Breaking news: Suspects detained in the Istanbul Gold Refinery operation were referred to the courthouse

Istanbul Altın Rafinerisi A.Ş., which was found to have caused public damage in an organized manner by fraudulently obtaining the Central Bank’s support of 3 percent of the foreign currency amount to companies that provide foreign currency inflows to the country through exports. An operation was carried out against (IAR) and related companies. 23 suspects, including IAR company owner Özcan Halaç, were detained.

THEY WERE REFERRED TO THE COURTHOUSE

All suspects, whose statements were completed at the Gendarmerie, were referred to the Istanbul Courthouse.

DETAILS OF THE REFERRAL LETTER HAVE BEEN REACHED

The details of the referral letter requesting arrest prepared by the prosecutor’s office have been accessed. Suspect Özcan Halaç is affiliated with Istanbul Altın Rafinerisi A.Ş. It was reported that he was the founder and manager of the company named (IAR) and also provided effective control over the management network within IAR. It was noted in the referral letter that it created an organized structure in order to benefit from the state supports that came into force after the “Communiqué on Supporting the Conversion of Foreign Currencies of Companies into Turkish Lira” published by the Central Bank of the Republic of Turkey on October 15, 2024.

FRONT COMPANIES ESTABLISHED AT THE SAME TIME

During the investigations, it was determined that many shell companies were established within a certain plan by Özcan Halaç and the managers, engineers and finance employees working within IAR, immediately after the notification date. Most of these companies were established at the same address, and it was stated in the referral letter that they started operating very close to each other in terms of their establishment dates.

TITLES ARE DIFFERENT, FIELDS OF ACTIVITY THE SAME

In the referral letter, it was mentioned that although the titles of the established companies differ, their fields of activity are generally established in the mining, iron and steel, energy, tourism and consultancy sectors, and that the company names are determined as the abbreviation of the first or surnames, thus there is an organizational connection.

COMPANIES WITHOUT COMMERCIAL ACTIVITIES

In the referral letter, it was stated that there were strong indications that the companies did not engage in commercial activity and that their aim was to benefit from state supports. “In the SGK inquiries, all of the founders or managers of the shell companies in question; İstanbul Altın Rafinerisi A.Ş., Gram Altın Kıymetli Madenler Rafineri Sanayi ve Ticaret A.Ş., Kuyumcukent Enerji Üretim ve İşletme A.Ş., İstanbul Gümüş Rafinerisi A.Ş. and İAR. THE NAME AT THE TOP OF THE SYSTEM

ORGANIZED AND ECONOMICLY MADE

It was stated in the referral letter that Halaç unfairly obtained 3% state support by pretending to export under the name of “Gold Components” and “Colloidal Gold” through these companies. It was reported that Halaç created an organized economic structure aimed at abusing the state incentive and support mechanism rather than commercial activity, and systematically carried out fake export activities to obtain state support.

“HE PASSED THE STATE’S BUDGET”

It was stated that Özcan Halaç, who was claimed to be the leader of this criminal organization established for profit purposes, acted in unity of thought and action within a hierarchical structure, together with other suspects who were members of the organization. It was stated in the referral letter that Halaç unfairly took over the state’s budget for the benefit of himself and his criminal organization, and that these issues were supported by the reports prepared by the Central Bank of the Republic of Turkey, Mint, Customs and law enforcement, which were included in the file.

ARREST WAS REQUESTED FOR 2 CRIMES

Özcan Halaç, who was considered to be the leader of the criminal organization and acted in unity of thought and action by giving instructions to other members of the criminal organization consisting of his relatives and employees, was requested to be arrested for the crimes of “Fraud to the Detriment of Public Institutions and Organizations” and “Establishing an Organization for the Purpose of Committing a Crime”.

WHAT HAPPENED?

An investigation was launched after it was determined that the Central Bank caused public harm in an organized manner by fraudulently obtaining the support provided by the Central Bank of 3 percent of the foreign currency amount to companies that provide foreign currency inflows to the country through exports. It was revealed that the Istanbul Gold Refinery, which imported scrap gold, melted it in furnaces, and then disguised the product as processed and received support from the state, had 24 companies established by its employees. In this way, it was determined that they systematically caused a loss of 12 million 537 thousand 560 dollars to the state.

