PROMISES ARE IN THE VIDEO, RAILS ARE ON PAPER
Ankara Metropolitan Municipality (ABB) announced that the tender process for 4 new metro lines with a total length of 44 kilometers has started with its latest promotional video. However, the technical data obtained confirmed that most of these lines are still at the “dream” stage. It was understood that the Yavaş administration, which could not add even a single centimeter of metro line to Ankara during the 7 years it was in office, could not concretize the projects even in the financing phase, let alone the tender phase.

BEHIND THE SCENES OF THE GOOD NEWS: NO FINANCING, INVESTMENT PROGRAM UNCERTAIN
The 4 new line projects that the municipal government presented to the public by saying “the tender process is starting” indicate a major deadlock when compared to technical and financial realities. It has been revealed that huge projects of approximately 28 kilometers, especially the M5 Kızılay-Dikmen and M6 Çayyolu-Sincan Connection Line, have not even been included in the official investment program of the state yet. The “approved investment program” and “ready financing” criteria, which are the most basic conditions required for a project to be tendered, have not yet been met for these lines.

Although the municipality stated that its search for resources continues, the fact that there is not a single external loan currently provided weakens the possibility of the projects being implemented in the near future. On the other hand, only 2026 is indicated for the M2 Koru-Yaşamkent-Bağlıca extension, which is the only line included in the investment program. However, the fact that there is a “foreign loan” requirement for this line and the fact that a concrete financing approval has not yet been received proves that the good news given cannot go beyond a “declaration of intent” to console the people of the Capital. In short; There is neither a budget nor a legal basis for approval behind the magnificent subway videos presented to the people of Ankara.

TECHNICAL APPROVAL DOES NOT MEAN “TENDERING STARTS”
The fact that its slow management presents the “technical approvals” of the Ministry of Transport, which every municipality routinely receives, as a finalized investment is interpreted as “perception management”. Experts say technical approval is only a preliminary stage; It reminds us that it is not legally and financially possible to tender projects that do not have financing and are not included in the investment program.
SILENCE PREVAILS ON THE DİKİMEVİ-NATOYOLU LINE
The situation is no different for the 7.43 kilometer Dikimevi-Natoyolu line, the foundations of which were laid with large advertising campaigns. Despite the passage of time, no concrete progress has been made in the project, which had a loan 3 years ago and whose tender was completed last year. The fact that the project, which was presented with the promise of “transportation to the east of Ankara”, is at a standstill increases criticism of the municipality’s enforcement capacity.

THERE IS ANIMATION FOR 7 YEARS, NO METRO
Ankara Metropolitan Municipality Mayor Mansur Yavaş’s metro report card is heavy not only with lines that could not be built, but also with promises that were not kept. Yavaş, who gave good news to the people of the capital by saying “I will complete the Mamak metro during my term of office” before the 2019 elections, promised that the project would be accelerated at the parliamentary meeting in 2020, but no concrete progress had been made on the Dikimevi-Natoyolu line in the past 7 years.
Not only the underground lines, but also the monorail systems promised for university campuses such as METU, Bilkent and Hacettepe, and the light rail system projects promised to non-metro areas were virtually shelved. What remains from the 60 kilometer huge set of promises; While stations with leaking ceilings, escalators that cannot be repaired for months and trains that frequently break down remain, Ankara residents now expect to see real work on the rails instead of animation videos.
Mansur Yavaş, who took office with the promise of 60 kilometers, failed in the rail system moves that would move the capital’s transportation forward in the past 7 years. While the people of Ankara are entertained with animation videos and “we are looking for a loan” statements that are renewed every year, the city’s traffic problem continues to become chronic day by day.

WHO IS SERDAR MUTTA?
He was born on January 1, 1974 in Kırıkhan/Hatay. He graduated from Kırıkhan High School, and after graduating from Istanbul University Faculty of Law in 1995, he did his military service as a Military Judge in Konak/Izmir.
MUTTA, who started his career as a candidate judge in Beyoğlu/Istanbul; He served as Hüyük, Uzundere, Türkoğlu Judgeships and Justice Inspector, Ministry of Justice Personnel Department Head, Enforcement and Bankruptcy Services Department Head, HSYK Deputy Secretary General and High Advisor to the Ministry of Justice, respectively.
MUTTA, who was elected as a member of the Supreme Court of Appeals on July 16, 2018, was continuing his duty as a member of the Twelfth Civil Chamber of the Supreme Court of Appeals.
He completed his master’s degree with his thesis titled “Supervision of the Administration and Ombudsman System” at Istanbul University Institute of Social Sciences, Department of Public Law, on March 7, 2001, and completed his PhD study with his thesis titled “Judicial Control in Criminal Procedure Law” at the Near East University Graduate Education Institute, Department of Public Law, on June 5, 2021. He speaks English and his work titled Supervision of Administration and Ombudsman System has been published in Kazancı Publications. He is married and the father of four children.

Minister Gürlek met with Çağla Tuğaltay’s family!
According to the statement made by the Ministry, Minister of Justice Akın Gürlek met with Tuğaltay’s mother Gülnur Saygı Tuğaltay, her older brother İlker Tuğaltay and the family’s lawyers at the Ministry of Justice. “DNA OF THE 12 PEOPLE WHO ENTERED THE BUILDING WILL BE EXAMINED”
Gürlek stated that the Chief Public Prosecutor’s Office found it appropriate to make a “fethi grave” for the 4 people who were suspected of Çağla Tuğaltay’s murder and lost their lives, upon the request of the family, and also stated that DNA samples could be taken for new suspects. Gürlek stated that the DNA analysis of the 12 people who entered the building later would be conducted, and that the homicide bureau teams at the time would be interviewed and the investigation authorities would evaluate whether they had any other evidence. Referring to the newly established Unsolved Crimes Investigation Department, Gürlek said:
“We are not an investigation authority, we do not have the authority to give instructions to judges and prosecutors. Our friends are professionals in this field, our friends in the unit we established, the general manager, the deputy general manager and the head of department, are professionals. We look at it from a different perspective. In order to accelerate and resolve the process, we investigate what kind of technical opportunities we have at all institutions of the state and ensure that the relevant institutions are put at the service of the investigation authorities. Antalya Metropolitan Municipality Secretary General Cansel Tuncer was arrested
By Antalya Chief Public Prosecutor’s Office; A detention order was issued for 34 suspects, including business people, within the scope of the investigation against ANSET, a subsidiary of Antalya Metropolitan Municipality, which undertakes organizations such as the Golden Orange Film Festival and the Piano Festival. 27 of 34 suspects were detained. It was reported that 2 of the suspects were in prison, 2 were abroad, and efforts were continuing to capture 3 of them.
14 of the 27 suspects who were referred to the courthouse on Sunday after their procedures at the police station were arrested. While 11 of the suspects were released, a judicial control order was issued for 2 of them. Cansel Tuncer, who was among the suspects for whom the detention order was issued, was discharged yesterday after his treatment at Akdeniz University Hospital, where he was hospitalized due to health problems. Tuncer, who was detained, was taken to the police headquarters to be questioned. Cansel Tuncer was sent to the courthouse after her procedures at the police station.
