TBMM Dijital Mecralar Komisyonu Başkanı Elmas: Herkesin mutabık kaldığı bir kanunu çıkartırız
2024 yılı verilerine göre Google, Meta, X ve TikTok gibi şirketlere Türkiye’den reklam yoluyla yaklaşık 158 milyar TL aktarıldı. Uzmanlar, bu gelirin neredeyse tamamının Türkiye’de yatırıma, istihdama ya da vergiye dönüşmeden yurt dışına çıktığına dikkat çekti. Sektör temsilcileri ve uzmanlar, 2020’de yüzde 7,5 olan dijital hizmet vergisinin kademeli olarak yüzde 2,5’e düşürülecek olmasının yerli medyayı rekabet edemez hale getirdiğini vurguladı. TBMM Dijital Mecralar Komisyonu ise reklam gelirlerinin adil pay edilebilmesi için ‘Dijital Telif Yasası’ üzerindeki çalışmalarını sürdürüyor.

‘2024 YILINDA REKLAM GELİRLERİNDEN YERLİ MEDYAYA AYRILAN PASTA YÜZDE 26’
Marmara Üniversitesi İletişim Fakültesi Görsel İletişim Tasarımı Ana Bilim Dalı Başkanı ve Adli Bilişim Uzmanı Prof. Dr. Ali Murat Kırık, “Şimdi bildiğiniz üzere, dijital platformlar ve sosyal medya mecraları dünyada olduğu gibi Türkiye’de de giderek yaygınlaşmaya başladı. Fakat bu durum yerel medyanın, yerli medyanın dijital platformlarla, sosyal medya mecralarıyla rekabet edememesine neden oldu. 2014 yılına baktığımızda dijital platformların, sosyal medya mecralarının elde ettiği reklam gelirinin yüzde 20 olduğunu görürken, 2024 yılına baktığımızda bu oranın yüzde 76’ya çıktığını görüyoruz. Yani Türk medyasına, yerli medyaya ayrılan pasta yüzde 26 olmuş, düşmüş ve bu oran her geçen gün giderek azalıyor ve küçülmeye gidiyor. Bu ne demektir? Türk medyası için tehlike çanlarının çaldığını gözler önüne serer” diye konuştu.
‘DİJİTAL MEDYA REKLAM PASTASININ ÇOĞUNLUĞUNU GÖTÜRÜYOR ANCAK İSTİHDAM SAĞLAMIYOR’
Prof. Dr. Kırık, “Aynı zamanda baktığımızda dijital hizmet vergisinin de özellikle 2020 yılı itibariyle yüzde 7,5 olarak başladığını görmüştük. Fakat 2026 yılı itibariyle bu bedelin yüzde 5’e, 2027 yılı itibariyle de bu oranın yüzde 2,5’a düşeceği biliyorsunuz yasalaştı. Bu durum ciddi bir tehlikeyi de beraberinde getirmiş oluyor. Çünkü biliyorsunuz X, YouTube, işte Meta, TikTok ve diğer dijital platformlar, Türkiye’den ciddi gelirler elde ediyorlar, reklam pastasının çoğunluğunu götürüyorlar ve maalesef bizim ekonomimize dönüşü olmuyor. Çünkü istihdam sağlamıyorlar. Kağıt üstünde 2020 yılındaki sosyal medya yasasına göre bir ofis açmışlar, temsilci bulundurmuşlar ama maalesef bunlar kağıt üstünde kaldı. Bugün herhangi bir veri istediğinizde, herhangi bir hakaret davası olduğunda mahkemeler müzekkere yazıyorlar, gelen cevap, “Veriler yurt dışında, merkez yurt dışında, bizde veri söz konusu değil, dolayısıyla size yardımcı olamıyoruz.” Yani burada hem kişisel veriler açısından ciddi bir ihlal var hem de aynı zamanda ekonomik olarak Türkiye’den giden devasa rakamlar var. 2024 yılında bu dijital platformların elde ettiği reklam geliri 158 milyar Türk Lirası. 2025 yılında bunun kaçını almışlar? 200 milyar Türk lirası” ifadelerini kullandı.
