President Erdoğan attended the Ankara Esenboğa Airport 3rd Runway, New Tower and Supplementary Facilities Opening Ceremony.
Erdoğan, who started his speech at the ceremony by greeting the participants, wished the investments that will increase the capacity and quality of Esenboğa Airport to be beneficial and said the following;
I am very pleased to be with you on the occasion of the opening of the third runway, new tower and complementary facilities of our Esenboğa Airport. On the occasion of this beautiful meeting, I send my greetings and love to our capital Ankara, in your person. I hope that the new investments we opened today will be beneficial for our Ankara, our country, our nation and all stakeholders of our civil aviation sector.

Thanking those who contributed to the realization of the project, Erdoğan touched upon the strategic importance of the investments and said, “I would like to thank our Ministry of Transport, our investor company, our contractor companies, and each of my brothers, from workers to architects and engineers, on behalf of myself and my nation, who contributed to these investments that will add significant value to both our Esenboğa Airport and Ankara. I hope that we will increase our success rate in aviation, especially in flight and passenger traffic, with this project, which consists of two stages and we have successfully completed the first stage.” “We will take it even higher.” he said.
“We did not compromise on our work and service policy”
Emphasizing the government’s determination in its 23 years of service, President Erdoğan stated that Türkiye’s position on the global scale has strengthened.
Erdoğan continued his speech with the following words;
I would like to express one thing first and especially here. As a government, we have been working with the awareness that we carry the trust of this beloved nation on our shoulders for 23 years. All our efforts are to ensure that the nation’s trust is not violated, our brotherhood is not overshadowed, and our nation’s head is not bowed down. Thank God, we have not compromised on our work and service policy despite the wedge policy of our rivals during our nearly quarter-century rule. We have undertaken huge investments, works and services in every field, from health to foreign policy, from education to justice, from defense to transportation and industry. With the projects we have implemented, we have brought Türkiye to a distinguished position both in its region and in the world. There is now a Türkiye that has a voice on every platform, that is eagerly awaited as to what it will say and how it will act, and that is followed rather than followed.
We continue to work for our country and nation with our organization, ministries, institutions and local governments with the love of the first day. We do not lose our excitement, we do not decrease our love. We are walking confidently towards the future with new hopes and bigger goals. Today, we are fortunate to add a new link to our service chain. We are making intense efforts in the aviation sector, as in other areas, to take our country to higher altitudes. I would especially like to draw your attention to this: As Türkiye, we are located in the center of 67 countries with a flight time of 4 hours. We have made major investments in the last 23 years to maximize the potential offered by this advantageous location and utilize it in the most effective way. With the aim of leaving no point in the world that we cannot reach, we have made Türkiye one of the countries with the largest flight network in the world.
We increased the number of active airports, which was 26 in 2002, to 58 today with the Çukurova International Airport, which we put into service in 2024. This number will soon increase to 60 with the ongoing construction of Yozgat and Bayburt-Gümüşhane airports. From where to where… In the same period, we increased the number of countries with which we have air transportation agreements from 81 to 175, making Türkiye the country with the most air transportation agreements in the world. We aim to sign an air transportation agreement with all 192 countries that are members of the International Civil Aviation Organization in the coming period. On the other hand, we increased the number of our international lines from 60 points in 50 countries to 356 points in 133 countries. Another striking figure; In 2002, the number of passengers traveling on domestic and international lines was only 34.5 million. In 2025, this number exceeded 247 million. From where to where…
“Istanbul Airport continues its leadership in Europe”
You know the state of Ankara Esenboğa Airport when we took office, right? Binali Bey knows it well. But then even going from here to the city center is worth it. We have made the airport a truly public road and also made the journey from here to the city center truly modern. Now, with all these figures, we have ranked 3rd in Europe and 7th in the world in terms of passengers. Our Istanbul Airport hosted approximately 84.5 million passengers last year, ranking 2nd in Europe and 7th in the world in terms of the number of passengers. Istanbul Airport, which the opposition did its best to prevent, continues its leadership in Europe with 550 thousand aircraft traffic.
We have achieved significant growth at our Esenboğa Airport in the last 23 years. In Esenboğa, where there was 37 thousand 421 aircraft and 2 million 836 thousand passenger traffic in 2002, aircraft traffic increased by 159 percent to 96 thousand 910 in 2024, and passenger traffic increased by 351 percent to 12 million 913 thousand 753. In 2025, aircraft traffic increased by 7 percent compared to the previous year, reaching 103 thousand 928, and passenger traffic increased by 8 percent, reaching 13 million 987 thousand 298. We predict that passenger traffic in Esenboğa will exceed 23.1 million in 2035 and 31.5 million in 2045. These numbers show us that Esenboğa Airport now needs a larger capacity and higher standards.
