The request letter sent by the prosecutor’s office to the Supreme Court was revealed: CHP Provincial Building was purchased with bribes and money of unknown origin.
It was determined that the information of 11 million 360 thousand 412 citizens was sent via e-mail to a private company on November 8, 2023, only through the “IBB Hanem” application. It was emphasized that in the 2024 local elections, the current domestic and international voter registers of millions of people were unlawfully given to members of the organization who are not authorized in the CHP, and other personal data obtained through the Istanbul Metropolitan Municipality were processed and used to manipulate the 2024 local election efforts.
In the İmamoğlu Criminal Organization indictment, it was emphasized that the prosecutor’s office took over the CHP senior management with the income obtained from the crime of the İmamoğlu criminal organization, that the CHP Istanbul Provincial Directorate was purchased on behalf of the party legal entity with the income obtained from crime, and that the crime proceeds were transferred to the system with the knowledge and approval of the party senior management. These findings were sent to the Supreme Court in a 6-page letter.
VOTER DATA WAS USED UNLAWFULLY
The prosecutor’s office also referred to the USOM (National Cyber Incident Response Center) report and stated that the voter registration data of more than 11 million citizens were unlawfully disseminated from the CHP legal entity. Within the scope of the file, it was understood that the CHP intervened systematically and continuously in the local elections in 2019, aimed at the reliability of the elections and the will of the voters, and to affect the democratic order. Therefore, a notification was made to the Chief Public Prosecutor’s Office of the Supreme Court of Appeals to take necessary action against the CHP in accordance with Articles 68 and 69 of the Constitution and Articles 101 and subsequent articles of the Political Parties Law No. 2820.
6-PAGE REQUEST LETTER
In the 6-page demand letter, it was emphasized that the suspect Ekrem İmamoğlu organized the purchase of the CHP Istanbul Provincial Headquarters building, which was determined to have been purchased with criminal proceeds and whose confiscation was requested, on the dates of the incident. According to the article, it was stated that in the money counting images reflected to the public, Fatih Keleş, the President of the IBB Sports Club, a CHP Assembly member, and the number 2 of the organization, brought the money obtained from crime in suitcases, and Mustafa Can Poyraz, who was the Registrar in the CHP provincial administration in 2020, was also included in the images.
CHP PROVINCIAL BUILDING WAS PURCHASED WITH BRIBES AND MONEY FROM UNCERTAIN SOURCES
According to the statements taken within the scope of the investigation, the CHP Istanbul Provincial building was transferred to the legal entity of the CHP on December 11, 2019, with the money obtained from Beşiktaş, Şişli, Beylikdüzü, Ataşehir, Kartal and Maltepe Municipalities, managed by CHP mayors, but with unknown sources and crime proceeds obtained from businessmen.
DATA OF 11 MILLION 360 THOUSAND PEOPLE WAS LEAKED TO A PRIVATE COMPANY VIA E-MAIL
In the prosecutor’s letter, in line with the report prepared by the National Cyber Incident Response Center (USOM) within the scope of the investigation, the data of more than 4.7 million people using the application called ‘Istanbul Is Yours’ was sent to the USA and Germany without KVKK approval, with the tender held by the Istanbul Metropolitan Municipality Information Technology Department. For the project named ‘IBB Hanem’, on the server where the application runs, personal data including identity, address, phone numbers and ballot box information belonging to 11 million 360 thousand 412 citizens were sent by e-mail to a private company on November 8, 2023.
2024 LOCAL ELECTIONS WERE MANIPULATED
In the article, it was emphasized that the YSK, upon the request of the CHP, sent the current domestic and international voter registers to the CHP Headquarters. According to the article, the log data was unlawfully given to Melih Geçek and Naim Erol Özgüner, suspects who are members of the organization and are not authorized in the CHP. The suspects processed other personal data they obtained through IMM into ‘current domestic and international voter registries’ and used them to manipulate the 2024 local election studies.
ELECTION SECURITY AND PUBLIC WILL INTERVENED
In the article, it was pointed out that the ballot box or voter data given by the YSK to political parties can only be used to ensure the election process and ballot box security, and it was stated that “Sharing these data with the candidates, combining them with information such as kitchen data, that is, voter trend analysis, psychographic targeting, and using them for micro-targeting studies to manipulate the voters, constitutes an intervention in the election principles, election security and public will, and is an action that damages the democratic structure of the state.”
REASON FOR CLOSING
It was emphasized that in accordance with Article 68 of the Constitution, political parties are indispensable elements of democratic political life, and in the same article, it is mandatory that the activities of political parties comply with the provisions of the Constitution and the law. In the article, it was stated that “It is clearly stated that the actions of political parties that violate the democratic and constitutional order, appropriating assets financed by crime proceeds or illegally acquired assets to the legal entity of the party are grounds for permanent closure.”
BANK STATEMENTS AND WITNESS STATEMENTS REVEAL THAT THEY WERE RECEIVED BY BRIBERY
It was emphasized in the article that it was determined that the confessional statements, bank receipts and witness statements and the bribe proceeds were used to purchase the CHP Istanbul Provincial building. Similarly, it was stated in the article that a lawsuit was filed by the Ankara and Istanbul Chief Public Prosecutor’s Offices, alleging that the delegates provided financial benefits and promised to use their voting preferences in favor of the candidates supported by the criminal organization in the CHP’s 38th Ordinary Congress and 38th Ordinary Istanbul Provincial Congress elections.
CHP WAS HELD RESPONSIBLE
In the article, some party executives acted in an organized manner together with the leader of the criminal organization, İmamoğlu, and shaped the party administration with the profits the organization gained from crime. In this context, their actions were continuous. It was stated that some of the benefits obtained from crime were used in party activities and that the legal entity of CHP was responsible for these actions. In the article, it was also stated that public resources were abused for election activities, proceeds of crime were transferred to the system with the knowledge and approval of the party senior management, and the bribery network was confessed through the statements of the confessors. It was stated that the money flows regarding the source of the building purchased for the party legal entity were not documented, and that it was understood from the witness statements that the party senior management was aware that this money was the proceeds of crime.

