“WESTERN-CENTERED UNDERSTANDING CANNOT SOLVE THE CRISIS”

Sharing the declaration of “Science diplomacy for regional stability” with the public, Prof. Dr. Zekeriya Kurşun said, “The destruction experienced in Gaza, the weakening of the regional security architecture, the pressures on the energy corridors, foreign interventions and the uncertainties in the international system clearly show that the peace, security and prosperity of our region cannot be entrusted only to exocentric structures. Under these conditions, it is inevitable for the countries of the region to build a new basis of cooperation based on their own historical, cultural, scientific and civilizational accumulation. At a time when the Western-centered international order is having difficulty in producing permanent solutions to regional crises, a new regionalism under the leadership of Türkiye.” “Turkey is one of the natural carriers of this process, thanks to its Islamic civilization heritage, historical and cultural ties with the Turkish world, modern science and higher education capacity, development in the defense industry, diplomatic experience and strong relations with regional institutions. In this context, science is not only a technical activity but also a strategic diplomacy tool that produces common concepts that build trust among the countries of the region, contributing to preventing crises and supporting long-term stability.”

“SCIENCE ATTACHES SHOULD BE ESTABLISHED”

Listing the suggestions of the “Science diplomacy for regional stability” declaration, Prof. Dr. Zekeriya Kurşun said, “A permanent scientific studies commission should be established. A permanent scientific commission should be established, which will ensure the production of common concepts, common thoughts and common policies among the countries with the support of the regional institutions with which Türkiye is affiliated. This commission should develop region-specific conceptual frameworks in the fields of social sciences, philosophy, international relations, security, education and technology. Science attachés should be established in the countries of the region. Science attachés who will work within embassies and consulates should establish connections between universities, research institutions, scientists and technology centers, and develop joint projects. “It should encourage and make scientific developments a part of diplomatic cooperation. Institutional collaborations among research institutions should be increased. Joint funding mechanisms, research programs and multilateral scientific projects should be developed between TÜBİTAK, HÜSEN, TÜBA and similar institutions and equivalent research and research institutions in the countries of the region.”

“REGIONAL SECURITY”

Kurşun said, “Joint research centers should be established in priority areas. Inter-university collaborations should be strengthened. Joint graduate programs, joint institutes, academician exchange programs and joint research projects should be supported among regional universities. Common data pools should be created. Secure, standardized and accessible common data infrastructures should be established between the countries of the region in areas such as earthquake, energy, climate, health, water and food security. These data should be used for speed management, early warning systems, scientific research and accurate informing of the public. Student exchange programs should be made more effective.” Mevlana, Orhun and similar exchange programs should be made more accessible, balanced and thematic. Special student and academician mobility programs should be established in areas such as earthquake, energy, health, climate, water and food security. Stronger ties should be maintained with international students studying in Türkiye after graduation. Joint R&D networks should be established among the countries in the region in the fields of cyber security, unmanned systems, satellite and navigation technologies, radar, electronic warfare, strategic materials and artificial intelligence-supported security applications. “It should not be seen as an arms race, but as an effort to secure the region’s security in its own scientific and technological capacity,” he said.

“INCREASING THE NUMBER OF FOREIGN STUDENTS TO 1 MILLION SHOULD BE EVERYONE’S CONCERNS”

Speaking at the program, Necmeddin Bilal Erdoğan, Chairman of the Board of Trustees of the Science Dissemination Foundation, said, “As the Science Dissemination Awards, we have brought our Science Dissemination Awards to this day, with 14 awards after 4 awards, considering that it is our duty to both encourage, reward and encourage Türkiye to become a stronger player in the competition we are in in the world for the benefit of humanity, in order to raise the level of academic studies in the world. Approximately 350 in Türkiye. We have a thousand foreign students. Turkey currently provides scholarships to only 15 thousand of them. The rest come with their own means. Therefore, if someone is trying to distort perceptions about international students in Türkiye and create public opinion against them, they are betraying our nation. Or he acts as someone else’s tool. In this regard, the rapid increase in the number of international students in Türkiye to 1 million should be a concern for our entire nation. These students become business people, opinion leaders, politicians and decision makers. This increases Türkiye’s effectiveness in the African part. Who don’t want this? We know them too. Türkiye has the potential to generate at least as much income as tourism through health and education. Our hospital and healthcare infrastructure is very strong. Our education infrastructure and quality are very strong. “I think we should see these as opportunities,” he said.

Around the Presidential Complex – ATO Congresium, Presidential Boulevard, Alparslan Türkeş Street, Muhsin Yazıcıoğlu Street, Bestepe Street, Söğütözü Street, Martyr Teacher Şenay Aybüke Yalçın Street and 2169 and 2170 streets will be closed to traffic. 286th Street and 350th Street will be closed around the Alegria Business Hotel. 173rd Street, 171st Street and 172nd Street will be closed around the Crowne Plaza Hotel. “Our citizens will be able to earn an incentive fee of 1 lira for each suitable packaging by delivering plastic, glass and aluminum beverage packaging with the DOA logo to deposit return machines or manual return points.” Öztürk said, “In order to support the fair and sustainable functioning of the system for individual returns, we have determined 200 packages as a daily upper limit. The incentive fee will be transferred to the DOA wallet. Our citizens will be able to transfer their accumulated balances to their bank accounts, withdraw them from ATMs or use them for shopping.” he said.

Öztürk stated that the system consists of 3 phases and that they tested the 1st phase with a pilot application in Sakarya last year and said, “We are moving to the 2nd phase, that is, the national integration process. The DOA system has now reached the level to be implemented in 81 provinces and 973 districts. The 3rd and last phase will be the full dissemination period.” he said.

Pointing out that their goal is to transform the system into a permanent structure that can be easily accessed by citizens working at the same standards in every corner of Türkiye, Öztürk said:

“Every year, approximately 25 billion beverage packages become waste. When these packages are brought together, they create a volume that would cover approximately 100 thousand football fields. In other words, enough plastic, glass and aluminum packaging to fill approximately 100 thousand football fields are released into nature every year. We are implementing one of the world’s largest warehouse management systems to change this situation.”

Öztürk stated that within a year, they will put into service at least one deposit return point that citizens can easily reach in every neighborhood of Türkiye and said, “We will also continue to support our businesses in this process. While the number of deposit return machines increases, we will also provide the necessary field equipment to manual return points and ensure their strong participation in the system.” He made a statement.

Stating that while markets, supermarkets, grocery stores and kiosks serve as return points for citizens, hotels, restaurants and cafes make a significant contribution to the recycling chain by bringing their own packaging into the system, Öztürk said, “I would like to underline the role of our hotel, restaurant and cafe businesses. Approximately 65 percent of the 25 billion packages we mentioned are in our hotels, restaurants and cafes. Therefore, every packaging collected in these businesses will directly contribute to our recycling and recovery targets. “We will ensure that the quality recycled raw materials needed by our industry are met at a higher rate domestically and accelerate and strengthen the circular economy. The economic impact of this transformation is also extremely important. We foresee an annual decrease of 35 to 40 percent in beverage packaging raw material imports. This development will positively affect production costs and make a significant contribution to reducing the trade deficit, which will reduce foreign dependency. We foresee that the DOA system will bring an annual economic value of approximately 30 billion lira to the Turkish economy. In the next 20-30 years.” “We expect the system to create employment for 20 thousand people.”
