Avrupa içerisindeki bütün ırkçılık, İslam karşıtlığı, yabancı düşmanlığı gibi Avrupa siyasetini rotasından çıkaran gelişmelere rağmen AB mutlaka genişleyerek kendisini korumak mecburiyetindedir. Genişlemeyi düşündükleri zaman ilk görecekleri yer Türkiye’dir.” ifadesini kullandı.

TBMM Başkanı Kurtulmuş, “Yasal mevzuat açık, CHP’nin Genel Başkanı partisinin grup toplantısında konuşma yapabilir, bunu önleyecek madde yok. Buna göre hareket etmek durumundayız” dedi.

Kurtulmuş, Finlandiya ve İsveç’e yönelik resmi ziyaretinin dönüşünde gazetecilerin sorularını yanıtladı.

Finlandiya ve İsveç’in NATO süreçlerinde birtakım gerilimlerin bulunduğunu aktaran Kurtulmuş, NATO’ya girmesinden sonra her iki ülkenin Türkiye ile ilişkilerinde yeni bir dönemin başladığını dile getirdi.

Ziyarete ilişkin değerlendirmelerde bulunan Kurtulmuş, her iki ülkenin meclis başkanının 28-29 Haziran’da İstanbul’da düzenlenecek NATO Parlamenter Zirvesi’ne katılacağını belirtti.

Bir gazetecinin “zirveye NATO ülkelerinin tamamının meclis başkanlarının gelip gelmeyeceğine” yönelik sorusu üzerine Kurtulmuş, 20’nin üzerinde meclis başkanının zirveye katılacağını bildirdiğini, daha zamanın olduğunu ve son ana doğru katılacak meclis başkanı sayısının artacağını söyledi.

İsveç Kralı Carl 16. Gustaf ile görüşmesinin sorulması üzerine Kurtulmuş, çok samimi bir görüşme gerçekleştirdiklerini belirterek, “Yaklaşık 40 dakika sürdü, bu da Türkiye’ye verdiği önemi gösteriyor. Hem ikili ilişkileri hem bölgesel konuları hem Avrupa’nın geleceğiyle ilgili konuları hem de dünyanın geleceğiyle ilgili konuları, özellikle Birleşmiş Milletlerin fonksiyonsuz hale gelmesi gibi başlıkları değerlendirdik. Büyük oranda müşterek fikirlere sahip olduğumuzu gördüm. İyi bir görüşme oldu.” diye konuştu.

Bir gazetecinin, yaptığı ziyaretlerdeki muhataplarına yönelik “Türkiye’nin etrafında ve küresel ölçekte yaşanan krizleri onlar da derinden hissediyor mu?” sorusu üzerine Kurtulmuş, bu konunun İsveç Uluslararası İlişkiler Enstitüsündeki yuvarlak masa toplantısının soru cevap kısmında gündeme geldiğini hatırlattı.

Türkiye’nin şu anda dünyayı yakından ilgilendiren hangi küresel sorun varsa hepsinin fiziki, fikri ve siyasi olarak tam ortasında yer aldığını dile getiren Kurtulmuş, Türkiye’nin, bu sorunların hiçbirine uzak duramayacağını, bigane kalamayacağını vurguladı. Kurtulmuş, bu nedenle ülkelerin, sorunların hepsiyle ilgili Türkiye’nin ne düşündüğünü öğrenmek istediğini söyledi.

Türkiye için dış politikanın sadece belli kurumlar aracılığıyla yapılacak bir iş olmadığını belirten Kurtulmuş, parlamenter diplomasinin öne çıktığını, parlamenter diplomasinin ağırlığını daha fazla artıracaklarını, bu çalışmaların Türkiye için milli bir vazife, zorunluluk olduğunu dile getirdi.

“AVRUPA’NIN ‘BİZ BİZE YETERİZ’ DEME LÜKSÜ KALMAMIŞTIR”

Bir gazetecinin Kurtulmuş’un Finlandiya Cumhurbaşkanı Alexander Stubb ile görüşmesini ve Stubb’ın “AB, üye sayısını 40 ülkeye çıkarmak için çaba göstermeli ve İngiltere, Kanada, Türkiye, Norveç ve İzlanda’yı potansiyel üye adayları olarak göstermelidir.” sözlerini sorması üzerine Kurtulmuş, ABD Başkanı Donald Trump’ın ikinci dönemine başlamasıyla birlikte Avrupa ile Amerika arasında, Avrupa’nın güvenliği konusunda ciddi ihtilafların ortaya çıktığını dile getirdi.

