Cevdet Yılmaz: “Türkiye is an island of stability in its region”
Yılmaz stated that the global economy has faced successive shocks, especially in the last six years, and pointed out that serious breaks occurred in the low-cost global supply chain during the pandemic process. Pointing out that the subsequent geopolitical tensions, especially the Russia-Ukraine War, brought energy and food security to the fore, Yılmaz said, “The wave of inflation experienced on a global scale upon these developments forced monetary policies to tighten, thus creating an extremely sensitive balance between inflation and growth.” made his assessment.
Yılmaz noted that global growth is still resilient in parallel with these developments, and an average growth of around 3 percent has been observed over the last three years. Vice President Yılmaz emphasized that this rate was 3.7 percent in the 2000-2019 period and underlined that the 3 percent growth in question was below the historical average. Yılmaz stated that the average annual growth rate of global trade in goods and services was 4.8 percent in the 2000-2019 period, and reminded that the growth rate decreased to 3 percent in the 2020-2025 period.
“RISING PRICES AFFECT OUR COUNTRY, WHICH IS AN ENERGY IMPORTER”
Stating that the tensions in the region have added new risks to this fragile structure, Yılmaz said, “The war in the Middle East makes its impact felt in a wide range of areas, from energy prices to transportation costs, from financial markets to monetary policy expectations. Disruptions in the Strait of Hormuz have negatively affected the oil and LNG supply, thus increasing energy prices, and increasing security risks have increased insurance premiums and freight costs.” he said. Yılmaz emphasized that 20 percent of oil and 25 percent of liquefied gas (LNG) are shipped to the world through the Strait of Hormuz, and stated that the Bosphorus plays a significant role in some inputs such as fertilizer. Stating that Türkiye was also affected by this process, Yılmaz said: “Rising prices especially affect our country, which is an energy importer. However, I would like to underline that Turkey did not experience a supply problem in this process. Energy is not the most expensive energy. Of course, we are experiencing the price effect, but with some projects and steps we have taken in the last 23 years, Turkey has diversified its supply system a lot. It has increased its storage capacity and developed its domestic production. Therefore, we have not experienced a supply problem in these processes.” Yılmaz stated that while the rise in natural gas prices poses an upward risk for food prices through fertilizer costs, these developments disrupt global inflation expectations and put additional pressure on prices.
Explaining that the increase in geopolitical risk perception increases risk premiums and borrowing costs and tightens financial conditions, Yılmaz said, “According to the IMF’s current estimates, the global growth expectation for 2026 is 3.1 percent. The inflation expectation is around 4.4. If the pessimistic scenario, which we call the most negative scenario, comes true, growth is expected to decrease to 2 percent this year and global inflation to rise to 5.8 percent.” he said. Stating that they see three basic transformation processes coming to the fore in the global economy with all this difficult global conjuncture, Yılmaz said: “The first is digitalization. Digitalization and artificial intelligence-focused technological transformation, the fight against climate change and green transformation, and increasing geopolitical blocs with the weakening of the multilateral trading system. Here too, we see artificial intelligence coming to the fore. Artificial intelligence is not a technology among technologies, but a horizontal technology. Therefore, it has an impact that affects and transforms all areas. From the governance structure in the public to education, health, industry.” It radically affects many areas, including transformation. Therefore, the relations between production factors are being redefined. The second area of transformation is the fight against climate change and sustainability standards, reshaping the production processes and rules of global trade. Thirdly, the weakening of the multilateral trade system, geopolitical blocism and increasing protectionist tendencies in strategic sectors have made the structure of global trade much more fragmented than before. In this process, the costs of restructuring have become critical. “As a result, we see that we prioritize resilience in the medium and long term. As a result, increasing the capacity to adapt to these simultaneous transformations becomes decisive for the competitiveness of countries and companies.”

Minister Göktaş: “An investment in children is an investment in the future of the country”
Minister Göktaş attended the Arnavutköy Anadolu Neighborhood Mass Opening and Groundbreaking Ceremony, where the Family Counseling Center, Family Health Center, kindergarten, parking lot and car wash facility, which were completed by Arnavutköy Municipality, were opened and the foundation of the Arnavutköy Art and Vocational Training Course (ASMEK) building was laid.
Stating that investments ranging from education to consultancy, from health to infrastructure, from vocational training to production will offer new opportunities to the social life of the district, Göktaş thanked Arnavutköy Mayor Mustafa Candaroğlu and his team who contributed to the implementation of the projects.
Stating that what makes a city valuable is not only its streets and buildings, but also how people are touched is important, Göktaş said, “The city where the child grows up safely, where the family finds a hand next to them, and where the elderly are remembered, becomes truly beautiful. Life becomes more peaceful and fruitful where the path for the young is paved and the labor of the woman is rewarded.” he said.
Stating that the work and service approach put forward by President Recep Tayyip Erdoğan is to expand cities with services that center people, make life easier and touch every household, Göktaş said that the investments that were opened and the foundations of which were laid in Arnavutköy are a concrete reflection of this approach.
