The Ministry of Justice is preparing to take an important digital transformation step in justice services, within the scope of the work carried out with the Banks Association of Türkiye. While the standard template application is being implemented in bank letters of guarantee submitted to civil courts and enforcement offices, the electronic letter of guarantee system is also being put into operation. With the new system, it is expected that transaction processes in courts and enforcement offices will be carried out more effectively in the digital environment, and the application stands out as an important reform that will reduce bureaucracy in justice services and speed up transactions.
IT WILL BE INTEGRATED INTO THE UYAP SYSTEM
The work carried out by the General Directorate of Information Technology and the Department of Enforcement Affairs, under the coordination of the General Directorate of Legal Affairs of the Ministry of Justice, has come to an end. The standard letter of guarantee templates prepared as a result of the cooperation with banks and the Banks Association of Türkiye have been made ready for integration into the UYAP system.
LOSSES OF RIGHTS WILL BE PREVENTED
The new practice aims to eliminate differences in practice between courts, eliminate hesitations regarding the acceptance of letters of guarantee, and prevent disputes arising from document contents. It was stated that the regulation will also prevent creditors from losing their rights.

It was noted that thanks to the electronic letter of guarantee system, the use of physical documents will be reduced, paper waste will be prevented, and the risk of loss or damage to letters of guarantee will be eliminated. Thus, it is aimed to increase transaction security and make the business and investment environment more predictable.

e-Hearing system will also be used in regional courts of justice
According to the statement made by the Ministry of Justice, the study was initiated after Minister of Justice Akın Gürlek stated that “technological steps that will reduce the workload of lawyers and speed up the trial processes will continue, and the e-Hearing system will be used in more cases and procedural processes.”
With the new regulation planned, the e-Hearing application will not only be limited to first instance courts, but will also be used in regional courts of justice.
