Son dakika | İçişleri Bakanı Ali Yerlikaya açıkladı: Trafikte yeni dönem uygulamaları neler?
“Özellikle yaralamalı ve can kayıplı kazaların sebeplerinin büyük bölümünü zaten hız ihlalleri oluşturuyor. Yerleşim yerlerinin içinde ve dışında yapılan hız ihlalleri ile ilgili bu yeni yasanın içinde de önemli adımların atılmasını bekliyoruz. Sizce caydırıcı olacak mı?” sorusuna Yerlikaya, “Kesinlikle öyle olacağını düşünüyoruz. Dünyayı da izledik, bunu başaran ülkeleri de iyi izledik. Arkadaşlarımızla bunu Türkiye’de bir yeni caydırıcı kural modeli nasıl olur diye çalıştık ve şu anda da Gazi Meclisimizde.” yanıtını verdi.
Günde ortalama 10 kişinin hız kural ihlalinden öldüğüne dikkati çeken Yerlikaya, buna razı olmadıklarını söyledi.
Hedeflerinin trafikte ceza yazmak olmadığını vurgulayan Yerlikaya, şunları kaydetti:
“Ceza, insanı anlık durdurur. Ama kalıcı olan bunun bir vicdan sorumluluğu haline gelmesi. 37,5 milyon sürücü var. Bu yollarda ya sürücüsünüz ya yolcusunuz ya yayasınız. Yani kendiniz kurala uyduğunuz zaman başkasının yaşam hakkını da korumuş oluyorsunuz. Bu çok büyük bir kul hakkı. Hani biraz daha böyle manevi olarak ifade etmemiz gerekir. Siz kendinizi düşünmediğiniz, kurala uymadığınız zaman başkasının da hayatını riske ediyorsunuz. Bunlarla ilgili medyamızda, sosyal medyada milyonlarca enstantane var. Bakın Dünya Sağlık Örgütü diyor ki, ‘Bu, önlenebilir halk sağlığı sorunu.’ Ne demek bu? Önlenebilir. Aslında şu demek, ‘Olmayacaktı ki.’ Hız kuralına uysaydı, arkadan gidip de yolunda, gayet trafiğin kurallarına uyarak seyahat eden, yaz tatili gelmiş çocuklarıyla beraber büyük bir heyecanla bir aydan beri hazırlık yapmış bir aile yok olmayacaktı. Buna hakkı var mıydı bunun? Yoktu. Veya engelli kalmayacaktı. Hakkı var mıydı? Yoktu. Bu kuralların her birinin dünya tarihinde bir hikayesi var. Yani ‘yollarda herkes istediği hızla gidebilir, gitmelidir’ diyebilir miyiz? O zaman trafik terörü olur. Dolayısıyla, şu anda trafikte can kaybı ve yaralanmanın en büyük müsebbibi hız kural ihlali.”
“BAREM SİSTEMİ GETİRDİK”
“Kanun teklifi bu noktada nasıl bir değişiklik öngörüyor?” sorusu üzerine Yerlikaya, şunları ifade etti:
“Biz öncekinden farklı bir sistem ve dünyanın bunu başaran ülkelerinin geldiği sisteme benzer bir sistem yaptık. ‘Barem’ sistemi getirdik. Bir ayrım yaptık, yerleşim yeri içi ve yerleşim yeri dışı. Daha önce böyle bir ayrım yoktu. TÜİK bize diyor ki, ‘Türkiye’deki can kaybı ve yaralanmalı trafik kazalarının yüzde 79’u yerleşim yeri içinde, yüzde 21’i yerleşim yeri dışında olur.’ Biz de dedik ki yerleşim yeri içindeki can kayıplarını inceledik. 30 limit olan yerde, 50 limit olan yerde, 80 olan yerlerde, bunların hepsine baktık. Ölümlere baktık. Yerleşim yeri içi, okul önlerinde ve hastane önlerinde hız tahdidi 30 kilometre/saat. Dünya bunu 20’ye indireceğim diye uğraşıyor da, 30 bizde. 30 kilometre hız olan bir yerde son 6 sene içerisinde 15 yaşın altında 169 öğrenci vefat etmiş. Hastane önlerinde. Şimdi 30. Biz de buna göre dizayn ettik. İlk 5 ve daha sonra 6, 9 barem yapmış arkadaşlarımız. 74 ve üstü hızlarda vücut bütünlüğünü koruma zor ve ölümle sonuçlanma ihtimali en yüksek. 30 kilometre limit olan, yani okul önleri ve hastane önlerinde eğer 36 ile yakalanırsa para cezası var. Ama eğer 30 kilometre limitli olan yerde, bakın bu yeni, 76 ile yakalanırsanız biz onun aynı gün 30 gün mühletle sürücü belgesini geri alıyoruz. Diyoruz ki ‘Bir dakika, sen 30 gün bir düşün.’ Para cezalarından bahsetmiyorum.”
