BREAKING NEWS | Diversion model for ‘children dragged into crime’! Work has started: Here are the details of the new system

Published

on

Breaking news: Meral Gökkaya, Head of the Legal Support and Victim Services Department of the Ministry of Justice, who made a presentation to the Grand National Assembly of Turkey Investigation Commission on Children Driven to Crime, explained the “diversion model” that was under investigation. Defining diversion, Gökkaya said, “Children in conflict with the law are kept out of the official justice system and subjected to unofficial alternative procedures.” Gökkaya continued as follows:

“If there is a trial, that diversion system does not exist. Many methods are used in diversion, such as monitoring the child with alternative methods, subjecting him to certain educational programs, or giving written or verbal warnings. Our aim here is to remove the child from behavior that causes crime before a criminal record is formed, and this is determined according to the child’s needs.

Some countries limit this to simple crimes, while others include more serious crimes. But the general trend is that it is applied to simple crimes, children who commit crimes for the first time, and when a certain number of crimes are committed. If the child complies with the rules, the criminal investigation or trial against him is closed, in a sense, he is acquitted. If he does not comply, a criminal file is opened again. “The trial has started again, subject to the same procedures as the trial in the juvenile court.”

IT WILL NOT BE A CRIME MACHINE

Gökkaya noted that the aim of the diversion model is not “forgiveness, ignoring the child’s crime, or reducing the punishment, or not giving punishment”, but “preventing the child from committing a crime again, ensuring social reconciliation, and eliminating the crime-related damages of both the society and the victim and their relatives.” Gökkaya said, “The aim is to increase social reconciliation, to reintegrate the child into society, to find measures specific to the child, to follow this strictly, and to prevent children from continuing their lives as crime machines when they become adults.”

PRISON IS NOT A DETERRENT

Gökkaya emphasized that when children who are dragged into crime are involved in the trial process, they emulate the models they see in television programs and series, and said:

“When they are tried, they overcome the fear of not being tried at all; being judged becomes a normal thing for them. After being in and out of prison, their fear of ‘I am now involved in a judicial process, I will be tried, I will be punished, I will go to prison’ decreases. ‘I am now a criminal personality’; he feels himself in such a role and fulfills the requirements of that role. In other words, contrary to what is claimed, taking the child to court and putting him in a penal institution is not a deterrent.”

RESPONSIBILITY TO THE FAMILY

Emphasizing that the diversion method to be used requires the acceptance of the perpetrator, Gökkaya stated that the system imposes responsibility on the family and said, “In other words, the child and the families must also say ‘I agree to enter the diversion system, I agree to comply with the programs that will be applied to me’.”

WESTERN COUNTRIES WERE EXAMINED

Regarding the diversion model, the Ministry of Justice examined the practices in 16 countries, especially in the UK, Germany, Italy and the Netherlands. Accordingly, the Netherlands implements a “stopping system” called “HALT”. This system can be implemented by both the prosecutor’s office and the police. The police can impose a fine in cases where the action must be a misdemeanor, or they can include the criminal up to the age of 18 in the stopping program for smaller actions that do not require the intervention of the prosecutor, such as violence or theft.

Germany is also among the countries that implement diversion. In Germany, which sets the age of criminal liability as 14, children under the age of 14 are not subject to diversion. For diversion, 14-21 years of age are taken as basis. The prosecutor or the judge may decide to implement an educational measure. In Germany, the diversion model is applied when there is a misdemeanor that requires a prison sentence of at least one year in terms of the type of crime.

Italy is also among the countries that apply diversion. Italy, which accepts the age of 14 as the age of criminal liability, applies the diversion to the age group 14-21. Studies are carried out such as including the child in programs such as sports, social activities, volunteer work, or in an educational project.

In England, the age of criminal liability is 10, but there is a gradual implementation. Families are given responsibility and are included in the process together with the child. In families that do not fulfill their responsibilities, the crime committed is recorded in the child’s record, and the family is fined 1000 pounds.

Interim mayor appointed to replace the arrested Mayor

Published

on

In Giresun, CHP’s Görele Mayor Hasbi Dede was arrested on charges of “sexual harassment” within the scope of the investigation carried out against him. Following the arrest decision, Görele District Governorate appointed Municipal Council Member Hüseyin Çakıcı from CHP as the temporary chairman until the municipal council elections are held. It was learned that the request for Hasbi Dede to be referred to the High Disciplinary Board will also be on the agenda at the next meeting of the CHP Central Executive Board (MYK).

Dede, who was summoned to the courthouse within the scope of the investigation initiated upon the complaint of the victim family regarding the harassment messages allegedly shared by the CHP’s Görele Mayor Hasbi Dede with a 16-year-old girl named TT on social media in Giresun’s Görele district, was released on the condition of judicial control and with a travel ban. Upon the prosecution’s objection to this decision, Dede was summoned to the courthouse with an arrest warrant. The grandfather was arrested by the court. Following the process, a change of duties was made in the municipal administration. In the appointment made by the District Governorate, CHP Council Member and retired history teacher Hüseyin Çakıcı, the oldest member of the Municipal Council, was appointed as the interim mayor until the election is held in the council. While there are 7 CHP and 4 AK Party members in the Görele Municipal Council, the deputy mayor is expected to be determined by the election to be held by the Assembly in the coming days.

