MHP Lideri Devlet Bahçeli’den Suriye çıkışı: SDG kürtleri temsil etmiyor

MHP Lideri Devlet Bahçeli, Suriye’de yaşanan gelişmelere ilişkin değerlendirmede bulundu.

MHP Lideri Devlet Bahçeli’nin açıklmasının tamamı:

Suriye’de SDG’nın, ülkenin kuzey ve kuzeydoğu bölgelerinde fiilî kontrol alanları oluşturması, yeniden inşa ve istikrar sürecinin önündeki en temel engellerden biri hâline gelmiştir. Ahmed el-Şara liderliğindeki yeni Suriye yönetimi, parçalı yapıyı sona erdirerek merkezi devlet otoritesini yeniden tesis etmeyi temel öncelik olarak belirlemiştir. Bu çerçevede 10 Mart 2025 tarihinde SDG ile varılan mutabakat, örgütün silahlı varlığının sona erdirilmesi ve devlet kurumlarına entegrasyonu açısından önemli bir dönüm noktası olarak değerlendirilmiştir. Ancak aradan geçen yaklaşık on ayda SDG elebaşlığı, mutabakatın ruhu ve hükümleriyle açık biçimde çelişen bir tutum sergilemiş; özerklik ve federasyon taleplerini gündemde tutarak süreci oyalamaya çalışmıştır. Bu yaklaşım, Şam yönetimi tarafından Suriye’nin toprak bütünlüğüne yönelik açık bir tehdit olarak algılanmıştır. Merkezi hükümetin bu süreçteki tutumunu güçlendiren en önemli faktörlerden biri, Türkiye’nin Suriye’nin üniter yapısına verdiği açık ve kararlı destek olmuştur. Suriye merkezî hükumetinin, uzlaşılan mutabakat gereğince SDG’nin varlığını sonlandırması ve merkezi yönetime entegre olmasına yönelik çağrısına SDG elebaşı Mazlum Abdi, İsrail’den aldığı destek ve tahrik sonucu olumlu cevap vermemiştir. Mazlum Abdi, özerklik/federasyon talebini dile getirmekle Şam yönetiminden taviz alma girişimlerinde bulunmuşsa da Şara yönetimi ülkede siyasi birlik ve sınır bütünlüğünün tesisinde kararlı davranmıştır. Türkiye’nin de her fırsatta Suriye’nin üniter bir yapıya sahip olması gerektiğine dair söylemde bulunması, Şara’ya güç vermiş ve SDG tarafının ayak diremesine karşı merkezi hükümeti cesaretlendirmiştir.

ŞAM YÖNETİMİ ÜLKENİN TAMAMINDA KONTROLÜ SAĞLAMA İRADESİNİ ORTAYA KOYDU

SDG’nin 10 Mart mutabakatının gereklerini yerine getirmemesi, hem Ankara’dan hem de Şam’dan ciddi tepkilerin yükselmesine sebep olmuştur. 2025 yılının son günlerinde başlayan askeri hareketlilik, Halep’te halen silahlı unsurlarını tutan SDG’ye karşı operasyonların başlatılmasıyla yeni bir aşamaya geçmiş, Halep kısa sürede SDG’li terörist unsurlardan ve ona destek çıkan Esad rejimi kalıntılarından temizlenmiştir. Halep’in doğusuna doğru hareket eden Suriye ordusu, son olarak Fırat Nehri’nin batısında SDG işgalindeki Deyr Hafir’den sonra Meskene’yi ve 34 köy ve kasabayı kontrolüne almış, Suriye ordusu unsurları birliklerini Rakka’nın güneybatısında toplamaya başlamıştır. Suriye ordusu, 17 Ocak sabah saatlerinde, Fırat’ın batısındaki bölgenin askeri kapalı bölge ilan edildiğini duyurmuş, bölgedeki sivilleri PKK terör milislerinin mevzilerinden ve SDG’nin müttefiki devrik rejim kalıntılarından derhal uzak durmaya çağırmıştır. Suriye ordusunun SDG/PKK karşısında sahada gösterdiği üstünlük, Şam yönetiminin ülkenin tamamında kontrolü sağlama iradesini ortaya koymakla kalmamış, SDG’nin iddia ettiği kadar güçlü ve etkin olmadığı gerçeğini de ifşa etmiştir. Diğer yandan, SDG’nin kontrol ettiği bölgede yaşayan birçok Kürt ve Arap aşiretinin SDG’nin varlığından rahatsızlık duyduğu, Şam yönetiminin egemenliğini tercih ettiği ve Suriye Ordusu ile SDG arasında yaşanacak olası bir çatışmada Şam tarafının yanında yer alacağı bu süreçte daha net anlaşılmıştır. Suriye ordusunun 17 ve 18 Ocak tarihlerinde Rakka’ya doğru ilerlediği süreçte birçok aşiret üst üste Suriye merkezi yönetiminin yanında olduğunu açıklamıştır.

