Minister of Family and Social Services Mahinur Özdemir Göktaş attended the international conference titled “Protecting Children from Harmful Information in the Digital Environment: Modern Tools and Perspectives” held in Baku, the capital of Azerbaijan.
In his speech, Göktaş stated that today we are in a period where artificial intelligence-based systems, as well as the internet and social media, are in direct contact with children’s lives, and said, “This fact necessitates strengthening protection policies and taking joint action against cross-border risks. We all know very well that the digital environment expands the education, expression and communication opportunities for children. On the other hand, video platforms, digital games, social media and artificial intelligence are becoming a part of children’s daily lives. However, the same environment also includes cyber bullying, unauthorized use of personal data, violence and abuse, and new risks targeting children.” “The ease of hiding identity, fake accounts, the uncontrolled effects of algorithms and the rapid spread of disinformation also increase children’s vulnerability.”
Göktaş continued his speech by stating that at this point, 3 topics should be focused on:
“The first heading is preventive policies. Children’s digital literacy is not just a technical skill. This issue should be addressed together with privacy awareness, safe communication, critical thinking and risk awareness. Support for parents is an integral part of this policy. Because the child often sees the strongest protection in the family, in daily life. The second heading is effective protection. Harmful content spreads quickly and can cause deep damage without leaving a trace. Therefore, application channels must be accessible and victim support services must operate uninterruptedly. The third heading is technology and governance. “Artificial intelligence accelerates the production and dissemination of content. It also provides tools to detect and block harmful content. Without common standards, transparency and accountability, platforms should include child safety in the design from the beginning. This is why it is very important to establish a cooperation model between public institutions, academia, civil society and the private sector.”
“WE CARRY OUT STUDIES TO HELP FAMILY MEMBERS USE DIGITAL TOOLS CORRECTLY AND CONSCIOUSLY”
Stating that Turkey carries out the child protection system with need-based services in the field and inter-institutional coordination, Göktaş said, “Our Action Plan for the Protection and Strengthening of the Family is a road map that shapes concrete steps in this field. One of the 5 main themes of our Action Plan, which covers the period 2024-2028 and is a first in the context of focusing on the family, is digitalization. In line with our goal of ‘Supporting the Family in the Digitalization Process’, we aim to ensure that family members use digital tools correctly and consciously.” “We are carrying out studies. Family-oriented digitalization strategies, awareness campaigns and dissemination of child-friendly content are the main goals of our action plan.”
“WE OPENED THE ‘CHILDREN ARE SAFE’ WEBSITE AND MOBILE APPLICATION”
Minister Göktaş pointed out that they have implemented policies that protect the rights of children in the digital environment with the “Turkey Children’s Rights Strategy Document” and stated that they have created a safe digital space for children with Child-Friendly Applications and DUY reporting platform, and that they detect harmful content 24/7 with the Social Media Working Group and take the necessary interventions immediately. Stating that they have accelerated their work to protect and strengthen the family in the digital world in the 2025 Family Year, which was declared with the appreciation of President Recep Tayyip Erdoğan, Göktaş said, “We encourage the conscious use of technology by the family with our digital detox camps and events all over Türkiye. Today, we support our children to grow up as individuals aware of their rights and responsibilities with our Child Rights Committees, which have reached 46 thousand 996 members in 81 provinces. The country is taken as a role model in terms of child participation.” “We held the 26th Children’s Forum last month with the theme of ‘Children’s Rights in the Digital World’. Our children prepared a 17-item declaration based on their experiences and expectations about the digital world. The declaration includes many details, from safe internet to social media culture, from family support to international collaborations,” he said.
Stating that they have pioneered national and international awareness in protecting children’s digital rights with the Convention on Children’s Rights in the Digital World, Göktaş emphasized that they will continue their work in this field with more systematic and inclusive policy steps. Stating that they have implemented the 2025-2028 Action Plan for the Empowerment of Children in the Digital World in this context, Göktaş said, “In this way, we aim for our children to take part in digital environments more safely and consciously. We also launched the ‘Children Are Safe’ website and mobile application to support children’s digital safety. With this platform, we offer safe content and guidance services to children and their families under one roof.”