Bakan Yerlikaya, yeni düzenlemeye ilişkin “76 kilometre hızdan itibaren 30 gün. Eğer 86 oluyorsa 60 gün. 30’la gitmesi gereken yerde 96 ile birisi geçerse, Allah’a şükür hiç kimseye çarpmadı ama biz yakaladık onu, 90 gün ehliyetini alıyoruz. Geriye doğru bir yıl içerisinde bunu 5 kere yaparsa diyoruz ki ‘Bir psikiyatri uzmanına görünmen lazım. Lütfen kardeşim, bir git, bir bak. Çünkü bu direksiyonun başına geçtiğimiz zaman yolun kuralı var ama kralı olmaz.'” diye konuştu.
“ÖLÜMLÜ KAZALARIN YÜZDE 65’İ YERLEŞİM YERİ İÇİNDE”
Yerlikaya, yerleşim yeri dışında da barem sistemini getirdiklerini, ölümlü kazaların yüzde 65’inin yerleşim yeri içinde, yüzde 35’inin yerleşim yeri dışında olduğunu aktardı.
Bu ayrımı getirinceye kadar Türkiye’nin tam tersini bildiğini dile getiren Yerlikaya, “90 olan yerde siz 141 ve üstü, eğer bu bareme giriyorsanız 30 gün ehliyetinizi alıyoruz. Çünkü artık diyoruz ki bu, ölümlü ve yaralanmalı Allah muhafaza kaza olma ihtimali çok yüksek. Dikkat et.’ 90 olan yerde 161 veya 140 olan otoyolda eğer siz 161 ve üstü bir hızla yakalanırsanız, 90 gün sizden ehliyetinizi alıyoruz.” ifadelerini kullandı.
“Daha önceki uygulamalarda sürücü belgesi geri alma işlemi hız ihlallerinde yapılıyor muydu, yoksa birkaç tekrardan sonra mı yapılıyordu?” sorusunu Yerlikaya, “Tekrarlarından sonraydı. O zaman barem sistemi yoktu. Orada şöyle bir sistem vardı. Yüzde 10-30 oranında artış varsa 30-50, 50 plus’tı. Orada diyordu ki, yüzde 30’un üzerinde ihlal bir yılda 5 kez olursa ehliyet alma vardı. Biz onu yapmıyoruz. Sürücü belgenizi bugün aldınız, heyecanlı, bir de araba aldınız, yola çıktınız 90 olan yerde 161’le yakalandınız aynı gün ehliyeti… Sistem diyor ki, ‘Bak böyle yolda gezinme. Şimdi herhangi bir kaza olmadı ama sen bir düşün. Bir de doktora git.’ diyor.” diye cevapladı.
“MİLLET OLARAK BUNU VİCDAN MESELESİ HALİNE GETİRMEMİZ LAZIM”
Yerlikaya, Yeni Trafik Kanunuyla ilgili teklifteki sistemin asıl mantığının rakam olmadığının altını çizerek, “Bir tefekkür, bir düşün, bu yolda tek başına değilsin ki güzel kardeşim.” dedi.