SDG’NİN MANEVRA ALANINI DARALDI

Doğru olan da budur, zira Tasfiye. Bu gelişmeler, SDG’nin çoğunluğu Araplardan oluşan bir coğrafyayı silah zoruyla kontrol altında tutamayacağını ve tutmak istese de Şam yönetimi ile SDG’ye karşı çıkan yerel unsurların işbirliğiyle SDG’ye fırsat verilmeyeceğine işaret etmiştir. Bu tablo, SDG/PKK açısından zamanın artık lehlerine işlemediğini göstermektedir. Nitekim 17 Ocak tarihinde SDG terör örgütü adına Mazlum Abdi’nin “Dost ülkelerin ve arabulucuların çağrıları üzerine; entegrasyon sürecini tamamlama konusundaki iyi niyetimizi göstermek ve 10 Mart anlaşmasının maddelerini uygulamaya olan bağlılığımız gereği; Fırat’ın doğusuna çekilme kararı aldıklarını” açıklaması Suriye ordusunun caydırıcılığı çerçevesinde olsa da 10 mart mutabakatının yerine getirilmesi bakımından önemli bir aşamadır. Şam yönetimi, sahada doğrudan ve kapsamlı bir askerî çatışmaya girmeden; siyasi meşruiyetini, bölgesel dengeleri ve yerel unsurların memnuniyetsizliğini kullanarak SDG’nin manevra alanını daraltan bir strateji izlemektedir. Bu yaklaşım, merkezi otoritenin yeniden tesisine yönelik kararlılığın sadece söylem düzeyinde kalmadığını, aşamalı ve kontrollü bir planlamaya dayandığını ortaya koymaktadır.

ANKARA’NIN YAKLAŞIMI ŞAM YÖNETİMİNİN ELİNİ GÜÇLENDİRMEKTE

SDG’nin özerklik veya federasyon ısrarı, sahadaki sosyolojik gerçeklikle giderek daha fazla çelişmektedir. Kontrol ettiği alanların büyük bölümünde Arap nüfusun ağırlıkta olması, yerel aşiretlerin dışlayıcı ve ideolojik bir yapı olarak algıladıkları SDG yönetimine mesafeli yaklaşmaları ve ekonomik–askerî yükümlülüklerden kaynaklanan rahatsızlıklar, örgütün toplumsal tabanını zayıflatmaktadır. Bu durum, SDG’nin uzun vadede silahlı zor yoluyla mevcut statükoyu devam ettirmesinin sürdürülebilir olmadığını göstermektedir. Öte yandan Türkiye’nin, Suriye’nin toprak bütünlüğü ve üniter yapısına ilişkin tutarlı ve net söylemi, sahadaki denklemi doğrudan etkilemektedir. Ankara’nın bu yaklaşımı, hem Şam yönetiminin elini güçlendirmekte hem de SDG’nin dış destek beklentilerini sınırlayan bir caydırıcılık üretmektedir. Türkiye’nin güvenlik hassasiyetlerini merkeze alan bu tutum, SDG’nin “koruyucu şemsiye” arayışlarını da giderek daha kırılgan hâle getirmektedir. Bu çerçevede bakıldığında, SDG’nin önünde üç temel seçenek bulunduğu söylenebilir: Bunlar; Merkezi hükümetle bütünleşmeyi kabul ederek silahlı ve siyasi iddialarından geri adım atmak; Mevcut statükoyu sürdürmeye çalışarak askerî ve siyasi baskının giderek artmasını göze almak; Dış aktörlere dayanarak zaman kazanmaya çalışmaktır.