AB’nin yeni perspektiflere ihtiyaç duyduğunu vurgulayan Kurtulmuş, şöyle konuştu:

“Aynı tezleri tekrarlamanın bir anlamı yok. Bunları çok net şekilde, açıklıkla söylüyoruz. Burada Avrupa’nın ‘Biz bize yeteriz.’ deme lüksü kalmamıştır. Avrupa’nın içine kapanma lüksü de kalmamıştır. Avrupa içerisindeki bütün ırkçılık, İslam karşıtlığı, yabancı düşmanlığı gibi Avrupa siyasetini rotasından çıkaran gelişmelere rağmen AB mutlaka genişleyerek kendisini korumak mecburiyetindedir. Genişlemeyi düşündükleri zaman ilk görecekleri yer Türkiye’dir. Finlandiya’da Cumhurbaşkanı Sayın Stubb’ın bunu da açıklıkla kabul ettiğini ve etrafına anlatmaya başladığını da gördüm.”

“Görüşmelerde, Ukrayna konusunda özellikle Trump’ın tavrı Avrupa’da güvensizlik yaratıyor duygusu oluştu mu?” sorusu üzerine Kurtulmuş, ABD-AB ilişkilerine dair görüşlerine hiç kimsenin “Hayır, öyle değil.” demediğini, “Trump’ın özellikle ikinci döneminde Avrupa ile Amerika arasındaki görüş ayrılıkları NATO’yu da etkisizleştiriyor.” cümlesini bilerek kullandığını söyledi.

Türkiye’yi bu ülkelerin ileride vazgeçilmez görme ihtimallerinin olup olmadığının sorulması üzerine Kurtulmuş, “Oraya doğru ilerliyor.” ifadesini kullandı.

Artık ne iki kutuplu ne de tek kutuplu bir dünyanın var olduğunu dile getiren Kurtulmuş, hiçbir ülke, kıta ve bölgenin tek başına dünyayı yönetemeyeceğini, bunun açık bir gerçeklik olduğunu vurguladı.

TBMM Başkanı Kurtulmuş, şöyle konuştu:

“Bu kadar çatışmanın, kavganın ve gürültünün olmasının temel nedenlerinden birisi de bu. Ortaya çıkmaya başlayan ‘çok kutupluluk’ dediğimiz hatta ben bu durumu ‘çok merkezlilik’ kavramının daha doğru ifade ettiğini düşünüyorum, dolayısıyla çok merkezli bir dünyaya doğru gidiyoruz. Batılıların ‘orta güç’ olarak tanımladığı ülkelerin ortaya çıkmakta olduğunu görüyoruz. Hiç şüphesiz Türkiye bunlardan birisi. Jeostratejik önemi, jeokültürel avantajları, tarihi birikimi ve potansiyeli itibarıyla Türkiye bu ülkelerden birisidir. Türkiye birçok ülke tarafından aranılan bir müttefik haline gelecektir.”

“SORUNLARA ÇÖZÜM BULMAKTA AVRUPA KITASININ ÇARESİZ KALDIĞINI DÜŞÜNÜYORUM”

Bir gazetecinin Avrupa’da lider sorununun bulunduğunu belirtmesi ve görüşmelerde Türkiye’nin Sudan’da, Somali’de, Libya’da yaptıklarının görülüp görülmediğine yönelik sorusu üzerine Kurtulmuş, Avrupa’da lider sorununun olduğunu, önemli liderlerin döneminin özellikle Angela Merkel’den sonra sona erdiğini söyledi.

Avrupa siyasetinin kayda değer lider çıkaramadığını dile getiren Kurtulmuş, şöyle devam etti:

“Bu sonucun Avrupa siyasetinin doğasından kaynaklandığını düşünüyorum. Kendi içlerinde politik ihtilafları başarılı bir entegrasyon tecrübesi olan Avrupa Birliği ile belli bir aşamaya kadar getirdiler, siyasi entegrasyonu sağladılar. Avrupa Parlamentosuyla, Avrupa İnsan Hakları Mahkemesi gibi birçok kurumla… Ekonomik açıdan para birliğini büyük oranda temin ettiler. Ama ortak bir savunma gücüne bundan 20 sene evvel sahip olabilselerdi bugün çok köklü bir Avrupa kimliğinden bahsedecektik ve bu kimlik doğal olarak da Avrupa’nın tamamına liderlik yapabilecek siyasi figürleri çıkaracaktı. Bu kadar dağınık ortamda Avrupa’yı kapsayacak kuvvetli bir siyasi figüre de çok ihtiyaçları yok. Çünkü kendi aralarında fikirleri farklılaştı. Daha kötü gelişmeler de oldu.

20 sene evvel Avrupa için düşünülemeyecek birçok çıkış, örneğin aşırı sağın bu kadar yükselmesi, yabancı düşmanlığının ana akım siyasetleri bu kadar etkiler hale gelmesi, İslam düşmanlığının artması aslında Avrupa Birliği ülkelerinin ‘ortak sözlü anayasası’ diyebileceğimiz değerler sisteminde büyük tahribatlara neden oldu. Dolayısıyla hem siyasi birliği gerektirecek siyasal birlik atmosferinde törpülenmeler oldu hem de toplumsal normlarda özellikle aşırı sağ akımlar Avrupa siyasetinin ana gövdesini büyük oranda tahrip etti. Rusya’nın Kırım’ı işgaliyle başlayan süreçte de bir tepki geliştiremedikleri için, sorunlara çözüm bulmakta Avrupa kıtasının çaresiz kaldığını düşünüyorum.”