For this very purpose, we rolled up our sleeves to develop Esenboğa with an innovative vision, started the work, and thank God, today we completed the first stage of our two-stage project. Within the scope of this project we implemented, we built our 3rd runway with a width of 75 meters and a length of 3750 meters, our air traffic control center with a height of 77 meters and a technical block with a size of 13 thousand 500 square meters. In addition, we have completed the construction of our new cargo apron with a capacity of 6 aircraft parking of 85 thousand square meters and a covering area of 945 thousand square meters, including taxi and service roads.
“We will increase the annual passenger capacity to 30 million”
We rehabilitated a 1.2 kilometer section of Ulupınar Stream. In addition to 3 connection taxiways and 5 rapid exit taxiways, we have built many buildings with the latest technology, from the flight control hangar to the Customs Directorate, from the special purpose garage to the new fire station, from the heat center and water tank to 15 guard towers, on a total construction area of 41 thousand 52 square meters. In addition to all these, we also added our open car park for 1200 vehicles to Esenboğa Airport. In the second stage of our project, we will expand our terminal building by at least 40 thousand square meters, and we will work on a minimum of 58 thousand square meters of apron and 18 thousand square meters of paved connection taxiway. Thus, we will increase the annual passenger capacity of Esenboğa Airport from 20 million to 30 million. Inshallah, we will bring together the capital of our country with a higher capacity, more comfortable and more modern airport, befitting our vision of the Turkish Century. Once again, I wish good luck for our Ankara and our country.
I would especially like to underline this; Look, we realized this project, which has an investment value of 298 million euros, without leaving a single penny from our state’s coffers. Moreover, with this project that we have implemented without imposing a passenger guarantee requirement, we will obtain a rental income of 560 million euros from the contractor company for a 25-year operating period. The investor company paid 140 million euros in advance, corresponding to 25 percent of the rental fee, and this amount entered the state’s coffers in April 2023, before the work was completed. Thus, we have implemented one of the most successful examples of the public-private cooperation model by using the resources entrusted to us by our nation in the most efficient way.
“We use the country’s resources for our citizens”
In fact, with every investment we cut the ribbon on, the deep difference in vision between us and the opposition becomes evident. Unlike those who turn the municipalities they govern into dens of bribery and extortion, those who make a living here and there with the people’s money, those who bind citizens to extortion like the mafia, we use the resources of this country for the citizens of this country.
Hopefully we will continue to work with this sensitivity. I pray that God will help us. With these thoughts in mind, I hope that the investments we have made will once again be beneficial for our country, our nation and our aviation industry. I would like to wholeheartedly thank our Ministry of Transport, our investor company, our contractor companies, and all my brothers and sisters who contributed to the project, from engineers to workers.
According to the decision published in the Official Gazette with the signature of President Erdoğan, Erzurum Governor Mustafa Çiftçi was appointed as the Ministry of Internal Affairs.
WHO IS THE NEW MINISTER OF INTERIOR MUSTAFA ÇİFTÇİ?
Çiftçi, who was appointed to the Ministry of Internal Affairs by the decision published in the Official Gazette, was born in 1970 in the Çumra district of Konya. Çiftçi, who completed his primary and secondary education in Çumra and high school education in Konya, graduated from Ankara University, Faculty of Political Sciences, Department of Public Administration in 1995. Çiftçi passed the District Governor Candidate exam held by the Ministry of Internal Affairs in 1996 and started his career as a civil administrator as the 85th Term Konya District Governor Candidate. Mustafa Çiftçi, who was in England for 8 months in 1998, graduated from the National Security Academy in 1999. Throughout his career, he served as district governor in Aksaray-Gülağaç, Erzurum-Tekman, Nevşehir-Derinkuyu, Bitlis-Adilcevaz and Kırşehir-Kaman districts. Çiftçi, who served as Head of Department at the General Directorate of Personnel of the Ministry of Internal Affairs, also served as Private Secretary and Chief Advisor to the President in the Turkish Grand National Assembly. Çiftçi was appointed as the Governor of Çorum by the Presidential appointment decision in 2018 and served in this position for 4 years and 9 months. Çiftçi was appointed as the Governor of Erzurum with the Presidential appointment decision numbered 2023/376 dated 9 August 2023.
HE CONTINUED HIS ACADEMIC LIFE
Continuing his academic studies, Mustafa Çiftçi completed his master’s degree at Selçuk University, Institute of Social Sciences, Department of Public Administration in 2007. Farmer, who graduated from Ankara University Faculty of Theology in 2011, completed his second master’s degree at Van Yüzüncü Yıl University, Social Sciences Institute, Department of Public Administration in 2012. Çiftçi, who graduated from Ankara University Department of Justice and Faculty of Economics, currently continues his education at Ankara University Faculty of Law and Anadolu University Open Education Faculty History Department. Mustafa Çiftçi, who speaks English and Arabic, is married and has three children.

