Istanbul Governor Davut Gül said the following in his speech here: This movement, which started under the auspices of the Honorable Emine Erdoğan, continues on its way by growing like an avalanche with the support of our President. Today, when it comes to zero waste not only in Türkiye but all over the world, if there are five countries that can be shown as an example when it comes to the environment, Türkiye is one of them, and even the leading one. At the end of the day, we have seen all over the world that the world is getting older, resources are starting to run out, and inexhaustible resources are polluting the environment and, in a sense, consuming people. We can put borders on countries. Entry and exit are made with a passport, and other security measures are taken. However, limits cannot be set regarding climate, drought, precipitation or poverty. When we look at migrations; We see a migration chain extending from one point in Africa to Europe, Türkiye and even America. We know that people do not change their hometown arbitrarily or leave their country arbitrarily.

Migrations, wars, famine, poverty, change of seasons; The fact that the products that were grown in the past are not grown today or that the products that were not grown in the past are now grown today actually shows us an important fact. If precautions are not taken and everyone does not do their part, we will face serious problems in leaving the world entrusted to us to our children, grandchildren and future generations. In fact, while we always thought of leaving a better environment and a more livable world to our grandchildren, we also saw this in some areas: We are faced with a situation that will not be sufficient in many areas even for people living today, let alone our grandchildren. For this, it is not enough for states to just show their will. The efforts of non-governmental organizations alone are not enough. If the entire city, or at least a significant part of it, does not demonstrate a common will, if this culture does not settle into our lives; No matter what we do, no matter what we say, it will always remain incomplete. Istanbul Zero Waste Week, which will be held on June 1-7, was born from this need. We were really excited when our President Samed brought the issue to us. We saw that it was an event worthy of the mother of cities like Istanbul. In addition, for the first time in the world, a zero waste week is celebrated and zero waste themed events are organized. What do we aim for? We aim to: As our president just stated, more than 1,500 events will be held. I would like to thank our public institutions and organizations, non-governmental organizations, volunteers and everyone who contributed to the event. I believe that with these events, our 16 million citizens living in the city, especially our children, will have a direct or indirect contribution, awareness and knowledge about zero waste.

WE ALL HAVE TO WORK TOGETHER

ISTANBUL WILL BE THE CAPITAL OF ZERO WASTE

In fact, these works we have done show our will and determination to make Istanbul the capital of zero waste. We carry out most of the work we have done so far in Istanbul. Because Istanbul is an ancient city with more than ten thousand years of history. We are talking about a city where people of different religious groups, different nationalities and different ethnic origins have lived together in tolerance for thousands of years. This city is a holy city. This city is a heralded city. We, as the youth, children and brothers of this city; We are determined to bring Istanbul to the world stage. See, almost all major cities in the world have climate weeks. Today, people are working to organize events at London Climate Week and making efforts to take part in New York Climate Week. Climate weeks are held in Paris, Delhi and many major metropolises of the world. Together with the United Nations, under the auspices of our Governor and under the leadership of First Lady Emine Erdoğan, we are declaring Istanbul Zero Waste Week as of this year.

As of this year, more than 1,500 project applications have been made from 39 districts to this movement, which started in Istanbul. Hopefully, with the 1,500 projects to be implemented on these dates, there will be no citizen left in Istanbul who has not reached zero waste awareness and who has not touched on zero waste efforts. We are organizing the Zero Waste Festival in Istanbul between 4 and 7 June. We are expecting more than 1 million of our fellow citizens to this festival we will organize. Our main theme at the Istanbul Zero Waste Festival this year will be energy efficiency. Within the scope of the festival we organize together with our Ministry of Energy and Natural Resources, we will explain to our young people the importance of energy efficiency in terms of Türkiye’s independence. We believe that the Zero Waste Festival, which will be held with a different theme every year, will be an important meeting point for the youth of this city.

“National Youth Summit on Combating Disinformation” was organized by the Presidential Directorate of Communications with the participation of Minister of Youth and Sports Osman Aşkın Bak. The program at the Directorate of Communications was held with the participation of students who are members of the anti-disinformation club from all over Türkiye. After a moment of silence and the reading of the National Anthem, Director of Communications Duran started his opening speech by congratulating the 19 May Commemoration of Atatürk, Youth and Sports Day.

Referring to the historical dimension of the fight between truth and lies, Duran said that we are faced with a different reality in this age.