NATO SUMMIT IS IN Türkiye AGAIN AFTER 22 YEARS

The 36th NATO Heads of State and Government Summit, hosted by the capital Ankara, is of critical importance for the future of the Alliance and the global security architecture.

The Ankara Summit, which is expected to make Türkiye’s diplomatic weight visible, is planned to host world leaders as well as be a diplomatic stage showing Türkiye’s rising weight within NATO.

The summit is expected to make Türkiye’s military contribution, defense industry, crisis management capacity and leading diplomacy visible at the same time.

Burden sharing is one of the main agenda items of the summit.

32 heads of state, especially US President Donald Trump, and foreign and defense ministers will meet in Ankara.

The summit, which will be attended by NATO member countries as well as AP4 (Australia, Japan, New Zealand and South Korea) countries, will bring together the Euro-Atlantic and Indo-Pacific security agendas at the same table.

DEFENSE INDUSTRY FORUM

The Defense Industry Forum, which was designed as a side event of NATO in the last 3-4 years, will become part of the official program of the summit for the first time.

Within the scope of the Istanbul Cooperation Initiative, which was launched at the NATO Summit in Istanbul in 2004 and includes Qatar, Bahrain, Kuwait and the United Arab Emirates, a special session will be held at the level of foreign ministers and the NATO Istanbul Cooperation Initiative Foreign Ministers Meeting will be held.

Turkey will host 32 NATO member heads of state and government, as well as many invited leaders, approximately 100 ministers, many high-level diplomats, representatives of international organizations and thousands of foreign guests.

Nearly 3 thousand journalists, television crews, photojournalists, digital media representatives and international broadcasters from all over the world applied for accreditation to follow the summit.

A total of 56 thousand 288 security personnel will be assigned within the scope of the summit, of which 48 thousand 841 are police officers and 7 thousand 447 are gendarmerie.

In addition, 639 personnel will be assigned to virtual patrol activities in the cyber environment on a 24/7 basis in order to combat crime and criminals.

Within the scope of the summit, participants will be served at 3 airports: Ankara, Esenboğa and Mürted.

On the margins of the summit, there will be the NATO Parliamentary Summit at Dolmabahçe Palace in Istanbul on 28-29 June, an unofficial invitation for allied permanent representatives and ambassadors resident in Ankara who will attend the summit on 6 July, the SAM-Chatham House Workshop on 6 July, the panel series titled “NATO Ankara Summit Dialogues” on 7 July, the SETA-MSC event titled “Allies at Ankara” on 7-8 July and The “Transatlantic Political Planners Roundtable Meeting” will be held as side events on July 7-8.

2004 ISTANBUL SUMMIT, AN IMPORTANT TURNING POINT OF THE TRANSFORMATION PROCESS

The Istanbul Summit, the 17th Summit of Heads of State and Government in NATO’s 55-year history, is considered an important turning point in the Alliance’s transformation process.

The summit was attended by the heads of state and government, foreign and defense ministers, and civil and military officials of the 26 NATO member countries at the time, as well as the 20 countries cooperating with the Alliance. The meetings, in which a total of 46 countries were represented, played an important role in shaping the international security agenda.

The Istanbul Summit attracted attention especially in terms of expanding NATO’s role in Afghanistan, providing training support to Iraqi security forces, and being the first summit of 7 new members (Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia, Slovenia) within the Alliance.

These 7 countries officially became members on March 29, 2004, as part of NATO’s largest post-Cold War expansion wave.

Therefore, the Istanbul Summit was the first meeting in which the heads of state and government of these countries attended the NATO Summit as full members.

The summit consisted of 4 main meetings: the North Atlantic Council (NAC), the NATO-Russia Council, the NATO-Ukraine Commission, and the Euro-Atlantic Partnership Council (EAPC).

At the summit attended by important world leaders, then US President George Bush, British Prime Minister Tony Blair, French President Jacques Chirac, German Chancellor Gerhard Schröder, US Defense Secretary Donald Rumsfeld, Afghan President Hamid Karzai, Georgian President Mikhail Saakashvili, Iraqi Foreign Minister Hoshyar Zebari, Italian Foreign Minister Franco Frattini and high-level representatives of many countries came together in Istanbul.

The NATO-Russia Council Meeting was held within the scope of the summit, but Russian President Vladimir Putin did not come to Istanbul and this situation attracted attention at that time.