“Yerleşim yerleri içinde denetimler çok daha fazla mı olacak?” sorusu üzerine Bakan Yerlikaya, şunları kaydetti:
“Bizler trafikte tedbir almamız lazım. Millet olarak bunu bir vicdan meselesi haline getirmemiz lazım ve hiç kimseye hiç kimsenin hakkına halel getirecek bir trafikte davranış şekli yapmamamız lazım. Cezanın mantığı şu, felsefesi şu. Dünya bunu başarmış. Nüfusu bizimle aynı, araç sayısı bizden daha fazla olan ülkede ölüm sayısı bizim üçte birimiz kadar. Nasıl yapmış? İnceledik. Bu bir kültür olmuş. Buradan yurt dışına giden vatandaşlarımız var değil mi? O ülkeye gittiği zaman eğer araç kiralayacaksa ona diyorlar ki, ‘Aman ha bak, dikkat et.’ Burada bizdeki gibi radarlar önceden ilan edilip, belli olan yerler filan… Orada gizli her şey kapalı. Diyor ki, ‘Burada yazmış, araçta da zaten sinyal vermiş, buranın hız limiti bu.’ demiş. Diyor ki adam, ‘Oraya gittiğim zaman buranın trafik kurallarına uymam lazım.’ Bizde de aynı o davranış şeklini oluşturma mücadelesi bu.”
İçişleri Bakanı Ali Yerlikaya, yeni kanun teklifine göre, 5 yılda 2 kere ambulans ve itfaiye araçlarına yol vermeyenlerin ehliyetlerinin iptal edileceğini bildirdi.
“Ters yönde araç sürme” ve “makas atarak” kuralların ihlal edilmesine ilişkin bilgi veren Yerlikaya, sürücülerin makas atmasıyla, maddi hasarlı kazaların ve can kayıplarının yaşandığını hatırlattı.
Ali Yerlikaya, “Sollamak yasak değil, hız limitlerine uyarak, arkanız ve önünüz açık güvenli bir şekilde sinyalinizi verirsiniz ve geçersiniz. Biri makas atarsa 60 gün ehliyetini, 60 gün arabasını alıyoruz. Diyoruz ki ‘bir düşün, şu yaptığın hareket şimdilik şükürler olsun ki bir cana halel getirmedi ama bu yolda böyle olmaz’.” dedi.
Yerlikaya, sürücülerin ters yönde gitmesine de ceza getirdiklerini ve yolları risklerine göre modüllendirdiklerini belirtti.
Tek yönlü yollarda ters yönde gitmenin riskinin daha az olduğuna, yerleşim yeri bölünmüş yol olduğunda riskin yükseldiğine dikkati çeken Yerlikaya, “Şehir dışı, bölünmüş ve otoyolda olduğunda o zaman başka kural getirdik. Otoyolda birinin ters yönde gitmesi ne demek? Milletin 140-150 kilometre ile gittiği ortamda, birisi ters yönde giderse kazaya yüzde 99 davetiye çıkarmış olur. O zaman 60 gün ehliyetini alıyoruz ve 60 gün trafikten men ediyoruz.” ifadesini kullandı.
Elektronik Denetleme Sistemi (EDS) ve Yüz Yüze Denetleme Sistemleri’nin olduğunu anımsatan Yerlikaya, tespitle ilgili teknolojik bir altyapıya sahip olduklarını ve bunu daha da güçlendirmek istediklerini söyledi.
Bakan Yerlikaya, yüz yüze denetimde ekip ve personel sayısının şu an için yeterli olduğunu kaydetti.
“KÖPRÜ, VİYADÜK, TÜNEL VE OTOYOLDA OLURSA CEZAYI İKİYE KATLIYORUZ”
Düğün konvoylarına ilişkin vatandaşlardan gelen en büyük şikayetin “yol kapatma” olduğunu vurgulayan Yerlikaya, şöyle devam etti:
“Tünelin içerisinde durmuşlar halay çekiyorlar, yolu kapatmışlar. Bunu nasıl izah edebiliriz. Böyle bir durumda kişinin 60 gün ehliyetini alıyoruz. 60 gün arabayı aynı yerde bağlıyoruz. Bizim kurallarımız modüler oldu. Köprü, viyadük, tünel ve otoyolda olursa cezayı ikiye katlıyoruz. ‘120 gün belgeni alırız, 120 gün de aracı bağlarız’ diyoruz sürücüye. Saldırı amacıyla araçtan inme ve yolu kapatma… Bir kadın sürücü hata yapmış, elini kaldırmış özür dilemiş. Karşıdaki sürücü el frenini çekip, arabanın üstüne çıkıp camını yumrukluyor. Bunu kesinlikle bitirmek, caydırıcı olmak istiyoruz. Böyle bir durumda, 60 gün trafikten men, 60 gün ehliyetini alıyoruz.”
