Director of Communications Duran’s call to the international community to “Stand with the truth”
In his speech at the opening of the International Strategic Communication Summit (STRATCOM) held in a hotel in Beşiktaş with the theme “Breakage in the International System: Crises, Narratives and the Search for Order”, Director of Communications Duran stated that it was a great pride for them to come together with the participants at the fifth summit, and he expressed his satisfaction that STRATCOM, which has become an international brand, received great favor this year as well.
Stating that they will discuss current issues in the field of strategic communication together with the global agenda and exchange comprehensive ideas in the panels to be held within the scope of the summit, Duran said that they held the summit this year around the theme of “Breakage in the International System: Crises, Narratives and the Search for Order”, which reflects the spirit of the time.
Stating that at the summit, they will discuss both the technical dimensions of strategic communication, the multidimensional crises in the international system and the narratives that deepen these crises, Duran said, “As it is known, we are now past the process of erosion of the international order established after the Second World War. After this process, we are entering a new world that we do not know exactly what shape it will take. In Wallerstein’s famous words, ‘We are at the end of the world as we know it.’ “This transformation, which once found its place mostly in academic predictions and futuristic narratives, is now before us all as a concrete reality.” he said.
Duran noted that uncertainty and insecurity prevail in today’s world, and double standards have become so visible that they can no longer be hidden, and that this situation points not only to a temporary fluctuation but to a deeper and structural transformation, and said:
“Today, the monsters pointed out by Gramsci tend to mobilize military, economic and technological tools to achieve even their simplest interests without needing any apological justification. As a natural result of this tendency, compromise and diplomacy are gradually being pushed into the background in the international system, and the use of force is becoming the primary tool. These actors now prefer to resolve their disputes by fighting and suppress their internal issues through armed suppression methods. The understanding of security has hardened in the same direction, with threat discourses, preventive war doctrines and Continuous crisis production has become the basic tools of this approach. The most striking reflection of this transformation is seen in the field of norms and values.
We are in a period where genocides, which were said to be “never again” after the Second World War, are taking place virtually on live broadcasts today, and attempts to gain territory by using force are expressed openly and recklessly. This situation has caused a group of countries that systematically apply double standards to not only erode the moral superiority they claim, but also to lose it to a large extent. The same countries further deepen this contradiction by trivializing Islamophobic and racist discourses within their own borders. “This contradictory and hardening environment produces devastating effects not only at the global level but also in regional dynamics.”

“IN THE AGE OF DISINFORMATION, NOT ONLY INFORMATION BUT ALSO THE TRUTH IS SYSTEMATICALLY ERASED”
Director of Communications Duran stated that regional destabilizing countries and actors are poisoning life for all parties in the geographies they are in, and that aggressive policies that are directionless, targetless and endless, like a cancer cell, are being presented as a new strategic equation.
Pointing out that this situation not only deepens the current instability but also makes the uncertainty about the future permanent, Duran said, “What happened in Gaza is the most striking example of this. International law was not implemented in the face of Israel’s genocide, and the global system unfortunately remained silent in the face of the massacre of civilians. In this process, the Western mainstream media followed a line that concealed the truth, veiled the aggression and produced one-sided narratives. While the murder of children was ignored, a new basis of perception began to be built through distorted narratives.” “This situation is not only a political failure, but also a deep moral collapse.” made his assessment.
At this point, Duran pointed out that the technological transformation process further aggravates the impact of the crisis and said, “Artificial intelligence, algorithms and digital manipulation tools sometimes make what is happening invisible and sometimes distort reality and cause it to be perceived in completely different ways. While the international community has not yet digested the speed of the information age, we are now faced with a much more destructive phase; the age of disinformation. In this new phase, not only information but also the truth itself is systematically eroded and reshaped.” he said.

“WE WILL CONTINUE TO INSISTANTLY MAINTAIN AN APPROACH THAT PRIORITIZES DIPLOMACY AND DIALOGUE”
Reminding that Türkiye predicted the loss of altitude of the international order and the normative collapse in this field long ago and has repeatedly made strong warnings in this direction, Duran continued his words as follows:
“To give an example, Turkey predicted the upcoming systemic crises in Syria and Iraq and made the necessary warnings. In the war in Ukraine, we stated that this issue could not be solved by military means, and therefore we turned to diplomatic engagements. Perhaps most importantly, we understood at a very early period how vital justice is for the world order, with the inspiration we draw from our historical roots. Our President, Mr. Recep Tayyip Erdoğan, said ‘A more just world is possible.’ His call was the strongest expression of our warnings and demand for global justice and was a very important call to the world. As Türkiye, we have demonstrated our own unique approaches and models at every point where the global crisis has become chronic. We have strived to find solutions to the upcoming crises and conflicts, first in our region and then on a global scale, and we still continue to do so. This effort of ours is not only a diplomatic reflex, but also a reflection of our historical sense of responsibility and our multidimensional understanding of foreign policy. In an age where conventional wars are on the agenda again and power competition becomes harsher, we will of course continue to insist on an approach that prioritizes diplomacy and dialogue. “We will continue to build bridges between the parties, keep communication channels open and contribute to the peaceful resolution of disputes by effectively using mediation and facilitation mechanisms.”
