Yegen Gül was the main actor in the scheme that carried out zoning, license and settlement transactions in exchange for bribes, without having any official duties. Another organization manager, Sıla Ceylan Berkaya, was Mayor Kara’s relative and the Deputy Mayor responsible for Development and Settlement.
The organization manager, Mehmet Engin Tüter, was the Deputy Mayor in Charge of Police.