Avrupa’nın bu tablodan çıkıp çıkamayacağına yönelik soru üzerine Kurtulmuş, “Söylediklerimi zaten kendi aralarında konuşuyorlar. Benim söylediğim kadar açık söylemiyorlar belki ama gidişatın farkındalar ve bu durumdan çıkmak için gayret gösteriyorlar.” dedi.

“BATILI DOSTLARIMIZIN ARTIK BU MAZERETLERİ ESKİSİ GİBİ İFADE ETMEDİKLERİNİ GÖRÜYORUM”

Bir gazetecinin “İsrail’in Lübnan’a, İran’a bu şekilde saldırmasının, Gazze’de bunları yapmasının Avrupa’nın güvenliğini de tehdit edecek hale geldiğini düşünüyorlar mı?” sorusu üzerine Kurtulmuş, Avrupa’nın güvenliğini tehdit edecek bir algının oluştuğunu zannetmediğini ancak bundan 1-2 sene önce Gazze konusunda, Filistin konusunda, İsrail’in saldırganlığı konusunda konuştuklarında “Öyle diyorsunuz ama şunlar da var.” diyerek mazeret üreten Batılı dostların artık bu mazeretleri eskisi gibi ifade etmediklerini söyledi.

TBMM Başkanı Kurtulmuş, şu ifadeleri kullandı:

“Ortada açık bir saldırganlık ve soykırım var. Gazze topraklarında başlayan çok sert bir ‘apartheid’ rejim uygulaması var. Lübnan’da fiili bir işgal var. Bunların hiçbirisinin Amerika ve İsrail’in İran’da başlattığı savaşla uzaktan yakından ilgisi yok. İsrail artık giderek savunulamaz bir ülke konumuna geliyor. Netanyahu ve çetesinin tamamen yalnızlaşacaklarını düşünüyorum.”

Bir gazetecinin, Türkiye’nin savaş ortamında peş peşe barış zirveleri gerçekleştirdiğini, dünya ölçeğinde 5-6 organizasyona ev sahipliği yaptığını belirtmesi üzerine Kurtulmuş, “Ortalama bir Avrupa ülkesi bunlardan bir tanesini bir yılda ancak yapabilir. Bu da Türkiye’nin gücünü gösteriyor, algıyı çok olumlu hale getiriyor. Dışarda yeni bir perspektif sunabilen, bu kadar türbülansın ortasında istikrarı koruyabilen bir ülke olarak Türkiye’nin hem Rusya-Ukrayna hem de Amerika-İran gibi konularda arabuluculuk yapabilen, en azından uzlaştırmacı, fikir üretebilen bir ülke görüntüsü var, bunlar çok kıymetli.” değerlendirmesinde bulundu.

Parlamentolar Arası Birlik (PAB) 152. Genel Kurulunun İstanbul’da yapıldığının hatırlatılması üzerine Kurtulmuş, başarılı, herkesin memnun kaldığı bir organizasyonu tamamladıklarını vurguladı.

“ÇOK AÇIK ŞEKİLDE İNSANLIĞA KARŞI SUÇLAR İŞLENİYOR”

Bir gazetecinin “Türkiye bu tür zirveleri peş peşe gerçekleştirirken İsrail’in bölgedeki saldırganlığının önüne nasıl geçeceğiz? İsrail’in Lübnan’a saldırıları var. Bu sorun nasıl çözülecek?” sorusu üzerine Kurtulmuş, şu değerlendirmelerde bulundu:

“Bunun çözümünde en kestirme yol, Netanyahu hükümetinin arkasındaki destekçilerinin bu desteklerinden vazgeçmeleridir. Çok açık şekilde insanlığa karşı suçlar işleniyor. Yapılan o kadar uluslararası müzakereye ve anlaşmalara rağmen bırakın Gazze’de ateşkesin sağlanması ve insani yardımların yapılabilmesini, dediğiniz gibi yeni bir savaşı, işgali ısrarla sürdürüyorlar. Gazze’nin işgaline ilave olarak Batı Şeria’da köy köy, kasaba kasaba, ev ev işgali devam ettiriyorlar. Beyrut’u bombalıyorlar. Daha dün Litani Nehri’nin kenarındaki tarihi kaleyi işgal eden İsrail, dur durak bilmiyor. Başta ABD olmak üzere İsrail’in arkasında bu desteği veren ülkeler İsrail kadar sorumsuzluk içerisindeler. Burada özellikle İran’a yönelik savaşın başlatılması bir kere daha ortaya koydu ki bölgedeki savaşla ilgili Amerika ile İsrail arasında hedefleri bakımından çok ciddi farklılıklar var.

