Minister Göktaş announced at the Global Women’s Summit: The target for women’s employment is 40.1 percent
Minister Göktaş spoke at the roundtable meeting titled “Government Leaders Forum: Public-Private Sector Collaborations Supporting the Economic Empowerment of Women and Girls”, which he hosted within the scope of the Global Women’s Summit that started in Istanbul.
Emphasizing that public and private sector partnerships are directly related to economic security and social resilience, Göktaş said that the latest developments in the Strait of Hormuz once again reveal how delicate balances global trade operates on, and that in an age of fragility, a strong economy will only be an economy that can mobilize human resources.
Emphasizing that Turkey sees women’s empowerment at the center of its development vision, Minister Göktaş said:
“We are working to ensure that women take a strong part in education, production, entrepreneurship, employment, technology, diplomacy and decision-making mechanisms. We accept this as one of the indispensable elements of our Turkey Century vision. This uncompromising determination has gained strength from the will that our President Recep Tayyip Erdoğan has demonstrated for years. Under the leadership of our President, Turkey has made women’s participation in economic, social and political life one of the essential elements of state policies. The historical heritage of our country is supported by strong legislation, comprehensive strategy documents, institutional “Our 12th Development Plan sets out the integration of equal opportunities for women and men into all policy processes as a clear goal.”
A MORE COMPREHENSIVE ROADMAP HAS BEEN PRESENTED
Reminding that the Women’s Empowerment Strategy Document and Action Plan covering the period 2024-2028 offers a comprehensive road map for women to take a stronger place in all areas, Göktaş added that they have given the action plan a stronger structure at the central and local levels with the Women’s Empowerment Coordination Board and provincial coordination boards established in 2025.
“WE AIM TO INCREASE THE RATE OF WOMEN’S PARTICIPATION IN THE LABOR FORCE TO 40.1 PERCENT”
Stating that there has been a significant progress in women’s participation in the workforce with the projects implemented in the last 24 years, Göktaş said, “The labor force participation rate of women, which was 27.9 percent in 2002, increased to 35.2 percent as of the first quarter of 2026. The women’s employment rate increased from 25.3 percent to 31.3 percent. We aim to increase the labor force participation rate of women to 40.1 percent by 2028.” he said.
WOMEN’S PARTICIPATION IN EMPLOYMENT HAS BECOME MORE COMMON IN 2025
Stating that they implemented a multi-dimensional policy set from entrepreneurship to finance, from digital skills to flexible working models, from care services to vocational training, to achieve this goal, Göktaş said that they strengthened the nursery and child care infrastructure and disseminated practices that strengthen work-life balance. Göktaş stated that they have made practices that support women’s participation in employment more widespread within the scope of the 2025 Family Year, and that they will continue to address women’s employment with a holistic approach that strengthens the family and supports population policies in the 10 Year of Family and Population.
“WOMEN’S MOVE” CALL TO THE BUSINESS WORLD
Drawing attention to the critical role of public-private partnerships, Minister Göktaş stated that the public determines the direction, establishes the legal and institutional basis, creates standards and builds the comprehensive policy framework for these partnerships to produce effective results. Pointing out that the private sector is the carrier force of production, technology, market, finance and innovation in the field, Göktaş stated that when these two fields come together around the same goal, new employment areas are opened for women, entrepreneurship supports increase and access to finance becomes easier.
GÖKTAŞ CONTINUED HIS SPEECH AS FOLLOWS:
“In this sense, as Turkey, we consider public-private partnerships as a transformation architecture that accelerates the economic empowerment of women. With this understanding, we carry out strong collaborations with our private sector. We are taking steps to strengthen the standardization of women’s entrepreneurship in the business world, access to finance and integration into global markets. The “Principles of Women’s Action in Sustainable Development”, which we shared with the public on March 8, are a clear expression of this will. In this context, we examine the business world, the potential of women, leadership, decision-making, technology, finance and corporate culture. We invite you to evaluate it with all its dimensions.” Explaining that they have supported the establishment of 1,366 new women’s cooperatives to date and expanded the businesses of approximately 10 thousand women entrepreneurs through e-commerce collaborations, Göktaş emphasized that they attach special importance to the presence of women in the sectors of the future with projects such as “Türkiye’s Engineer Girls”, “Young Women Creating Their Future” and “Energy School for Women”, which have reached more than 10 thousand women.
