3.1 million more Istanbul residents will have access to the rail system network

Minister of Transport and Infrastructure Abdulkadir Uraloğlu met with the workers at the construction site of the Halkalı-Ispartakule Railway Line at the iftar program. Minister Uraloğlu, who made a statement here, noted that the Halkalı-Kapıkule High Speed ​​Train Line consists of 3 stages: the 153 km Kapıkule-Çerkezköy stage, the 67 km Çerkezköy-Ispartakule stage and the 8.4 km Ispartakule-Halkalı stage. Minister Uraloğlu continued his words as follows: “With the completion of all stages, we plan to increase the current line capacity by 4 times, reduce the passenger travel time from 4 hours to 1 hour 30 minutes, and the freight transportation time from 8.5 hours to 3.5 hours. When our line is completed, it will have the capacity to carry 2.7 million passengers and 33.5 million tons of cargo annually.”

‘HALKALI – ISPARTAKULE STAGE IS BEING CONSTRUCTED WITH A LENGTH OF 8.4 KILOMETERS’

Uraloğlu noted that they carried out the infrastructure, superstructure, electrification, signaling and telecommunication manufacturing of the entire 8.4 km long new high-speed train line, including a 6.4 km double-tube TBM tunnel in the Halkalı-Ispartakule section, 2 634-meter cut-and-cover tunnels and a 1.38 km open line.

‘THE AMOUNT OF COMPLETED EXCAVATION HAS REACHED 98 PERCENT’

Reminding that they completed the work on the TBM-2 Tunnel in February last year and held the ceremony of seeing the light, Uraloğlu gave the following information about the latest status of the project: “To summarize the latest status of our project; we have completed the TBM excavations in the Line-1 and Line-2 tunnels. Excavation continues in the TBM exit portal structure. The amount of excavation completed is around 98%. We have completed the production of soil nails and 1751 plastic piles in the exit portal, right and left slope areas. We have completed the Open-Cover foundation concrete manufacturing of the Ispartakule section. We have completed the permanent coating manufacturing of the NATM connection tunnels. We are continuing the preparation works for the factory acceptance tests of the system. We are continuing the documentation works on the Electromechanical Systems and we hope to complete the construction works on the Halkalı-Ispartakule Line by the end of the year. “Hopefully, we plan to open this section within the next year. When our work is completed, we will integrate Istanbul to Çerkezköy district and then to Kapıkule Line, with a 67 km line that will continue from Ispartakule, providing passenger and freight services from the existing Halkalı Station.”

‘OUR LINE WILL WORK LIKE A SUMMARY LINE AFTER HALKALI’

Touching on another important aspect of the Halkalı-Ispartakule High Speed Train Line, Minister Uraloğlu said, “Our line in question constitutes an important part of our national railway network, and as a natural extension of Marmaray, it will connect the western side of Istanbul more strongly to the rail system network; it will also work as a suburban line after Halkalı. Thanks to the tunnels we opened, our citizens in Ispartakule and Esenyurt and Bahçeşehir in its hinterland will be able to connect to Istanbul’s rail system network.” “Thus, our 3.1 million citizens in this region, who want to reach the metropolis especially during the commute to and from work, will be able to reach almost every part of Istanbul from all stations up to Gebze via Marmaray.” he said.

‘GAYRETTEPE- ISTANBUL AIRPORT RING WILL LAST 57 MINUTES’

Stating that Istanbul residents who are stuck in traffic during the morning and evening rush hours will travel with a comfortable, fast and safe rail system, Uraloğlu said, “Again, with the completion of the Halkalı-Arnavutköy section in the next one or two months, our passengers traveling between Gayrettepe-Istanbul Airport ring and Halkalı and Gayrettepe Stations will be able to complete their journey in 57 minutes. Istanbul’s rail system network will be further integrated.” he said.

‘WE OPENED 162 KILOMETERS OF RAIL SYSTEM LINE ACROSS ISTANBUL’

Stating that the way to permanently relieve Istanbul’s traffic is a strong rail system network, Minister Uraloğlu said, “In this direction, as the Ministry of Transport and Infrastructure, we are implementing original and exemplary projects one by one. To date, we have put 162 kilometers of rail system line into service throughout Istanbul. But there is no stopping for us. Currently, the Halkalı-Arnavutköy section of the Halkalı-Istanbul Airport line in Istanbul and the Altunizade-Çamlıca Mosque-Bosna Boulevard “Our construction works are continuing on lines with a total length of 22 kilometers, including the metro. In addition, our Ministry has undertaken a new project that will extend our Altunizade-Çamlıca Mosque-Bosna Boulevard Metro Line to Ümraniye Sports Village. We have completed the site delivery and started working there. With this project, we will bring a new 5-kilometer line to Istanbul. Thus, the length of the line under construction will reach 27 kilometers, and the total length of the line we have built throughout Istanbul will reach 189 kilometers.” shared his knowledge.