Yerlikaya, kurallara uyulduğunda cezaların miktarının önemli olmadığını belirterek, 10 milyonda bir kişinin bile yapmaya cesaret edememesi için bu kuralların getirildiğini vurguladı.
AMBULANSA, İTFAİYEYE YOL VERMEMEKTE DİRENEN SÜRÜCÜLERİN 30 GÜN EHLİYETİNE EL KONULACAK
Ambulans ve itfaiyenin trafikteki seyrine engel olunduğu durumlara da değinen Yerlikaya, Dünya Sağlık Örgütünün, bir hastanın hastaneye zamanında yetişmesi durumunda hayatının kurtarılma olasılığının yüzde 40 artacağını belirttiğini anımsattı.
Ali Yerlikaya, ambulansa, itfaiyeye yol vermemekte direnen sürücülerin 30 gün ehliyetine el koyduklarını ve 30 gün süresince aracını bağladıklarını aktardı.
Türkiye’de son dönemde trafikte fermuar sisteminde güzel uygulamalar olduğunu dile getiren Yerlikaya, “Bu davranışları sergileyen sürücülerin her birine müteşekkirim. Göreceksiniz, bu methettiğimiz ve çok gördüğümüz kural haline gelecek bu caydırıcılıkla beraber. 5 yılda 2 kere yaparsa ehliyeti iptal edilecek. Ehliyeti iptal edilirse, sıfırdan alacak.” diye konuştu.
İçişleri Bakanı Ali Yerlikaya, araç içerisinde seyir halindeyken cep telefonu kullanan sürücülere ilkinde 5 bin lira, ikincisinde 10 bin lira ceza verileceğini, üçüncü kez olursa 30 gün ehliyetinin alınacağını belirtti.
Seyir halindeyken cep telefonu kullanan araç sürücülerine yönelik ne tür düzenlemelerin yapılacağına ilişkin soru üzerine Yerlikaya, “Cep telefonu ile araç kullanmak kaza riskini dört kat artırıyor. Araç kullanırken bir de mesaj filan atmaya kalkıyorsa, Dünya Sağlık Örgütünün (DSÖ) araştırması 23 kat kazaya davetiye. Bunun anlamı bu. Her an kaza yapabilir.” dedi.
Yeni düzenlemeye ilişkin Yerlikaya, “Birinci, ikinci, üçüncü diyoruz. Bir yıl içerisinde birincisinde 5 bin lira, ikincisinde 10 bin lira, üçüncü kez olursa 30 gün ehliyetini alıyoruz. Biz bu işi kesin bitireceğiz. 30 gün ehliyet alınacak. Cep telefonunu sabitleyecek yeni tip araçların çoğunda değil hepsinde var bu. Araç kullanırken çok rahat bir şekilde kullanabilecek, öyle kullanması lazım. Yenilikle beraber bizim caydırıcılık gücümüz daha kuvvetlendi.” açıklamasını yaptı.
“ALTINCI DEFA KIRMIZI IŞIK İHLALİ YAPTIYSA EHLİYETİNİ İPTAL EDİYORUZ”
Yerlikaya, yeni yasa teklifindeki kırmızı ışık ihlalleri konusundaki düzenlemeler hakkında da bilgi verdi. Trafikteki en basit kuralın kırmızı ışık olduğunun altını çizen Yerlikaya, 2024’te 137 kişinin ışık kuralı ihlalinden vefat ettiğini bildirdi.
Türkiye’de üç günde bir vatandaşın ışık ihlalinden vefat ettiğini aktaran Yerlikaya, “Bunu bu zaman diliminde nasıl izah edebiliriz? Bu temel kuralla ilgili bizim birinci, ikinci, üçüncü, dördüncü, beşinci diye bir yıl içerisinde 6 barem yaptık. Eğer bir yıl içerisinde üçüncü kez kural ihlali yaptıysanız, kırmızı ışıkta durmadınız o zaman biz 30 gün ehliyetinizi alıyoruz. Bu 4 olursa 60 gün, 5 olursa 90 gün. Geriye dönük bir yıl içerisinde altıncı defa kırmızı ışık ihlali yaptıysa ehliyetini iptal ediyoruz. Yenilik bu.” dedi.
“HER 3 KAZADAN 2’SİNDE MOTOSİKLET SÜRÜCÜLERİ KUSURLU”
Bakan Yerlikaya, motosiklet kullanıcılarına yönelik de düzenlemelerin yapılacağını söyledi.