Netanyahu kendi kişisel siyaseti bakımından olumlu bir sonuç elde etmeye çalışıyor. Rakip ve düşman olarak ilan ettiği İran’ı bir şekilde dizginlemek, yapabilirse İran’da bir rejim değişikliği yapmak, değişiklik olmayacağını gördükten sonra kendince kazanım olarak kabul ettiği Hürmüz Boğazı’nın açık tutulması ve nükleer kapasitenin kısıtlanması gibi alanlarda alınacak kararlarla barış görüşmelerinden sonuç almak istiyor. İsrail’in aslında İran’la bir işi de yok. İsrail, bölgede Arz-ı Mevud’un artık son adımını atmak istiyor. Bölgeyi bu kadar parçalanmış bir halde bulmuşken, ABD’nin de sınırsız desteğini arkasına almışken her şeyi bitirmek istiyor. Yapabilirse Arz-ı Mevud toprakları içerisinde olan her yeri içine alabileceği son adımını atmak istiyor.”

CHP GRUP TOPLANTISI MESAJI: GENEL BAŞKAN KONUŞMA YAPABİLİR

TBMM Başkanı Numan Kurtulmuş, “Önümüzdeki yasal mevzuat çok açıktır ki Cumhuriyet Halk Partisinin Genel Başkanı ya da herhangi bir partinin genel başkanı da kendi partisinin grup toplantısında konuşma yapabilir, bunu önleyecek hiçbir madde yok. Dolayısıyla biz buna göre hareket etmek durumundayız.” dedi.

Kurtulmuş, Finlandiya ve İsveç’e yönelik resmi ziyaretinin dönüşünde gazetecilerin sorularını yanıtladı.

Radikal Yahudi grupların Gazze’nin tamamının ilhak edilmesine yönelik açıklamaları hatırlatılarak “Gazze de mi ilhak edilecek?” sorusu yöneltilen Kurtulmuş, siyonist ideoloji içerisinde, Gazze’nin, Arz-ı Mevud’un tam göbeğinde bulunduğunu söyledi.

İsrail’in Gazze’nin yanı sıra Beyrut’u da bombaladığını çünkü kendileri için ideolojik formasyonları bakımından önemli yerler olduğunu ifade eden Kurtulmuş, İsrail’in Gazze’deki direnişin yok edilmesi için çalıştığını ancak Filistin halkının güçlü şekilde direndiğini belirtti.

Mısır’ın İsrail’e karşı tavrına ilişkin de değerlendirmelerini paylaşan Kurtulmuş, İsrail’in kurulma sürecinden önceki savaşlarda bugüne benzer şekilde direnen Filistin halkı bulunduğunu ancak Arap ülkelerinin duyarsızlığı, plansızlığı ve müşterek hareket edememesi nedeniyle İsrail devletinin kurulduğu süreci anlattı.

1967’deki Altı Gün Savaşı’nda aynı tutarsızlığın bir kere daha yaşandığını hatırlatan Kurtulmuş, şöyle devam etti:

“İsrail’in gücü, karşısındaki Arap ülkelerinin, Müslüman ülkelerinin bütünleşik bir şekilde hareket edememesidir. Bugün de öyledir. En büyük gücü kendi silahı, topu tüfeği, Amerika’nın gücü değil, Müslüman dünyasının bölünüp parçalanmış olmasıdır, iradesiz olmasıdır. Bugün de bu dağınıklık devam ediyor ama çok acı bir şekilde tecrübe edildi ki Mısır, Suudi Arabistan ve Körfez ülkeleri şunu gördüler; ABD istese de bu ülkelerin güvenliğini sağlayamaz ya da sağlamaz. Özellikle Katar’daki müzakere heyetini İsrail’in bombalamasıyla birlikte bu, çok net ortaya çıktı. Orada mesaj ne Katar’aydı ne Filistinli müzakere heyetineydi, kanaatimce İsrail’in mesajı Amerika’yaydı. Amerika’ya dedi ki ‘Sen trilyon dolarlar alsan da bu ülkelerin güvenliğini sağlayamazsın.’ Dolayısıyla bu kadar acı tecrübelerden sonra artık ben tüm bölge ülkelerinde siyasetçilerin gözünün açılmış olduğunu ümit ediyorum, açılması gerektiğini düşünüyorum.”

Körfez ülkeleri ve Arap ülkelerinin ortak projelerle kendi güvenliklerini sağlamak için kendi iş birlikleriyle kendilerine özgün bir güvenlik şemsiyesi oluşturması gerektiğini dile getiren Kurtulmuş, bunun Mısır için de geçerli olduğunu, aksi takdirde İsrail’in “şımarıklığıyla” bu ülkelerden hiçbirini ciddiye almayacağını ve hiçbirini kendisi için ciddi bir tehdit olarak görmeyeceğini söyledi.

“Bölgenin kendi kaderini kendi tayin etmesine müsaade edilir mi?” sözleri üzerine Kurtulmuş, dünyanın bugün eskisi gibi hegemonist ülkelerin istediklerini yapabileceği bir yer olmadığını belirtti.

Güç dengelerinin çok değiştiğini, çok güçlü olduğu zannedilen ülkelerin artık kendi arka bahçeleri kabul ettikleri bölgelerde gelişmelere müdahale edemez duruma geldiğini aktaran Kurtulmuş, Afrika ve Asya’daki birçok ülkede yaşanan gelişmelerin bunun açık bir göstergesi olduğunu bildirdi.