‘WE ARE ON THE VERGE OF A NEW HISTORICAL STEP’

Stating that they are on the verge of a new historical step with the Northern Ring Railway Project, Minister Uraloğlu continued his words as follows: He noted that this strategic line, which will pass through the Yavuz Sultan Selim Bridge, will start from Gebze and continue via Sabiha Gökçen Airport, the bridge, Istanbul Airport and Çatalca. Uraloğlu said that the total 125-kilometer line will be financed by 6 prestigious financial institutions, including the Asian Infrastructure Investment Bank, the Asian Development Bank, the Islamic Development Bank, the OPEC International Development Fund and the European Bank for Reconstruction and Development, under the leadership of the World Bank. Uraloğlu stated that with the completion of the line, they will reach the capacity to carry 33 million passengers and 30 million tons of cargo annually.

Following the speeches, a session titled “Risks in the Digital World: Addiction, Bullying and Cyber ​​Threats” was held, moderated by Directorate of Communications Digital Media Coordinator Aslan Değirmenci.

At the session, Nazım Elmas, Chairman of the Digital Media Commission of the Turkish Grand National Assembly, Volkan Güner Güngör, Head of the Department of Combating Cyber ​​Crimes of the Gendarmerie General Command, Hasan Basri Alagöz, General Director of Children’s Services of the Ministry of Family and Social Services, Salih Gözüm, Head of the Department of Combating Cyber ​​Crimes of the General Directorate of Security, were present as speakers.

In the session, the effects of digitalization on social life, risks in the digital environment, especially for children and young people, and solution suggestions against them were discussed.

“INSTEAD OF EVILING, AWARENESS SHOULD BE RAISED”

Directorate of Communications Digital Media Coordinator Değirmenci, in his speech at the beginning of the session, pointed out that there is a very rapid change and transformation in the virtual world along with the changing world in the recent period.

Stating that it is “people” who produce the virtual world and organize the algorithms, Değirmenci said that people can fight against this virtual world in the same way.

Değirmenci stated that instead of criticizing digital media, a way to raise awareness should be found and how to reach the truth should be determined.

“PEOPLE SITTING IN THE SAME ENVIRONMENT AND LIVING IN DIFFERENT WORLDS”

Elmas, Chairman of the GNAT Digital Media Commission, emphasized that Türkiye’s biggest advantage in achieving a safe society in the digital age is the concept and ties of “family”.

Listing the requirements for a safe society in digital media, Elmas said, “Certain family members spend time with their phones in certain corners of the house. There is a lot of time spent playing games on social media and some activities in the digital field. Seeing many habits from our traditional family structure dissolve in this environment may come to our agenda as the biggest reason preventing the formation of a safe society in the digital world.” he said.

Elmas said, “For a digitally safe society, we need to stop being people sitting at the same table but not talking to each other. We need to move away from being people looking at different screens. We need to move away from being people sitting in the same environment and living in different worlds.” he said.

“THE MOST CRITICAL LINE OF DEFENSE IS THE PARENTS”

Güngör, Head of Gendarmerie General Command’s Combating Cyber ​​Crimes Department, stated that while the digital world offers many opportunities, it also brings with it invisible risks.

First touching on cyber bullying in digital media and the cases that can be seen in this context, Güngör said, “Another important topic is online games and the tendency to violence. There are many issues such as triggering violence, but the most important point I want to draw attention to is that every platform that allows children to communicate with people they do not know creates a dangerous environment.” he said.

Güngör said that in these environments, criminal organizations first identify children who are socially excluded, lonely and open to manipulation, and these people are asked to commit crimes or violate rules in order to be included in the group, and then, with the use of this, blackmail begins and complicity begins.

Pointing out the importance of raising awareness for security in digital media, Güngör said that they reached 1 million 142 thousand citizens and carried out awareness-raising activities.

Güngör emphasized that cyber patrols are carried out 24 hours a day, 7 days a week, but the most critical line of defense is the parent.

“ATTENTION SPAN HAS DECREASED BY 30 PERCENT IN THE LAST 10 YEARS”

Alagöz, General Director of Children’s Services of the Ministry of Family and Social Services, stated that children on the internet are affected by endless video streams managed by algorithms and said, “We can say that our children are exposed to harmful content, virtual bullying, violent content in games, and inappropriate content. Especially the anonymity experienced by our children on these digital platforms further triggers aggressive behaviors.” he said.

Alagöz stated that 6 out of every 10 children who have access to the internet meet with people they do not know and that this can lead to being dragged into crime.

Stating that the attention span of children has decreased by 30 percent in the last 10 years, Alagöz noted that inter-institutional coordination should be strengthened for the protection of children in the digital world, and the steps taken by different institutions should define each other.

“FAMILY GUIDANCE SERVICES”

Gözüm, Head of the Cyber ​​Crimes Department of the General Directorate of Security, said that every institution should have strong structures in data and network security.

Explaining that solutions to problems can be found with national solutions and practices, Gözüm stated that public-private cooperation should be increased to create a safe society in the digital age.

Gözüm said, “I would also like to emphasize that in an age where individualization is increasing so rapidly, corporate structures must be renewed, developed, and able to provide digital security in the digital age, just like an individual.” he said.

Explaining that in many families, digital media passwords are created by children, Gözüm stated that considering the parents’ inability to control this, studies such as family guidance services should be carried out for security in digital media.

Görgün stated that certification activities for the integration of the domestic engine TS1400 into the GÖKBEY platform are continuing, and said, “Our localization rate in GÖKBEY is over 70 percent, and I hope we will increase this rate to over 80 percent with the domestic engine integration.”
