Presidential Communications Director Burhanettin Duran wrote the article titled “Turkey on the Verge of Global Systemic Transformation” for AA, in which he evaluated Türkiye’s increasing role in the international arena in areas such as diplomacy, trade, energy, education, humanitarian aid, defense, logistics-transportation.
World politics is at a breaking point where it is shaken by structural crises arising from the international order established after the Second World War, institutions become dysfunctional, and geopolitical competition intensifies in gray areas. This interregnum period, in which unipolarity has ended but multipolarity has not yet been institutionalized, contains both great risks and huge opportunities. Türkiye, under the leadership of our President, correctly read this global uncertainty; Instead of just remaining in a defensive position, he has placed the Turkish Century perspective at the center of the international system with a playmaking vision.
Türkiye’s increasing role in foreign policy is the result of a rational grand strategy rather than an ideological choice. We are both a loyal flank country of the Western alliance and an active country in Central Asia through the Organization of Turkish States, in the Middle East with normalization processes, and in the Pacific basin with the Re-Asia expansion. Mediation efforts in the Ukraine-Russia war and concrete progress in crises such as Somalia-Ethiopia have proven the crisis-solving capacity of Turkish diplomacy. This dynamism has made Türkiye an indispensable actor in critical issues.
With the revolution it has carried out in the defense industry, Türkiye has transformed its strategic decisive power from a claim on paper to a reality on the field. Our claim to world leadership in UAV and UCAV technologies is not just an export success. At the same time, it has demonstrated Türkiye’s power to change geopolitical equations in conflict zones such as Karabakh, Libya and Syria. Projects such as KIZILELMA, KAAN and TCG Anatolia, and Steel Dome show that our country has crossed the threshold of technological independence and is now able to strengthen its own security architecture with its own means.
In addition, Türkiye crowns its strategic position in transportation and energy lines with its energy center vision. The discovery of the Sakarya Gas Field in the Black Sea and our determined stance in the Eastern Mediterranean are parts of our strategy to minimize foreign dependence on energy. At the same time, Türkiye, which plays a key role in Europe’s energy supply security with projects such as TANAP and TurkStream, uses energy wisely as a foreign policy instrument.
“OUR COUNTRY HAS BECOME THE REPRESENTATIVE OF THE CONCEPT OF ‘CONSCIOUS POWER’ IN THE WORLD”
During the post-pandemic period when global supply chains were restructured, Türkiye has become the safest and most effective route of the Central Corridor extending from China to Europe. Istanbul Airport being a global hub; Marmaray, Yavuz Sultan Selim Bridge and huge highway projects are the physical infrastructure of our goal of making Anatolia the heart of global trade. This logistics capacity, combined with our export-oriented growth model, permanently increases Türkiye’s share in world trade.
Mevlana Celaleddin-i Rumi, the great Sufi, a man of thought and heart, defines justice as “Giving everyone what they deserve and putting everything in its place.” Again, with Mevlana’s understanding that “giving water to trees is justice, giving water to thorns is cruelty”, Türkiye strives to protect and develop the tree of human conscience.
Our country, which strives to support all kinds of needs not only of its geography but also of people and especially the oppressed all over the world, with the principle of humanitarian diplomacy, has also become the representative of the concept of ‘conscientious power’ in the world. The fact that we are the world’s first in humanitarian aid in proportion to national income and the global operational effectiveness of AFAD and the Turkish Red Crescent strengthen Türkiye’s soft power.
“STATES MUST BE PREPARED AGAINST HYBRID WARS AND DEVELOP MEASURES”
During this period, Türkiye also took important steps in public diplomacy, which is another dimension of diversified diplomacy. In addition to the promotion of Türkiye, the fight against black propaganda about Türkiye was also carried out with public diplomacy instruments.
