President Erdoğan stated that, according to Ibn Khaldun, one of the greatest thinkers of civilization, it is necessary for humans to live in social order.
Emphasizing that the establishment and preservation of some institutions is essential for social life to function in a healthy way and to be able to transmit itself from generation to generation, Erdoğan said:
“The state is one of these institutions. The reason for the state is its existence, that is, its purpose of existence, first of all, it is justice, then it is security. At the last point, it is peace and security. Of course, this is also important, in our mind map, each of these concepts has been shaped by centering people and society. This is exactly why our ancestors, who saw justice as the basis of property, that is, the state, said ‘keep people alive so that the state can live’. President Recep Tayyip Erdoğan said, “The scandals centered on local governments, which we have been following lately, sometimes with astonishment and sometimes with shame, can never be excused.” he said.
Erdoğan spoke at the 164th Establishment Anniversary Ceremony held at the Court of Accounts.
“Just as we see the defense of the national will as a duty of honor, we do not condone the wasting of public property, its exploitation by illegal and irregular means, and especially the attempt to gain success.” Using his statements, Erdoğan stated that their attitude and stance on this issue is very clear.

Erdoğan stated that his expectations from the Court of Accounts are, on the one hand, to protect the trust of the people through judicial and auditing activities, and on the other hand, to actively contribute to the construction of the Turkish Century with its guidance studies.
Stating that the need for the reports prepared by the Court of Accounts, taking into account the discretion of the administration, especially in the preparation of national strategies, is increasing day by day, Erdoğan stated that he believes that the Court of Accounts, which has the opportunity to see different institutions, processes and methods at the same time, will provide important services to the nation and the state for many years to come with a data-based, system-based and added value-oriented approach.
Pointing out that modern public administration is a transparent and accountable system in which citizens and the state communicate at eye level, Erdoğan said that the tighter, planned and result-oriented financial control in this system, the more efficient public services will be.
Erdoğan noted that the growth of the economy, the increase in the level of welfare, and the establishment of a climate of peace and trust in all areas are directly related to the management and supervision of public finances, and that the Court of Accounts plays a critical role here as well.

“Especially with the law no. 6085 that we enacted in 2010, we transformed our Court of Accounts into a structure that responds to the needs of the 21st century and is shaped according to international standards. With this regulation, we enabled our Court of Accounts to renew itself as the supreme audit body and the supreme accounting judicial authority.
Thanks to the democratization reforms we implemented to strengthen the constitutional state of law, the Court of Accounts has the authority to audit institutions and organizations using public resources. The Court of Accounts has achieved a significant transformation in three areas that support each of them: digital audit, integration of new technologies into the system and dissemination of data analytics. “We find every effort to increase efficiency by eliminating bureaucratic processes that do not produce public benefit extremely valuable.”
Expressing their great satisfaction with the Association of Courts of Accounts of the Turkish States, which was established in Istanbul last November with the participation of the Courts of Accounts of Azerbaijan, Kazakhstan, Kyrgyzstan and Uzbekistan, Erdoğan stated that he believes that the union, of which Türkiye will be the term chairman for 3 years, will add a different dimension to the relations with the Turkish world.

THE DROUGHT EXCUSE IS OVER: DAMS FULL, TAPS EMPTY
