Following the Unofficial Summit of the Organization of Turkic States (TDT) held in Turkestan, Kazakhstan, a statement regarding the summit was published by the TDT General Secretariat. In the declaration signed by the heads of state of the member countries of the Organization, it was stated that the leaders emphasized the increasing role of the Turkish states in shaping the digital future of the global economy. In the statement, it was stated that the leaders reaffirmed their commitment to the principles, goals and spirit of the Nakhchivan Agreement, the Turkic World 2040 Vision, the Turkic World Charter, the Astana Law and the TDT 2022-2026 Strategy. “The heads of state emphasized the importance of advancing cooperation in the fields of developing technologies, innovation and digital transformation of these documents.” In the statement, the heads of state expressed their support for Azerbaijan’s term presidency and the priorities determined in this process.

STRATEGIC DRIVING FORCE STATUS OF ARTIFICIAL INTELLIGENCE AND DIGITAL TECHNOLOGIES

In the statement, it was noted that the leaders welcomed the fact that Kazakhstan’s new constitution includes provisions on the protection of citizens’ rights in the digital environment. It was noted that the heads of state emphasized that artificial intelligence and digital technologies are strategic driving forces in terms of economic integration, sustainable development, innovation, development of public services and protection of Turkish cultural heritage, and that coordinated action is needed in areas such as ethical governance, cyber security and data protection. In the statement, it was stated that the heads of state confirmed that artificial intelligence and digital development are a strategic priority for the Turkic world and expressed their commitment to deepening comprehensive multilateral cooperation in these areas within the framework of TDT. EMPHASIS ON THE IMPORTANCE OF THE “DIGITAL TURKISH WORLD” CONCEPT

In the declaration, it was announced that the presidents emphasized the importance of the “Digital Turkic World” concept in terms of digital integration, welcomed the entry into force of the digital codes of Kyrgyzstan and Kazakhstan, the artificial intelligence strategies of Azerbaijan and Uzbekistan, and Türkiye’s cyber security efforts, and appreciated the establishment of the Artificial Intelligence Center and Academy in Azerbaijan.
It was stated that the leaders supported the Digital Silk Road Project and related digital infrastructure projects, as well as the development of the Turkish Major Language Model.

In the statement, it was stated that the leaders welcomed Uzbekistan’s “Turkish Green Corridors” and “Green Transformation Consortium” initiatives and supported human resource development programs in the field of digital skills and artificial intelligence training.

Türkiye HOSTED THE 13TH TDT SUMMIT

It was also reported that the leaders expressed their readiness to develop a common attitude in global digital governance and congratulated Türkiye on hosting the 13th TDT Summit.

In the investigation initiated by the Aydın Chief Public Prosecutor’s Office upon the complaint, it was determined that the allegations in question were unfounded. Yelis Ayaz, the privilege owner of the website, who was detained within the scope of the investigation, was arrested at the courthouse where he was transferred after his procedures at the police station, on the charge of “publicly disseminating misleading information to the public” in accordance with Article 217/A of the Turkish Penal Code (TCK).

“It has been understood that a disciplinary investigation was carried out by the school administration regarding the incident of taking a photo with a bead-shooting toy gun that some students brought to school in a private school operating in Aydın province in 2024, that a five-day suspension was given to the student who brought a toy gun to school, that the photo attached to the CİMER application was the photo subject to this disciplinary investigation, that the parent of this student was not a public official or a member of parliament, and that this incident was distorted and taken out of context and an attempt was made to use it as a basis for false news.”

ÖZKAN YALIM EXPLAINED THE BRIBERY NEGOTIATION

Giving an additional statement within the scope of the bribery and corruption operation carried out against Uşak Municipality, CHP Uşak Municipality detained chairman Özkan Yalım stated that he gave cash to Özgür Özel during the congress process and said, “After I gave 200 thousand liras in cash, Özgür Özel contacted me via WhatsApp and asked for money again. He said, “Arrange as much money as you can, determine it according to your own budget.” I said 1 million liras in cash at that time because I had 1 million liras in cash. A lawsuit was filed by CHP Istanbul Provincial Delegate Özlem Erkan on August 14, to the Istanbul 45th Civil Court of First Instance, demanding the “cancellation of the Congress”, alleging that there were “circumstances of will” and “criminal acts” at the CHP 38th Ordinary Istanbul Provincial Congress, which took place on October 8, 2023 and where Özgür Çelik was elected as the Provincial Chairman. With its interim decision on September 2, the Istanbul 45th Civil Court of First Instance decided that Özgür Çelik, who was elected as the Provincial Chairman of the CHP 38th Ordinary Istanbul Congress, and the Provincial Board of Directors and the Provincial Disciplinary Board, who were also elected at the same congress, should be “precautionarily suspended”.

In the same interim decision, it was decided that Gürsel Tekin and 5 people would be appointed as a temporary board to exercise the powers of the CHP Istanbul Provincial Chairman, the Provincial Board of Directors and the Provincial Disciplinary Board. CHP’s objections regarding the interim decisions of the 45th Civil Court of First Instance dated September 2, 2025, which included precautionary measures, were evaluated. The court ruled that all objections regarding CHP’s ‘Injunction’ decision will be heard through a hearing.

The hearing of the case regarding the suspension of Özgür Çelik, who was elected Provincial Chairman at CHP’s 38th Ordinary Istanbul Provincial Congress, the Provincial Administration and the Provincial Disciplinary Board, and the cancellation of the decisions taken at the congress and the congress was held. The court requested that the change of decision, in which the appeal found the courts in Istanbul to be incompetent, be presented to them.
