3- Procurement of the service subject to tender
3.1 Name: LAND, SLIDE AND POOL MAINTENANCE AND REPAIR SERVICE PROCUREMENT WORK WITHIN THE SCOPE OF SPECIAL SURVEY OF NO-874, NO-877, NO-882, NO-883 CONDITIONS 3.2. Quality, type and quantity: In line with the quantities specified in the Work Orders annexed to the Technical Specifications
Detailed information can be found in the administrative specifications in the tender document in EKAP. 3.3. Place of construction/delivery: Located at NO-874 Şat Kocaeli/Kefkenada Station, NO-877 Şat İstanbul/Poyrazköy Dock; Works related to the conditions are located at NO-882 Şat Çanakkale/Sütlüce Station, within the borders of Istanbul, Yalova or Kocaeli provinces; The construction works are located within the borders of Çanakkale province, and NO-883 Construction is located in Muğla/Fethiye Karagözler Location; The works related to the construction will be landed/sled/docked in places deemed appropriate by the Administration within the borders of Muğla province, close to the locations where they are stationed, and will be carried out in the shipyard belonging to the Contractor or rented by the Contractor. Fuel fees spent on transportation to and from the repair site will be covered by our Organization. However, in case the boats are landed/sled/pooled in a location other than the above-mentioned limits, the cost of the fuel spent on the journey from the location where it is stationed to the repair site and on the return to the location where it is stationed will be covered by the Contractor company. 3.4. Duration/delivery date: 30 (Thirty) days from the start date of work 3.5. Work start date: Work will start within 15 days from the date the contract is signed.
4- Participation and qualification criteria:
4.1. The information and documents that must be submitted by the bidders within the scope of the e-bid regarding the participation and qualification criteria and the information and documents regarding non-price elements are given below:
4.1.1. Offer letter.
4.1.2. Information and documents showing that you are authorized to bid:
4.1.2.1. In legal entities; Information and documents regarding the bidders’ management officers and partners and partnership rates (except for shares offered to the public)/members/founders, depending on their relevance.
4.1.2.2. In case of participating in the tender by proxy, information and documents regarding the proxy.
4.1.3. Temporary guarantee.
4.1.4 Business partnership declaration if the bidder is a business partnership.
4.2. Information and documents regarding economic and financial sufficiency and the criteria they must meet: 4.2.1. Bidder’s year-end balance sheet information for the year before the tender year: In the presented balance sheet or equivalent documents;
a) The current ratio (current assets/short-term liabilities) is at least 0.75,
b) The equity ratio (equity/total assets) is at least 0.15,
c) They may indicate information on the year-end balance sheet documents to show that the ratio of short-term bank debts to equity is less than 0.50 and that the three specified criteria are met together.
Those who could not meet the above-mentioned criteria in the previous year can submit information regarding their documents from the last two years. In this case, it is checked whether the qualification criteria are met based on the average of the monetary amounts of the last two years. 4.2.2. Documents showing business volume: a) Income statement showing the total turnover for the year before the year the tender was made,
b) Documents showing the turnover amount related to service works,
It is sufficient to submit one of these documents.
The total turnover should not be less than 25% of the offered price, and the turnover related to service works should not be less than 15% of the offered price. The bidder who meets any of these criteria and submits the document related to the criteria he meets is considered sufficient.
Those who could not meet these criteria in the previous year can submit their documents for the last two years. In this case, it is checked whether the qualification criteria are met based on the average of the monetary amounts of the last two years. 4.3. Information and documents regarding vocational and technical qualifications and the criteria they must meet: 4.3.1. Documents showing work experience regarding the work subject to the tender or similar works, or technological product experience certificate, for which the acceptance procedures have been completed within the scope of a contract that includes a price within the last five years and not less than 30% of the offered price.
4.3.1.1. If the document used by the legal entity to show work experience belongs to the partner who owns more than half of the shares of the legal entity and is authorized to represent and manage the contracts regarding the tenders to be held in accordance with Law No. 4734, it is issued by the trade registry directorates within the chamber of commerce and industry/chamber of commerce or by a certified public accountant or independent accountant financial advisor after the first announcement date and shows that these conditions have been maintained uninterruptedly for the last one year from the date of issue, It is mandatory to use a document compatible with the e-form.
4.3.1.2. If the work experience gained from work carried out abroad, other than those committed to the administrations within the scope of Law No. 4734, is used within the relationship of a group of companies established on the basis of share majority in accordance with the second paragraph of Article 195 of the Turkish Commercial Code No. 6102 dated 13/1/2011, documents proving this legal relationship and the duration of this relationship must be submitted. 4.4. Works that will be considered as similar works in this tender: 4.4.1.
Performing Deck and Machinery Maintenance and Repair of Ships and Tugs in the public or private sector or building ships are jobs that can be considered as similar work.
5- The most economically advantageous offer will be determined solely on the basis of price.
6- Only local bidders can participate in the tender.
7- Those who will bid for the tender are required to log in to their EKAP account and download the tender document.
8-Bids will be prepared via EKAP using the offer letter, tender participation certificate and other attachments, and will be signed with e-signature and sent via EKAP until the tender date and time.
9- Bidders will submit their bids in the form of bid unit prices based on the total price calculated by multiplying the quantity of each work item and the unit prices offered for these work items. As a result of the tender, a unit price contract will be signed with the bidder.
10- Partial bids can be submitted in this tender.
11- Bidders will provide a provisional guarantee in an amount they determine, not less than 3% of the price they bid.
12- There will be no electronic auction in this tender.
13- The validity period of the bids is 120 (One Hundred and Twenty) calendar days from the tender date.
14- Bidding cannot be submitted to the tender as a consortium.
15- Other matters:

‘Hantavirus’ statement from Spain: Evacuations from the ship have started!