Duran stated that the steps they took in this direction played a preventive role not only in times of crisis, but also in periods when some crises had just sprouted, and said, “The intense diplomatic efforts we made to prevent the war that broke out right next to us from ever starting and the initiatives we continued today to ensure a ceasefire were the most important indicators of this attitude. This attitude was greatly appreciated first in our environment and then in different geographies of the world.” he said.
Emphasizing that Türkiye has become a brand that prefers to position itself on the side of peace, stability and humanity, rather than on the side of one of the parties in the face of any crisis, Duran said that for this reason, they have created one of the rare grounds where even actors with different views and conflicts of interest can meet around the same table.
“WE INVITE THE INTERNATIONAL COMMUNITY TO STAND BY THE TRUTH”
Director of Communications Burhanettin Duran stated that they continue their struggle not only in the field or at the diplomatic tables, but also in the protection and defense of the truth with determination, and reminded that President Erdoğan has constantly warned the society against systematic attacks carried out through disinformation, perception management and information pollution since the early days of social media and digital journalism, and drew attention to the risks of this new communication age.
Stating that Turkey has adopted the protection of the truth not as a choice but as a clear responsibility and duty in this period, which is described as the age of disinformation, Duran said, “Because we know that information is not only a means of communication, but also one of the basic elements of social peace, political stability and global justice. In this regard, we see that not only states, but also technology companies operating on a global scale can sometimes pave the way for the spread of manipulative and provocative content with profit-oriented approaches. Such content not only creates instant perceptions, “It produces results that damage the social fabric of societies, deepen political polarization and shake economic balances. Therefore, we invite the international community and all stakeholders to stand by the truth and take a more resistant and conscious stance against unverified information. The crises and conflicts experienced in recent years have once again clearly demonstrated how vital this struggle is.” he said.

Stating that they will discuss the communication opportunities and limits of the age at STRATCOM meetings, Duran said:
“Communication has a wide area of influence ranging from media to digital, from culture to public diplomacy. Those who manage this field determine not only our agenda, but also the future. In this context, as the Directorate of Communications, we see building a communication ecosystem based on accurate, confirmed and reliable information as our main priority. Today, it is necessary to state this very clearly, in the age we live in, strategic communication, conflict areas and crises cannot be considered separately from each other. The information produced is becoming a direct element of power and a field of competition, instead of being just information. Nowadays, threats are “It is entering our world with new trends, not with tanks, and it advances with manipulation, not with bullets. Therefore, in the new security architecture, protecting the truth is at least as critical a responsibility as protecting the physical borders. For this reason, I would like to reiterate that disinformation is not a communication problem, but a direct national and even global threat. The duty of states is to establish a trust-based order instead of the chaos created by disinformation. We have to protect and strengthen a state mind that manages information and determines our future.”
Duran explained that they have identified thousands of misleading contents and informed the public so far with the Center for Combating Disinformation, which they established in 2022 for this purpose, and that they have prepared 202 disinformation bulletins and 2 almanacs and made them available to the national and international public in 10 different languages.
Pointing out that the fight against disinformation brings up the determination of an applicable ethical framework as an extremely vital issue, Duran stated that they are carrying out joint work with national and international media organizations, journalists, communication academy and non-governmental organizations in this direction.
Emphasizing that the justice to be established in the field of communication will be one of the strongest guarantees of the reconstruction of global peace, trust and stability, Duran added that he believes that the STRATCOM 2026 Summit will lead to strong and permanent outcomes in this direction.

Stating that there are relations between Turkey and Bulgaria in the field of energy that are expanding, diversifying and deepening every year, Fidan said, “Turkish Petroleum is starting oil and natural gas exploration in the Han Tervel field, located in Bulgaria’s exclusive economic zone, this year.” he said.
Fidan emphasized that the “Memorandum of Understanding on Cooperation in the Field of Green Electricity Transmission and Trade”, signed in Baku in 2025 with the participation of Azerbaijan and Georgia, is important in terms of energy supply security and said, “Our strengthened cooperation in the fields of energy and transportation is directly reflected in our bilateral trade. “In 2025, our trade volume has exceeded 8.4 billion euros,” he said.
