In response to the question of what regulations have been made to eliminate the non-standard practices and legislative differences that have recently been experienced in some nurseries and reflected on the public with the Nursery and Day Care Centers Regulation published in the Official Gazette, Göktaş emphasized that they have a very sensitive approach on this issue as the Ministry and said, “We care that our children between the ages of 0-6 grow up in loving and compassionate environments, feel safe and grow up as healthy individuals. We have taken another pioneering step in this context. The Nursery and Day Care Centers Regulation published in the Official Gazette. “With our Nursing Homes Regulation, we have implemented a common and holistic regulation for the first time in order to put an end to non-standard practices that risk the development and safety of our children. We are extremely determined to protect our children and put an end to the irregularity in this area.”

Emphasizing that with the new regulation, differences in authority, process and standards will be eliminated in all centers for children aged 0-6 opened by public institutions and municipalities, Göktaş said, “Thus, the nursery services offered by public institutions and municipalities will have a common legislative basis. We are creating common rules for all centers that operate and will operate by public institutions and organizations in our 81 provinces. In this way, we will ensure a complete unity of practice by determining the same standards across the country.”

Stating that within the scope of the prepared legislation, the opening, permit and activity processes of nurseries and day care centers have been clarified and their physical and institutional standards have been reshaped, Minister Göktaş also stated that all data regarding the organization and the children will be monitored through the central information system to be established, so that the system will be completely transparent and controllable.

Stating that with the regulation, local governments increased their capacity by providing a solid legal infrastructure for their service delivery processes, Göktaş noted that the supervision of the education programs implemented in the centers will be carried out by the Ministry of National Education (MEB). Göktaş stated that the regulation will not cover closed-circuit child care centers opened within the institutions for the children of public institutions and municipalities’ own staff.

“WE WORK TO ENSURE THAT EACH CHILD HAS ACCESS TO SAFE, PEACEFUL AND QUALIFIED CARE”
Minister Göktaş underlined that nurseries and day care centers should not be viewed as just care centers and continued as follows:
“We consider these centers as strategic social policy tools that support the development of our children, strengthen family welfare, contribute to parents’ balance between work and family life, and support social development. This new regulation we have implemented is an extremely important step to strengthen our family-oriented policies and expand child care services.”
Emphasizing that there will be no compromise on the safety of children, Göktaş said, “As the Ministry, we are working to ensure that each of our children has access to safe, peaceful and qualified care. I hope the new regulation will be beneficial for our children and families.”