THREE AREAS TO FOCUS ON FOR GLOBAL COOPERATION
Stating that their expectations from the summit are not limited to countries sharing their experiences, but also the emergence of concrete, applicable and traceable cooperation models that increase economic opportunities for women and girls, Göktaş stated that they believe that public-private partnerships should focus on three areas in particular and listed these areas as follows:

“Firstly, women’s access to the skills of the future should be strengthened. Digital and financial literacy, artificial intelligence, green jobs and entrepreneurial skills are the main topics of the new era. Accessible, quality and affordable care services are a strategic investment that increases women’s employment and strengthens work-life balance. Thirdly, women’s access to finance, markets and decision-making mechanisms should be strengthened. Because when women’s labor participates in production, the economy grows. Women make decisions. “The nature of development changes when it participates in the acquisition processes.”
“EVERY PARTNERSHIP WE CREATE TODAY CAN GROW A WOMAN’S BUSINESS”
Stating that Turkey is ready to share experience in these three fields, develop joint projects and deepen global cooperation, Göktaş said, “No development model that does not put women’s labor, knowledge, courage and leadership at the center of the economy is complete. Every partnership we establish today can expand a woman’s business, facilitate a young girl’s access to the profession, and strengthen a country’s production capacity.” he said.

Alphabet proposals for Kazakh and Kyrgyz Turkish languages were approved within the framework of the Common Turkish Alphabet.
According to the statement made by TDK, the 4th meeting of the Turkic World Joint Alphabet Commission, which is one of the important points on the way to linguistic and cultural unity of the Turkic world, was held in Astana, the capital of Kazakhstan.
TDK President Prof. Dr. The meeting, attended by Osman Mert with his delegation, was carried out under the coordination of the Secretariat of the Organization of Turkish States.
At the meeting, alphabet proposals for Kazakh and Kyrgyz Turkish, based on the Common Turkish Alphabet accepted by mutual agreement in 2024, were officially approved for the first time and shared with the public.
With the final declaration signed after comprehensive scientific negotiations, guidelines were determined that will ensure the implementation of the Common Turkish Alphabet in a consistent, synchronized and coordinated manner.
SUPPORT WILL BE PROVIDED FOR THE PRACTICAL USE OF THE ALPHABET
This step, which will raise the cultural and humanitarian ties in the Turkish world to the next level, is expected to facilitate the preservation of common language heritage and the direct, unhindered communication of future generations with each other.
Within the scope of the final declaration, coordinated steps will be taken to practically implement the accepted alphabet structures in the fields of education, science, publishing, media and especially digital communication.
Turkish Language Association, with its academic knowledge and mission, will play a leading role in the preparation of educational materials, scientific studies and digital content that will be needed for the practical use of the alphabet.

Vice President Yılmaz: The world is in transition, an opportunity for countries that follow good strategies
Vice President Yılmaz attended the first of the sessions within the scope of “National Security Conferences”, which will be held annually by the General Secretariat of the National Security Council (MGK) at the National Security Council Service Building, where internal-external security and thematic security areas are evaluated.
In his speech accompanied by a presentation, Yılmaz discussed the following topics: “Developments in Turkey and the World economy in the 2003-2025 period, birth rates, tourism, education, health, family and social services, youth and sports, population rates, transportation and journalism, agriculture and forestry, industry and technology, defense and energy, fundamental rights and freedoms, Medium Term Program, structural reform, regional cooperation, Terror-free Turkey, activation of the public administration system and Turkey Century targets.”
Yılmaz said, “The world is in a transition period. These periods are the most dangerous times. The cost of mistakes made in these periods is higher than in other periods, but these periods are also an opportunity for countries that are positioned correctly and follow good strategies. Those who do the right thing in this period make faster progress than they could in other periods. Countries that maintain their stability in this period, produce predictable policies and act in the right framework will differentiate themselves positively.” he said.
“YOU PRODUCE QUALIFIED EMPLOYMENT, ADDED VALUE, EXPORTS”
Cevdet Yılmaz underlined that they act with a human-oriented development approach that covers the whole society, and said that they see the reflections of this in the policies they follow and various statistics.
Drawing attention to the dangers of the decrease in the population growth rate, Yılmaz explained the government’s policies and efforts to prevent this in his presentation.
Stating that the defense industry is related to economic development and social welfare, as well as security, Yılmaz said, “You produce qualified employment, added value and exports in the defense industry. In addition, by spreading the competencies and technological developments you have acquired here to civilian industries, you raise the overall technological level of the economy.” he said.
Referring to the gains achieved in fundamental rights and freedoms in the last 23 years, Yılmaz made the following evaluations:
“If the state and the nation do not look in the same direction, it is not possible for that country to develop. States that do not look in the same direction as their nation destroy their energy within themselves. The basic view of the state must coincide with the values of the nation. In the main framework, the basic view, values, and civilization accumulation of the state must coincide with the nation’s so that that country can be successful. Otherwise, it will appear as if the nation and the state are fighting. In my opinion, this is the biggest shackle that can be placed on a country’s feet.”
