Serious accusation from Melih Gökçek to Mansur Yavaş! Allegation of unpaid tender: Irregularities are being tried to be covered up
The Hıdırlıktepe crisis has now been added to the non-running water, unresolved traffic and unfinished projects in Ankara. Court of Accounts reports revealed that Ankara Metropolitan Municipality, under the management of Mansur Yavaş, could not make concrete progress despite spending billions of liras on the Hıdırlıktepe Recreation Area and Thanksgiving Monument project. Former ABB President Melih Gökçek argued that 2.2 billion TL was spent for the two towers at today’s market rate, works were carried out without tender, prices were inflated up to 11 times and irregularities were tried to be covered up with the ‘for free’ tender method.

COURT OF ACCOUNT REPORT: THERE IS EXPENDITURE, NO WORK
The Court of Accounts report regarding the project contains findings that raise serious questions for the management of Ankara Metropolitan Municipality. According to the report, approximately 2 billion TL was paid for the two towers within the scope of the Thanksgiving Monument in Hıdırlıktepe. However, the expenses did not end there.
Court of Accounts auditors determined that the municipality purchased 3 thousand 750 TL per cubic meter of concrete, which was 2 thousand 70 TL in the market in the same period. It was reflected in the report that up to 8 times more was paid per meter for the equipment used in direct concrete foundations, and that the process for renting drilling machines, whose market price was 700-1000 TL, was carried out for approximately 8 thousand TL per meter.

GÖKÇEK: “TENDER TITLE, ADVANTAGE, A DISGRACE OF BAD COST”
Former Ankara Metropolitan Municipality Mayor Melih Gökçek pointed to the Court of Accounts report and directed harsh criticism to the Mansur Yavaş administration. Gökçek said in his statement:
“According to the Court of Accounts report, 2 billion 200 million liras were spent on the Thanksgiving Monument in Hıdırlıktepe at today’s market rate. Two towers were erected. The cost of these towers alone is 1 billion 70 million liras. These are not my inventions, it is written in the Court of Accounts report.” “Mansur Yavaş came out before the election and said, ‘This monument will be completed on the 100th anniversary of the Republic.’ He tweeted and announced on the municipality’s website, ‘We started building the monument.’ But you look at the Court of Accounts report, there was not even a tender at that time. The tender was made at the end of 2024, and the price was 1 billion 635 million liras. Everything is in the report with its date and figure.”
Gökçek argued that 15 separate tenders were made between the Department of Environment and PORTAŞ in the project without a protocol, and that the prices were inflated up to 11 times in some items, and that the difference detected by the Court of Accounts alone was 189 million TL. “Works that cost 600-700 liras per meter in the market were done for 7 thousand liras. There is a difference of 40 million liras in just one item. In total, the difference determined by the Court of Accounts is 189 million liras. Money was paid for works that were not done. It is not clear where this money went.”

“BAD COST” TENDER CLAIM: “IRREGULATORIES ARE WANTED TO BE COVERED”
Melih Gökçek claimed that Mansur Yavaş panicked after the Court of Accounts reports and the investigation process, and therefore an attempt was made to cover up past expenses through a new tender.
Gökçek drew attention to the new tender held on January 8 and said:
“Mansur thought about how to get out of this job. On the 8th of the month, he made a new tender for 1500 houses and awarded it with a 29% reduction. But the real bomb is hidden in the specification. It is clearly written in the specification: ‘The recreation area and monument in Hıdırlıktepe will be built for a fee by the company that won the tender.’ So it’s free, free of charge. Why even the price? Because he paid money for work he had not done before. Now they’re trying to shut it down. This is the ultimate disgrace. “It is the epitome of treason and tender rigging.”
Touching on the competitive conditions of the tender, Gökçek stated that three companies entered the tender with ridiculous discounts and said that this was collusion and said, “Can there be a tender with 29%? Three companies enter, one discounts a thousand liras, one discounts 750 liras, the other discounts 500 liras. These things are not normal.”

INVESTIGATION IS ON THE AGENDA
Gökçek stated that prosecutors started examining the file upon Osman Gökçek’s complaint and stated that the process also had a judicial dimension. The lifeless body of Narin Güran, who disappeared on August 21, 2024 in the rural Tavşantepe District of Bağlar district, was found in a sack in the stream bed on September 8, on the 19th day of the search, covered with 3 stones weighing 30, 25 and 20 kilograms and hidden by bushes. During the investigation into Narin’s death, a lawsuit was filed at Diyarbakır 8th High Criminal Court against her uncle Salim Güran, her mother Yüksel Güran, her older brother Enes Güran and their neighbor Nevzat Bahtiyar, who was determined to have taken Narin’s lifeless body to the creek area in a red vehicle from the security camera footage.
Aggravated life imprisonment was requested for uncle Salim Güran, mother Yüksel Güran and elder brother Enes Güran, whose vehicle contained Narin’s DNA and hair sample, along with their neighbor Nevzat Bahtiyar, for the crime of ‘intentional murder of a child in participation’. In his statement after he was taken into custody, Nevzat Bahtiyar claimed that he did not kill Narin, but only carried her lifeless body to the stream and hid it. In the second hearing of the case held on December 28, 2024, the court sentenced Salim, Yüksel and Enes Güran to aggravated life imprisonment for the crime of “intentional murder of a child in the event of participation”, and Nevzat Bahtiyar was sentenced to 4.5 years in prison for the crime of “destroying, concealing or altering criminal evidence”.
APPEAL APPROVED THE PENALTIES BY MAJORITY VOTE

Şuranur Sevgi Kazıcı’s family, Minister of Justice Akın Gürlek, her relatives, the people of the neighborhood and hundreds of citizens attended the funeral ceremony.

Father Cevdet Yeşil said, “We are very sorry that Adnan is our only child. Our child was a hard-working, successful child. He was in the fifth grade. He wanted to study in this school very much. That school was a successful school, it had good teachers. We did not disappoint him, we enrolled him in that school. Again, it was routine, as usual, he got on the bus at 12 noon. It was already lunch, fifth graders. Then, around 2-2:30, they said there was a conflict at the school. So we went hastily. Unfortunately, it was time.” We searched for our son until 5 o’clock. Somehow, the police reached us. We went to the hospital and found out that our son had passed away.
He was in the 5th grade at school and came second in the trial exam. They gave him a medal, he was very happy. He loved his late teacher very much, especially his mathematics teacher. The suspect also shoots the mathematics teacher and then martyrs the children. The result is like this. He was successful and hardworking. I had a faithful, honest child who loved his country and his people very much. Even though he was 11 years old, he was very conscious. We are very sorry that we only have one child. May God not let our nation experience such pain again. May he rest in peace. “I hope he will be with our Prophet and have a high rank in heaven,” he said.

In this context, 55 Chief Public Prosecutor’s Offices launched an investigation against 130 account holders and 95 people were detained. Efforts are continuing to capture 35 people, and access to 1,104 social media accounts has been blocked.
In addition, accounts that caused public uneasiness were identified with posts that targeted schools and suggested that attacks would be carried out; In this context, 67 users who targeted 54 schools were detained and legal proceedings are ongoing against them.