YPG/SDG VE ALTINDAKİ TÜM YAPILANMALAR HIZLA VE TAMAMEN FESHEDİLMELİ

Mevcut bölgesel konjonktür ve sahadaki güç dengeleri ile yaşanan gelişmeler SDG/PKK’nın iddia ettiği ölçüde güçlü, vazgeçilmez ve alternatifsiz bir aktör olmadığını; aksine, merkezi devlet otoritesi, bölgesel aktörlerin tutumu ve yerel sosyolojik dinamikler karşısında giderek sıkıştığını göstermektedir. Dolayısıyla tek ve makul seçenek: Suriye’nin birlik ve bütünlüğünde karar kılmak ve 10 Mart mutabakatının gereklerini tam manasıyla yerine getirmektir. Çatışmanın kimseye fayda getirmeyeceği ortadadır. Suriye’nin yeniden yapılanmasının anahtarı Suriye ordusunun tek bir çatı altında bütüncül bir şekilde toplanmasıdır. Suriye ordusunun yeniden yapılanması için çatışma döneminden kalan alışkanlıklar sona ermelidir. YPG/SDG ve altındaki tüm yapılanmalar hızla ve tamamen feshedilmeli, ilgili kurumlara geri dönüşü olmayacak şekilde bağlanmalıdır. Önümüzdeki süreçte, Suriye sahasında belirleyici olacak unsur, silahlı dayatmalar değil; merkezi otoritenin yeniden inşası ve yerel unsurların bu sürece ne ölçüde entegre edileceğidir.

Şara’nın Kürt dili ve kültürüne ilişkin yaptığı açıklama ve imzaladığı 13 sayılı kararnameyle; Suriyeli Kürt vatandaşların Suriye halkının asli ve ayrılmaz bir parçası, kültürel ve dilsel kimliklerinin çokluk içinde birlik taşıyan Suriye ulusal kimliğinin vazgeçilmez bir unsuru olduğunu belirtmiş olmasının birlik ve istikrarın tesisi için olumlu etkisi olacaktır. Söz konusu kararname, üniter yapı tesis etmeye ve terör örgütlerinin kontrol sahalarını bertaraf etmeye yönelik kararlılığın toplumsal mutabakatla desteklenmek istendiğini göstermiştir. Toplumsal uzlaşma ve birliğin güçlendirilmesine yönelik olumlu bir adım olan kararname, SDG’ye yönelik bir taviz olmayıp tam aksine SDG’nin “Kürtlerin temsilcisi” olduğu yönündeki temelsiz iddiasını zayıflatan bir gelişme olmuştur. Kürtlere ilişkin hükümler içeren kararnamenin, “Suriye Vatandaşlığı” kavramının güçlendirilmesi, daha geniş kitleler tarafından benimsenmesi ve etnik temelde ayrılıkçılık talep eden görüşlerin zayıflatılması gibi etkileri olacaktır.

Bu kararname, Suriye’de yaşayan “Türkmen” gibi diğer etnik kökenli unsurların aleyhine bir durum olmayıp, yeni Suriye Cumhuriyeti Anayasası hazırlanırken, Türkmenler gibi asli unsurların kültürel haklarının görmezden gelinemeyeceğine işaret etmektedir. Zira Kürtlere sunulan bu hakların belli bir gruba yönelik imtiyaz olarak değerlendirilmesinin milli birlik ve beraberliği riske atabileceği açıktır ve bu konuda dikkatli olunmalıdır. Bu doğrultuda vatandaşlık hakkını elde edememiş ve kimliksiz kalmış Kürtler ile Kürt dili konusundaki düzenlemelerin ülke genelinde diğer gruplar için de aynı şekilde yapılması, Suriye genelinde demokratik ve kapsayıcı bir kültürel ve siyasal atmosfer oluşmasını sağlayacaktır.