Artık çok kutuplu, çok merkezli yeni bir dünyaya doğru geçildiğine işaret eden Kurtulmuş, “Bu sancılar da bu geçişin doğum sancısı. Bu süreçte çok farklı bölgeler, ağırlık merkezleri olarak ortaya çıkmakta. Dolayısıyla herkesin kendi milli ve bölgesel çıkarlarını önceleyerek, ittifaklarını genişleterek devam etmesi lazım. Artık hiçbir hegemon gücün başka bir ülkeye faydası olmayacaktır.” değerlendirmesinde bulundu.

“Türkiye açısından aydınlık bir gelecek, tablo var mı?” sorusuna ise Kurtulmuş, şöyle yanıt verdi:

“Türkiye doğru bir istikamette ilerliyor. Bu kadar büyük türbülansların yaşandığı bir dönemde inşallah siyasi istikrarımızı koruyarak, bütünlüğümüzü koruyarak, kendi problem alanlarımızı hızla çözmeyi başararak yolumuza devam edersek Türkiye çok iyi bir ivme yakalamıştır. Bu ivmeyi de inşallah yukarıya doğru sürdürebilecek güce, potansiyele sahiptir. Savunma sanayii başta olmak üzere birçok yüksek teknoloji alanında da Türkiye önemli bir merkez haline geliyor. Uluslararası çatışma çözümlerinde sözüne itibar edilir, ciddi bir arabulucu ülke konumunu güçlendiriyor. Bölgesindeki ve dünyadaki birçok çatışmaya yeni, barışçıl görüşler ve perspektifler geliştirebilmeyi başarabiliyor. Sözü, geçmişe göre daha itibarlı bir ülke konumundayız. Ümit ederim ki bu istikamette devam edersek daha etkili bir ülke olacağız.”

“CHP GENEL MERKEZİ VE GRUP BAŞKANLIĞI TARAFINDAN GELMİŞ YAZILAR VAR”

Meclis’te salı günü CHP Genel Başkanı Kemal Kılıçdaroğlu’nun grup toplantısında konuşacağının açıklandığı hatırlatılarak, “Burada bir kargaşa olur mu, bu konuda bir düşünceniz var mı? Sizin tavrınız hala aynı mı?” şeklindeki soruyu yanıtlayan Kurtulmuş, CHP içerisindeki çelişkiyi üzülerek takip ettiğini belirtti.

Meclis Başkanı olarak CHP içindeki bu konuların tarafı olmamaya ilk andan itibaren büyük özen gösterdiğini söyleyen Kurtulmuş, “Nihayetinde Türkiye Büyük Millet Meclisi Başkanlığı, bu konularda Meclis İçtüzüğü ve partilerin grup iç yönetmelikleriyle sınırlıdır. Oradan gelecek yazılara göre biz kararlarımızı almak durumundayız. Ortada CHP Genel Merkezi ve CHP Grup Başkanlığı tarafından gelmiş yazılar var. CHP Meclis Grup Başkanvekillerinin imzasıyla Grup Başkanı olarak geçen hafta Sayın Özel grup toplantısı yaptı. Aynı şekilde önümüzdeki yasal mevzuat çok açıktır ki Cumhuriyet Halk Partisi’nin Genel Başkanı ya da herhangi bir partinin genel başkanı da kendi partisinin grup toplantısında konuşma yapabilir, bunu önleyecek hiçbir madde yok. Dolayısıyla biz buna göre hareket etmek durumundayız.” dedi.

Geçmişte benzer bir uygulamaya ilişkin örnek veren Kurtulmuş, “Sayın Murat Karayalçın, Sosyaldemokrat Halkçı Parti (SHP) Genel Başkanı ama milletvekili değil. Sayın Karayalçın’a rağmen Aydın Güven Gürkan Meclis Grup Başkanı olarak seçiliyor. Bu konuyla ilgili nasıl hareket edileceğine ilişkin o zamanki TBMM Başkanı rahmetli (Hüsamettin) Cindoruk’a soruluyor. Cindoruk da biz “Meclis Başkanlığı olarak bir partinin iç işlerinde taraf değiliz” diye çok açık bir şekilde konumunu belli ediyor ve orada hem grup başkanlığından gelen yazıyı kabul ediyor hem de o zamanki Sayın Genel Başkan Murat Karayalçın meclis grubunda konuşma yapıyor.” değerlendirmesinde bulundu.

TBMM Başkanı Kurtulmuş, sözlerini şöyle sürdürdü:

“Meclis Başkanlığı açısından konu dün de açıktı, bugün de açıktır. Çok az sayıda da olsa bazı siyasi yorumcular, Meclis Başkanlığını bu konunun tarafı yapmaya kalkmasınlar. Bu meselenin çözüm yeri Cumhuriyet Halk Partisinin kurumsal kimliğidir. Burada Meclis Başkanlığı olarak bizim mevzuat, kanunlar, kararlar çerçevesinde bir katkımız olacaksa samimiyetle Cumhuriyet Halk Partisinin kendi meselesini halletmesi için destek olmaya hazırız.”

