NATO Summit statement from Minister Çiftçi: “Measures have been taken for our common security”

Announcing the number of personnel who will work within the scope of the summit and the details of the geographical security circle, Minister of Internal Affairs Mustafa Çiftçi said, “A total of 56 thousand 288 personnel will work. 48 thousand 841 of them are our police personnel and 7 thousand 447 are the personnel of our Gendarmerie General Command. In addition, 4 thousand 405 teams or teams will take part within the scope of these measures. Sharing the personnel distribution on the Presidential Complex and transfer routes with figures, Minister Çiftçi said, “A total of 3 thousand 926 personnel will work on the route between Esenboğa and the Presidential Complex. 1,742 personnel will take part in the measures taken between the abandoned Ankara, the newly opened Ankara Airport and the Presidential Complex.” Minister Çiftçi stated that they will work on a 24-hour basis within the scope of the summit. “Our personnel, vehicles, equipment and canine elements have been assigned on a 24-hour basis to ensure that the necessary searches, screening, traffic and security checkpoints can be completed efficiently and in the minimum amount of time against possible incidents that may occur at three airports, the Presidential Complex, routes and hotels,” he said.

Concluding his speech by stating that the security of the summit is not limited to the physical area only, the highest level measures have been put into effect in the digital dimension, Minister Çiftçi said, “Cyber measures are also important for us. We carry out similar practices in the cyber world as we do on the streets. Our 7-24 virtual patrol activities continue in the cyber environment in order to fight against crime and criminals. A total of 639 extra personnel have been assigned for this. They also continue their virtual patrols.”
EVERY COUNTRY KEPT SECURITY MEASURES AT THE HIGHEST LEVEL
Minister Çiftçi noted that the extensive security measures taken for the summit hosted by Türkiye completely coincide with the practices in previous NATO meetings held in European countries. Emphasizing that the measures taken are at international standards, Çiftçi said, “The same security measures were taken in the Netherlands, where the previous meeting was held. In NATO strategic security meetings held in Europe, the measures have always been kept at the highest level. Therefore, we are not the only ones applying these high security procedures; all allied countries that hosted previous summits have similarly implemented security measures at the highest level.” he said.

At the meeting, Minister of Internal Affairs Mustafa Çiftçi listed the roads that will be closed during the NATO Leaders Summit as follows. Around the Presidential Complex – ATO Congresium, Presidential Boulevard, Alparslan Türkeş Street, Muhsin Yazıcıoğlu Street, Bestepe Street, Söğütözü Street, Martyr Teacher Şenay Aybüke Yalçın Street and 2169 and 2170 streets will be closed to traffic. 286th Street and 350th Street will be closed around the Alegria Business Hotel. 173rd Street, 171st Street and 172nd Street will be closed around the Crowne Plaza Hotel. Chisinau Street, Jose Marti Street, 720th Street and 721st Street around Divan Hotel will be closed to traffic. Life Street, Adalet Street, 5th Street, Nergiz Street, 4th Street, 3rd Street and 1st Street will be closed around Wyndham Grand – Mercure – Mövenpick hotels. Tehran Street, Argentina Street, Iran Street, Poland Street, Şehit Ömer Haluk Sipahioğlu Street, Boğaz Street, Billur Street, Bülten Street and Güniz Street will be closed to traffic around HiltonSA – Sheraton – Lugal hotels. Around the InterContinental Hotel, the section of Atatürk Boulevard between John F. Kennedy Street and Esat Street and Gülözü Street will be closed. Ufuk University Avenue, 1443rd Street and 1452nd Street will be closed to traffic around the JW Marriott Hotel. Around the Metropolitan Hotel, 1377th Street, 1380th Street and 1381st Street and all roads connecting to them will be closed to traffic. There will be no restrictions on pedestrian crossings.

Minister Göktaş: “An investment in children is an investment in the future of the country”
Minister Göktaş attended the Arnavutköy Anadolu Neighborhood Mass Opening and Groundbreaking Ceremony, where the Family Counseling Center, Family Health Center, kindergarten, parking lot and car wash facility, which were completed by Arnavutköy Municipality, were opened and the foundation of the Arnavutköy Art and Vocational Training Course (ASMEK) building was laid.
Stating that investments ranging from education to consultancy, from health to infrastructure, from vocational training to production will offer new opportunities to the social life of the district, Göktaş thanked Arnavutköy Mayor Mustafa Candaroğlu and his team who contributed to the implementation of the projects.

