarca uyarılarınızı yaptınız. Farklı gruplarla birlikte SDG’yi de İsrail’in kışkırttığı ortada. Bugün bazı görüşmeler de var. Onun ötesinde de Suriye ile İsrail arasında güvenlik görüşmelerinden, anlaşmalarından da bahsediliyor. Bizim bundan sonraki süreçte hareket planımız ne olacak?

Biz bu konuda net bir duruş sergiliyoruz. Suriye’nin yeniden istikrarsızlığa sürüklenmesine asla müsaade etmeyiz. Türkiye, sahadaki tüm gelişmeleri yakından izliyor. Sabırlı, sağduyulu, vakur tavrımız, bir acziyet olarak asla algılanmamalıdır. Suriye Demokratik Güçleri verdiği sözü tutmalı. Suriye ile bütünleşmeyi tamamlamalıdır. Ortak tarih, ortak gelecek ruhuyla hareket edilirse inanıyorum ki birçok sorun çözülür. Daha önce söyledim. Yönünü Ankara’ya ve Şam’a dönenler kazanacaktır. Türk, Kürt ve Arap ittifakı bölgede ebedi barışın ve huzurun anahtarıdır. Kimse provokasyonlara gelmemeli, yanlış heveslere kapılmamalı. Halep’teki gerginlikte Suriye yönetimi hassasiyetini korumuş ve Suriye Demokratik Güçlerinden 10 Mart mutabakatına uygun davranmasının beklendiğini de ilan etmiştir. Suriye’nin toprak bütünlüğü bizim için olmazsa olmazdır. Bunun aleyhine tutumları kabul etmemiz mümkün değildir. Suriye Cumhurbaşkanı Ahmed Şara ve yönetimi de bizimle aynı görüşte. Türkiye olarak Suriye halkının yanında olmaya devam edeceğiz.

Amerika’dan döndükten sonra Trump’la bir görüşme daha gerçekleştirdiniz. Bu görüşmede hangi konuları ele aldınız? F-35 konusu gündeme geldi mi? CAATSA yaptırımları kalkacak mı?

Türkiye ile Amerika arasında her alanda olduğu gibi savunma sanayii alanında da bir iş birliği mevcut. Bu ilişkileri geliştirmek amacıyla her iki konuyu da Amerika ile müzakere ediyor ve olumlu sonuçlar bekliyoruz. Sayın Trump’la yaptığımız görüşmede bu yönde müspet mesajlar aldık. F-35 konusunu açık ve net bir şekilde gündeme getirdik. Bunun yanında Türkiye bu projede ortak, parasını ödemiş, yükümlülüklerini yerine getirmiş bir ülke. Bizi bu programdan çıkaran gerekçelerin hiçbir meşruiyeti yok. Bunu Sayın Trump da daha önce dolaylı olarak dile getirmişti. Somut adımların atılması için gerekli teknik görüşmeler de her düzeyde yapılıyor. Umarız neticede hem F-35 konusu çözülür, hem de CAATSA yaptırımlarının kaldırılması sağlanır. Bunu da başarmamız gerekiyor. Ziyaretimiz, Türkiye-ABD ilişkilerinde yeni bir dönemi başlatmış, aramızdaki diyalog ve dostluğu daha da güçlendirmiştir.

Sayın Cumhurbaşkanım, Amerika Birleşik Devletleri’nde yaptığınız görüşmelerde gündeme gelen önemli konulardan biri de Halk Bankası’nın durumuydu. Bu görüşmeden acaba nasıl bir sonuç elde edildi?

Sayın Trump gerek Amerika’daki temaslarımızda gerek son telefon görüşmemizde “Halk Bankası’nın problemi bizim için bitmiştir” dedi. Tabii bu önemli bir siyasi irade beyanıdır, bizim için de kıymetlidir. Diğer yandan, tamamlanması gereken bazı süreçlerin olduğunu da biliyoruz. Temennimiz, bu süreçlerin bir an önce olumlu şekilde neticelenmesidir.

Sayın Cumhurbaşkanım, saygılar sunuyorum. Meclisin açıldığı 1 Ekim resepsiyonunda bir fotoğraf verildi. Bu fotoğrafı çok kamuoyunda tartışıldığını da gördük. Bu konuda siz ne düşünüyorsunuz?