Hangi yazıların geldiğine detaylıca bakmaya devam edeceğiz ama yasal çerçevede elimizdeki mevzuat açısından durum özetle anlattığım gibidir.” ifadelerini kullandı.

“Size yönelik birtakım eleştiriler oldu. Siz tam olarak burada ‘Neden eleştirildim?’ sorusunu kendinize sordunuz mu?” şeklindeki soruyu Kurtulmuş, “Siyasette eleştiri doğaldır ama herkes şunu bilsin ki Meclis Başkanlığı gündelik siyasetin, politik polemiklerin daha açık bir ifadeyle siyasi magazinin gündemi olamaz, olmamalıdır. Olmaması için şahsen büyük bir özen ve gayret gösteriyorum. Aynı şekilde yorumcu ve gazeteci arkadaşlardan da demokratik teamüller çerçevesinde hassasiyet bekliyorum.” diye yanıtladı.

“Meclis Başkanlığı kapıyı kapatabilir mi?” sorusuna ise Kurtulmuş, “Ben ne yapacağımı da yapmayacağımı da gayet iyi biliyorum. Meclis İçtüzüğü’nün ve partilerin grup iç yönetmeliklerinin hangi yetkileri verdiğinin farkındayım. Bu anlamda Meclis iç mevzuatı bakımından söylüyorum, herhangi bir partinin Meclisteki iç işleyişiyle ilgili TBMM Başkanlığına bırakılmış bir inisiyatif yoktur.” cevabını verdi.

TERÖRSÜZ TÜRKİYE SÜRECİNE İLİŞKİN DEĞERLENDİRMELER

TBMM Başkanı Kurtulmuş, “Pervin Buldan’ın ‘Yeni bir yasa taslağı gündeme gelecek, süreç en yakın zamanda ete kemiğe bürünecek.’ ifadesi var. Ne zaman ete kemiğe bürüneceğinin ötesinde burada sahadaki teyitleşme tamam mı? Silahların yakılması süreci bitti mi? Buna ilişkin elimizde bir done var mı? Meclis sonuçta bununla ilgili bir adım atacak mı?” sorusunu da yanıtladı.

Yaklaşık 7 aylık bir çalışmanın, 21 toplantının sonucunda oluştuğunu, çok derin tartışmalarla ortaya çıkmış bir rapor ve esasında bir ittifak bulunduğunu belirten Kurtulmuş, şunları kaydetti:

“O raporun önemli başlıklarından birisi de altıncı ve yedinci bölümler. İlki terör örgütünün silahları bırakmasıyla birlikte yapılacak olan yasal düzenlemeler, yedinci bölümde de genel olarak demokratikleşmeyle ilgili yasal adımlar konusunda siyasi partilerin mutabakatı var. Dolayısıyla bu yeni bir durum değil. Bu mutabakatın gereğinin yapılması lazım. Benim de şahsi kanaatim, ‘Demir tavında dövülür.’ diye bir tabirimiz var. Mesele bu noktaya gelmişken, bölgesel şartlar ve Türkiye’nin siyasi dengeleri de fevkalade olumlu bir atmosfer oluşturuyorken bu adımların atılması lazım ki kimseye mazeret kapısı açık bırakılmasın.

Raporun en kritik noktalarından birisi, herkesin ittifakla kabul ettiği, ‘kritik eşik’ tanımlamasıdır. Raporun kritik eşiği olarak da örgütün silahlarını bıraktığı, kendisini tasfiye ettiğinin güvenlik birimlerince ölçülebilir, denetlenebilir bir şekilde ortaya konulması ve hatta orada kurulacak olan bir mekanizmanın zaman zaman Türkiye Büyük Millet Meclisi’ne de bilgi vermesi… Bunların hepsi raporumuzda kabul edilen konular. Burada sorumluluk ilgili güvenlik birimlerindedir. Onlar ‘Evet, bu konularda yeterli adımlar atıldı. Türkiye’nin terörden kurtulması ve terör riskinin ortadan kalktığını gösteren, yeterli ölçülebilir emareler vardır.’ derse bu süreç hızlanır. Hayırlı işte acele etmek lazım.”

“Nerede duraksıyor? Siz söylüyorsunuz, Devlet (Bahçeli) Bey ‘Hadi artık.’ diyor, Feti Bey öyle, Sayın Cumhurbaşkanı benzeri… Peki bu ‘Hadi’ dediğimiz kişiler kim? Yani örgüt mü silahı bırakmıyor yoksa bizim güvenlik birimlerimiz hala emin değil mi? Sözünü ettiğiniz mekanizma henüz daha kurulmadı herhalde. Silahları bırakmıyorlar mı bunlar?” sorusu yöneltilen Kurtulmuş, “Süleymaniye’de silahların yakılması çok sembolikti ama çok değerliydi. Eğer ondan sonra örgüt, üzerine düşen sorumlulukları hızlı bir şekilde yerine getirmeye devam etseydi zaten bu iş çoktan bitmişti, yasal düzenlemelerin hepsi yapılmış olurdu. Dolayısıyla burada silahların bırakılması, teslimi konusunda İmralı’nın iradesinin dışında da ciddi bir gecikme olduğunu görüyoruz. Ümit ederim ki buradaki gecikme bir an evvel kaldırılır. Direnç varsa örgüt, bu direncini artık tamamen kaldırır ve adımlar atılır.” ifadelerini kullandı.