“INVESTMENT IN A CHILD IS THE MOST VALUABLE INVESTMENT IN THE FUTURE OF THE COUNTRY”
Emphasizing that the Arna Children’s Kindergarten, which was opened, is important in terms of providing children with quality education at an early age, Göktaş stated that here children will learn and develop through play, and will experience friendship, sharing and self-expression at an early age.
Mahinur Özdemir Göktaş said, “We know that investing in a child is the most valuable investment in the future of a country. I believe that our kindergarten will be a good start to the lives of many of our children.” he said.
Stating that the Family Counseling Center will be an important source of support for families, Göktaş said, “In this center, family, child and adolescent counseling, individual counseling, group therapies, training seminars and dietician services will be provided. It will enable our families to easily access the support they need, and will provide a safe environment where our children and young people can express themselves better and become stronger with the right guidance. The Family Health Center will connect our citizens with health services faster and easier with its modern infrastructure.” he said.
Stating that ASMEK, the foundation of which was laid, has a special importance for the district, Minister Göktaş explained that citizens will be offered the opportunity to acquire a profession through the trainings to be given at the center. Göktaş said, “Here, our brothers and sisters will gain new skills, turn their own labor into production, and contribute to the family economy. In this respect, ASMEK will offer important opportunities, especially for women and our youth.” he said.
Noting that the inaugurated parking lot and car wash facilities will make the daily life of citizens easier, Göktaş said that the steps taken today will contribute to the joy of children, the peace of families, the labor of young people and the future of Arnavutköy.
Emphasizing that, as the Ministry, they will continue to support every service that focuses on the family, Mahinur Özdemir Göktaş noted that they will strengthen cooperation with local governments and expand services that meet the needs of citizens of all ages.
“WE WILL LAY THE FOUNDATION OF THE DISABLED LIFE CENTER IN ARNAVUTKÖY SOON”
Explaining that new social service investments will be implemented in Arnavutköy, Göktaş said, “Hopefully, we will lay the foundations of an Accessible Life Center in Arnavutköy in a short time. Likewise, we will increase the number of nurseries. We will lay the foundations of our day children’s centers and child care centers for the 0-6 age group, which also appeal to 0-3 years old, in Arnavutköy soon.” he said.
Minister Göktaş also touched upon the “10 Years of Family and Population” vision and concluded his words as follows:
“We see all these services as permanent investments that strengthen people and society, and we greatly appreciate the efforts of our local governments in this direction. Because we know that family-friendly cities start with child-friendly places. They are strengthened with consultancy and guidance services. They come to life in centers where women, young people and citizens of all ages participate in production. The 10 Years of Family and Population will take this understanding further. The next 10 years will be the name of a new era that strengthens the family and brings our cities together with family-friendly services.”
Arnavutköy Mayor Candaroğlu stated that the municipality’s service approach is based on producing works and investing in the future of the district and said:
“We produce solutions, not excuses. We continue to add value to our Arnavutköy with a management approach that plans for the future, not the day. Of course, we implement all these services thanks to a strong state will and harmony between our institutions. We continue to resolutely contribute to the Turkey Century vision put forward under the leadership of our President, Mr. Recep Tayyip Erdoğan, with our works, investments and services from our Arnavutköy.”
After the speeches, a prayer was made, Minister Göktaş and Mayor Candaroğlu cut the mass opening and groundbreaking ribbon with the children.

Great interest in the DOA application, which started in 81 provinces! First Lady Erdoğan: It will add value to our country’s economy
1 TL INCENTIVE FEE CAN BE EARNED FOR EACH PACKAGING
Öztürk stated that the DOA system is a holistic system that enables the separate collection of plastic, glass and aluminum beverage packaging at the source, their digital monitoring and their re-introduction to the economy.
“Our citizens will be able to earn an incentive fee of 1 lira for each suitable packaging by delivering plastic, glass and aluminum beverage packaging with the DOA logo to deposit return machines or manual return points.” Öztürk said, “In order to support the fair and sustainable functioning of the system for individual returns, we have determined 200 packages as a daily upper limit. The incentive fee will be transferred to the DOA wallet. Our citizens will be able to transfer their accumulated balances to their bank accounts, withdraw them from ATMs or use them for shopping.” he said.
Öztürk stated that the system consists of 3 phases and that they tested the 1st phase with a pilot application in Sakarya last year and said, “We are moving to the 2nd phase, that is, the national integration process. The DOA system has now reached the level to be implemented in 81 provinces and 973 districts. The 3rd and last phase will be the full dissemination period.” he said.
Pointing out that their goal is to transform the system into a permanent structure that can be easily accessed by citizens working at the same standards in every corner of Türkiye, Öztürk said:
“Every year, approximately 25 billion beverage packages become waste. When these packages are brought together, they create a volume that would cover approximately 100 thousand football fields. In other words, enough plastic, glass and aluminum packaging to fill approximately 100 thousand football fields are released into nature every year. We are implementing one of the world’s largest warehouse management systems to change this situation.”