Yılmaz, the government’s priorities in the economy; He listed these as making macroeconomic and financial stability permanent, increasing R&D and innovation, and supporting technological development focused on green and digital transformation.
Emphasizing the strengthening of human capital and labor productivity, activating the labor market and improving the investment environment, Yılmaz noted that strengthening the public financial framework and reducing the informal economy are among the main targets.
“EU GOAL IS A STRATEGIC PRIORITY”
Cevdet Yılmaz reminded that Türkiye’s goal of full membership in the European Union (EU) is a strategic priority, and noted that Türkiye is striving to create a positive agenda with Europe, and that Europe’s need for Türkiye in terms of both security and competition has become more evident.
Expressing their satisfaction with the strengthening of the Organization of Turkish States, Yılmaz pointed out that the Middle Corridor, Development Road and Hejaz Railway will become more important in terms of diversifying supply chains and increasing security, as well as economic integration with the EU.
Referring to the “Terror-Free Turkey” process, Yılmaz stated that the direct and indirect cost of terrorism is over 2 trillion dollars, and stated that with “Terror-Free Turkey”, the country will develop socially and economically in the medium and long term.
“WE WILL MAKE FUTURE PROJECTIONS”
NSC Secretary General Governor Okay Memiş stated that the world has entered a new period of instability in which hard-to-predict dynamics will dominate, with wars, conflicts and crises shaking the international security environment, and said:
“In this period when the fault lines that have kept silence for nearly a century are activated, it is obvious that the struggle for rights and interests between civilizations, nations and states will be more difficult than ever. While we are looking for solutions to issues related to our national security in this environment where the geopolitical ground is constantly shaken, the time we can use for detection, analysis, judgment, decision and execution is rapidly decreasing, and the cost of wrong decisions is increasing. However, under the leadership of our President and our statesmen, “We have staff who can produce the most appropriate solutions to all kinds of issues, benefiting from their vast experience. We will continue to work on new methods to further increase the knowledge of these staff on national security issues and expand the grounds for cooperation.”
At the end of the program, Governor Okay Memiş presented a gift to Vice President Cevdet Yılmaz in memory of the day.
The program, which will be held for 22 weeks at the MGK General Secretariat with the participation of senior executives, will cover topics from military doctrines to foreign policy; Many topics will be discussed, from natural disasters to demography. In the sessions where the developments in the world and the nearby geography as well as the diversified risks and threats will be discussed, it is aimed to raise awareness of the concept of national security in all activities of the state.
More than 200 senior managers from public institutions and organizations, working at the level of head of institution, general manager, deputy general manager and department head, are expected to attend the National Security Conferences, which were opened at the Presidential Complex with the participation of President Recep Tayyip Erdoğan.

Being a country that exports 500 billion dollars is not even an action for us. But we need to work for this. For this, we need to increase our markets. For example, in 2050, one in four people in the world will live in Africa. Now Africa loves us. We love Africa. We are the country with the most extensive diplomatic space in Africa. Turkish Airlines is the airline that flies to the most destinations in Africa. America has its own plans there. We do not have such a plan. So far, we have only sought to be good neighbors and good friends to Africa. Therefore, with such a good infrastructure, all that needs to be done is more investment, more partnership, more trade, for the benefit of Africa. “For the benefit of Türkiye and for mutual strength, we need to create a humanitarian paradigm in the post-Western world. The paradigm that the world needs is one that puts humanity and people at the center. There is accumulation, there is inequality, there is injustice. Unfortunately, we live in a world where the law of the strong prevails. Therefore, when Africa will have an important influence in the future of the world, I think Türkiye needs to be a strong country that walks the path with Africa.”
“WHAT IS GROWING AFRICA OR EUROPE THAT HAS STOPPED TO GROW?”
Underlining the potential of the African continent, Erdoğan said, “Do we have a future with a growing continent and a continent whose population is rising? Do we have a future with a Europe whose population has aged and started to decline, and whose economy has stopped growing? I mean, I want Europe to be good, I am my neighbor, everything should be fine. But now it is a Europe that has become the sick man of the world. Now Europe is the disease of the world. What has America done to Europe? You look, you see. That is why, on the one hand, we continue our relations with Europe at a positive level.” “Türkiye has a lot to contribute to Europe. If Europe understands this, it will benefit from it. But on the other hand, I need to look at the matches ahead of me. I need to return to Asia, to Central Asia, to the Turkish world,” he said.