Cumhurbaşkanı Recep Tayyip Erdoğan’dan başlayarak aşağıya kadar çok sağlam bir irade bulunduğunu vurgulayan Kurtulmuş, “Siyaset üzerine düşen görevi yaptı, rapor yerine geldi. Neler yapılabileceği, ne tür bir yasa yazılacak o bile raporda ana hatlarıyla ortaya konuldu. Burada ‘Tamam, artık silahlar bırakılmıştır.’ konusunun yerine getirilmesi lazım.” dedi.

Hem İsrail’in Lübnan saldırıları hem de Suriye’deki bazı ayrılıkçı grupların, Dürzi grupların silahlanması süreçlerinin “muhtemelen” örgütün içerisindeki bazı gruplara “Acaba bize buradan bir pozisyon doğuyor mu?” gibi bir ümit ortaya çıkardığını ifade eden Kurtulmuş, şöyle devam etti:

“Ancak Ahmed Şara hükümetinin ve orada PYD ile birlikte yeni Suriye yönetiminin çok hızlı bir entegrasyon sürecinin, beklenenden de başarılı bir şekilde devam ediyor olması oradaki ümidi suya düşürmüş oldu örgüt bakımından. İkincisi de İran’daki olaylar. Özellikle başlangıçta rejim değiştirilmesi hedef alındığı için Amerika tarafından, oradaki gruplar, PJAK silahlandırılıp, onların da halkı silahlandırması beklentisi muhtemelen oluştu ama o konunun da öyle olmadığı anlaşıldı. Zaten tüm gruplar için detayları ayrı konu olmak üzere Trump kendisi söyledi. Silah verdik, silahları cebine attılar, halka vermediler gibi bir şey söyledi. Dolayısıyla oradan da bir ümit ışığı olmadığı için artık silah bırakma konusunda örgütün herhangi bir başka yanlış yola sapmayacağını düşünüyorum.”

İsrail’in bölgedeki gelişmelere yönelik “el atından müdahalelerinin olduğuna” yönelik iddiaların bulunduğu, bunun da Türkiye’deki yeni anayasa adımlarına engel olup olmayacağı sorusuna Kurtulmuş, “Olmaz.” yanıtını verdi.

TBMM Başkanı Kurtulmuş, sözlerini şöyle sürdürdü:

“Terör meselesinde de şöyle görmek lazım. PKK cebindeki son tabancaya kadar getirip teslim etse bile Allah muhafaza yarın bir gün herhangi bir terör örgütünün güçlenmesine neden olacak toplumsal ve siyasi şartlar ortaya çıkarsa, zaten bu örgüte şimdiye kadar silah verenler yarın çok daha gelişmiş silahları, çok daha fazla miktarda verirler, bunu ya da başka bir örgütü Türkiye’nin başına bela etmek isteyebilirler. Burada siyasi akıl şunu gerektiriyor, herhangi bir örgütün, herhangi bir Kürt gencini artık yönlendirerek, eline silah vererek dağa süremeyeceği bir siyasal ortamın oluşturulması. Demokratik siyasal akıl bunu gerektiriyor. O da Türkiye’nin sadece Türkiye Kürtleri için değil bütün bölge Kürtleri için de yüzünü döneceği, demokratik bakımdan, kalkınma bakımından itibar edeceği çekim merkezi olan bir ülke haline getirilmesidir. Fiilen böyledir, oluşmuş tortunun da ortadan kaldırılması, bölgedeki insanların hepsinin gerçekten yüzünü döndürdüğü bir Türkiye’nin oluşturulması, bence esas mesele odur. İmralı’nın söylediği, ‘eldeki silahı bırakmaktan daha önemli olan zihinlerdeki silahı bırakma meselesi’ de aslında böyle bir şeydir. Yani yarın bir gün herhangi bir devletin, ülkenin araya girip burada insanları silahlandırmayacağı bir ortamı sağlamak, herkesin ‘Burası benim ülkem, benim vatanım, burada bulunmaktan bu kültürün, bu devletin, bu milletin içinde yaşamaktan huzur duyuyorum.’ diyebileceği bir ortamı tesis etmek zorundayız.”

“FETÖ, DİĞER TÜM ÖRGÜTLERDEN FARKLI BİR YAPI”

CHP Genel Başkanı Kılıçdaroğlu’nun partisindeki bazı kişileri FETÖ ile ilişkilendiren açıklamaları hatırlatılan Kurtulmuş, “Hayatım boyunca başka bir siyasinin söylediği şeyi yorumlamadım, neyi kastetti, kimi kastetti bilmem.” dedi.