Öztürk stated that within a year, they will put into service at least one deposit return point that citizens can easily reach in every neighborhood of Türkiye and said, “We will also continue to support our businesses in this process. While the number of deposit return machines increases, we will also provide the necessary field equipment to manual return points and ensure their strong participation in the system.” He made a statement.
“APPROXIMATELY 65 PERCENT OF 25 BILLION PACKAGING IS IN OUR HOTELS, RESTAURANTS AND CAFES”
Öztürk stated that they carry out the DOA system with a comprehensive infrastructure in which the entire process from producer to consumer, from return points to recycling facilities is managed digitally.
Stating that while markets, supermarkets, grocery stores and kiosks serve as return points for citizens, hotels, restaurants and cafes make a significant contribution to the recycling chain by bringing their own packaging into the system, Öztürk said, “I would like to underline the role of our hotel, restaurant and cafe businesses. Approximately 65 percent of the 25 billion packages we mentioned are in our hotels, restaurants and cafes. Therefore, every packaging collected in these businesses will directly contribute to our recycling and recovery targets. Moreover, our businesses deliver them in bulk.” “They will also receive an incentive fee of 20 kuruş for each package with the DOA logo.” he said.
Öztürk explained that businesses will complete their registration through the warehouse information management system and work with authorized operators, adding, “Collection, transportation and verification processes will be carried out in a safe, orderly and traceable manner thanks to this structure.” he said.
Pointing out that natural resources will be used more efficiently with the DOA system, Öztürk continued his words as follows:
“We will ensure that the quality recycled raw materials needed by our industry are met at a higher rate domestically and accelerate and strengthen the circular economy. The economic impact of this transformation is also extremely important. We foresee an annual decrease of 35 to 40 percent in beverage packaging raw material imports. This development will positively affect production costs and make a significant contribution to reducing the trade deficit, which will reduce foreign dependency. We foresee that the DOA system will bring an annual economic value of approximately 30 billion lira to the Turkish economy. In the next 20-30 years.” “We expect the system to create employment for 20 thousand people.”
MACHINES WERE DEVELOPED BY LOCAL INDUSTRIALISTS
Öztürk stated that they ensure that strategic raw materials are brought back into the economy within Türkiye and that DOA is not only an environmental practice but also resource security.
Pointing out that the machines used in the field were developed by domestic industrialists, Öztürk said that the technology developed by Türkiye in this field and the operation model it established will constitute an important reference for many countries that will establish a deposit system in the future.
After his speech, Öztürk sat in front of the DOA machine and demonstrated in practice how the device works.

Father of July 15 martyr police officer Fırat Bulut: “I lost my son, but I gained my homeland”
Police officer Fırat Bulut was one of those who defended their homeland at the expense of their lives during the July 15 coup attempt and were martyred in the conflict. Bulut, who fought against the coup plotter traitors in front of the General Staff for 2.5 hours and fired 281 bullets, responded to his friends’ words ‘Get back, take cover’ and said, ‘I will not step out of the way of these traitors.
He replied by saying, “There is a homeland without the Euphrates, but there is no Euphrates without a homeland.” The family of Fırat Bulut, who was martyred by traitors right after these words, still feels the pain like the first day, even though 10 years have passed.
‘WE DIE ONE AND RIVE A THOUSAND’
Father Şinasi Bulut, who lives in Konya Ereğli, explained his feelings to SABAH, days before the anniversary of July 15. Stating that he has been living without Fırat for 10 years but is proud of his son, father Şinasi Bulut said, “My martyr shielded those FETO scoundrels for this nation, for the flag, for the call to prayer.
These scoundrels should not forget that; ‘Let not one but a thousand Euphrates be sacrificed for this country.’ I lost my son, but I gained my homeland. If I didn’t have a homeland, what would be the use of us? My son and other heroes did not surrender our homeland to traitors for the sake of their lives.
We cut out the tongue of anyone who reaches out to our flag. My other children and I are ready to sacrifice our lives for this country. We die once and are resurrected a thousand times. “As long as the country is alive,” he said.
‘THIS BETRAYAL WILL NOT BE FORGOTTEN EVEN IN A THOUSAND YEARS’
Stating that this betrayal will not be forgotten even if a thousand years pass, Şinasi Bulut said, “Every year it comes, my heart aches. But I also feel happy when I think that we did not give this country to those scoundrels. My Fırat said to me, ‘Dad, the homeland is being lost, how many Fırats are gone?’ he said.
What can be said about this statement? If the subject is homeland, the rest is just details. “Let’s not forget the betrayal, let’s not let it be forgotten,” he said. The name of July 15 martyr police Fırat Bulut was given to a street in Erzurum and a school in Ankara Keçiören.