1 TL INCENTIVE FEE CAN BE EARNED FOR EACH PACKAGING
Öztürk stated that the DOA system is a holistic system that enables the separate collection of plastic, glass and aluminum beverage packaging at the source, their digital monitoring and their re-introduction to the economy.
“Our citizens will be able to earn an incentive fee of 1 lira for each suitable packaging by delivering plastic, glass and aluminum beverage packaging with the DOA logo to deposit return machines or manual return points.” Öztürk said, “In order to support the fair and sustainable functioning of the system for individual returns, we have determined 200 packages as a daily upper limit. The incentive fee will be transferred to the DOA wallet. Our citizens will be able to transfer their accumulated balances to their bank accounts, withdraw them from ATMs or use them for shopping.” he said.
Öztürk stated that the system consists of 3 phases and that they tested the 1st phase with a pilot application in Sakarya last year and said, “We are moving to the 2nd phase, that is, the national integration process. The DOA system has now reached the level to be implemented in 81 provinces and 973 districts. The 3rd and last phase will be the full dissemination period.” he said.
Pointing out that their goal is to transform the system into a permanent structure that can be easily accessed by citizens working at the same standards in every corner of Türkiye, Öztürk said:
“Every year, approximately 25 billion beverage packages become waste. When these packages are brought together, they create a volume that would cover approximately 100 thousand football fields. In other words, enough plastic, glass and aluminum packaging to fill approximately 100 thousand football fields are released into nature every year. We are implementing one of the world’s largest warehouse management systems to change this situation.”
Öztürk stated that within a year, they will put into service at least one deposit return point that citizens can easily reach in every neighborhood of Türkiye and said, “We will also continue to support our businesses in this process. While the number of deposit return machines increases, we will also provide the necessary field equipment to manual return points and ensure their strong participation in the system.” He made a statement.
“APPROXIMATELY 65 PERCENT OF 25 BILLION PACKAGING IS IN OUR HOTELS, RESTAURANTS AND CAFES”
Öztürk stated that they carry out the DOA system with a comprehensive infrastructure in which the entire process from producer to consumer, from return points to recycling facilities is managed digitally.
Stating that while markets, supermarkets, grocery stores and kiosks serve as return points for citizens, hotels, restaurants and cafes make a significant contribution to the recycling chain by bringing their own packaging into the system, Öztürk said, “I would like to underline the role of our hotel, restaurant and cafe businesses. Approximately 65 percent of the 25 billion packages we mentioned are in our hotels, restaurants and cafes. Therefore, every packaging collected in these businesses will directly contribute to our recycling and recovery targets. Moreover, our businesses deliver them in bulk.” “They will also receive an incentive fee of 20 kuruş for each package with the DOA logo.” he said.
Öztürk explained that businesses will complete their registration through the warehouse information management system and work with authorized operators, adding, “Collection, transportation and verification processes will be carried out in a safe, orderly and traceable manner thanks to this structure.” he said.
Pointing out that natural resources will be used more efficiently with the DOA system, Öztürk continued his words as follows:
“We will ensure that the quality recycled raw materials needed by our industry are met at a higher rate domestically and accelerate and strengthen the circular economy. The economic impact of this transformation is also extremely important. We foresee an annual decrease of 35 to 40 percent in beverage packaging raw material imports. This development will positively affect production costs and make a significant contribution to reducing the trade deficit, which will reduce foreign dependency. We foresee that the DOA system will bring an annual economic value of approximately 30 billion lira to the Turkish economy. In the next 20-30 years.” “We expect the system to create employment for 20 thousand people.”
MACHINES WERE DEVELOPED BY LOCAL INDUSTRIALISTS
Öztürk stated that they ensure that strategic raw materials are brought back into the economy within Türkiye and that DOA is not only an environmental practice but also resource security.
Pointing out that the machines used in the field were developed by domestic industrialists, Öztürk said that the technology developed by Türkiye in this field and the operation model it established will constitute an important reference for many countries that will establish a deposit system in the future.