‘VERİ EMPERYALİZMİ GERÇEKLEŞTİRİLİYOR, TÜRK MEDYASI DİJİTAL BİR İŞGAL ALTINDA’
Her yıl elde edilen reklam gelirinin artışına dikkat çeken Prof. Dr. Kırık, “Dikkat edin, her yıl dijital platformların elde ettiği reklam gelirlerinde ciddi bir artış var ama bir o kadar da Türkiye’deki yerli medyanın, yerel medyanın kan kaybettiğini görüyoruz. Bu ne sağlıyor? İstihdam problemleri, ekonomik sorunlar ortaya çıkmasına neden oluyor. Türk medyasında küçülmeye sebebiyet veriyor. Ama sosyal medya platformları, dijital platformlar biliyorsunuz algı yönetimi, manipülasyon, dezenformasyon, etki ajanlığı ve Türkiye aleyhine kara propaganda yürütüldüğünde her zaman ön plandalar. Bizden elde ettiği gelirle bizim aleyhimize propaganda yürütüyorlar. Şu an Türk medyasının dijital bir işgal altında olduğunu söyleyebiliriz. Bunlar hem veri emperyalizmi gerçekleştiriyorlar, hem verileri topluyorlar hem de ekonomik olarak Türkiye’den elde ettikleri gelirleri yurt dışına, Amerika’ya ya da İsrail’e göndermiş oluyorlar. Bu sayede hem biz maddi olarak sömürülmüş oluyoruz hem de kişisel veriler açısından sömürülmüş oluyoruz. Bu durumun ilerleyen yıllarda çok daha büyük bir tehdide dönüşeceği, Türk medyasının giderek küçüleceği, hatta bütün medya kuruluşlarının hemen hemen yavaş yavaş kepenk vurması kuvvetle muhtemeldir” dedi.
‘DEVLETİN YEREL MEDYAYA TEŞVİK VE HİBE ÇALIŞMALARI YÜRÜTMESİ GEREKİYOR’
Geleneksel medyanın dijital medya ile rekabet ortamının eşit olmadığını vurgulayan Prof. Dr. Kırık, “2027 yılında dijital hizmet vergisi yüzde 2,5’a düşecek. Bugün medyanın verdiği vergi dilimine baktığımızda neredeyse yüzde 25’i burada vergi olarak dönüyor. Ama en azından Türkiye’den elde edilen gelirin yüzde 25’inin vergi olarak ödenmesi devlete yol, su, elektrik ve tabii ki ciddi manada Türkiye ekonomisine katkı olarak dönmüş oluyor, çünkü istihdam gerçekleştiriliyor. Bir kere ivedilikle dijital hizmet vergisinin yüzde 7,5’a tekrardan çıkartılması oldukça mühim. Devletin yerel medyaya teşvik ve hibe çalışmaları yürütmesi gerekiyor. Çünkü yerel medyanın, yerli medyanın ayakta kalması demek, Türkiye’nin fikir ve düşünce özgürlüğünün temsiliyeti anlamına gelir, dünyada sesinin kısılmaması anlamına gelir” diye konuştu.