10 MART MUTABAKATININ BİR AN ÖNCE UYGULANMALI

Bununla birlikte 10 Mart mutabakatının bir an önce tüm maddeleri ile uygulanması için adımlar ciddiyetle atılmaya devam edilmelidir. SDG’nin Fırat’ın batısından çekilmiş olması önemlidir ve Suriye hükümeti kısa sürede bu bölgelerde istikrarı tamamen sağlayabilecek ve yaşamı normalleştirecektir. Fakat Fırat’ın batısıyla da sınırlı kalınmamalı, Irak’takine benzer bir federasyon peşinde koşma hayalinden vaz geçilmelidir. Suriye, Fırat’ın batısı ve doğusu şeklinde yapay, coğrafi veya etnik bölünmelerle parçalanmamalıdır. Suriye Hükümeti tüm Suriye sathında egemen olmalı, her yere hizmet götürmeli, doğal kaynakları kontrol etmeli ve istikrarı sağlamalıdır. Suriye’nin toprak bütünlüğü ve siyasal birliği çerçevesine aykırı olabilecek herhangi bir model yerine Suriye’nin ortaklıklara vurgu yapan demokratik temelde, kapsayıcı ve uzlaştırıcı bir Cumhuriyet olarak inşa edilmesi sağlanmalıdır.

Şara’nın Suriyeli Kürtlerle terör örgütü SDG’yi birbirinden ayıran, Kürt kökenli Suriye vatandaşlarına yönelik kapsayıcı, bütünleştirici, onların temel hak ve özgürlüklerinin anayasal çerçevede güvence altında olduğunu ifade eden bir kararname yayımlaması bu anlamda önemli ve takdire şayan bir adımdır. Ardından kamuoyuna yaptığı açıklama da Suriye’nin birliği ve bütünlüğü konusundaki kararlılığın ve samimiyetin ifadesi olmuştur. Milliyetçi Hareket Partisi olarak yeni Suriye’de kapsayıcı, kucaklayıcı, uzlaşmacı, tüm etnik ve dini unsurları Suriye’nin ortak geleceğinde buluşturan “Suriye vatandaşlığında” bütünleştiren, demokratik, istikrarlı, temsil adaletine ve serbest seçimlere dayalı temel hak ve hürriyetlerin korunmasını esas alan bir anlayışla Anayasa yapılmasını önermiştik. Peşinen söylemeliyim ki 16 Ocak 2026 tarihinde Suriye Cumhurbaşkanının “Anayasal beyanname hükümlerine dayanarak, yüksek ulusal menfaatlerin gereklilikleri uyarınca, devletin ulusal birliğini güçlendirme, tüm Suriyeli vatandaşlar için kültürel ve sivil hakları tanıma konusundaki rolü ve sorumluluğuna binaen” yayımladığı 2026/13 sayılı Kararname, düşüncelerimize ve önerilerimize uygun bir içeriğe sahiptir.

Kararname çıkar çıkmaz kerameti kendinden menkul bir güruh, bilimsel veriye, akademik ve ahlaki tutarlılığa ve gerçeklere dayalı olmayan bir kirliliğe yönelmişler, medya ve sosyal medya aracılığı ile bu gelişmeyi kötü gösterme yarışına girmişlerdir. Soruyorum !

Suriyeli Kürt vatandaşların, Suriye halkının temel ve asli bir parçası kabul edilmesi, kültürel ve dilsel kimliklerinin çok yönlü ve birleşik Suriye ulusal kimliğinin ayrılmaz bir parçası olmasının;

Devletin, kültürel ve dilsel çeşitliliği korumasının, Kürt vatandaşların ulusal egemenlik çerçevesinde miraslarını, sanatlarını yaşatma ve ana dillerini geliştirme hakkının güvence altına alınmasının,

Kürtçenin, ulusal bir dil olarak kabul edilerek Kürt nüfusunun kayda değer oranda bulunduğu bölgelerde, devlet ve özel okullarda seçmeli ders veya eğitsel-kültürel faaliyet kapsamında öğretilmesine izin verilmesinin, ayrıca 21 Mart’ın “Nevruz Bayramı” olarak resmî tatil ilan edilmesinin Suriye ve bölge için ne gibi mahzuru olacaktır?