Türkiye’deki motosikletli araç sayılarının hızla arttığını ifade eden Yerlikaya, “Geçen yıl 6,3 milyon sayısı ile kapattık. Bu yıl öyle görünüyor ki 7 milyonu aşacağız. Bunun anlamı şu; 5 araçtan biri yollarda motosiklet. Geçen yıl 1584 motosikletten yapılan kazalardan vefat eden can sayısı günlük 4,3. Bir motosiklet kullanıcısı olarak, onları seven Bakanları olarak biz bunu caydırıcı nasıl kurallar getirebiliriz. Onlarla da görüştük. Toplantılar yaptık.” bilgisini paylaştı.
Motosiklet denetimlerini ve idari işlem sayılarını artırdıklarını anlatan Yerlikaya, şunları söyledi:
“Denetimi artırıyoruz, işlem sayısını artırıyoruz ama vefat eden sayısı 1307’den 1584’e çıkıyor. Şu anda daha da artıyor, durduramıyoruz. Ne yapmamız lazım? Caydırıcı kurallar getirmemiz lazım. Her 3 kazadan 2’sinde motosiklet sürücüleri kusurlu. Kusura bakmasınlar ama bu gerçek rakam. Motosikletlerin kazalardaki kusur oranı yüzde 67. 3’te 2’den fazla. O yüzden biz de oturduk, başta kask, ekipmanlarla ilgili olan kurallarımızın her birini caydırıcı hale getirmeyle ilgili gözden geçirdik. Onları da tasarımıza yazdık. Trafiğe açık alanlarda akrobatik hareketleri yapmak isterse 60 gün belgesini, 60 gün de motorunu trafikten menediyoruz. Akan trafikte ister motosiklet ister araç yarış yaparsa 2 yıl sürücü belgesini alıyoruz. 60 gün de trafikten menediyoruz. Biz bunlardan her iki harekette de geriye doğru 5 yıl içerisinde yaparsa da biz ehliyeti iptal ediyoruz.”
ALKOL VE UYUŞTURUCU MADDE ETKİSİNDE ARAÇ KULLANMA
Bakan Yerlikaya, alkol ve uyuşturucu madde etkisinde araç kullananlara yönelik yapılacak düzenlemeler konusundaki soru üzerine de şunları kaydetti:
“Alkol, uyuşturucu, bunlar maalesef iradenin zayıfladığı, güçsüzleştiği ve kontrol hakimiyetinin kaybedildiği ve kazaya açık hale geldiğiniz en uç durum. Tüm dünya bununla uğraşıyor. Biz, bununla ilgili daha önceki kaza sayılarına ve denetimlerin hepsine baktık. Caydırıcılığı tekrar masaya yatırdık. Burada birinci, ikinci ve üçüncü kez alkol etkisinde araç kullanma geriye doğru 5 yıl kuralı var. Biz burada eğer üçüncü kez ve fazlasını 5 yıl içerisinde yaparsa ehliyetini alkolden 5 yıl alıyoruz. Eğer uyuşturucuysa, en riskli olan bu. Burada ilkinde belgeyi iptal ediyoruz. Alkol ve uyuşturucu ölçümü yaptırmamayla ilgili buna biz ‘ret’ diyoruz. Önceden 2 yıldı şimdi 5 yıl ehliyetini alıyoruz. Hiç kimsenin uyuşturucu ile ilgili sınanmasını istemiyoruz. İnsanlığın en büyük düşmanı bu.”
İçişleri Bakanı Ali Yerlikaya, yeni kanun teklifinde “dur” ihtarına uymayan sürücülere ilişkin, “60 gün belgesini alıyoruz. 60 günde ‘dur’ ihtarına uymadıysa trafikten men ediyoruz. 200 bin lira cezası var.” dedi.
Yeni düzenlemede emniyet kemeriyle ilgili cezalarda artış olup olmayacağına ilişkin soruya Yerlikaya, konuyla ilgili çalışmalarının ve yeniliklerinin olduğunu belirterek, emniyet kemeri kullanmanın kazalarda can kaybını yüzde 45, ağır yaralanma riskini ise yüzde 50 azalttığını kaydetti.
