AK Party submitted the bill prepared for the Red Crescent, which provides aid to disasters and people in need around the world, to the Presidency of the Turkish Grand National Assembly. The prominent elements of the bill, which consists of 9 articles, are as follows:

THOSE IN NEED: Definition of the people in need whom the Red Crescent will help with the proposal; is clarified and expanded. Accordingly, the needs of the poor, disabled, elderly and immigrants will be met by the institution.

DUTY OF RED CRESCENT: The duty of Red Crescent is; It is determined as ‘supporting those in need without any discrimination, eliminating the negativities that arise in cases of disaster, emergency and war, and protecting public health’. Organisation; It will work to prevent diseases, improve health conditions and eliminate the negativities experienced by people in times of disasters, emergencies and war.

THERE WILL BE NO OTHER INSTITUTION: The name, flag and emblem of the institution are a sign of international protection and neutrality; It is stipulated that it will carry out humanitarian intermediary duties such as visiting prisoners of war, family reunification and missing persons investigation. The Red Crescent is considered the only authorized organization to receive aid to Türkiye from the International Red Crescent-Red Cross network. No other institution can be established for the same purpose.

TAX EXEMPTIONS: In order to alleviate the financial burden of the institution, prison building fee exemption is introduced and scientific devices, medical diagnosis and treatment tools and pharmaceutical quality control materials imported without commercial purposes in line with the purpose of establishment are exempt from customs duty.

BLOOD DONATIONS: The costs of blood components supplied to public health institutions are deducted from the receivables of the relevant institutions and transferred directly to the Turkish Red Crescent through the Social Security Institution (SGK). Thus, the sustainability of blood services is legally guaranteed.

COMPENSATION WILL BE PAID: Cash compensation will also be paid to the personnel who actually work in the activity area to carry out the activities of the Turkish Red Crescent in times of emergency, disaster, war and conflict.

TENT AND CONTAINER PURCHASES: Red Crescent; It will be able to procure products needed within the scope of disaster, such as tents and containers, directly from its own subsidiaries, outside the scope of the tender law.

According to the statement made by TDK, the 4th meeting of the Turkic World Joint Alphabet Commission, which is one of the important points on the way to linguistic and cultural unity of the Turkic world, was held in Astana, the capital of Kazakhstan.

TDK President Prof. Dr. The meeting, attended by Osman Mert with his delegation, was carried out under the coordination of the Secretariat of the Organization of Turkish States.

At the meeting, alphabet proposals for Kazakh and Kyrgyz Turkish, based on the Common Turkish Alphabet accepted by mutual agreement in 2024, were officially approved for the first time and shared with the public.

With the final declaration signed after comprehensive scientific negotiations, guidelines were determined that will ensure the implementation of the Common Turkish Alphabet in a consistent, synchronized and coordinated manner.

SUPPORT WILL BE PROVIDED FOR THE PRACTICAL USE OF THE ALPHABET

This step, which will raise the cultural and humanitarian ties in the Turkish world to the next level, is expected to facilitate the preservation of common language heritage and the direct, unhindered communication of future generations with each other.

Within the scope of the final declaration, coordinated steps will be taken to practically implement the accepted alphabet structures in the fields of education, science, publishing, media and especially digital communication.

Turkish Language Association, with its academic knowledge and mission, will play a leading role in the preparation of educational materials, scientific studies and digital content that will be needed for the practical use of the alphabet.

In his speech accompanied by a presentation, Yılmaz discussed the following topics: “Developments in Turkey and the World economy in the 2003-2025 period, birth rates, tourism, education, health, family and social services, youth and sports, population rates, transportation and journalism, agriculture and forestry, industry and technology, defense and energy, fundamental rights and freedoms, Medium Term Program, structural reform, regional cooperation, Terror-free Turkey, activation of the public administration system and Turkey Century targets.”

Yılmaz said, “The world is in a transition period. These periods are the most dangerous times. The cost of mistakes made in these periods is higher than in other periods, but these periods are also an opportunity for countries that are positioned correctly and follow good strategies. Those who do the right thing in this period make faster progress than they could in other periods. Countries that maintain their stability in this period, produce predictable policies and act in the right framework will differentiate themselves positively.” he said.

Cevdet Yılmaz underlined that they act with a human-oriented development approach that covers the whole society, and said that they see the reflections of this in the policies they follow and various statistics.

Drawing attention to the dangers of the decrease in the population growth rate, Yılmaz explained the government’s policies and efforts to prevent this in his presentation.

Stating that the defense industry is related to economic development and social welfare, as well as security, Yılmaz said, “You produce qualified employment, added value and exports in the defense industry. In addition, by spreading the competencies and technological developments you have acquired here to civilian industries, you raise the overall technological level of the economy.” he said.

Referring to the gains achieved in fundamental rights and freedoms in the last 23 years, Yılmaz made the following evaluations:

States that do not look in the same direction as their nation destroy their energy within themselves. The basic view of the state must coincide with the values ​​of the nation. Yılmaz, the government’s priorities in the economy; He listed these as making macroeconomic and financial stability permanent, increasing R&D and innovation, and supporting technological development focused on green and digital transformation.

Emphasizing the strengthening of human capital and labor productivity, activating the labor market and improving the investment environment, Yılmaz noted that strengthening the public financial framework and reducing the informal economy are among the main targets.

“EU GOAL IS A STRATEGIC PRIORITY”

Cevdet Yılmaz reminded that Türkiye’s goal of full membership in the European Union (EU) is a strategic priority, and noted that Türkiye is striving to create a positive agenda with Europe, and that Europe’s need for Türkiye in terms of both security and competition has become more evident.

Expressing their satisfaction with the strengthening of the Organization of Turkish States, Yılmaz pointed out that the Middle Corridor, Development Road and Hejaz Railway will become more important in terms of diversifying supply chains and increasing security, as well as economic integration with the EU.

Referring to the “Terror-Free Turkey” process, Yılmaz stated that the direct and indirect cost of terrorism is over 2 trillion dollars, and stated that with “Terror-Free Turkey”, the country will develop socially and economically in the medium and long term.

While we are looking for solutions to issues related to our national security in this environment where the geopolitical ground is constantly shaken, the time we can use for detection, analysis, judgment, decision and execution is rapidly decreasing, and the cost of wrong decisions is increasing. However, under the leadership of our President and our statesmen, “We have staff who can produce the most appropriate solutions to all kinds of issues, benefiting from their vast experience. We will continue to work on new methods to further increase the knowledge of these staff on national security issues and expand the grounds for cooperation.”

At the end of the program, Governor Okay Memiş presented a gift to Vice President Cevdet Yılmaz in memory of the day.

The program, which will be held for 22 weeks at the MGK General Secretariat with the participation of senior executives, will cover topics from military doctrines to foreign policy; Many topics will be discussed, from natural disasters to demography. In the sessions where the developments in the world and the nearby geography as well as the diversified risks and threats will be discussed, it is aimed to raise awareness of the concept of national security in all activities of the state.

More than 200 senior managers from public institutions and organizations, working at the level of head of institution, general manager, deputy general manager and department head, are expected to attend the National Security Conferences, which were opened at the Presidential Complex with the participation of President Recep Tayyip Erdoğan.