15 Temmuz darbe girişiminin üzerinden 10 yıl geçtiğini anımsatan Kurtulmuş, “10 sene geçmiş olmasına rağmen FETÖ’nün artıklarının birtakım yerlerde, birtakım köşelerde sinsi sinsi varlıklarını sürdürdükleri hatta el altından birtakım örgütlenmelere devam etmeleri muhtemeldir. Elle tutamadığınız bir örgüt. 15 Temmuz’dan önce de tanımlamıştım. Duman gibi bir şey, yakaladım zannettiğiniz yerde kaçıyor. Dolayısıyla buna karşı Türkiye Cumhuriyeti Devleti, büyük bir devlet aklıyla ve kararlılıkla mücadele ediyor. Bu herhangi bir siyasi partinin, herhangi bir siyasi görüşün mücadelesi değil, Türkiye’nin tamamının ortak mücadelesi olarak görülmelidir.” açıklamasında bulundu.

Televizyon kanallarını da ilgilendiren sosyal medyaya yönelik kanun teklifi çalışmaları hatırlatılarak “Buna ilişkin bir gelişme olabilir mi?” şeklinde soruya Kurtulmuş, “Olur, neden olmasın. Sizlerin de medya olarak bütün siyasi gruplar üzerinde tabiri caizse bu fikri olgunlaştırarak neye ihtiyaç varsa o yasayı çıkarmak mümkündür. Meclis bunu yapar.” yanıtını verdi.

Kurtulmuş, soru üzerine söz konusu yasanın bu yasama döneminde de olabileceğini bildirdi.

AK Party Eskişehir Provincial Minister Gürhan Albayrak: We will not let Eskişehir residents lose their rights! Public receivables of 550 thousand liras must be accounted for

AK Party Eskişehir Provincial Chairman Gürhan Albayrak made remarkable statements about the three political programs held at the Atatürk Culture Art and Congress Center (AKM) belonging to Eskişehir Metropolitan Municipality, during the term of former CHP Eskişehir Provincial Chairman Talat Yalaz. Albayrak stated that the CHP Provincial Congress held on October 19, 2025, the program held on March 8, 2026 with the participation of CHP Chairman Özgür Özel, and the local organization of the group meeting held in the past weeks were carried out by the then CHP Provincial Chairman Talat Yalaz and his team.

NO PRICE HAS BEEN PAID

Reminding that according to the fee tariffs published by Eskişehir Metropolitan Municipality, AKM’s rental fee for 2025 is 150 thousand TL and the rental fee for 2026 is 200 thousand TL per program, Albayrak stated that a total of 550 thousand TL rental fee should be collected for the three programs in question. Albayrak claimed that, according to the information they obtained, none of these fees were paid, and also said that there were claims that there was no previously prepared request letter, contract or protocol regarding the allocation of the halls.

Can Acun emphasized the importance of the Development Road Project in terms of the national security and commercial interests of both Iraq and Türkiye. He pointed out that the project is at a critical angle for the continuity of global logistics lines. Can Acun said, “A while ago, I carried out various field studies in Iraq in the context of the Development Road Project. I had the chance to meet with many main actors there. I also met with the officials of the Bedir organization and political structure, to which the Minister of Transport is affiliated. All of them stated that they definitely supported the project in these meetings and that it was seriously important for the future of Iraq.” he said.

Can Acun said, “There is a new government in Iraq, a new Prime Minister, a cabinet formed by him and a certain struggle within the framework of internal political balances.” he said.

Stating that highways, train lines, various industrial zones and new agricultural areas will be created with the Development Road Project, Can Acun said, “We see that it is a project exceeding 20 billion dollars.” he said.

Drawing attention to the closure of the Strait of Hormuz and the events in Babülmendep, Can Acun said, “In this sense, we can talk about an equation in which the Development Road Project has become much more important. THE AXIS OF THE DISCUSSIONS IN IRAQ

Emphasizing the size of the economic volume that will be created with the Development Road Project, Acun pointed to Iraq’s internal balance. He stated that there are discussions between different political groups in the country on many issues, from how the process will work to the routes to be used, whether Hashd al-Shaabi elements will play a role in security or not, to the sharing of the financial share and revenue that will arise.

Can Acun said, “This signature issue in Türkiye should be evaluated in this context. We should not read it as a party against the project, but on the contrary, we can read it as a manifestation of Iraq’s internal balances in the context of sharing the new wealth that may occur here.” He included his statements.

HOW DOES IRAN APPROACH THE PROJECT?

While many evaluations were made on social media about its closeness to Iran after Iraqi Minister of Transport Veheb Salman Muhammed resisted signing, Can Acun touched on Tehran’s approach. Can Acun said, “Although Iran seems to support the project from the outside, it may have an impact in terms of breaking the blockade it has currently created in the context of the Strait of Hormuz.