4 VE DAHA FAZLA EMNİYET KEMERİ İHLALİNDE 30 GÜN EHLİYETE EL KOYULACAK
Emniyet kemeri kullanımının sürücü ve yolcular için önemine dikkati çeken Yerlikaya, bu konuda da bir yenilik getirdiklerini bildirerek, emniyet kemerini geriye doğru takarak, bir yıl içerisinde 4’üncü kez ve fazla ihlalde bulunanların ehliyetlerini 30 gün alacaklarını söyledi. Cezasının 2 bin 500 lira olduğunu belirten Yerlikaya, “Ama geriye doğru 1 yıl içerisinde 4 defa yaparsa 30 gün ‘Bir düşün.’ diyoruz. Bunun bir alışkanlık olması lazım bize.” ifadelerini kullandı.
Yerlikaya, son 6 yılda emniyet kemeri takmadığı için 15 yaş altı yolculardan 1126’sının hayatını kaybettiğini anlattı.
ARAÇTA YÜKSEK SESLİ MÜZİK DİNLEME
Yeni düzenlemenin araç içinde yüksek sesle müzik dinleyenler ve çevreye rahatsızlık verenleri içerip içermediğine ilişkin soruya yanıt veren Yerlikaya, şunları paylaştı:
“İçeriyor çünkü vatandaş aracın içerisinde öyle bir düzenleme yapmış ki, öyle hoparlör yapmış ki, gerçekten videolarda görmüşsünüzdür. Şaşırırsınız. Geliyor, bir evin veya bir mahallenin bir yerine duruyor, bütün kapıları açıyor, arka taraftaki bagaj kapağını açıyor. Öyle bir ses düzeni yapmış ki adam, orada 50 bin kişi dinliyor bunu. Şimdi vatandaş diyor ki, ‘Biz rahatsız oluyoruz.’ Bir de asayiş sorunu haline gidiyor. Onu da eğer siz önleyemezseniz bu sefer kavga çıkıyor, 112 aranıyor. Ne gereği var ki bunun? Dolayısıyla halen biz bunu mevcut ceza sistemiyle önleyemediğimizi görünce burada rakam önemli değil, biz aracı 30 gün alıp trafikten men ediyoruz. 2 tane caydırıcısı var, 30 gün canından çok sevdiği aracı alıyoruz, parka çekiyoruz, cihazları söktürüyoruz, öyle götürebiliyor.”
“DUR” İHTARINA UYMAYAN SÜRÜCÜLER HAKKINDA DÜZENLEME
Yerlikaya, bu kurallar yürürlüğe girdikten sonra Meclis’te yasalaştığı takdirde caydırıcılıkla ilgili nereye gelindiğinin görüleceğini ifade etti.
Yerleşim yerlerinde, ana yollarda drift yapılmasına ilişkin şikayetlerin olduğu sorusuna yanıtını görsel üzerinden örnekle aktaran Yerlikaya, “60 gün belgesini alıyoruz, 60 gün trafikten men ediyoruz. Geriye dönük 5 yıl içerisinde 2 defa yaparsa ‘şu ehliyeti bize ver bakalım.’ Kimse yapamayacak bunu. Yapanların sayılarını vereceğiz.” dedi.
“Dur” ihtarına uymayan sürücülere ilişkin yapılacak düzenlemeye de değinen Bakan Yerlikaya, bu sebeple son 6 yılda 9 şehidin verildiğini, 16 emniyet personelinin gazi olduğunu belirtti.
Yerlikaya, 2024’te “dur” ihtarına uymayan 310 bin kişi olduğunu, bunun 196 bininin taşıt, 114 bininin motosiklet olduğunu bildirdi.
Bu konuda verilen cezalara da değinen Yerlikaya, “60 gün belgesini alıyoruz. 60 günde ‘dur’ ihtarına uymadıysa trafikten men ediyoruz. 200 bin lira cezası var. Bunun daha önceki cezası kaç lira biliyor musunuz? 2 bin 270 lira. Durmuyor adam. ‘Durmayım.’ diyor. Ceza daha şey diyor. Ama bak burada şehitler var, gaziler var. Yazık değil mi bu insanlara? İçişleri Bakanı Ali Yerlikaya, hazırladıkları radar aplikasyonuna ilişkin, “2024’te günde 10 kişiye düşürdüğümüz hız sınırı ihlali sebebiyle ölümü sıfırlamak istiyoruz. Aplikasyonu yakında yayınlayacağız.” dedi.
