In the investigation initiated by the Ankara Chief Public Prosecutor’s Office regarding the plane that crashed while carrying the Libyan military delegation, a multifaceted study involving technology, intelligence and diplomacy channels is being carried out to elucidate the cause of the accident.

The black box, which was kept under the instructions of the prosecutor’s office and considered the most critical evidence of the accident, was sent to London for the analysis of flight data and voice recordings.

Within the scope of the investigation, not only the moment of the accident, but also the pre-accident period of the personnel is meticulously examined. In this context, identification procedures were completed through DNA profiling and examinations of biological samples taken from those who lost their lives in the accident.

It has been learned that no connection to a terrorist organization or foreign intelligence has been found so far in the research conducted on the crew that brought the delegation to Ankara, including a citizen of the Greek Cypriot Administration of Southern Cyprus (GCASC) and who was interrogated for a while in Ankara.

TÜBİTAK REVIEWS THE CAMERA RECORDINGS

During the investigation, camera recordings of the moment the plane crashed were also sent to TÜBİTAK. By examining the images frame by frame, the plane’s fall angle, speed and whether there are any signs of explosion or external intervention in the air will be investigated.

The report prepared by TÜBİTAK experts using image enhancement and digital analysis techniques will be added to the investigation file.

In addition, all radio communications between the tower and the aircraft were examined by a technical expert panel consisting of pilots. Technical experts are also examining the possibility of “air intervention” by evaluating the traces and electromagnetic data on the debris.

On the other hand, the chief prosecutor’s office wrote a memorandum to the Libyan authorities, requesting information about the company from which the aircraft was rented and the rental process, as well as all historical periodic maintenance and parts replacement records of the aircraft, as well as a list of the names of the people who carried out the final technical checks.

BACKGROUND OF THE INVESTIGATION

The private jet carrying Libyan Chief of General Staff General Muhammed Ali Ahmed Al Haddad and his 4 entourage and 3 crew members crashed near Ankara’s Haymana district on December 23, 2025, and Al Haddad and the accompanying military delegation and crew lost their lives.

Ankara Chief Public Prosecutor’s Office had assigned 4 public prosecutors under the coordination of 1 deputy chief public prosecutor in the investigation launched into the incident.

As part of the investigation, a security perimeter was established in the area where the plane crashed, and pieces of plane debris and the black box were kept under protection.

Our President said that preserving the Trans-Atlantic bond is of indispensable importance, that we, as Turkey, expect the European leg of the Alliance to assume more responsibilities, and that at this point, excluding European allies who are not members of the European Union from the defense initiatives of the Union will not serve the purpose. President Erdoğan stated that Türkiye positioned itself on the side of peace and diplomacy in the process that started with the attacks against Iran. During the meeting, our President stated that, as Türkiye, we are active in ensuring that the Ukrainian-Russian War ends in peace, and that we are making efforts to revitalize the negotiations and start negotiations at the leadership level.

During the meeting, President Erdoğan and Secretary General Rutte comprehensively evaluated the preparations for the NATO Ankara Summit.