In the statement made by the Presidency, it was announced that 68 people were arrested and the following statements were made: “Investigations regarding the school attacks carried out in the provinces of Şanlıurfa and Kahramanmaraş are being carried out in a versatile and meticulous manner by the Kahramanmaraş and Şanlıurfa/Siverek Chief Public Prosecutor’s Offices. The process is being carried out in full coordination with the relevant institutions, in line with the sensitivities and instructions of our President, Mr. Recep Tayyip Erdoğan, regarding the safety of our children and the peace of our nation. Despite the publication ban, the incident is continuing.” It has been determined that there are many accounts and posts that publish images of the media or share content that may cause fear, anxiety and panic among the public, publicly spread misleading information to discredit the statements of official institutions, praise the crime and the criminal and publicly encourage them to commit crimes. Within the scope of the studies carried out against these accounts, a total of 661 account holders were launched in 72 provincial Chief Public Prosecutor’s Offices. 68 of them were arrested, 127 of them received judicial control measures and 5 of them were subjected to Child Protection. “Law measures have been implemented, 117 of them have been released and handed over to their families, arrest/identification efforts are continuing for 95 of them. In addition, 249 suspects are in custody and access to 1,104 social media accounts has been blocked.”

Zero Waste was awarded the ‘Green World Championship’ award in the waste management category. Ekrem Yıldırım, Head of Zero Waste Practices Department, representing the General Directorate of Environmental Management of the Ministry of Environment, Urbanization and Climate Change, received the award and certificate of achievement at the ceremony held at Cardiff Castle in Wales. Zero Waste Project; It was awarded by the UN Food and Agriculture Organization (FAO) in 2018, the UN Development Program (UNDP) and the UN Human Settlements Program (UN-Habitat) in 2021, the Mediterranean Parliamentary Assembly and the World Bank in 2022, and the Mediterranean Parliamentary Assembly for the second time in 2024. With this award given by the Green Organization, the number of international awards for the Zero Waste Project increased to 7.

WHAT HAS ZERO WASTE PROVIDED?
Thanks to the work carried out within the scope of the Zero Waste Project, the recovery rate, which was 13 percent in 2017, was increased to 37.53 percent by 2025. A total of 90 million tons of recyclable waste was processed, bringing 365 billion liras into the economy. Energy savings equivalent to the 1-year electricity needs of 54 million households (270 billion kilowatt-hours), water savings equivalent to the 2-year water consumption of Istanbul (2 trillion liters), and oil savings equivalent to more than the 1-year fuel consumption of all vehicles in Türkiye (60 billion liters) were achieved.

‘Secret price increase’ scandal for water in Eskişehir
Eskişehir public is shaken by the allegations of “forgery of official documents” and “irregular raise” carried out by the Metropolitan Municipality and its subsidiary ESKİ (Eskişehir Water and Sewerage Administration). Meter Removal-Replacement: Although it should have been 6,640 TL, 9,865 TL was collected from the citizen.
Water Opening Fee: 332 TL was billed instead of the official tariff of 225 TL.

INVESTIGATION PERMISSION IS WAITED
The criminal complaint petition also included technical details about falsification of the commission reports. The decrease in the number of initials in the reports and the disruption of the signature order were presented as evidence that the documents were changed unlawfully.

While there is no official statement on the issue yet from the municipal administration, the decision to be made by the Ministry may usher in a new era in Eskişehir politics.