AK Party member Ayhan Gider to CHP: “Anarchism attempt and effort to create chaos”

Published

on

Stating that the AK Party, of which he is a member, did not allow CHP to occupy the rostrum in the Parliament, Gider continued his words by stating that there was no mutual fight at this time and that CHP members were acting fanatically:

“Those who have nothing to say for this country, those who cannot engage in politics, can only hope for help from chaos and anarchy; what happened in the Parliament is an example of this. The authority to appoint ministers is not within the authority of the Turkish Grand National Assembly. In the Presidential System of Government, the Turkish Grand National Assembly does not have to give a vote of confidence to the ministers. What happened yesterday is not a debate in response to an issue that cannot be understood. What is being done here is clearly an attempt to occupy the nation’s rostrum. It is an attempt at anarchism and an effort to create chaos. However, the AK Party does not have to give a vote of confidence to the ministers. Our party and our nation will not allow this from now on, as they did before.”

AK PARTY’S GİDER SENDS “UNHEALTHY MOOD” TO SPECIAL

Stating that the CHP’s “absolute ban” claim is an empty claim, AK Party member Gider said, “The Constitution is very clear; ministers take an oath in the first session of the General Assembly of the Turkish Grand National Assembly after they are appointed. Where is the absolute ban in this? Occupying the people’s rostrum means blocking the path of dialogue. This is not a healthy state of mind. If you look at what CHP Chairman Özgür Özel and his team have done in the last week, I cannot read anything other than the cries of people in an unhealthy mood. “In yesterday’s group meeting of the CHP, his mood and sentences reflected Özgür Özel’s mood. Today, they tried to do the same in the Parliament. They can only do this alone, but they cannot do this in the tribune of the nation in the Turkish Grand National Assembly.” he commented.

“CHP WILL LOSE THE MAIN OPPOSITION POSITION IN THE FIRST ELECTION”

AK Party member Gider explained that the CHP became aggressive because it was not taken seriously by the citizens, and said that the opposition party fell into this situation according to the results of every election it participated in, and that there was no reward for what they did in the eyes of the nation.

“CHP members will seek anarchism within themselves, it suits them. It is exactly the type of behavior that suits their situation. Does this situation suit Türkiye? Of course it does not. Does Turkey deserve to be remembered in this way? It does not deserve it. But I believe that CHP will lose its position as the main opposition in the first election.” In his evaluation, Gider said that the country is governed by rules and will not be governed by anarchism; He added that the nation should be at peace and that CHP’s quest for anarchism would not be met.

Harsh words from AK Party member Hakan Han Özcan to CHP member Özgür Özel: CHP is now flattering the drunken leader!

Harsh words from AK Party member Hakan Han Özcan to CHP member Özgür Özel: CHP is now flattering the drunken leader!

“THEY ARE HYPOCRITES… THEY HAVE NO CONCEPT OF FAMILY”

Referring to the allegations that have been occupying the public in recent days, that CHP Chairman Özgür Özel sent insulting messages to the resigned former Keçiören Mayor Mesut Özarslan, Özcan questioned the political morality of the CHP:

“You see on the agenda; they are a community that can insult and swear at its own chairman and its own mayor. They make the most severe insults when their business is disrupted. They are hypocrites. They have no concept of family.”

Harsh words from AK Party member Hakan Han Özcan to CHP member Özgür Özel: CHP is now flattering the drunken leader!

“NOW THEY ARE PLORATING THE DRUNK CHAIRMAN AT THE RAKI TABLE”

Criticizing some of CHP’s discourses during the local election process, Özcan reminded the Green Crescent about alcohol use and said:

“CHP is now flattering the drunk leader. Their election promise was to make raki cheaper anyway. Green Crescent had a public service announcement saying, ‘Alcohol increases domestic violence’. Now they are flattering the drunk chairman at the raki table, and two days later they will stone him too. Because their concern is not service, their concern is not action.”

Harsh words from AK Party member Hakan Han Özcan to CHP member Özgür Özel: CHP is now flattering the drunken leader!

“THEY ARE DECEIVING CONSERVATIVES WITH TAQIYA”

Özcan argued that CHP’s past “halalization” discourses were not sincere and that right-wing and conservative voters were being deceived:

“They say something different when they get deputies from the İYİ Party and other parties; they say something else when they set up a market for deputies for themselves. They tried to deceive the right-wingers, the idealists, and the conservatives with taqiyya. But in the end, they reverted to their originals. There is no generosity in them, there is no sense in them, they have no concept of homeland and nation.”

