Minister Göktaş: “The basic element of stability and development is family”
“WE TAKEN STEPS TO ENSURE THE SAFETY OF CHILDREN IN THE DIGITAL WORLD”
Stating that protecting and strengthening the family for Turkey means securing not only the present but also the future, Göktaş said that they have transformed family policies into concrete steps with the “Vision Document and Action Plan for the Protection and Strengthening of the Family” covering the period 2024-2028.
Stating that they strengthened the institutional structure by establishing the “Population Policies Board” and the “Family Institute”, Göktaş said, “With the Population Policies Board, we address the policies regarding the demographic structure of our country with a strategic vision. The Family Institute carries out studies that analyze the transformation in the family structure and social trends and produce policies.” he said.
“THE DECADE OF FAMILY AND POPULATION”
Göktaş reminded that they declared 2025 as the “Year of the Family” and the period 2026-2035 as the “Decade of Family and Population”, and stated that they made visible the services that support the family in many issues, from family communication to parenting, from intergenerational solidarity to digital security.
Stating that last year they took steps to strengthen the family in many areas in order to build a family-friendly ecosystem, Göktaş said:
“We have expanded activities that contribute to the family budget and support socio-cultural development. We have implemented mechanisms that support marriage, including marriage loans, in order to alleviate the financial burden of young couples. In addition to all these, we have taken steps to ensure the safety of children in the digital world. We have reached the final stage of our draft legislation, which regulates children’s access to social media in an age-appropriate manner and strengthens the protection against harmful content and abuse. We aim to expand international cooperation in this field. In order to contribute to the formation of common standards on a global scale, we have signed the ‘Convention on the Rights of the Child in the Digital World’ at the international level. “We consider every support given to the agreement valuable in order to create a global consensus in this field.”
“WE BELIEVE THAT COUNTRIES THAT STRENGTHEN THE FAMILY WILL RISE”
Pointing out that strengthening the family has an important place in population policies, Göktaş said that policies that center the family with all its members, men, women, young, old and children, are the basis of prosperity and stability.
Pointing out the importance of creating laws, institutional structures, policies and practices with a focus on strengthening the family institution as a whole, Göktaş said, “However, the success of family-oriented studies should not be limited to national efforts alone. It is of great importance to share good practices, conduct joint research and promote family-friendly policies at the international level.” made his assessment.
Noting that family-oriented cooperation mechanisms will create a common protection area against global risks affecting the family, Göktaş stated that they have therefore adopted the “family diplomacy” approach.
Göktaş stated that they argue that the family issue should be one of the priority topics of the international agenda and continued as follows:
“International cooperation requires adopting a clear, consistent and common language in the terminology and framing used in international documents. In this sense, international reporting and documentation should be based on a language that strengthens the family institution rather than weakening it. We believe that the future of countries that strengthen the family will rise on stronger foundations. I would especially like to emphasize that we are open to collaborations that produce sustainable and concrete results based on mutual trust in this field. The Pro-Family approach is a common approach that centers on the healthy development of individuals, intergenerational responsibility and social solidarity.” “This vision makes significant contributions to the protection of the family by bringing countries together. We believe that this summit held in Hungary will strengthen this awareness of responsibility.”
ACTIVITY PLAN SIGNED WITH HUNGARY
Within the scope of Minister Göktaş’s contacts in Hungary, the 2026-2027 Activity Plan was signed between the Ministry of Family and Social Services of the Republic of Turkey and the Ministry of Culture and Innovation of Hungary to strengthen cooperation in the field of social services.
Within the scope of the Activity Plan, it is aimed to increase the sharing of knowledge and experience and strengthen institutional cooperation between the two countries in the fields of family, women, children and social services.
Minister Göktaş then held bilateral meetings with Valerie Huber, President of the US-based Women’s Health Institute, and Jelena Zaric Kovacevic, Serbian Minister of Family Care and Demography.
During the meetings, various issues were discussed, especially the protection and strengthening of the family, population policies and international cooperation.

Minister Gürlek met with MPs from the Black Sea Region!
According to the statement made by the Ministry, Gürlek met with the MPs of the Black Sea Region provinces at the consultation meeting held in Ankara Judge’s House.