Hız sınırı levhalarıyla ilgili düzenlemeye ilişkin soru üzerine Yerlikaya, bu konuda Kurban Bayramı’nın ertesinde Ulaştırma ve Altyapı Bakanı Abdulkadir Uraloğlu ile bir çalışma başlattıklarını, hemen bir komisyon kurduklarını anımsattı.
Çalışma kapsamında 14 bin 580 kilometrekarede, kara yolları yol ağında, bir tarama yapıldığını belirten Yerlikaya, şunları kaydetti:
“Şu ana kadar 19 bin 61 trafik levhası söküldü. Büyükşehir belediyesi yol ağları ve il belediyeleri yol ağlarında hem UKOME’ler hem il trafik komisyonları da kara yollarının gözetiminde çalışmalarını tamamlayacaklar. Sayın Cumhurbaşkanımız bu konuyla ilgili bir genelge yayımladı, bir süre verdi. Bir levha bulunduğu yerde gereksizse kalkacak, gerekliyse duracak. Komisyonumuzun kontrol etmediği levha kalmayacak. Vatandaşların sosyal medyadaki değerlendirmelerini anbean takip ediyoruz. Beraber yaşıyoruz. Onların beklentileri, istekleri baş göz üstüne. Bizim de onlardan beklentilerimiz var. Yerlikaya, “Radar, noktalarının vatandaşlara bildirilmesi için çalışmanız var mı? ‘Vatandaşa tuzak kurulduğu’ yönünde eleştiriler var. Bu noktada teknolojiyi kullanarak bir çalışma yapıyor musunuz?” sorusu üzerine, “Vatandaşımıza tuzak kurmuyoruz. Yasamız da buna müsait değil. Çoğu ülke hiç haber vermeden radar denetimi yapıyor. Yollarda ‘radar uygulaması’ levhamız var. Bunların hepsini yeniliyoruz. Gece farkındalığı yüksek olsun diye onları ledli hale getiriyoruz. Radar için cep telefonu aplikasyonu yaptık. Yakında bunun tanıtımını yapacağız.” yanıtını verdi.
Bakan Yerlikaya, uygulamayı kullanacak yolcunun güzergah bilgilerini sisteme girince yolda kaç radar olduğunu görebileceğini ancak radar noktalarını göremeyeceğini dile getirdi.
Radar uygulaması yapılan noktaların en çok kaza riski bulunan yerler olduğuna işaret eden Yerlikaya, “2024’te günde 10 kişiye düşürdüğümüz hız sınırı ihlali sebebiyle ölümü sıfırlamak istiyoruz. Aplikasyonu yakında yayınlayacağız. Şu anda son kontrolleri yapılıyor. Bir törenle vatandaşlarımıza duyuracağız. ” diye konuştu.
“Karayolları Trafik Kanunu’nda Değişiklik Yapılmasına Dair Kanun’un Meclis’te kabul edilmesi halinde ne zaman yürürlüğe gireceğinin sorulması” üzerine Yerlikaya, şunları kaydetti:
“Yeni yılın ilk günü. O zamana kadar hazırlıklarımızı yapacağız. Yayınlanıp ertesi gün yürürlüğe girmiyor. Buradaki her bir arkadaşımızda yerli ve milli son sistem yaka kamerası var. Aplikasyonumuz iki bölüm asayiş ve trafikle ilgili… Bir esnaf gördüğünü çekecek, bize gönderecek. Biz gereğini yapıp… Hem o hem de o ekranı izleyen herkes görecek.” diye konuştu.
Trafik güvenliğinin, ulaşımın, yaşamın en önemli parçası olduğunu vurgulayan Yerlikaya, “Artık şehirler büyüdü. Yani yüzde 90’ın üzerinde şehir hayatımız var. Evet, yollarımız iyi, her türlü imkanlarımız iyi. Ama kurallarla ilgili oyalanacak hiç vaktimiz yok. Caydırıcı kurallara sahip olmayla ilgili her oyalandığımız vakit, can kaybı demektir.” dedi.
Bakan Yerlikaya, 2024 yılı boyunca denetimi güçlendirdiklerini, yasa dışı çakar kullanım oranını caydırıcı cezalarla 9 ayda yüzde 86 düşürdüklerini bildirdi.
