Following the “absolute nullity” decision of the Republican People’s Party (CHP), the police entered the CHP Headquarters for evacuation. CHP members in front of the headquarters intervened and attacked the police.

After the tension, Özgür Özel and his team left the headquarters. As he left the party building, he said, “Everyone is doing what suits them. I’m very sorry, I’m leaving to come back.” Özgür Özel, who used the following statements, came to the parliament and made a statement.

On the other hand, CHP Izmir Deputy Mahir Polat, one of the names close to Kemal Kılıçdaroğlu, made a statement to the press.

Stating that Kemal Kılıçdaroğlu will not go to the headquarters today, Polat said, “There are people who will be referred to discipline. Those who call Kemal Bey a traitor will be dismissed from the party.” he said.

“Such an image will not appear from us”

Responding to the question about the takedown of Ozel’s posters, Polat said, “They took them away themselves, we won’t see such an image.”

WHAT HAPPENED?

According to the decision of the 36th Civil Chamber of the Ankara Regional Court of Justice (BAM), the 38th Ordinary Congress of the CHP on 4-5 November 2023 and the Istanbul Provincial Congress on 8 October 2023 were canceled due to “absolute nullity” (absolute nullity).

Following the armed attack on Karaca, Muğla Provincial Police Department Intelligence and Anti-Smuggling and Organized Crime (KOM) Branch Directorate teams worked to catch the perpetrators.

The teams examined the camera recordings in the region and determined that the masked suspect who carried out the armed attack came to Fethiye by bus from Istanbul on May 20, scouted around the crime scene, and fled to Bodrum district using a commercial taxi after the attack.

THE ATTACKER AND HIS PARTNER WAS CAUGHT IN BODRUM

The child who was identified as a result of the investigation and dragged into crime is EÇ. and TD, who helped him hide, were caught and detained in a simultaneous operation carried out in the morning at an address in Koyunbaba District of Bodrum district.

Police teams deepened the investigation and caught another related suspect, HN, who paid the fare of the commercial taxi in which the attacker fled from Fethiye to Bodrum and came to Bodrum from Istanbul, in the operation they carried out in Milas district.

DRUGS WERE FOUND AT THE ADDRESS THEY hid

During the searches carried out at the residence where the suspects were hiding in Bodrum, approximately 700 grams of skunk drug and precision scales were seized.

While it was determined that the 3 suspects were under the influence of drugs and alcohol at the time of the incident, it was reported that efforts were continuing to find the incriminating weapon.

In the written statement made by Muğla Provincial Police Department regarding the issue, the following statements were made:

“As part of the coordinated work carried out by our Intelligence Branch Directorate and our Anti-Smuggling and Organized Crime Branch teams regarding the firearm injury incident that occurred yesterday in Fethiye district, the perpetrator of the incident and 3 suspects who acted together were caught. Necessary studies are being carried out on the captured suspects and further information will be given about the developments.”

While the crisis following the “absolute nullity” decision in the CHP and the tension in front of the Headquarters continued, CHP Şanlıurfa Deputy Mahmut Tanal put on a show that pushed the limits of logic.

Tanal, who went to the roof of the headquarters building, was seen holding a hose in his hand. Calling out to those around him, “Turn on the water,” Tanal posed on the roof with the water flowing from the hose.

POLICE TEAMS TAKEN EXTENSIVE SECURITY PRECAUTIONS

Police teams intervened in the brawl and took extensive security measures in the area. The street where the CHP Headquarters is located and some roads around it were closed to traffic. Another group trying to enter the campus where the party was located tried to overcome police barricades from time to time. Riot police teams intervened in the group.

After the Ankara Governorship instructed the Ankara Police Department to evacuate the CHP Headquarters in line with the court decision, police teams began negotiating with the party members.

Police teams met with CHP Deputy Murat Emir and his entourage in the garden of the headquarters and continue to wait for evacuation.

APPLICATION FROM LAWYER ÇELİK TO ANKARA POLICE DIRECTORATE

Celal Çelik, the lawyer of Kemal Kılıçdaroğlu, who was reinstated as CHP Chairman by the court, applied to the Ankara Provincial Police Department with a petition in his capacity as CHP lawyer and said, “We request that the necessary procedures be taken regarding the delivery of the party headquarters to us.” he said.

Çelik submitted two separate petitions to the Ankara Provincial Police Department on 23 and 24 May.

In these petitions, “Although the authority to represent the Republican People’s Party belongs to the Chairman Mr. Kemal Kılıçdaroğlu and his management, the headquarters has not been persistently evacuated by the previous party officials.” Çelik, who used the following statements, requested the following steps from the police units in his application as CHP lawyer:

“Despite all the constructive initiatives and meeting efforts of the MPs, it has been understood that even the MPs were not allowed into the headquarters, and furthermore, despite trying to establish a constructive dialogue for a long time, no results were achieved, we request that the necessary actions be taken regarding the handing over of the party headquarters to us.”

The 36th Civil Chamber of the Ankara Regional Court of Justice annulled all congress processes of the CHP, including the 38th Ordinary Congress in which Özgür Özel was elected as the chairman, on the grounds of “absolute nullity”. As Kılıçdaroğlu took office after the court’s decision, all eyes once again turned to the “Ekrem İmamoğlu Criminal Organization for Profitable Organization” indictment prepared by the Istanbul Chief Public Prosecutor’s Office. Necati Özkan, İmamoğlu’s advisors in his close team, and Yiğit Oğuz Duman, his advisor at Istanbul Metropolitan Municipality, were also included in the file as other important actors who changed the course of the congress.