Duran pointed out that disinformation evolved over time and reminded that unreal images were published during the Gulf War in 1991.

Emphasizing that the fight against disinformation of the past is outdated today, Duran addressed the young people as follows:

“Now, the images created in the artificial intelligence-supported digital field, the information called ‘real’, are actually so confused with the truth. Of course, I believe that you young people are much better equipped in this regard, but we have come to a time when we need to focus on it very carefully. Because disinformation does not only mean false information. Our perception of society, our state, the world, I go a little further, the digital world really has a great impact on creating the perception of ourselves and our selves. Therefore, we have to assume that the data owner technology company may be involved in accounts that are not innocent at all. We now need to focus more strongly on issues such as transparency, accountability and ethical responsibility. Duran pointed out that algorithms are not impartial and explained the guidance made on social media.

“DIGITAL LITERACY IS NO LONGER JUST A TECHNOLOGY MATTER”

Director of Communications Duran said, “Digital literacy is no longer just a matter of technology, it is more than that. It is a matter of verifying information, questioning the source, recognizing algorithmic manipulation, recognizing psychological manipulation and combating digital addiction.” he said.

Underlining that young people should improve their skills in this regard, Duran said that otherwise they may be influenced by artificial intelligence-supported fake videos, audio programming systems and some manipulative visuals.

Recalling periods such as the pandemic and the Gezi Park events, when disinformation was deliberately spread, Duran said:

“We have to know this world well and prepare ourselves for it. I just said that companies have some manifestos. Palantir Technologies company is an example of this. They said very clearly, ‘This is not just a technology competition, this is a matter of geopolitical superiority.’ In fact, when we dig deeper into his words, there is a civilization’s quest to dominate other civilizations behind it. When we look at it this way, we are at a point where our world, the virtual, digital world, requires us to be aware of many issues, especially disinformation. We will not be guided by algorithms. We will not remain under the unwitting domination of digital tutelage. We will produce data. We will collect the data we produce. We will analyze them and produce data and content for the digital field based on our own values. “We are doing it, we will do it stronger, we will do it more effectively.”

Duran stated that the battlefield of the future is not land, sea or air, but the virtual and digital world. Explaining that there are concerns about people losing some of their skills in the age of artificial intelligence, Duran said that this concern can be overcome by insisting on some conventional issues, such as continuing to read printed books.

“WE DETECT DISINFORMATIONS WITH ARTIFICIAL INTELLIGENCE”

Duran also touched upon the activities of the Directorate of Communications in his speech and stated that the posts of the Center for Combating Disinformation during the February 6 earthquakes and the genocide committed by Israel in Gaza provided people with the correct information and truth.

Duran stated the following:

“We are now using artificial intelligence to detect disinformation produced by artificial intelligence. We continue this effort through CİMER and the disinformation reporting service. In this context, 102 disinformation clubs established at universities in 74 cities are active. We also support these activities. This distinguished community is a pioneering community that is aware of this and is aware of the awareness of the digital world.”

The summit continued with sessions held after the opening speeches of Director of Communications Duran and Minister Bak.

Minister of Family and Social Services Mahinur Özdemir Göktaş announced that the regulation regarding the use of social media by children under the age of 15 has reached a critical stage. Stating that the working group established within the Ministry works in coordination with relevant institutions and organizations, Minister Göktaş stated that the regulation aiming to protect children in the digital environment will be implemented within 6 months.

A MODEL SPECIFIC TO OUR COUNTRY
Reminding that each country carries out its own studies on the subject, Minister Göktaş said, “After examining Australia’s report in particular, we made all the necessary evaluations and developed a model specific to our country by completing the deficiencies.” Minister Göktaş emphasized that with the law, which also includes regulations for social media, safe digital spaces will be created for children under the age of 15 and controlled use will be encouraged, and stated that they aim to prevent children from being exposed to content that is not appropriate for their age and development.

AGE VERIFICATION FROM E-GOVERNMENT
Emphasizing that the new era for social media use will not be limited to a legal regulation, Minister Göktaş stated that the technical infrastructure and application mechanisms have also been prepared comprehensively. Minister Göktaş also noted that they will implement the age verification system and different verification methods, especially e-Government, as a basis for the obligations imposed on social network providers by law, and stated that this system will be created in coordination with the Information Technologies and Communication Authority (BTK) and the Cyber ​​Security Directorate.