Reminding the “5th Balkan Forum” to be held tomorrow, Fidan said, “We hope that this valuable forum will contribute to our economic cooperation.” he said.
Fidan said that the permanence of economic gains is only possible by strengthening regional security uncompromisingly and said, “With this understanding, we comprehensively evaluated regional issues, especially Black Sea security and developments in the Middle East, in our meetings.” he said.
Pointing out that while military relations with Bulgaria are being deepened within NATO and at the bilateral level, concrete steps have been taken in the context of regional developments, Fidan said, “The Black Sea Mine Countermeasures Task Group, which we established with Bulgaria and Romania, undertakes an important mission in the Black Sea in establishing navigation safety. We are determined to further the activities of the task group we currently command.” he said.
“IT IS CLEAR THAT A EUROPEAN ARCHITECTURE WHERE Türkiye DOES NOT TAKE THE PLACE IT DESERVES WILL REMAIN INCOMPLETE AND ITS CAPACITY TO DEAL WITH CRISIS WILL BE WEAK.”
Fidan emphasized that the long-term guarantee of Black Sea security is the end of the Russia-Ukraine War and said:
“We see the testing of peace between Russia and Ukraine as essential for the peace of our region. As Turkey, we will continue to provide our active support to the parties in this direction. Our expectation is to reach a permanent and fair peace based on international law as soon as possible.”
Fidan stated that the multidimensional crises shaking the region and the world clearly reveal the strategic and indispensable nature of Türkiye-European Union (EU) relations and continued as follows:
“It is clear that a European architecture in which Türkiye does not take its rightful place will be incomplete and its capacity to cope with crises will be weakened. The economic future of the EU depends on increasing its competitiveness, strengthening its resilience and being able to re-establish supply chains in its nearby geography. In this context, deepening economic integration with Turkey is a strategic necessity for the EU.”
Fidan emphasized that it is essential that the EU’s defense and security initiatives are carried out with an inclusive approach that includes Türkiye, which is a strong NATO ally and contributes to the security of Europe, and said, “In this context, we also appreciate the valuable support provided by Bulgaria to Türkiye’s EU membership process.” he said.
Minister of Foreign Affairs Hakan Fidan, regarding the attacks that have resumed between the USA and Iran and pose the risk of escalation, said, “We recommend that the parties stop their mutual attacks and attacks as soon as possible, return to the negotiation table and finish the text that they are close to finishing. Stating that “a tremendous cooperation activity” continues in many areas from energy security to connectivity, tourism, education, technological cooperation and infrastructure investments, Fidan said, “These are not potential, but existing and realized areas and it is necessary to move them further.” he said.
“I THINK THERE IS A GREAT AREA OF OPPORTUNITY WITH THE GOVERNMENT FOUNDED BY RADEV”
Fidan stated that the consecutive elections held in Bulgaria caused political instability and that due to this situation, not much investment could be made in long-term projects, and that despite this, they continued to cooperate with the Bulgarian authorities as much as they could.
Pointing out that after the last elections, a new government was established in Bulgaria under the Prime Ministership of Rumen Radev and that this government brought political stability, Fidan said, “With the continuity that will continue, I believe that the will that exists between the two countries can be brought to life more easily with concrete projects. Therefore, I think that there is a great opportunity between the two countries right now with the government established by Mr. Radev.” he said.
US-IRAN NEGOTIATIONS
Regarding the negotiations between Iran and the USA, Fidan stated that everyone has a widespread opinion that an agreement will be reached.
Fidan said that they are in constant contact with the parties, but that the mutual attacks that started two days ago carry a risk of escalation and said, “So this really worries us. We recommend that the parties stop their mutual attacks and attacks as soon as possible, return to the negotiation table and finish the text that they are close to finishing. Our work and efforts are in this direction.” he said.
Underlining that escalation of the war, increasing tension, and returning to an all-out war environment are of no benefit to anyone, Fidan said, “No matter how difficult it is, no matter how nerve-consuming it is, there should be a goal to carry the negotiations to the final point, they should end this. Our advice is in this direction.” he said.
Fidan answered a journalist’s question regarding the negotiations between Türkiye and Bulgaria regarding the Pipeline Petroleum Transportation Joint Stock Company (BOTAŞ).
Stating that this issue was discussed by the technical teams of the energy ministries of the two countries, Fidan said:
“There is a much greater potential for energy cooperation between Turkey and Bulgaria. Both in terms of energy connectivity, making new energy investments and jointly implementing them. Among these, I believe that this problem will be solved more easily. Sincere searches and efforts on this issue are being carried out by our relevant authorities. Our President also has an instruction to ‘finish this issue now, solve it’. Hopefully, a solution will be found soon.”