UNREGISTERED MONEY IN THE SYSTEM
Hasan Hüseyin Şenyurt, who testified as a witness in the investigation file, disclosed the unregistered money traffic carried out through advertising and tender processes with the following words: “Hüseyin Köksal is İmamoğlu’s safe. His private driver Servet Yıldırım used to tell me that he took bags of money from İBB Kültür A.Ş. and took them to Tuncay Yılmaz, the general manager of İmamoğlu company. Servet gave 1 billion 200 million liras to Berber at the congress. He said that they converted it into foreign currency at Yaşar’s foreign exchange office and gave it to the delegates, and distributed 70 flats of KİPTAŞ to the delegates.

BRIBERY UNDER THE DISPLAY OF DONATION
Another witness in the file, Erkan Çakır, pointed out the financial irregularities at the delegate level and said, “CHP delegate Veysi Uyanık knows very well the process of giving money to delegates and distributing shopping cards during the congress period. These cards and money distributed are bribes. They disguised everything as a donation, just like they did in the purchase of the provincial building.”

VIP LIST IN KİPTAŞ PROJECT
Another leg of the financing allegations in the indictment was contractor Adem Soytekin’s confessions regarding the KİPTAŞ Pendik Arkalı Project. Soytekin described the meeting they had with KİPTAŞ General Manager Ali Kurt as follows: “100 of the flats that will be sold in the first stage were reserved by KİPTAŞ under the name of ‘VIP list’. Ali Kurt said that the flats would be sold at 10 thousand TL, below the market, upon the instructions of Ekrem İmamoğlu. When he objected, 25 flats were given to contractors. The remaining 75 flats were distributed to CHP members, council members and municipal employees with political weight. These flats “It went to people who were influential in the congress process. Moreover, after the transactions, Ali Kurt asked us for 1 million 500 thousand dollars in cash. We withdrew this money and delivered it to Fatih Keleş or Tuncay Yılmaz.”

After the CHP’s 38th Ordinary Congress was deemed null and void and annulled by the court, 13 people were detained in 7 provinces in connection with the delegate exchange, where votes were purchased in exchange for money, tenders and jobs from municipalities. The confessions of the secret witness who applied to the Istanbul Chief Public Prosecutor’s Office and the detained IMM and Beşiktaş Municipality Council Member İlker Uluer caused a stir in the CHP. It was learned that among those detained, Özkan Deniz and İbrahim Şahin, as well as Umut Ünlü and Mehmet Eyyüp Demirdöken, were among those who received money in exchange for votes through Turgut Koç, a businessman close to Veli Ağbaba. It was learned that Ümraniye delegate Hayati Kaya was employed in Beşiktaş Municipality in exchange for votes, and the brother of Çekmeköy CHP District Chair Melda Tanışman Tutan was employed in return for votes. It was learned that Metin Kaya, who was mentioned in the operation in Şile, was caught on the grounds that he was the person who distributed cash to the delegation.

BROKERAGE FOR 1 MILLION EUROS
It was learned that there were findings that Gaffar Çiçek acted as an intermediary in the money transportation business during the period when Gökhan Böcek, the son of the detained Muhittin Böcek, took 1 million euros to the CHP Headquarters. The actions of the detained names were reflected in İlker Uluer’s statement. It was stated that the detained then CHP Erzurum Provincial Chairman Safi Karayalçın was given tenders from Beşiktaş Municipality to vote for Özgür Özel at the congress, and at the same time, 130 thousand dollars were transferred to persuade 10 delegates. It was noted that Ayça Aypek Şenay was appointed as a member of the High Disciplinary Board by Veli Ağbaba, with whom she had a love affair. It was also recorded that Gaffar Çiçek, Ağbaba’s disclosed safe, collected bribes from municipalities on behalf of Ağbaba. While Metin Kaya’s name was included in the investigation file as the person appointed by Ekrem İmamoğlu, it was claimed that former Ataşehir Deputy Mayor Kalender Özdemir was the person who distributed cash directly to the Çekmeköy delegation. Gülhan Aydın, Safi Karayalçın, Melda Tanışman Tutan, Hayati Kaya, Suat Dülger, Kalender Özdemir, Özkan Deniz, İbrahim Şahin, Umut Sapan, Mehmet Eyyüp Demirbüken, Metin Kaya, Gaffar Çiçek and Ayça Akpek Şenay, who were detained on charges of “opposing the Law on Political Parties” and “taking bribes”, were brought to Istanbul. 13 suspects taken into custody were referred to the court with a request for arrest.

‘CONSTRUCTION SHOULD BE HELD’
Stating that there is no consensus between the two wings, Özel said, “The congress should convene within the shortest time stipulated in the statute. This period is around 40 days. This is everyone’s wish. It is necessary to make a congress decision without wasting time. We will make a technical assignment. We also request this assignment from Kemal Bey.” On the other hand, a closed group meeting was held at the headquarters yesterday upon the call of Özel. It was noteworthy that 42 of the 138 CHP deputies did not attend the meeting. The headquarters wing argued that some deputies were excused. Özgür Özel, who decided to elect the group chairman at the meeting, was re-elected as the group chairman as a candidate. Özel also stated that this step was taken legally after the absolute nullity decision.

9 OF THE DEFENDANTS WERE ARRESTED
It was decided to arrest Safi Karayalçın, Suat Dülger, Kalender Özdemir, Özkan Deniz, İbrahim Şahin, Umut Sapan, Metin Kaya, Gaffar Çiçek and Mehmet Eyyüp Demirbüken, among the defendants who were referred to the Istanbul Courthouse in Çağlayan with the request for their arrest. Judicial control measures were ordered against the suspects Ayça Aypek Şenay, Gülhan Aydın, Melda Tanışman Tutan and Hayati Kaya.