APPOINTMENTS IN THE MINISTRIES OF JUSTICE AND INTERNAL AFFAIRS
According to the appointment decision, Erzurum Governor Mustafa Çiftçi was appointed as the Minister of Internal Affairs. Istanbul Chief Public Prosecutor Akın Gürlek was appointed as the Minister of Justice. Both names are among the publicly known and experienced bureaucrats for the positions they have previously held.
WHO IS AKIN GÜRLEK?
Born in Nevşehir in 1982, Akın Gürlek graduated from Marmara University Faculty of Law. Gürlek, who started his career as a judge-prosecutor, served as the President of the Istanbul 14th High Criminal Court. Gürlek, who was appointed as Deputy Minister of Justice on June 1, 2022, became the Istanbul Chief Public Prosecutor in 2024 by the decision of the Council of Judges and Prosecutors. Gürlek has been on the public agenda with the judicial and administrative duties he has carried out recently. Akın Gürlek attracted attention with his work as the Istanbul Chief Public Prosecutor. The fight against terrorism ensured that investigations into organized crime organizations and structures that threaten public order were carried out effectively and decisively. It contributed to the acceleration of judicial processes by taking steps to strengthen coordination, especially in large and comprehensive files. As the Istanbul Chief Public Prosecutor, Akın Gürlek played a leading role in the investigations carried out especially against the Istanbul Metropolitan Municipality (IMM) and other corruption allegations. He actively carried out the case process, which was described as “the biggest corruption file in 100 years”.

Transparency is prioritized in the reform draft prepared in line with the message of “control of the resources used by municipalities on behalf of the nation” that President Recep Tayyip Erdoğan previously pointed out. According to the study presented by the AK Party Local Governments Presidency at the Central Executive Board, mayors will disclose the assets they acquired during their term of office. Tender information, contract numbers and expenditure items of municipalities will be shared with the public regularly every month. The draft also scrutinizes the practice of mayors appointing their relatives. It is aimed to make service-oriented and efficient municipality a mandatory part of the system.
NEW FORMULA FOR SSI DEBT
Different formulas for the regular collection of SSI debts of municipalities with increasing debt burdens are also included in the reform package. Thus, it is aimed to strengthen the financial discipline of municipalities and prevent public damage.

At the meeting, Mayor Erdoğan drew attention to the inadequacy of opposition municipalities in terms of providing services. Emphasizing that water management is the primary duty of municipalities, Erdoğan said, “They say ‘State Hydraulic Works (DSI) should work on water. We work, we bring water, but we need to explain to the nation that this is their duty. Water is the source of civilization, production, energy and life. Water management requires experience and vision.”

Referring to his term as Istanbul Metropolitan Municipality Mayor, Erdoğan said, “I come from the mayoralty. We brought water to Istanbul from a distance of 180 kilometers from the Istranca Mountains. We took over the municipality from the CHP mentality. CHP municipalities cannot deliver the water they have to the nation. Our citizens are waiting for water in tanker queues with canisters. This is the difference between us.”

“MY FIRST HOME, MY FIRST IFTAR” TO EARTHQUAKE SURVIVORS
The President of the Organization, Ahmet Büyükgümüş, announced that special programs will be held for the earthquake region during Ramadan. Within the scope of the “My first home, my first iftar” program, iftar dinners will be organized with earthquake-affected families who have found their new homes.