Bize göre mezkur Kararname; isabetli, anlamlı, Suriye’de birlik ve bütünlüğü tahkim etme yönünde doğru zamanda atılmış önemli bir adımdır. Kürtlerin yoğun olduğu bölgelerdeki okullarda Kürtçeyi seçmeli ders olarak öğretme hakkı tanınması hususu, “resmi dil” ile dil özgürlüğünün birbirinden ayrılması suretiyle değerlendirmeyi gerekli kılmaktadır. Her insanın ana dili ana sütü gibi haktır. Ancak kamusal ve siyasal alanda herkesin anlayacağı ortak bir dilde konuşmak, kamusal menfaatlerin, farklı kimliklerin ve toplumsal eşitliğin bir dil üzerinden inşasının, birlik ve bütünlüğün gereğidir. Sosyolojik ve kültürel bir tanımlama olarak ifade edilen ulusal dil ile resmi dilin de bu anlamda ayrıştırılması bilimin ve aklın gereğidir.

SURİYE’DE MİLLİ BİRLİĞİN TESİS VE TEMİN EDİLMESİ ACİL VE İHMAL EDİLEMEZ

Suriye’nin etnik ve dinî yapısı oldukça çeşitlidir ve bu çeşitlilik, ülkenin karmaşık sosyal, siyasî ve kültürel yapısını şekillendiren önemli bir unsurdur. Suriye’nin mevcut etnik ve dinî yapısı, ülkenin geçmişte olduğu gibi gelecekte de siyasî, sosyal ve kültürel şartlarının oluşmasında önemli bir rol oynayacaktır. Farklılıkları canlı tutacak bir sistemin hazırlanması hâlinde, Suriye’nin kaotik geçmişinden kurtulmasının zorlaşacağı bir gerçektir. Bu nedenle, Suriye’nin yeniden inşa ve ihya sürecine ilişkin olarak vurguladığımız gibi; Suriye’de etnik, dini ve benzeri farklılıkları kucaklayan, birleştirici, tek Suriye’yi esas alan bir hukuki ve toplumsal düzen inşasını, ardından ekonomik ve sosyal olarak daha güçlü bir Suriye öngörüyor; böyle bir Suriye’nin bölgenin huzur ve barışı için de kaçınılmaz olduğunu değerlendiriyoruz. Dolayısıyla, önümüzdeki dönemde Suriye’nin üniter bir yapıyı esas alan, toprakları ve nüfusuyla bölünmez bir bütün olarak kurgulanması suretiyle milli birliğin tesis ve temin edilmesi acil ve ihmal edilemez bir ihtiyaç olarak öne çıkmaktadır. Bu çerçevede en kritik konu yeni Anayasa yapılmasıdır. Anayasanın Suriye’de yaşayan etnik ve dinî her kesimi kucaklayan, eşitlikçi, temel hak ve hürriyetleri garanti eden, serbest seçimi, hür teşebbüsü, din ve vicdan özgürlüğünü, hukukun üstünlüğünü ve insan haklarını esas alan bir nitelik taşıması Suriye’nin birliği ve istikrarı için vazgeçilmezdir.