REGULATORY AND SUPERVISORY LEGAL REGULATION ON DIGITAL MEDIA AND GAMING PLATFORMS
Emphasizing that they want to offer children a safer digital world, Göktaş said, “Recent internet regulations in the world are changing from an understanding of unlimited freedom to an approach based on the responsibility of the platforms. Because social media is no longer just a means of communication. It has become a strong structure that directs the psychosocial development of children. In this sense, many countries are taking serious measures to protect children from risks in the digital environment. In Australia, children under the age of 16 were banned from accessing social media at the beginning of this month. A similar ban is being discussed in England. In France, Children under the age of 15, in Italy, 14, and in Denmark and Belgium, 13, cannot open an account without parental permission. We started infrastructure work last year to develop a model specific to our country in this field. As a result of our studies, we saw that it is essential to make a legal regulation on digital media and game platforms. We stated that we, as Turkey, will soon implement a regulatory and supervisory legal regulation on digital media and game platforms. “I want to do it,” he said.

“The war lobby is the biggest obstacle to a ceasefire. Iran wants a permanent ceasefire and compensation. There must be a guarantee that Iran will not be attacked again. What the USA and Israel are doing is against the UN and the law. On the other hand, there is a lobby that says this should not be undertaken or that it should stop in one place from the moment it is undertaken; these two structures are fighting within themselves.
On the one hand, there is talk of ‘destroying it overnight’, on the other hand, papers are coming and going, there is an intense paper traffic. However, if this traffic had happened before the war broke out, it would have made sense. This is not a framework that Iran, whose head of state has been killed, bombed, or severely attacked, can accept.
Iran’s demand is primarily for a permanent peace, not a temporary ceasefire. They also want this process to be resolved not gradually, but by both parties reaching the same point at the same time. Iran questions how it will be compensated for the heavy damage it has faced and what the compensation for these attacks will be. Iran was attacked twice while at the negotiating table. Behind this was the war lobby in Israel, which has wanted to turn this situation into a physical attack ever since.
This was Iran’s first international agreement 25 years after the revolution. Even though Israel stood up, Iran agreed to transfer its enriched uranium to a third country. While our President and Lula were chatting, the footsteps of the approaching war could be heard. Mr. Lula: ‘What can we do here?’ When he asked, that old meeting came to my mind. In fact, this matter was resolved that day. If it had not been corrupted by Trump, nuclear weapons and nuclear energy would have been separated and Iran would have been opened to inspection.
If Türkiye had acted as mediator instead of Oman, the parties would not have been able to leave the table so easily. Our President’s command of the Iranian file is unlike any other head of state in the world. Our President is the most experienced leader who came to power through democratic elections.

The gendarmerie proceedings against Municipal Council member CT, Bolu Municipality Financial Services Manager NA and BolSev Chairman of the Board of Directors A.S, who were detained yesterday within the scope of the investigation launched by the Bolu Chief Public Prosecutor’s Office against Bolu Municipality on February 28, have been completed. The suspects who were brought to the courthouse were referred to the duty judge’s office with a request for arrest after giving their statements to the prosecutor’s office. The 3 suspects were released on condition of judicial control by the on-duty judgeship.
THEY WERE ARRESTED AGAIN UPON OBJECTION
After the Bolu Chief Public Prosecutor’s Office objected to the decision of the court on duty, the 3 suspects were detained again by the gendarmerie teams and sent to the courthouse. Municipal Council member CT, Bolu Municipality Financial Services Manager NA and BolSev Chairman AS were arrested by the 4th Criminal Court of First Instance.
THE FIRST OPERATION WAS DONE ON FEBRUARY 28
An “extortion” operation was carried out against Bolu Municipality on February 28, Mayor Tanju Özcan and Deputy Mayor Süleyman Can, Financial Services Manager NA, BolSev Foundation Chairman AS, Municipal Council members HES, B.Ö. and CG, former Police Chief HY, former Human Resources Manager and current Fire Chief MA, former Registrar TA, former Municipal Council member and Bolu Bel AŞ Chairman ET, Zoning Director SP and Zoning Directorate staff YB were detained.
Tanju Özcan and Süleyman Can were arrested, and the other 11 suspects were released on condition of judicial control. Özcan was suspended from his duty by the Ministry of Internal Affairs.

Within the scope of the investigation, yesterday, Municipal Council member C.T., Bolu Municipality Financial Services Manager NA and BolSev Chairman AS, who were previously released on the condition of judicial control, were detained again, and the gendarmerie searched the municipality building and the suspects’ homes, workplaces and vehicles.
