Scandals do not end in Bornova: Audit report crisis broke out
In the report prepared by the audit commission, which was elected among the municipal council members last January, as a result of its investigations for 2025, findings that would be considered ‘no more’ were reached. In the 43-item annotation report prepared by the AK Party members of the Audit Commission, it was seen that Bornova Deputy Mayor Cemal Hocaoğlu had a siren and strobe lights installed on his official vehicle, although it was prohibited. It was revealed that a fine of 103 thousand 629 liras was imposed on the official vehicle that was under police control and was allocated to the private secretary. It was learned that the strobe lights and siren were removed after the punishment.
THEY PAID RENT FOR 14 MONTHS IN VAIN
The findings made by the members of the Audit Commission were not limited to this. Bornova Municipality rented a place for 40 thousand liras per month to expand the cat clinic. Then, renovation work started in the building on July 24, 2025. Although the renovation was completed in a short time, the Eros Cat Clinic Annex Building was not put into service in the meantime. It was seen that Bornova Municipality paid 560 thousand lira in rent for the empty building in vain for 14 months.

THEY RENTED THE TRUCK GARAGE WITHOUT TENDER
Another detection took place in Işıkkent District. It was revealed that Bornova Municipality rented the common use area of its own truck park in Işıkkent to a business without going out to tender, in violation of the laws and regulations. In addition, the parking fees that were supposed to be collected from the vehicles by the municipality’s management and affiliates directorate were not collected. Thus, public harm was caused.

GREAT DISRESPECT TO ATA
Bornova Municipality Directorate of Technical Affairs made a tender through direct procurement method for the renovation of the Ata Memorial House in Belkahve. During the renovation work, which cost 1 million lira including VAT, insulation and screed were also installed on the roof. After the works were completed, the final acceptance process was carried out by the municipality with the contractor company on June 30, 2025. During the on-site inspection, it was seen that the roof of the Ata Memorial House was leaking even though the roof insulation and screed installation had been carried out.

WHAT ARE THE OTHER DETECTIONS?
*The Directorate of Press and Public Relations purchased materials worth 7 million 611 thousand lira on February 21, 2025. During the inspection, it was seen that there was no goods acceptance report. It was also determined that the purchase was made against savings measures.
*Although İZBB is within its area of responsibility, the district municipality carried out asphalt work on Ankara, Mustafa Kemal and Gençlik Avenues. During the examination, it was seen that no protocol regarding asphalting was signed with IzBB and no invoice was issued.
*The Red Crescent Girls’ Dormitory, which was closed on the grounds that it was not earthquake-proof, was renovated without any strengthening work. The electrical installation and air conditioning systems of the rotten building were overhauled, and plaster painting and roof insulation works were carried out. Renovation before reinforcement was confusing. In addition, it was noteworthy that the electricity bills for the building were high even though it was closed.
*It was determined that Mayor Ömer Eşki used the luxury vehicle with license plate 35 HU 1881, belonging to the municipal company İZBAŞ, as his official vehicle with an unofficial plate, although he did not have any allocation.
*It was observed that the rubble collected within the district borders was stored illegally at the construction site of the Directorate of Technical Affairs, in violation of environmental laws. The report stated that the practice was against the current legislation and was not in legal compliance.
CASHIER: “THEY WASTE CITIZENS’ MONEY”
Speaking to SABAH, Audit commission member Adem Kasacı from AK Party said; “I wish our first agenda at the council meeting had been the problems of the district and the audit commission report. Unfortunately, we had to talk about the boyfriend of the Mayor of Uşak, who is an ATM, and the money paid to him under the name of salary. Although the mayor wanted to dismiss this issue with an apology and ‘I will cover the public damage’, this incident deeply upset the people of Bornova. This situation damaged the institutional structure of the municipality. Our audit revealed how the scarce resources created by the taxes of the people of Bornova were wasted. “Our Bornova does not have a penny of money to waste. Citizens pay their taxes on time and expect services from the municipality in return. The audits have revealed that some of this money was paid as a salary to the lover of Buca Mayor Görkem Duman. Another noteworthy issue is that the municipal administration uses the scarce resources it has transparently and for the benefit of the public.”