In 2025, a total of 38 panels, 3 media forums, 2 consultation and evaluation meetings, 24 round table meetings, 29 exhibitions, 9 memorandums of understanding, 7 study visits, 2 dinner invitations, 1 preliminary workshop and 18 training programs were held. Additionally, 16 reports and 5 books were published and 13 videos were prepared. Our goal is for the Turkish brand to reach the point it deserves in the world and to become an example in the world with the values and principles it represents.
In this new era, conflicts and wars are not fought only with conventional weapons and systems. In recent years, the impact of social media on societies has deepened, cyber threats have diversified, perception operations and disinformation methods have increased.
Particularly with the use of artificial intelligence instruments, positive and negative consequences have begun to emerge in the information ecosystem. Our age, in which a technological transformation is experienced, signals the beginning of a brand new phase in the field of communication. This chaotic environment brings with it the risk of some global companies and some states acting in coordination with them establishing de facto sovereignty and direction capacity in the communication ecosystem. This means a threat to the digital sovereignty of countries. In this context, states must, on the one hand, be prepared against hybrid wars, realize the danger of this type of war and develop measures, and, on the other hand, make preparations to benefit from these new technological developments in the most clear and effective way.
“WE CONTINUE OUR FIGHT AGAINST DISINFORMATION DETERMINEDLY”
We are making our country resilient and prepared against these new generation threats and risks. We continue our fight against disinformation, which is one of the most important operational elements that countries engage in against each other, with great determination.
Our teams work tirelessly to inform our citizens accurately in every field, to prevent perception agents and to increase media literacy in our society. In this environment where fake news spreads like wildfire, we strive to protect our society against efforts to set the agenda through algorithms.
Our Anti-Disinformation Center operates day and night to protect our nation from dirty information and disrupt perception games. Our center published 35 Disinformation Bulletins in 2025, and nearly 3 thousand pieces of disinformation were detected, eliminated and shared with the public. Additionally, Anti-Disinformation Clubs were established in 32 new universities. Thus, the Anti-Disinformation Club started to operate in 76 universities in 60 provinces.
“WE CONTINUE TO WORK WITH ALL OUR POWER UNDER THE LEADERSHIP OF OUR PRESIDENT”
The function of being a bridge between society and the state, which is one of the most important purposes of information activities, is provided most effectively by the Presidential Communication Center (CİMER) within our Presidency.
CİMER continued its efforts to ensure that its system operated effectively during this period and that the relationship between society and the state was more transparent. In 2025, applications from our citizens were received through the CIMER system.
A total of 5 million 525 thousand applications were made to CİMER in 2025, and the number of applications made since 2018 has exceeded 41 million. 96.8 percent of these applications were answered, reducing the average processing time to 11 days. While 96 percent of CİMER applications are made through digital channels, the “CİMER Mobile Application” was launched in 2025 to facilitate applications.
374 reports prepared on the basis of agenda items, citizen demands, opinions and complaints at CİMER were shared with relevant institutions and authorities, paving the way for citizens to be involved in the policy-making process. In 2025, 1640 letters requesting information and documents regarding CIMER applications that were the subject of judicial and administrative investigation were responded to, and many criminal networks were busted with CIMER applications.
According to communication theorist Marshall McLuhan, communication tools and technology have an extremely fluid change and transformation. With this feature, communication tools are extremely effective in changing the cultural and sociological codes of the society in which they exist. In the process of dizzying change in communication tools and technology, as the Directorate of Communications, we continue to work with all our strength under the leadership of our President, who cares about the demands and expectations of our citizens and walks only in the direction indicated by the nation.

Kurtulmuş stated that while the sovereignty of some countries is seen as very strong, the sovereignty of some countries is not even mentioned at all, and said: “If we try to count the countries in the region whose sovereign rights have been attacked in the Middle East in just the last three years, we will probably mention many countries. Attacking the sovereign rights of Lebanon, Palestine, Syria, Yemen, Qatar, Bahrain, the United Arab Emirates and many of the countries in the region is an unacceptable situation. Every country has its sovereignty. “They have equal rights. It is the common duty of the human family to ensure this. If we are talking about an international community, I believe that this is our most fundamental duty.