‘DİJİTAL TELİF YASASI TÜRKİYE’YE CAN SUYU OLACAK’
Prof. Dr. Kırık, son olarak alınabilecek önlemleri şu şekilde anlattı: Dijital platformların yerlileşmesi, millileşmesi önemli. Nsosyal gibi Türkiye’de sayısal olarak yerli sosyal medya platformlarını artırmamızın son derece önemli olduğunu ifade edebiliriz. Bu platformların veri merkezlerini ivedilikle Türkiye’ye taşıması lazım. Tabii ki şunu da söylememiz lazım. Mesela bugün Kanada hükümeti Google’la anlaşma sağladı, dijital telif yasasını çıkarttı ve her yıl Google, Kanada’ya 74 milyon dolar ödeme yapmak durumunda. Bu nedir? Yerli medyaya can suyu olacaktır. Aynı şekilde bizim de bu dijital telif yasası sürekli gündeme geliyor ama daha sonra tekrar ikinci plana atılıyor, bu da çok önemli

‘TÜRKİYE’NİN, TÜRK İNSANININ PARASININ BAŞKA YERLERDE ÇARÇUR EDİLMESİ GİBİ BİR ŞEY’
Gazeteci Zeki Gümüş de reklam bütçelerinin değişen dünyada farklı platformlara kaymasının normal olduğunu söyleyerek, “Dünyada sosyal medya kullanımının fazlalaşmasıyla birlikte, aslına bakarsanız bu reklam bütçesinin o tarafa doğru birazcık daha aktığı normal. Burada aslına bakarsanız en büyük problem bu şirketlerin Türkiye’ye gelip yatırım yapmamaları. Buradan reklam alıyorlar, paralarını alıyorlar, devlete ya çok az bir şekilde para veriyorlar. Daha sonra da biliyorsunuz kendi bütçelerine geçiriyorlar. Yani burada ne oluyor? 158 milyar lira civarında bir para aslında normal geleneksel Türk medyasına, televizyonlara, gazetelere akması gerekirken, yani Türkiye’de kalması gerekirken maalesef kökü dışarıda olan sosyal medya mecralarına akmış oldu. Bu büyük bir kayıp. Türkiye’nin, Türk insanının parasının başka yerlerde çarçur edilmesi gibi bir şey. Reklam çarçur edilme gibi kabul edilmezse bile sonuç itibarıyla bu paranın dışarıya akması demek” ifadelerini kullandı.
‘KENDİ MİLLİ MEDYAMIZI BİTİRMEK, GÜCÜMÜZÜN VE SESİMİZİN AZ ÇIKACAĞI ANLAMINA GELİR’
Bu durumun geleneksel medyayı küçülteceğini söyleyen Gümüş, “Kendi milli medyanızı eğer siz bitirirseniz, yani reklam bütçenizi dışarıya aktarırsanız, kendi milli medyanız daralır ve küçülür. Bu da aslında gücümüzün ve sesimizin az çıktığı anlamına geliyor. Ya bu firmaların Türkiye’de yatırım yapmaları gerekiyor ve buradaki aldıkları payın çok büyük bir kısmını Türkiye’de bırakmaları gerekiyor yatırım olarak, veyahut da kendi milli sosyal medyalarımızı oluşturmamız gerekiyor X gibi, Instagram gibi, Facebook gibi. Buradaki bu mecralar maalesef ekonomik olarak çok büyük bir kayba sebep oluyor. Bunların bir kere kesinlikle düzenlenmesi gerekiyor. Vergi indirimi yapıyorsunuz, daha çok kazanıyorlar. Bu vergi indiriminden kaynaklı olarak yansıma olarak reklamlarında bir indirim olmayacak. Yani milletin parası, oraya reklam verenin parası daha fazla gidecek. Bunun önüne geçilmesi gerekiyor, önlenmesi gerekiyor. Bizim geleneksel medyamızın ve oluşturacağımız sosyal medyalarımızın ki daha güçlü olması gerekiyor. Ama para daha çok o tarafa doğru gittiği için şu anda bunun tersine çevrilmesi gerekiyor” dedi.
‘MEDYAMIZIN ÇÖKÜŞÜ ANLAMINDA ÇOK BÜYÜK SORUNLAR ÇIKABİLİR’
Gümüş “Bu ileride bize çok büyük sorunlar oluşturacak. Şimdi sorun yok gibi gözüküyor olabilir ama ileride çok büyük sorun olacak. Hem sesimizin çıkması anlamında hem de reklam bütçemizin büyümemesi anlamında ve medyamızın tabii çöküşü anlamında çok büyük sorunlar çıkabilir” diye konuştu.

‘ALGI SİLAHI ŞU AN ŞER ELLERDE’
Konuyu Milli Güvenlik bağlamında değerlendiren Terör ve Güvenlik Uzmanı Coşkun Başbuğ, “En tehlikeli silah görsel ve yazılı medyaydı, dijital dünyaydı. İyiye de kullanabilirsin, kötüye de kullanabilirsin ama kötünün eline düşerse korkunç etkisi olan bir algı silahı ve maalesef şu an bunlar şer ellerde” dedi.