Pointing out that digital platforms track users’ preferences and behaviors in detail by analyzing their internet data, Büyükgümüş said that the basic approach here is an attempt by a very small minority to dominate the entire world.
Stating that the technology companies mentioned have a value chain much larger than the economies of the countries, Büyükgümüş said, “So we are talking about an economy worth trillions of dollars.” he said.
“WE NEED TO BRING A MAIN FRAMEWORK TO THIS ECONOMY”
Emphasizing that one of the most important topics that will take a stand against this and take a strong stance is “digital copyright”, Büyükgümüş stated that the information and analyzes produced by journalists are accessed through the search engines that index them, and that the efforts of the people who produce the information are not rewarded here.
Ahmet Büyükgümüş pointed out that artificial intelligence applications that process the information produced and transform it into other information or services have been added to this situation.
“Just as our President says ‘The world is bigger than five’, the efforts of journalists, academics and all intellectual workers who produce knowledge are bigger than five big technology companies.” Büyükgümüş said:
“For this reason, we must implement a Digital Service Law in a much more comprehensive way, just like the EU countries. I express this as a former member of parliament who served on the Digital Mediums Commission. There is a very serious work here. Our Directorate of Communications has both statements and important studies. We need to bring a main framework to this economy, which takes the information produced by journalists, cultural people, and intellectual workers with artificial intelligence, search engines, and information indexing and turns it into a consumption object.
We need to create a model that shares the income generated here with intellectual workers themselves, journalists, press organizations and federations, just like in EU countries. This step we will take should not be limited to Türkiye. Because we are 85 million people after all, we consume these in Turkish. Therefore, the will and market size we will put forward against these digital hegemons will be greater in our resources. That’s why we all need to lobby to reach a common culture of solidarity with these countries, especially in the platforms where we come together with our friendly and brotherly countries and the countries that act with us in this field, as well as in international meetings, as cultural people and journalists.”
“WE NEED TO CREATE NEW PLATFORM APPROACHES THAT OPPOSE THIS ORDER”
Büyükgümüş stated that journalists and cultural people all over the world today suffer from the same problem, the same colonial understanding of the information economy.
Reminding that some content related to Gaza was removed on social media platforms and that US President Donald Trump’s social media account was suspended during the election period, Büyükgümüş continued his speech as follows:
“Whether you are the American President, an activist, a journalist or a member of parliament, when you say the words that will please the digital economies, you have a response in this field; otherwise, you have nothing. That is why we need to stand against this order at every stage with its legal dimensions, political dimensions and field practices. We need to produce new platform approaches that oppose this order from Türkiye and our friendly and brother countries. I believe that the NSosyal initiative, in which I work as a volunteer, is very respectable in this sense. With your contributions and the contributions of the discussions here, we need to develop such initiatives. “We need to produce an order that is more fair, more accountable and more transparent, not one that includes all kinds of perversions from pornography culture to LGBT, but one in which people can express their ideas and feelings on a much healthier platform. Otherwise, you will be faced with an order in which hearts, minds, politics, culture, everything related to humanity, society and democracy are corrupted, dissolved, and their ground and meaning disappear. These events show us that we need to lead a global movement, not just individually, not just as Turkey.”
“WE SHOULD PUT OUR BEST EFFORT TO DESTROY THIS TROLL MENTALITY”
Referring to the Istanbul-based corruption investigations and the recent discussions within the CHP party, Büyükgümüş said, “No aspect of this process concerns us. Neither our nation nor we have such an agenda. Their internal struggle for profit, their struggle for seats, and their efforts to satisfy their desires and desires by using public resources concern them.” made his assessment.
Explaining that the parties within the CHP accuse each other of establishing “digital troll armies”, Büyükgümüş said, “If they target people’s likes, thoughts, ideas and hearts by feeding them with troll minds and creating digital algorithms in order to make profit, to fight for seats within the party and to take politics in Türkiye hostage, then there will be neither democracy nor politics left in it. Nor will all these areas remain far from creating an idea of order for the future of the country and a future perspective. That’s why we express here that this is what is revealed.” “The scum, this wrong order that has been exposed, provides an important sign for all of us to reconsider all these approaches.” he said.
Expressing that this should be strongly opposed, Büyükgümüş said, “Therefore, each of us should put forth our best efforts to eliminate this troll mentality in the press community, politics, culture and commercial life.” he said.
Altındağ Mayor Veysel Tiryaki stated that they were pleased to host the symposium and said that digital media has problems as well as benefits.
Sinan Burhan, Chairman of the Turkish Press Federation and President of the Anatolian Publishers Association, stated that with the spread of digital media, copyright issues have become more complicated and advertising revenues are largely directed to digital platforms, and that new regulations should be made for these media.