Suriye’nin ülkesi ve milletiyle bölünmez bütünlüğü esasına dayalı üniter bir yapının tesis edilmesi, federasyon, konfederasyon, özerklik gibi eski çatışma hatlarını ve terörist faaliyetleri yeniden canlandırabilecek tartışmalar gündeme getirilmemelidir. Suriye Cumhuriyeti’ne vatandaşlık bağı ile bağlı olan herkesin eşit hak, özgürlük ve yükümlülüklere sahip olacağı, etnik ya da dinî farklılıkların devlet nezdinde hiçbir önem arz etmeyeceği ve en önemli ortak paydanın “Suriye Vatandaşlığı” olacağı hususunda tüm sosyal kesimler temin edilmelidir. Devletin tek bir resmî dilinin olması, büyük çoğunluğu oluşturan kitlenin Araplar olması nedeniyle de Arapçanın resmî dil olarak belirlenmesi ve zorunlu temel eğitimin tüm yurtta Arapça yapılması, bununla birlikte, Kürtçe yanında Türkçe gibi dillere seçmeli ders olarak müfredatta yer verilmesi, anadili Arapça olmayanların kendi dillerinde yetkinlik kazanması sağlanmalıdır. Başkanlık sistemi temelindebir hükümet yapısı inşa edilmeli; yönetimde istikrar ilkesinden taviz verilmemeli, çok partili hayatla toplumun her kesiminin parlamentoda temsil edilmesini temin edecek katılımcı bir seçim sistemi hayata geçirilmeli, yasama, yürütme ve yargı arasında kuvvetler ayrılığı tesis edilmelidir. Suriye uzun yıllar devam eden Baas rejiminin yıkıcı etkilerinden kurtulmuş, yeni yönetimi ve onlara inanan ve güvenen Suriyelilerle istikrara, birlik ve bütünlüğe doğru kararlı adımlarla yürümektedir. Türkiye’nin huzuru ve güvenliği Suriye’nin güvenliği ve istikrarıyla yakından ilişkilidir. Bize göre; yaşanan gelişmeler çerçevesinde önümüzdeki süreçte Suriye’nin barış, huzur, birlik ve bütünlüğü ile Suriyelilerin refah, temel hak ve özgürlükleri bağlamında hızla mesafe alınabilmesi için aşağıdaki yol haritasının izlenmesi yerinde olacaktır:

1- 10 Mart 2025 mutabakatının tüm maddeleriyle hayata geçirilmesi, SDG ve türev yapıların tamamen feshedilerek Suriye devlet kurumlarına eksiksiz ve geri dönüşü olmayacak biçimde entegre edilmesi,

2- Federasyon, özerklik ve bölünme tartışmalarının gündemden çıkarılması, Suriye’nin toprak bütünlüğünün kalıcı olarak güvence altına alınması merkezi devlet otoritesinin ülke genelinde süratle tesis edilmesi, Suriye hükümetinin Fırat’ın batısı ve doğusu ayrımı olmaksızın tüm ülke sathında egemenlik sağlaması, yapay coğrafi, etnik veya siyasi bölünmelerin önüne geçilerek üniter devlet yapısının korunması,

3- Yeni ve kapsayıcı bir Suriye anayasasının yapılması, bu kapsamda tüm etnik ve dini kesimleri kapsayan, kucaklayıcı, eşitlikçi, demokratik ve hukukun üstünlüğünü esas alan bir anayasal düzenin kurulması,

4- Kürtlerle SDG’nin net biçimde ayrıştırılması, SDG’nin “Kürtlerin temsilcisi” olduğu iddiasının geçersiz kılınması ve bu algının toplumsal düzeyde kırılması,

5- Kürtçenin seçmeli ders olarak eğitim sistemine dâhil edilmesi gibi Türkmenler başta olmak üzere tüm asli unsurların kültürel haklarının dikkate ve gündeme alınması,

6- “Suriye vatandaşlığı” kavramının güçlendirilmesi, etnik ve dini aidiyetler yerine vatandaşlık bağının temel ortak payda hâline getirilmesi, tek resmî dil ilkesinin korunması, toplumsal uzlaşma ve milli birliğin güçlendirilmesini mümkün kılacak adımlar atılması,

7- Başkanlık sistemi temelinde yönetimde istikrarın sağlanması, yürütme kapasitesi güçlü, istikrarlı bir hükümet yapısının oluşturulması, kuvvetler ayrılığı ilkesinin tesis edilmesi, demokratik, temsile dayalı siyasal sistem kurulması, serbest ve adil seçimler, çok partili hayat ve temsil adaletinin sağlanması, temel hakların güvence altına alınması, din ve vicdan özgürlüğü, hür teşebbüs, insan hakları ve özgürlüklerin korunması,

8- Ekonomik ve siyasi olarak güçlü, bütünleşmiş Suriye’nin bölgesel istikrarın temel aktörlerinden biri hâline gelmesi.

“We should measure our success in teaching the Quran not by how much students memorize, but by their ability to establish a relationship of love and trust with the Quran that will last a lifetime. What is more important than a child of four or five years old knowing all the letters is that he comes running to the Quran lesson. What is more valuable than memorizing long surahs for a child at that age is that he can learn the love of Allah in a compassion-centered way.