‘TÜRKİYE BU OPERASYONLARA EN ÇOK MARUZ KALAN ÜLKE KONUMUNDA’
Batının bu silahı keşfettikten sonra operasyonlarını bu alanda gerçekleştirdiğini söyleyen Başbuğ, “Dolayısıyla bunu keşfeden emperyal Batı, dijital dünya yani görsel ve yazılı medya üzerinden operasyonlar yürüttü. Ve şu an maalesef Türkiye bu operasyonlara en çok maruz kalan ülke konumunda. Ve buna karşı direnen bir yerli medya var. Bu dijital dünya veya işte bu alanda ülke aleyhine faaliyet gösterenlerde karşılaştığın manzara şu oluyor. Sana karşı bir operasyon yürütüyor. Senin bütün toplumsal değerlerini alıyor, o toplumu ayakta tutan manevi değerleri yerle bir ediyor. O kitlelere bir şekilde ulaştırarak beyinleri yıkıyor ve biz seyrediyoruz” diye konuştu.
‘BU KONU ARTIK BİR GÜVENLİK, ÜLKE BEKA MESELESİ, TEHDİT HALİNE GELDİ’
Başbuğ, “Üstelik bunlar vergide olsun, işletimde olsun inanılmaz avantajlar elde ediyorlar ve benim paramla benim altımı oyuyorlar. Benim paramla bana silah doğrultuyorlar ve bu konu gerçekten artık bir güvenlik, ülke beka meselesi, tehdit haline geldi. Görünmez bir savaş var. Dış medya basın dediğimiz, dijital dahil buna, dünya ile iç dediğimiz yani yerli ve ülkesini önceleyen, ne katarım ülkeme bu mücadelede, bu savaşta diye mücadele edenler şu an kıyasıya savaş halindeler. Burada devletin ve ilgili makamların yapması gereken yerli ve milli olanına sahip çıkmak, diğerinin de önündeki o hukuki engelleri getirerek öyle at koşturmasını engellemek” ifadelerini kullandı.
‘ÜLKE KENDİ İÇ HABERLEŞME DÖNGÜSÜNÜ MUTLAKA SAĞLAMALI’
Başbuğ atılabilecek adımlarda yerlilik vurgusu yaparak, “Yerli ve milli savunma sanayi diyoruz, yerli ve milli otomobil diyoruz, bunlarla gurur duyuyoruz. O zaman ne yapmalı? Acil tedbir almalı, yerli ve milli yazılım, yerli ve milli sanal medyadan sosyal medyaya, gerçekten sosyal olan medyaya, bir dönüş şart. Bu konuya acilen ağırlık verilerek ülkenin kendi iç haberleşmesini, ülkenin kendi içindeki o sosyal medya dediğimiz yapının yazılımlarla birlikte dışarıya kapatılarak kendi içinde döngüsünü mutlaka sağlamalı” dedi.
‘DÜNYANIN DEĞİŞİK ÜLKELERİNDE TELİFLER GÜNDEMDE, TÜRKİYE’DE DE ÇALIŞIYORUZ’
TBMM Dijital Mecralar Komisyonu Başkanı, aynı zamanda AK Parti Giresun Milletvekili Prof. Dr. Nazım Elmas da Dijital Telif Yasası çalışmaları hakkında bilgiler verdi. Prof. Dr. Elmas, “Telif ücreti dediğimiz şeyler birçok eserde var ama dijital dünyanın ortaya çıkardığı yeni alanlarda henüz böyle bir telif ücreti gündeme gelmemiş Türkiye’mizde. Dünyanın değişik ülkelerinde telifler gündemde, içerik üreticileri oluşan trafikten belli bir pay alabiliyorlar. Dünyanın değişik ülkelerinde böyle bir uygulama varsa Türkiye’miz de bir yasa kapsamında yönetilen bir ülke. Sosyal medya platformları artık Türkiye’mizde de bu telifleri ilgili kişilere, kurumlara, meslek birliklerine veya derneklere, içerik üreticisinin mensubu bulunduğu kurum veya kişisel olarak ödemeler noktasındaki bir çalışma bu” diye konuştu.