“CHP HAS ADMINISTRATORS WHO USE FETOWISTERS AND INTERNATIONAL FOCUSES”

Hakan Han Özcan, who accused the CHP’s current management team of “tutelage” and “foreign powers”, continued his speech with the following harsh expressions:

“Unfortunately, the current Republican People’s Party has executives who are FETO-like or who are someone’s stooge internationally. They hope for help from the British or Americans. May God protect this nation and Muslims from this CHP mentality and their team.”

President Erdoğan: We are in a period where strategic connection gains value

Published

on

President Recep Tayyip Erdoğan started his video message to the Organization of Islamic Cooperation Transport Ministers Meeting by greeting those who attended the meeting.

President Erdoğan said, “I pray to God that the Organization of Islamic Cooperation Transport Ministers Meeting will be beneficial for the Islamic world and all humanity. I say ‘welcome and honor’ to each of our guests who honored our Istanbul from different corners of the Islamic geography.”

President Erdoğan: We are in a period where strategic connection gains value

“THE ISLAMIC WORLD DOMINATES THE FAST GROWING MARKETS”

Emphasizing that geographical distances have lost their importance but strategic connections have gained more value than ever before, President Erdoğan said:

“The first conference of the Organization of Islamic Cooperation on transportation was held approximately 40 years ago. In this process, the world economy, trade routes, production centers and transportation technologies have undergone a radical transformation. Transportation, beyond ensuring the mobility of goods and people, has become one of the fundamental elements of development, competitiveness and regional integration. The Islamic world, extending from Asia to Africa, from Europe to the Middle East, dominates natural corridors, a dynamic and young population and rapidly growing markets in this enormous geography.

President Erdoğan: We are in a period where strategic connection gains value

“GEOGRAPHICAL ADVANTAGE SHOULD TRANSFORM INTO STRATEGIC ADVANTAGE”

Stating that effective, reliable and integrated transportation networks are needed to transform geographical advantages into strategic power, President Erdoğan said:

“However, in order to fully realize this great potential and turn geographical advantages into a strategic power, effective, reliable and integrated transportation networks are needed. We believe that the strong connections to be established between our roads, railways, ports and airports will increase not only the trade between us, but also social and cultural interaction.

As Türkiye, we have tried to concretize this understanding with the large-scale projects we have implemented in the field of transportation in recent years. We have strengthened global trade lines with our giant projects such as Marmaray, Eurasia Tunnel, 1915 Çanakkale Bridge and Yavuz Sultan Selim Bridge.

Our modern railway lines have come a long way in freight and passenger transportation. Our major port investments have strengthened our maritime transportation capacity. Our moves in the field of aviation have made our country one of the leading centers of global air transportation.

“With the support we provide to the East-West Central Corridor project passing through the Caspian, we are revitalizing the historical Silk Road with a modern understanding.”

Here is the behind the scenes of the operation against TL: Berat Albayrak’s counter moves ruined their game! What happened during that period?

Here is the behind the scenes of the operation against TL: Berat Albayrak's counter moves ruined their game! What happened during that period?

“IT COULD BE PREVENTED BY BERAT ALBAYRAK’S MOVES”

Alkin said, “By giving the impression that transactions were being made through these high quotations, they created a manipulative environment in the international markets as if trust in the Turkish lira had suddenly disappeared, and from there we experienced a process of depreciation of the TL. Since this was a London-based operation, our esteemed minister at the time, Berat Albayrak, and the economic management took some important measures to prevent London from making transactions with the Turkish lira so easily, and thus the manipulative effects on the exchange rates.” “A significant portion of the foam from the surge could be removed and prevented.” he said.

Here is the behind the scenes of the operation against TL: Berat Albayrak's counter moves ruined their game! What happened during that period?

DIRTY PERCEPTION OPERATION BY OPPOSITION MEDIA

In order to disrupt the efforts of Türkiye, which has waged a historic struggle against the financial barons for the independence of the local and national economy, the opposition media supported this entire operation process carried out by the West with manipulative news, slander and rumors.

Noting that they prepared a video about the operation against the TL while he was the Secretary General of the Turkish Exporters’ Assembly (TIM), Kerem Alkin said, “Some online reporting channels, which are registered as oppositionists, reported that there was no such thing in the first part of the video about Trump and the American administration carrying out an operation against the Turkish lira, and that they created a false story there to cover up the mistake of the economic management of the Turkish Exporters’ Assembly, which is something for which we are seriously accused.” “We were faced with the picture.” he used his words.

“THEY DID NOT EVEN APOLOGIZE”

Alkin said, “Those opposition economists and those opposition news channels did not apologize in any way. They did not say that Kerem Hodja was right, but we still continued our efforts to ensure that our society and our people know all kinds of processes correctly, and we continue to do so.” he said.

Kerem Alkin noted that the documents and e-mails that emerged within the framework of the Epstein scandal that shook the world clearly show the operation carried out on the Turkish lira and said, “The process that we have repeatedly told in both Sabah newspaper and A Haber on many different channels that the Turkish lira was subjected to such an operation, and then put in the scenario of that general assembly video of TİM, confirms how true the issue is and how important an effort we have made to inform the public. It is beneficial for it to be known by the public, too.” “There is.” he said.