Meclis açılış resepsiyonu davetine katılanların oradaki yer alışı bizim için çok çok önemliydi. DEM Grubuyla da orada bir araya geldik, sohbetlerimiz oldu. Bu sohbetlerin dışında da geleceğe yönelik neler yapılabilir? Bunları konuşma, görüşme fırsatımız oldu. Bundan sonrası da inşallah hayır olur diye düşünüyorum. Resepsiyonda çekilen fotoğraf karesine gelirsek. O kare, gerçek Türkiye fotoğrafıdır. Birileri Türkiye’yi kamplara bölünmüş, paramparça gibi göstermeye çalışıyor, ancak hakikat oradaki birlik ve beraberlik tablosudur. O tablonun parçası olamayanlar, oturup kendilerini hesaba çekmelidir.

Son dönemde terör örgütleri ve çetelerin çocukları ve genellikle 18 yaşın altındaki çocukları kullanmaları, ailelerimizde hassasiyetle karşılanıyor. Bu konuyla ilgili biliyorum ki 11. Yargı Paketinde, cezalandırmalarda artış sağlanacak. Ama bunların yanı sıra başka yaptırımlar da olacak mı?

18 yaş altı kişilerin işlediği cinayetler yüreğimizi yaktı, yakıyor. Çocuklarımızı terör örgütlerinin, suç çetelerinin elinden kurtarmakta kararlıyız. Devlet olarak bu konuda topyekün bir mücadele içindeyiz. 11. Yargı Paketiyle cezalarda caydırıcılığı arttırıyoruz. Ama sadece ceza yetmez. Aileyi güçlendirmeden, eğitimi desteklemeden, sosyal dayanışmayı büyütmeden kalıcı çözüm olmaz. Yalnızca ceza ile, yalnızca eğitim sisteminde yapılacak düzenlemelerle çözülemeyecek kadar komplike bir sorunla maalesef karşı karşıyayız. Ceza düzenlemelerinin yanı sıra yalnızlaşan, şiddete maruz kalan ya da tanık olan çocukların suça bulaşmadan korunmasını önceleyen tedbirler üzerinde çalışıyoruz. Yani suça bulaşan çocukların yanı sıra suça sürükleyen etkenlere de yoğunlaşmış durumdayız.

Enflasyon eylül ayında beklentilerin üzerinde çıktı. Bunun üzerine malum çevreler, ekonomik yapı üzerinde, yeniden eleştirilere başladılar. Bu karamsarlık üreten merkezlere ve sağduyulu vatandaşlarımıza bu konuda bir mesaj vermek ister misiniz?

Dönemsel etkilerden dolayı eylül ayında enflasyon, beklentilerin üzerinde geldi, doğru. Ama kimse bu durumu, Türkiye ekonomisine yönelik bir karamsarlık tablosuna dönüştürmesin. Çünkü biz günü kurtaran değil, geleceği inşa eden bir program yürütüyoruz. Programımızı kararlılıkla ve başarıyla uygulamaya da devam ediyoruz. Bütün bunlarla beraber dönemsel dalgalanmalara değil, ekonomide tablonun tamamına odaklanmış durumdayız. Enflasyonla mücadele şüphesiz ki kolay değil. Geçmişte bu mücadeleyi biz başarıya ulaştırdık. Bugün yine biz ulaşırız. Çünkü biz bu konuda deneyimliyiz. Bu işi biliyoruz ve bundan nasıl sıyrılırız, bunun gayreti içerisindeyiz. Türkiye ekonomisi, hiç endişe etmeyin, güçlü temeller üzerinde yükseliyor.

Sizin çocuklar konusunda Filistin konusundaki hassasiyetiniz kadar anneniz konusundaki hassasiyetinizi de biliyoruz. Bugün sosyal medyada rastlamıştık. Bugün 7 Ekim. Hiç şüphesiz unutmamışsınızdır.

Allah razı olsun. Kolay değil. Rabbim annesiz bir yaşamı kimseye vermesin. Onunla da imtihan etmesin. Yani bu kadar süre geçti ama bütünüyle ilk andan itibaren buraya gelene kadar annesiz yaşam çekilir gibi değil. Rabbim cennetiyle, cemaliyle annelerimizle beraber bizleri haşru cem eylesin.