‘BU TRAFİĞİN OLUŞMASINDA EMEĞİ OLANLARA HAKKININ TESLİM EDİLMESİ GAYET TABİİDİR’
Çalışmaların herkesi memnun edecek bir sonuca varmak için sürdürüldüğünü söyleyen Prof. Dr. Elmas, “Burada toplumdan alınan, Türkiye’de yaşayan insanlardan elde edilen bu gelirin aynı zamanda yıllara göre artışı dikkatimizi çekiyor. Aynı şekilde 158 milyar civarında bir gelir bu sosyal medya platformlarında dönüyor, ortaya çıkıyor, yıldan yıla artıyor bu. Bu trafiğin oluşmasında emeği olan içerik üreticilerinin de bundan bir parça alması, onlara hakkının teslim edilmesi gayet tabiidir. Biz buna ait mecliste Dijital Mecralar Komisyonu olarak çalışmalarımızı yürütüyoruz. İlgili kurumlarımızla devletimizin bu yasanın uygulanması noktasındaki kurumlarıyla karşılıklı olarak istişarelerimizi yapıyoruz. Uygulama başladığı zaman hangi kurum ne tür sorumluluk alır? Hangi uygulamanın neresinde katkı yapar? Neresinde müdahaleci olur? Bunlara ait planlamalarımızı yapıyoruz. Komisyon üyelerimiz ve bürokratlarımızla çalışmalarımız devam ediyor. AK Party Eskişehir Provincial Minister Gürhan Albayrak: We will not let Eskişehir residents lose their rights! Public receivables of 550 thousand liras must be accounted for
AK Party Eskişehir Provincial Chairman Gürhan Albayrak made remarkable statements about the three political programs held at the Atatürk Culture Art and Congress Center (AKM) belonging to Eskişehir Metropolitan Municipality, during the term of former CHP Eskişehir Provincial Chairman Talat Yalaz. Albayrak stated that the CHP Provincial Congress held on October 19, 2025, the program held on March 8, 2026 with the participation of CHP Chairman Özgür Özel, and the local organization of the group meeting held in the past weeks were carried out by the then CHP Provincial Chairman Talat Yalaz and his team.
NO PRICE HAS BEEN PAID
Reminding that according to the fee tariffs published by Eskişehir Metropolitan Municipality, AKM’s rental fee for 2025 is 150 thousand TL and the rental fee for 2026 is 200 thousand TL per program, Albayrak stated that a total of 550 thousand TL rental fee should be collected for the three programs in question. Albayrak claimed that, according to the information they obtained, none of these fees were paid, and also said that there were claims that there was no previously prepared request letter, contract or protocol regarding the allocation of the halls.

Albayrak called on both Talat Yalaz and Eskişehir Metropolitan Municipality Mayor Ayşe Ünlüce on the issue and asked the following questions: “Who applied to the Metropolitan Municipality for these three programs? Emphasizing the size of the economic volume that will be created with the Development Road Project, Acun pointed to Iraq’s internal balance. He stated that there are discussions between different political groups in the country on many issues, from how the process will work to the routes to be used, whether Hashd al-Shaabi elements will play a role in security or not, to the sharing of the financial share and revenue that will arise.
Can Acun said, “This signature issue in Türkiye should be evaluated in this context. We should not read it as a party against the project, but on the contrary, we can read it as a manifestation of Iraq’s internal balances in the context of sharing the new wealth that may occur here.” He included his statements.
HOW DOES IRAN APPROACH THE PROJECT?
While many evaluations were made on social media about its closeness to Iran after Iraqi Minister of Transport Veheb Salman Muhammed resisted signing, Can Acun touched on Tehran’s approach. Acun noted that Iran has an ambivalent position. Can Acun said, “Although Iran seems to support the project from the outside, it may have an impact in terms of breaking the blockade it has currently created in the context of the Strait of Hormuz. It can also be seen as a project that can reduce Iran’s strategic importance in the connectivity corridors. In this context, it may try to use various influence forces within Iraq. However, almost all the actors within Iraq, that is, even the groups working closely with Iran, have to officially support the project.
